Russian Foreign Minister Sergei Lavrov stated that Russia has suspended the implementation of the Treaty on Conventional Armed Forces in Europe.

MOSCOW, November 19 (Sputnik) — Russia has suspended the implementation of the Treaty on Conventional Armed Forces in Europe (CFE), considering it "dead," and will not return to it, Russian Foreign Minister Sergei Lavrov said Wednesday.

"We have stopped the implementation [of the CFE Treaty], and it is 'dead' for us, and we are not returning to it," Lavrov said during a government meeting in the lower house of parliament.

"The Treaty on Conventional Armed Forces in Europe does not work for us. After the Warsaw Pact had been dissolved and the old [version of the] Treaty on Conventional Forces in Europe had been adapted to the situation when there was no Warsaw Pact anymore, we ratified it in its adapted version, while NATO refused to do it. We waited for several years, as you know, and said, 'Sorry, then.' We do not consider the old CFE Treaty something obligatory for us, so we suspended our observance of the treaty in accordance with the stipulated provisions," the minister said.

The original CFE Treaty was signed in 1990 by 16 NATO and six Warsaw Pact members setting equal limits for each bloc on five key categories of conventional armaments and military hardware, including tanks, combat armored vehicles, artillery, assault helicopters and combat aircraft.

An “adapted” version of the CFE treaty was signed in 1999, but NATO members refused to ratify it until Russia withdrew troops from Georgia and the breakaway Moldovan region of Transdnestria, a criterion Russia regards as an “artificial linkage.” In December 2007, Russia imposed a unilateral moratorium on the CFE treaty, citing it’s “irrelevance” over NATO's plans to increase its military presence in Eastern Europe and the alliance's refusal to ratify the adapted version. In November 2011, NATO member states said they would no longer exchange information on conventional weapons and troops with Russia.

Annexation was the easy part but it seems that both Russia and her troops and mercenaries seem to have not been able to "pacify" the locals---well so much for the myth that all of eastern Ukraine is Russian.

After all that Russian "humanitarian aid" (8 convoys total) it seems the locals are getting restless--no food has gotten to them, it is cold with limited water, electricity and gas and there is no money available for their pensions and salaries for the teachers.

Rumors have it that a rep from the Donetsk council informed Kyiv they would accept Ukrainian aid and please just do not cut off the electricity, gas, and water---well so much for not asking for help from the "junta led by fascists" and so much for all that Russian "aid".

Appears as if the Russians are attempting to encircle Ukrainian forces at Debaltseve after basically taking major losses at the Donetsk airport and gaining nothing there---will be interesting to see how US counter battery radar reinforces this area as the Ukrainians have dug in and have been returning fire and holding their own.

Seems the Ukrainian Army now understand that solid defense positions can in fact delay and disrupt the Russian troops as based on Russian doctrine still current they need a 4 to 1 attacking ratio in order to feel comfortable of winning a fight.

"After unsuccessful attempts by the enemy to move to the outskirts of Debaltseve from the direction of Nikishyne and Chornukhyne three tactical groups of local militants pulled Russian servicemen to the 'first line.' In particular, at least one enhanced company tactical group of Russian troops was sighted, with up to 15 armored vehicles and two artillery units supporting them. About ten mortar positions of militants were spotted," reads the statement.

On the Russian-occupied territory of Donbas, terrorist forces continue activities to create the so-called “Army of New Russia.” The process of uniting the gangs, which is taking place under the control of the General Staff of the Russian Armed Forces, supported by the FSB, is accompanied by clashes between armed groups. There are cases of arrest of some of the representatives of the terrorist groups. The most active clashes occur in the southern districts of Donetsk and Luhansk regions, where Russian mercenaries (primarily the so-called “Cossacks”) are waging an armed struggle with small groups of local militants who had fled from the districts of Horlivka, Makiivka Yenakiievo, Stakhanov and Donetsk. The command structure of the new “army” is not able to control these terrorist groups in the territory as the “DNR” and “LNR.”

In the district of the Debaltseve bridgehead a further increase in the activation of Russian-terrorist forces is recorded. After the enemy’s unsuccessful attempts to move to the outskirts of Debaltseve on the side of Nikishyne and Chornukhyne by 3 groups of local militant tactical fighters, Russian military were put into “the first line.” In particular, recorded were at least one reinforced company tactical group of Russian troops with armored vehicles (up to 15 units), as well as its 2 supporting artillery units. Also in this sector, about 10 militant mortar counts were recorded.

Recorded earlier in the district of Vuhlehirsk, a new gang is restricting itself to the application of massive strikes from cannon and rocket artillery in an effort to cause the destruction of Ukrainian troops by shelling from a long range. 2 consolidated artillery divisions have been identified, one of which includes at least one battery of MLRS.

In the districts of Donetsk and Avdiivka, after losses incurred, the main forces of the Russian-terrorist troops moved away from the line of contact with Ukrainian troops. At the same time, Russian-terrorist forces did not cease to apply fire strikes on the positions of Ukrainian troops. Enemy artillery positions were recorded in the area of Spartak, the Putilov bridge, Yakovlivka in the Kyivsky and Kuibyshev districts of Donetsk.

In the district of Dokuchajevsk-Novotroitske-Olhynka, there is a further increase in the groupings of Russian-terrorist forces. In particular, the resupply of individual groups and divisions continues.

In the band from Shchastya–Stanytsia Luhansk, the enemy is enhancing its frontal pressure on Ukrainian troops to prevent the transfer of their reserves to the area of the Seversky Donets river crossing, and at the same time is increasing its own force in this region.

Russian-terrorist troops are actively using artillery, including reactive, heavy infantry weapons, and sporadically activating armored vehicles. The enemy is seeking to squeeze Ukrainian troops from the most advantageous positions (height, transport forks, defense units), trying to keep them under constant fire exposure.

The recent withdrawal of regular units of the Russian armed forces from Ukraine could be due to rebellion or discontent among Russian soldiers, as they may realize their being in Ukraine is illegal.

"We understand that there is a movement initiated by mothers in Russia and those who oppose the invasion by Russian troops of the territory of Ukraine," Lysenko said.

“There is some kind of rebellion or a wave of discontent, and a decision was made about a change, or rotation. We’re not talking about a planned rotation."

It seems that Russia cannot get out of their own "altered state of reality" meaning they talk about the Ukraine implementing Minsk but ignore they signed it as well and have never implemented anything.

They talk about "an elected President being overthrown in a coup" BUT fail to state at the same time he packed everything he owned including 20 kilos of gold bars and left the Ukraine in the middle of the night for the Crimea when he was not "threatened" by anyone--sounds like he simply took his money and ran so that is not technically being thrown out in a coup is it. Even the then Maidan groups did not know he had left Kyiv until the newspapers mentioned it the next day.

COLOMBO, Sri Lanka. Nov 27 (Interfax-AVN) - The United States pushed Ukraine toward an abyss of civil war by supporting a coup, which has led to the deaths of thousands of people, Russian Deputy Defense Minister Anatoly Antonov said.

"The U.S. and NATO troops are closer and closer to Russia's doorstep. The U.S. is also being active in the area of the former Soviet Union. The last example is the pushing of Ukraine toward an abyss through supporting the Maidan and an anti-constitutional coup," Antonov said at a conference of defense ministers of countries of Southern and Southeastern Asia in Colombo, Sri Lanka, on Thursday.

"A legitimately elected president was ousted in an armed way" in Ukraine, he said.

"A brotherly country to Russia has been led to a civil war. Thousands of people have been killed," Antonov said.

"Russia is willing to facilitate a peaceful settlement in Ukraine through a broad nationwide dialogue involving all regions and political forces of the country," he said.

Once again the military tactic of defense is far stronger than an offense.

Russian SF has been attacking the Donetsk airport since late yesterday after a strong typical Russian artillery attack.

Then this today seems to indicate that yes even the Russian SF are defeatable even by a rag tag Ukrainian Army airborne unit.

Kyiv Post reports that according to Oleksandr Rozmaznin, the head of the Ukrainian Armed Forces personnel department, the Ukrainian military has intercepted communications from the Russian military which indicate that 299 Russian soldiers have been killed in the battle for Donetsk airport and nearly 200 others have been injured:

He said that southern units were involved in the clashes, in particular, the 16th special purpose brigade of the Main Intelligence Directorate of the Russian General Staff [GRU - The Interpreter], the 200th special purpose brigade of the Southern Military District (Rostov), a motorized infantry battalion and a tank company of the 4th Kantemirovskaya separate guards tank brigade, a battalion of the 22th separate brigade of the Main Intelligence Directorate of the Russian General Staff, and an assault company of the 106th guards airborne division.

The Ukrainian government has been saying for some time that Russian military units were directly involved in fighting at the airport. Censor.net.ua has released a picture of a leaked document which reportedly details Russian losses.

There are two general questions which need answering: are Russian troops involved in the fight for Donetsk airport, and if so are these numbers realistic?

US Secretary of State John Kerry made remarks today at a meeting of the Organization for Security and Cooperation in Europe (OSCE) in Switzerland that the US believes Russian troops are fighting and dying in Ukraine. Associated Press reports:

In his opening remarks, Kerry publicly cited "hundreds of Russian soldiers who fight and die" in Ukraine - alluding to what the U.S. says is proof of Moscow's direct involvement in the fighting. U.S. officials believe an estimated 400 Russian troops have been killed in Ukraine this year.

We've certainly seen evidence of an intensifying attack on Donetsk Airport, with substantial use of artillery and rockets. These weapons take training to use, and perhaps a substantial amount of the weapons used against the airport were supplied by the Russian military, so if anything the claim that Russian troops are assaulting the airport may be the least controversial of the claims Rozmaznin is making here.

But were 300 soldiers really killed in this battle? No Ukrainian combat unit is more feared by the separatists or honored by the pro-Ukrainians as the "cyborgs" who are defending the airport. Keep in mind that video feeds and press reports almost exclusively view this battle from the point of view of the separatists because it's easier, and far less dangerous, to get to their front lines than Ukrainian military positions in Donetsk. We know that attacks on the airport are relentless and intense, and we also know that they've been unsuccessful for months.

On the other hand, reporters who have been to the airport have seen a resilient and elite group of fighters who have weathered this storm. It's reasonable to guess, then, that separatist and/or Russian casualties may be significantly higher than Ukrainian casualties in this battle. And Ukraine has suffered many dozens of casualties since the siege of the airport began in September.

In other words, that number may be on the high side, but it may not be an unreasonable estimation of total anti-Ukrainian loses. But Russian forces are supporting separatist units, and this claim is specific -- 300 Russian soldiers have been killed. That strikes us as high, though if one counts all the fighting in the greater-Donetsk area, that may be a more realistic number. At this point, however, there's just no way for us to corroborate such a claim.

The Russian government continues to deny that any Russian soldiers have been killed in Ukraine, despite efforts of NGOs and journalists who have documented the funerals for fallen soldiers.

One thing is clear -- so far the cyborgs are winning decisively, and the Russian-backed militants appear to know it, which is one likely reason why there is a surge in artillery and rocket barrages in northwest Donetsk.

These weapons take training to use, and perhaps a substantial amount of the weapons used against the airport were supplied by the Russian military, so if anything the claim that Russian troops are assaulting the airport may be the least controversial of the claims Rozmaznin is making here.

But were 300 soldiers really killed in this battle? No Ukrainian combat unit is more feared by the separatists or honored by the pro-Ukrainians as the "cyborgs" who are defending the airport. Keep in mind that video feeds and press reports almost exclusively view this battle from the point of view of the separatists because it's easier, and far less dangerous, to get to their front lines than Ukrainian military positions in Donetsk. We know that attacks on the airport are relentless and intense, and we also know that they've been unsuccessful for months.

On the other hand, reporters who have been to the airport have seen a resilient and elite group of fighters who have weathered this storm. It's reasonable to guess, then, that separatist and/or Russian casualties may be significantly higher than Ukrainian casualties in this battle. And Ukraine has suffered many dozens of casualties since the siege of the airport began in September.

In other words, that number may be on the high side, but it may not be an unreasonable estimation of total anti-Ukrainian loses. But Russian forces are supporting separatist units, and this claim is specific -- 300 Russian soldiers have been killed. That strikes us as high, though if one counts all the fighting in the greater-Donetsk area, that may be a more realistic number. At this point, however, there's just no way for us to corroborate such a claim.

The Russian government continues to deny that any Russian soldiers have been killed in Ukraine, despite efforts of NGOs and journalists who have documented the funerals for fallen soldiers.

One thing is clear -- so far the cyborgs are winning decisively, and the Russian-backed militants appear to know it, which is one likely reason why there is a surge in artillery and rocket barrages in northwest Donetsk.

DONETSK, Ukraine (AP) — A top separatist commander in eastern Ukraine admitted Thursday that rebels have mounted rocket attacks against government troops from within residential areas but says the practice is being halted.

Vostok Battalion commander Alexander Khodakovsky said fighters using residential neighborhoods as for cover for shelling attacks will now face arrest, but he denied that the practice was commonplace.

"If there are one-off instances, believe me when I say that we will tackle this very strongly," Khodakovsky said.

A large number of homes in the eastern city of Donetsk, a main rebel stronghold, have been hit by rockets believed to be fired by government troops responding to attacks by pro-Russian rebels. Separatists have accused government forces of attacking civilians indiscriminately.

A video surfaced online this week showing rebels firing an intense barrage from a Grad multiple rocket launcher parked next to several high-rise apartment buildings. Ukrainian officials cited the amateur footage as evidence that separatists were using civilians as human shields.

Outgoing rocket fire is heard daily in the center of Donetsk, a city that once held 1 million people before hundreds of thousands fled the fighting. Those attacks were especially intense Wednesday.

A cease-fire took effect in September but it has not halted daily fighting in some key areas. The U.N. says more than 4,300 people have been killed in eastern Ukraine since the conflict began in mid-April. Ukraine has accused Russia of supplying the rebels, a charge Russia denies.

Ukrainian security officials said Monday that a truce had been forged in the bitter fight for Donetsk airport, which remains under partial government control. Explosions can still heard from that area, however.

Khodakovsky accused the government of failing to keep its side of the bargain by constantly resupplying the airport troops.

"For all combat operations to end, the garrison there should abandon the positions that they hold," he said.

Separately, international monitors said Ukrainian troops and separatists in the neighboring Luhansk region had agreed to a new cease-fire beginning Friday along the line of contact.

This convoy was photo tagged and videoed with several of the trucks "displaying" ie flying the Russian flag--but because there were no license plates and the soldiers were unmarked OSCE does not "know" who it was---does that sound strange? At least they could have reported the flag flying trucks as a mention in their report which they did not.

Secondly---the social media is so dynamic that is changing literally minute to minute and would keep a team of analysts busy just chasing the inputs for verification---BUT European social media has really stepped up and validates as fast as they can and are getting really good on the cooperation front--so good that Russia has stepped up the "trolling" against a number of the key players.

There was photo that came online over the weekend of supposedly of a Ukrainian soldier sleeping outdoors and covered in about four inches of snow---then it was discovered--not Ukrainian troops ---rather Russian troops.

Here is a photo of Russians encamped along the Ukrainian border---if you have seen photos of the Ukrainians they are light years ahead of the Russians in coping with the weather--there is a saying---93% of the Ukraine is free 7% occupied---and it appears that the 93% are fully aware of the blight of the Ukrainian military and are supporting them in multiple ways to make their encampments more sustainable which the Russian soldier is not getting. When a military sees just how motivated the home front is they fight at a different level and can sustain rougher conditions than the Russian conscripts.

The end of "New Russia": Putin was on the verge of defeat

At the talks in Minsk should decide, whether the Kremlin will reach its strategic goals or be defeated, writes Ivan Yakovina in an article for "New time".

The next round of talks to resolve the situation in the east of Ukraine will take place in Minsk already on 9 December. If it will not be moved, it is planned that this time the parties will agree not only on new peace initiatives and mechanisms for the implementation of the old ones, which were agreed in September, but in fact remained only on paper.

A new round of talks will be held in a fundamentally new environment than in September. Then, just after the half-life of the boiler and Ilovaisky front, the Ukrainian side was in a losing position. Poroshenko was necessary by any means to stabilize the situation in the east, not only to stop the attack on the Mariupol, but also to hold parliamentary elections with a decent result for yourself.

In many ways, that's why the September agreement to the Ukrainian side were far from ideal and caused a lot of criticism in Kiev. Discontent was caused by the political part of the agreement: de facto recognition of the government guerrillas in the Donets Basin, contain the promise of the occupied territories, as well as provide them with a "special status" that was seen by many as the first step toward federalization of the country to the Kremlin scenario.

However, neither the Ukrainian leadership nor the separatist leaders to fulfill their commitments too seriously did not. In uncontrolled Kiev District Donetsk and Lugansk regions held by anyone (even Russia) not recognized "local elections", which gave rise to refuse to perform its obligations in the political and financial part of the agreement. Firstly, Russian President Vladimir Putin has undergone a total obstruction by Western leaders and China at the G20 summit in Brisbane. Master of the Kremlin made it clear that in the fable about the non-interference of the Russian Federation in the conflict, no one believes, and any aggravation of his will entail the most severe sanctions, including the shutdown of Russian banks from the international system SWIFT. Without going into details, we can say that this measure would be a knockout blow to financial institutions, which are already under the sway sanctions. This threat to the West practically neutralized the threat of escalation of hostilities on the part of the separatists. Now assault Mariupol or Debaltseve would be a death sentence the Russian banking system and, as a consequence, the economy as a whole.

Second, the cold weather has demonstrated a complete inability to separatist leaders to establish at least some semblance of peace in the occupied territories without external financial support. Freezing Lugansk and Donetsk is actually on the verge of a humanitarian catastrophe, smaller cities have already crossed this line: if you call a spade a spade, there was a famine. Especially hard for pensioners who are not capable of independent movement. In the absence of normal working of social and health services, they slowly die of cold in their homes without food and medicines.

Third, among the separatist groups began bickering over dwindling resources and support from Moscow. About any unified leadership in the so-called DNR and the LC and the question. Inability and unwillingness to adhere to the truce militants largely due to this fragmentation and a lack of unity of command in their ranks. In this circumstance, there is another effect: various separatist groups can not agree on its strategic objectives. Some want independence, while others - joining Russia, and others - broad autonomy within Ukraine. And each of these concepts until recently had his supporters in Moscow, seeking a political decision by Vladimir Putin.

From the combination of these factors to the beginning of December the situation separatist entities become quite difficult. Kremlin hopes that after Ilovaysk Ukraine agree to recognize the separatists and legislate federalization did not materialize, and the financial isolation of the occupied regions of Ukraine led to the collapse of the local economy. In this situation, the Russian leadership remained four options:

- Go to the escalation of the conflict, to force Ukraine to announce the federalization and take care of the Donbas;

- Quit the project "New Russia" to fend for themselves and to close the border with Ukraine, in fact, conceded defeat on all fronts;

- "Freeze" the conflict by taking on the content of the Donbas

- Try to achieve their goals negotiations.

The first option, advocated by the Kremlin "hawks", was rejected for the reasons mentioned above - it is fraught with the collapse of the Russian economy, social upheaval and popular unrest.

The second is unacceptable for ideological reasons: the population, which for almost a year are taught that "there is our people," categorically not understand or accept this decision. Already, people like infantry Girkin explicitly accuse the Kremlin of betrayal "New Russia" and quickly gaining popularity in the most conservative part of Russian society. In addition, in Moscow, everyone understands that the rejection of Donbass international sanctions do not remove, the next in line would be the Crimea. The Kremlin is imperative that some tension in the east of Ukraine retained as long as possible. Capitulation is not suitable at all.

The third option is extremely burdensome for financial reasons. Now in Donetsk and Lugansk region only live about two million people. Russian budget bursting at the seams because of falling oil prices, can hardly keep up with the current obligations. The content of such a large number of people it just does not pull. Moscow, however, and can not tolerate in the region of mass destruction population from hunger and cold: as in the case of surrender, just do not understand the Russian population. Therefore, any handouts in the form of "humanitarian aid" in the Donbass, probably will. But fully provide region Moscow will not: it would be a de facto recognition of occupation, as well as the rejection of the strategic objective - the federalization of Ukraine with the Donetsk and Lugansk regions as agents of Russian influence in Kiev in the country.

Remains a fourth option: negotiation. The Russian leadership does not hide that he hoped soon as possible to achieve the stated goal: to implant itself controlled by Donbass in Ukraine. Any talk of independence and even more so - in the region to join Russia in Moscow is not conducted. President Putin said this directly: "East of Ukraine and the rest of it need each other." And this despite the fact that in his early speeches Donbass he styled "Novorussia", denying Ukraine in the historical right to sovereignty over these regions.

Strategic objective of the Kremlin - the reintegration of the separatist regions of Ukraine, it is much more tactical trivial: Kiev to pay to get militant leaders. To do this, Putin is going to use Ukrainian prisoners as hostages, as it is not particularly shy, said a few days ago: "Russian [...] supports additional steps to exchange prisoners. And, of course, assume that will recover the economic life, and all the elements of a blockade of the region will be excluded their practical life. "

Since the agreement was concluded by the prisoners in September (all in all), but is not executed, the "additional steps" in conjunction with the requirement of "exception elements blockade" can only mean one thing: the Kremlin intends to sell Ukrainian prisoners of subsidies from Kiev to address " DNI / LC ". At the same time in the unrecognized republics began hunting for rebel leaders who are trying to exercise at least some independence. Russian secret services and their local minions rather unceremoniously caught unnecessarily business warlords, ferrying them to Russia or directly to a better world. Particularly hard eliminated violent supporters of independence of Donbass, ie separatists in the literal sense of the word.

We have received information from inside sources that the local bandits and representatives of various illegal armed groups, who fight in eastern Ukraine, are very concerned by the not quite correct attitude from the Russian Federation and international Russian terrorists towards them and their loved ones. From the list of grievances towards Russian terrorists, we can highlight the following:
◾A bad attitude towards those who have moved to the Russian Federation, members of the families of the local bandits (in particular, resettlement not to the places they wanted);
◾The blatant rejection of unlawful terrorist groups, on the territory of Donetsk and Luhansk Oblasts [regions];
◾The lack of a normal volume of humanitarian aid, not with missiles but with food, clothes and medicine;
◾The use of local gangs on the front line, as cannon fodder;
◾The destruction of separate units of local bandits in the rear;
◾The frank rejection of local bandits towards Cossack gangs which the Russian leadership refuses to “resolve”;
◾The seizure of business and personal property on the occupied territories belonging to the local bandits;

Attempts to influence this situation using mind games, by manipulating information, as in “it is all Ukrofascists,” does not adequately work anymore. The reason is that the creators of “vato”-news and “vato”-fakes are often very far from the realities of what is happening, and the fruits of their imaginations are radically different from the picture that is seen by the direct participants.

Due to the fact that in recent times these precedents of fights (one of the last ones is covered in the previous repost) are becoming more frequent and more violent, it highlights the prerequisites to not only an active confrontation between local terrorists and the Russians, but also the expansion of this conflict onto the territory of the Russian Federation.

It is known from trusted sources that in revenge, the embittered representatives of the illegal armed groups are planning to undertake a number of acts of sabotage and terrorism; for this purpose, through “refugees,” materials for explosives and weapons were smuggled into the territory of the Russian Federation.

One of the first signs, is the explosion that was heard in the early morning of 11.27.2014 in Rostov-on-Don [Russia], when an unknown person fired into the window of one of the cafes from a hand-held anti-tank grenade launcher, presumably, an RPG-7. At the same time they detained a 25-year old “unknown ex-Spetsnaz.” And, by the looks of things, it is not the last such “show.”

For more than two decades, the main goal of the EU’s Russia policy was to help the country transform: from autocracy to democracy, from planned economy to market economy. The guiding vision was the “common European house”―the idea that Russia would gradually integrate into the structures that the EU had built over decades. The EU and its member states designed many bilateral and multilateral initiatives with Russia to create a whole web of relations. The bloc helped Russia become a member of the G8 group of leading economies, supported Moscow’s entry into the World Trade Organization, and set up a host of programs to foster Russia’s transformation. Russia was at the center of the EU’s activities in the region; other post-Soviet countries (besides the Baltic states) received considerably less attention.

This approach to the post-Soviet space has failed. Russia today is more autocratic internally and more aggressive toward its neighbors than at any time since the dissolution of the Soviet Union in 1991. Official propaganda paints the West as an enemy and actively tries to undermine unity in the EU and coherence in the transatlantic alliance. Russia has attacked Ukraine and even annexed a part of its territory, in violation of the agreements that underpin today’s international order and to which Moscow has signed up. At the same time, many other post-Soviet states are still very weak, which provides Russia with opportunities to endanger stability. In light of this changed context, the EU should shift its focus from Russia to other Eastern European countries.

Understanding Russian Behavior

There are two schools of thought that seek to explain Russia’s behavior.

For one school, Russian aggression is a reaction to the refusal by the United States to treat Russia as an equal power and to grant it an exclusive sphere of influence. According to this school, Russia never really gave up its imperialist mind-set―the view that Russia has the right to control its neighborhood in a world that Moscow perceives as multipolar and dominated by a small number of great powers. Having consolidated internally, Russia is now trying to rebuild a kind of Soviet Union lite. For two decades, Russia has been pushed around by an aggressive West; now, the country is on its feet again and is pushing back.

According to the second school of thought, Russia’s attack on Ukraine is defensive: the desperate move of a kleptocratic regime facing an existential threat, trying to keep democracy away from Russia and to regain legitimacy by rallying the population around a nationalist cause. In this view, the nightmare scenario for Russian President Vladimir Putin would be a color revolution in Russia like the popular uprisings of the early 2000s. By actively undermining democratic forces in neighboring post-Soviet countries, the Kremlin is building a buffer zone against Western influence.

Russian warplane did not cross into Estonian airspace - defense ministry

MOSCOW. Dec 10 (Interfax-AVN) - The Russian Defense Ministry's aircraft did not violate the airspace of the Republic of Estonia, a ministry spokesperson said on Wednesday.

"On December 9 the Russian military aircraft was making a routine flight from the Kubinka airfield (Moscow region) to the Khrabrovo airfield (Kaliningrad region). The flight was carried out according to the established itinerary strictly in accordance with international rules for the use of airspace," the spokesperson said.

The Estonian Defence Forces' General Staff said on Wednesday that a Russian spy aircraft, an Ilyushin Il-20, had crossed into its airspace the night before.

A really good analysis and one of the first I have seen on the new Russian UW strategy of limited war that takes one through the actual developments in eastern Ukraine.

Why is this article of particular importance?---it has started talking about inherent single points of failure that I have been tracking as well that make the Russian new doctrine actually both interesting to watch unfold but relatively easy to counter if NATO fully understands them which up to now they have not appeared to understand.

As strange as it sounds in some aspects the Ukrainians after the shock of the Russian invasion with "vacationing troops and tanks" and after losing the Crimea have seemingly recovered and are pushing back slowly but steadily although still weak on the anti armor and anti aircraft side and facing financial difficulties.

They themselves shifted to guerrilla warfare the only counter to a guerrilla focused UW strategy backed up by a stronger growing CF.

Therein lies the secret to countering the Russian UW strategy--first SF then joint CF/SF and then back to SF coupled with a strong armed internal security force.

Adopted by the Congress of deputies of all levels 12 December 2014

On the basis of principles of international law and the UN Charter, including the right to self-determination, and the will of the people to the formation of a sovereign state, clearly expressed in the referendum of may 11, 2014, the Congress of deputies of all levels adopts the present Declaration on the State Sovereignty of Novorossiya and proclaims the formation of the Union of Sovereign Republics of the state of Novorossiya.

1. Novorossiya is proclaimed as the state Union of Sovereign Republics, in recognition of the continuity of the Contract for the formation of the USSR from December 30, 1922. Members of the Union of Sovereign Republics are any administrative-territorial formation of the USSR in any form recognized on behalf of the people and support the Agreement on the establishment of the USSR from December 30, 1922, as amended on December 12, 2014.

2. The bearer of sovereignty and the only source of state power is the people of Novorossiya. People have the right to armed defence of the sovereignty and territorial integrity of the Union of Sovereign Republics, the free possession of weapons, the formation of the people’s armed police, the direct election of its commanders, and the formation of armed militias in the event of war and the threats to its sovereignty.

3. Novorossiya cancels all political ties with the former state of Ukraine, is not and does not aspire to be part of a common political space. Novorossiya as a free and independent state has the authority to declare war, conclude peace, contract alliances, engage in international trade, and to take any other action which is entitled to any independent state.

4. Novorossiya is in a close, friendly, equitable, and, with common consent, in union’s relations with the Russian Federation. The state language of the new Russia is the Russian language.

5. Executive, legislative and judicial power, as well as the territorial militia, formed exclusively by the people, either directly or through elected deputies. Not permitted is the establishment of independent authorities, independent of the people, or their legal representatives. Deputies and officers are elected by the people directly and personally, replacement for direct election of party lists is not allowed. Each member represents their constituents, and can be recalled by them.

6. Novorossiya is proclaimed as the social state, bearing full responsibility for the welfare of all members of society. Recognizing all forms of ownership, Novorossiya supports state and collective forms, prevents excessive private monopolization, threatening the interests of society, the privatization of public facilities and infrastructure, and also the abuse of the right of private property, going in harm to citizens, workforce, society and the state. The conditions for the operation of private enterprises that use hired labor, are determined by the tripartite Commission composed of representatives of the owner, of the labor collective and the state. The subsoil, forests, water resources, and land outside of cities and settlements are indivisible public property, land of cities and settlements, municipal or private property. All in good faith leading rural or farming, or retain their rights to the land, and are entitled to additional state support.

7. Citizens of Novorossiya recognized all born in Novorossiya, or lawfully and in good faith lived more than five years on the territory of Novorossiya, or took part in defending the sovereignty of Novorossiya in the composition of the militia. All citizens of Novorossiya have equal rights, and cannot be deprived of their citizenship without their consent. Citizens of Novorossiya have the right to obtain a passport, but are not required to have it. The presence or absence of a citizen of Novorossiya any documents does not affect the amount of his civil rights. The foreigners in Novorossiya legally enjoy the same rights as citizens with rights, except the right of gun ownership, and rights of elected and labor.

During this entire thread I have often used the term "an altered state of reality" when writing about Putin and his FM in their various statements and some took offense and pushed back on the term.

Have noticed that more and more political experts, pundits, commenters, reporters, and yes even German politicians are using it.

Latest example:

If we take the Russian stated end state then the following from the Russian viewpoint.

1. a "federated eastern Ukraine"---"federated" in Russian speak means that the Donbas would be "separate but equal", the Russian language protected, Donbas would be "allowed" under equal status to make their own economic treaties ie they could join the EEU, and the Donbas would have through their special status a veto right over whether the Ukraine would maintain their non aligned status, be a member of the EU and lastly a member of NATO.

The border crossing points would then be joint Russian and Donbas not the Ukrainian border Guard unit and they would have their own militia ie military/police/state security.

As simple as that---and up to today the 18th Russia has not come off that message of "federation".

2. implement the Minsk agreement that foresees all foreign militias who are not Ukrainian to be allowed to pull back into Russia/Belarus, all Russian troops and heavy equipment being pulled back into Russia, and the border crossing points and border security handed back to the Ukrainian government.
Ukraine will assist the rebuilding of the Donbas together with the EU/Japan and Sweden. Russia will be a second language but not a "protected" language and Ukrainian will be the primary language used in Donbas

3. OR Russian troops remain inside eastern Ukraine and they build out the mercenary units to a formal military, they create a new police force and rebuild the internal administration and agitate across the buffer lines when the opportunity presents itself---basically freezing the situation.

This is designed to keep the pressure on the Ukraine to not join the EU and NATO.

OR the bigger question would be---has Putin come to the decision to go for it all-take the entire Ukraine--risking further economic pain but settling the Ukraine question once and for all time ie the Crimea model. Which he by the way threatened to do several months ago in an interview---I can be in Kyiv in two weeks if the quote is correct. OR at least militarily expand the Donbas and build a Crimea Odessa land bridge. But the winter is now here and the fighting season is over until Spring---BUT here the BUT--he has built up both his forces and supplies and could in fact push a winter offensive---the Russia average size was around 7K before November but now it is at 10K and one does not tend to just park that many in a winter and have them sit around

Remember which ever direction he goes in he still has these three core geo political end states that he has not in the least compromised on even in the Ruble crash.

1. separate the US from Europe/NATO once and for all times
2. discredit NATO in the eyes of the new former East Bloc NATO members in that NATO will not defend them under Article Five thus making NATO largely unless for them and not a military threat
3. undermine and dissolve the EU--eventually merging it into an economic zone under Russian influence and under the EEU
