TOW gunner was attempting to hit the larger group of troops but the strong winds seems to carry the missile to the left although he was correcting.

More from this TOW gunner.....with the shot on the tank the high winds did cause him problems but he still hit the tank.

Crow Bat-some of the TOW videos indicate extreme distance shots meaning at the 3.7km range--that might explain why the Assad forces feel safe at 2kms.

Although it depends on what the FSA is getting for the actual TOW missile version---there is a longer range version with improved speed and penetration effect.

Crow Bat--am already amazed by their ability to move the TOW teams around the battlefield when they do not control the air battle space above them.

Putin is now seriously trying figure out his exit strategy where he does not truly lose his "face".

The RuAF is now simply lashing out at the Syrian civil society and punishing them more for supporting the insurgents --I think they do not now just what to hit to change the conditions for their offensive on the ground--basically trapped in the Russian doctrinal style of ground combat relying on armor against ground forces that melt into the civilian population.

BTW---Ukrainian State Security is still standing by their report of 26 dead Russian Marines arriving back in the Crimea--article is though in Ukrainian and only being carried on Ukrainian social media.

They have been accurate before in their reporting out of Crimea.

Like I said: 'look east'.

What happened is that the JAF (Jaysh al-Fatah) announced an 'offensive on Hama', while they actually aim for the 'regime's' (read: IRGC's) sole road communication between Homs/Hama and Aleppo.

So, the JAF attacked in south-eastern direction, not on Hama, and cut off the road connecting Homs with as-Sa'en.

Not to be outdone, the Daesh exploited the situation to launch a double VBIED attack on regime positions in Ithriya, plus 8 checkpoints north of that place, cutting off the road from Ithriya to Aleppo.

With this, the regime's corridor connecting Homs and Aleppo is cut off in two places. And that means that all the IRGC troops in western and southern Aleppo are now actually 'sacked': they are encircled by insurgents from the west, and the Daesh from the east. Their only remaining venue of re-supply is Aleppo IAP/Nayrab AB, south-east of the city.

The IRGC-QF has already reacted and deployed the Liwa al-Qods al-Filistini (PFLP-GC and PIJ recruited Palestinians from various refugee camps in Syria) to attack the Daesh positions down the road in direction of Ithriya. Their first two attacks were repulsed, and I doubt this small 'brigade' (400 combatants at most) is likely to punch through there.

...and now about 9,000 IRGC combatants (including IRGC-regulars, Hezbollah/Iraq and Hezbollah/Syria) deployed north and south of Aleppo, and about 20,000 NDF and BPM troops in and around Aleppo, are cut off from their supply bases.

Makes me wonder where are certain foreign 'observers' to tell us more about Russian 'sweeping offensives by professional military' now? Situations of this kind are making the staff of the Russian 58th Army (they seem to be in 'overall command' of all the forces fighting on behalf of Assadist regime) look like a mere bunch of amateurs.

The insurgent counteroffensive is going on - not at some breath-taking speed: this is foremost an infantry attack. But, it's coming forward.

JAF has captured Lahaya village, east of Latameah and south of Latmin village. Here either the Jund al-Aqsa deployed a captured T-72 too:

The 4th Regiment/111th Brigade FSyA and 6th Brigade FSyA have captured Ma'rkabah (insurgents lost Ma'rkabah on the first day of NDF/Hezbollah offensive; it is south of Latmin).

Reportedly, they withdrew due to heavy air strikes, but then came back and finally secured the place with help of Jund al-Aqsa. The latter group is already announcing an attack on Moarek.

Near Moarek, the FSyA TOWed another T-72 (that's slightly north of the scenes of attack mentioned above):

Tajamu al-Aazza and the rest of the 6th Brigade FSyA, plus Tremseh Brigade FSyA have captured Tel Bayhun, nearby.

Further east, the JAN has secured as-Sa'en. No regime counterattacks have been reported there.

Furhter north, that is along the road from Ithriya to Aleppo, the IRGC-QF has deployed the al-Qods al-Filistini (now 'advanced' to the status of a 'Commando Brigade') to breach the Daesh road-block that was 12km south of Khan Nasser and punched through after 'violent clashes'. Meanwhile, the frontline should be 17km south of Khan Nasser, and fighting is 'heavy', but they are 'advancing and taking back territory lost today'.

We'll see if they're going to punch through then, even should they manage to cut through the Daesh, they'll still find the JAN behind it...

AND here is the critical point---Russian has not implemented a single point of the Ukrainian Minsk 2 plan SO why would he implement anything of this plan??

There are no news since yesterday late in the evening (local time).

That is: there is only one piece of news. Jund al-Aqsa has abandoned Jaysh al-Fatah, this morning. They're complaining that everybody involved - but foremost JAN and Ahrar - is against Daesh and wants to fight it too (once they fight down Assad, IRGC, Hezbollah etc.).

But, Jund al-Aqsa don't like insurgents being against Daesh. So, they have withdrawn from the Operations room. Nevertheless, they insist to remain on the battlefield.

Whatever... so far this offensive has recovered all the ground in northern Hama lost to the regime, and even gained a few additional villages. Sadly, my Arabic is not good enough to follow JAN's reports about ops in as-Sa'in area, then - IMHO - these would be VERY important. So, only thing I can say about their ops there is that they confirmed to have lost one of their Emirs: some Egyptian (sentenced to death absentia) with al-Qaida links...

Further north, the al-Qods al-Filistini Brigade (IRGC; although some say 'NDF') has claimed to have advanced through several Daesh roadblocks yesterday, reaching 17km south of Khan Nasser. But, ever since they are only repeating that claim (and another, about dismantling dozens of IEDs).

Meanwhile, it became known that the NDF had to reinforce that unit through deploying its ad-Daher Falcons Brigade (these are survivors from Abu ad-Duhor AB) to reinforce Palestinians.

THIs plan will be totally rejected as it may remove Assad--it does not remove his entire family from political power, and it does not remove the Shia militia, Hezbollah and IRGC from Syria.

TYPICAL Putin plan that favors everything Putin wants just as the Minsk 2 agreement was or the Ukraine.

AND here is the critical point---Russian has not implemented a single point of the Ukrainian Minsk 2 plan SO why would he implement anything of this plan??

Second point--there is nothing mentioned that states the entire Russian military contingent has to remove itself from Syria WHICH Putin will never do.

Third point--does not mention a single point about the role of Iran in Syria.

Beirut (AFP) - Syria's Western-backed opposition on Saturday rejected a Russian offer to assist them against the Islamic State jihadist group and dismissed Moscow's call for new elections.

"Russia is bombing the Free Syrian Army and now it wants to cooperate with us, while it remains committed to Assad? We don't understand Russia at all!" said Lieutenant Colonel Ahmad Saoud, a spokesman for the Division 13 rebel group.

Moscow began an aerial campaign in Syria on September 30, saying it was targeting the Islamic State group and other "terrorists".

But moderate and Islamist rebels say they have been the target of Moscow's strikes, and that the campaign is intended to prop up President Bashar al-Assad's regime rather than eradicate IS.

Samir Nashar, a member of the Syrian National Coalition, the opposition's main political body, was equally dismissive of an alliance between moderate rebels and Russia.

"Instead of talking about their willingness to support the Free Syrian Army, they should stop bombing it," he told AFP.

"Eighty percent of the Russian strikes are targeting the FSA."

The comments came after Russia's Foreign Minister Sergei Lavrov said Saturday that Moscow was ready to support Syria's "patriotic opposition, including the so-called Free Syrian Army, from the air".

"The main thing for us is to approach the people fully in charge of representing these or those armed groups fighting terrorism among other things," he told Rossiya 1 television station.

Lavrov also told the station that he hoped to see political progress in Syria and a move toward new elections.

"I am convinced that most serious politicians have learned their lessons and with regards to Syria a correct understanding of the situation is developing," he said.

"This gives us hope that the political process will move forward in the foreseeable future, by using outside players, to have all Syrians sit at the negotiating table."

"Of course, it's necessary to prepare for both parliamentary and presidential polls," he added.

Nashar said the proposal of new elections now was absurd and accused Moscow of trying "to circumvent the demands of the Syrian people for Assad's departure".

"The Russians are ignoring the real facts on the ground, with millions who have been displaced inside and outside Syria, where cities are destroyed every day," he said.

"What elections are they talking about holding under such circumstances?"

Syria last held presidential elections in June 2014, with Assad re-elected for a seven-year term with 88.7 percent of the vote.

The election was dismissed by the opposition and condemned internationally.

The country last held parliamentary elections in May 2012, and it is in theory due to hold its next legislative vote in 2016.

There are no news since yesterday late in the evening (local time).

That is: there is only one piece of news. Jund al-Aqsa has abandoned Jaysh al-Fatah, this morning. They're complaining that everybody involved - but foremost JAN and Ahrar - is against Daesh and wants to fight it too (once they fight down Assad, IRGC, Hezbollah etc.).

But, Jund al-Aqsa don't like insurgents being against Daesh. So, they have withdrawn from the Operations room. Nevertheless, they insist to remain on the battlefield.

Whatever... so far this offensive has recovered all the ground in northern Hama lost to the regime, and even gained a few additional villages. Sadly, my Arabic is not good enough to follow JAN's reports about ops in as-Sa'in area, then - IMHO - these would be VERY important. So, only thing I can say about their ops there is that they confirmed to have lost one of their Emirs: some Egyptian (sentenced to death absentia) with al-Qaida links...

Further north, the al-Qods al-Filistini Brigade (IRGC; although some say 'NDF') has claimed to have advanced through several Daesh roadblocks yesterday, reaching 17km south of Khan Nasser. But, ever since they are only repeating that claim (and another, about dismantling dozens of IEDs).

Meanwhile, it became known that the NDF had to reinforce that unit through deploying its ad-Daher Falcons Brigade (these are survivors from Abu ad-Duhor AB) to reinforce Palestinians.

To me this means two things: as expected, al-Qods al-Filistini was insuficient to punch through Daesh to Ihtryia, and (as expected) it failed to do so.

Ever since they expelled ISIL from Tal Abyad in mid-June, Syria’s Kurds have been at the centre of many rumours. In particular, there has been talk of upcoming battles against ISIL in northern Syria, including Kurdish-Russian cooperation.

The idea of a Kurdish-led offensive to capture Raqqa has been widely discussed in policy circles in western capitals in recent weeks. The idea has became more relevant since the Russian intervention, which many thought would include a campaign to retake Palmyra so Moscow could have a public-relations win over the US.

Fighting between ISIL and the Kurdish and Shia militias has become less intense in recent months. ISIL has turned to low-scale attacks in vulnerable or less strategic areas to avoid air attacks, primarily in Syria where the Russian air campaign has targeted groups that fight on two fronts against the Assad regime and ISIL.

This new reality, along with the recent breakthrough between Ankara and Washington about a Kurdish role in the war, spurred talk of a major offensive against ISIL in northern Syria, building on the success in Tal Abyad. The fact that the Kurds control key areas near ISIL heartlands in both Iraq and Syria, and that Syrian rebels have all but vanished from eastern Syria, leaves the Kurds and the regime as the only forces that could potentially provide ground troops for any air campaign.

Senior American officials have privately indicated that, while Shia militias have become weary and less incentivised to fight ISIL in Iraq, the Kurds have emerged as the mainstay in the US effort against ISIL in the two countries. This fact led to immense pressure on Turkey to ease the provision of logistics and training to the Kurdish People’s Protection Units (YPG) and their Arab allies, often referred to as “Kurdified Arabs”.

As a result, Turkey agreed in July to let US jets use the southern Incirlik airbase. On the insistence of Turkey and under pressure from the US, the YPG agreed to limit their military activities to east of the Euphrates river, something that apparently ended talks about Turkish-enforced ISIL-free zones from Aleppo to the Kurdish-controlled areas in the north-east.

To maximise their gains, the YPG have decided to take on ISIL in its own heartlands with the help of Arab insurgent and tribal factions – supposedly with a 50:50 ratio of Kurdish and Arab fighters. Regardless of whether there is indeed a plan for a Kurdish-led offensive in Raqqa, the idea clearly has the approval of some in the West.

But the proposal is as dangerous as it is fanciful. The idea appears to be more of an attempt to make political gains than a sound military strategy. It ignores both the tensions that could generate more support for ISIL and the military limits for such a major offensive.

ISIL, for example, controls southern Hasaka and has demonstrated its ability to revitalise fronts against the Kurds in the rest of the province when the latter make a move against it. The YPG have repeatedly attacked ISIL’s strongholds in southern Hasaka, primarily Shaddadi and Al Houl, with no success, even though they have some territorial advantage relative to the one in Raqqa. Also, the Kurds have to balance their capabilities in areas they control in Hasaka and the Arab demographic under their control that might play against them if they overreach.

The Kurds benefit from their presence on the two sides of the Iraqi-Syrian border (such as Al Malikiyah, or Dayrik, in Syria, and Rabiaa in Iraq) to defend those areas, but the situation is fluid. Similar to the regime-rebel dynamic in Aleppo, where a military stalemate has been established because both the regime and the rebels could open new frontiers if the other party attacks in a certain area, ISIL could stage attacks in Kurdish areas in Hasaka.

That is a risk the Kurds might not take since they know that Arab forces would control Raqqa if ISIL leaves, while they could control areas in Hasaka, which is part of their self-rule project.

Beside the military limitations, tensions caused by widespread belief that Kurdish militias have an expansionist project in northern and eastern Syria – exacerbated by recent incidents of ethnic cleansing as documented by Amnesty International this month – complicate any Kurdish-led effort outside Kurdish or mixed areas.

As the anti-ISIL coalition debates the merit of such attacks, ISIL has been advancing quietly and steadily in northern and southern Aleppo and in areas from Palmyra towards southern Syria. Its strongholds in eastern Aleppo, which seem more vulnerable than Raqqa, remain untouched. The idea of a Kurdish-led campaign in Raqqa, which follows a dormant one to retake Mosul in May, epitomises how the anti-ISIL coalition is losing sight of basic dynamics on the ground while ISIL entrenches itself in its territory and quietly expands elsewhere.

CB--thanks--the PFLP-GC ---hate to ask the religious question are they mainly Sunni or Shia since a majority of the units fighting for Assad appear to be Shia and who is paying the fighters??AFAIK, majority of Palestinian refugees in Syria were Christians.

I guess, the same was the case with those that joined the PFLP-GC, i.e. now serve with al-Qods al-Filistini 'Commando' Brigade.

Russia says wants Syria elections, ready to help Free Syrian Army

Russian Foreign Minister Sergei Lavrov said the Kremlin wanted Syria to prepare for parliamentary and presidential elections, as Moscow intensified its drive to convert its increased clout with Damascus into a political settlement.

In comments which mark a shift in Russia's position, he also said that Russia's airforce, which has been bombing Islamist militants in Syria since Sept. 30, would be ready to help Western-backed Free Syrian Army rebels, if it knew where they were.

The Kremlin, Syrian President Bashar al-Assad's strongest foreign ally, has spoken broadly about the need for elections in Syria before. But Lavrov's comments were its most specific call for political renewal yet and came just days after a surprise visit by Assad to Moscow.

"External players can not decide anything for the Syrians. We must force them to come up with a plan for their country where the interests of every religious, ethnic and political group will be well protected," Lavrov told Russian state TV in an interview broadcast on Saturday.

"They need to prepare for both parliamentary and presidential elections."

Lavrov on Saturday phoned U.S. Secretary of State John Kerry to discuss organizing talks between the Syrian government and opposition, the Russian foreign ministry said. It said the two men had spoken of the need to tap the potential of other countries in the region to push the political process forward.

John Kirby, a State Department spokesman, confirmed the conversation. "They focused on their shared pursuit of options to achieve ‎a political transition and discussed the potential for future multilateral meetings on the topic," said Kirby. ‎

Moscow says Assad must be part of any transition and that the Syrian people will decide who rules them. Washington has said it could tolerate Assad during a short transition period, but that he would then have to exit the political stage.

Lavrov, who also discussed Syria on Saturday with his Iranian and Egyptian counterparts, said the Kremlin had told Assad during his Moscow visit that political progress was needed. Lavrov said the success of Assad's army on the battlefield, with Russian air support, would consolidate his government, making it more interested in a political deal.

Lavrov's interview was broadcast a day after a meeting in Vienna between Russia, the United States, Turkey and Saudi Arabia where a political solution to Syria's civil war - now in its fifth year - was discussed.

In the south the Daesh re-captured Jabol, and in the north it advanced for about 2-3km on a wide front.

Means: this 'regime' op is under threat of being cut off (too).

Gauging by vivid activity of MahanAir and SyrianAir airliners the last few days (3-4 flights between Iran and Syria on average, compared to 1 flight a day until mid-October), it's quite clear that the IRGC is hauling lots of reinforcements to Syria. Question is therefore if these are going to be enough, and then arrive on time too. Otherwise, Suleimani might find himself encricled in that giant 'pocket' around Aleppo.

CB--just a short question that BM21 strike on the factory was well aimed and intense---did in fact the insurgents by "withdrawing" entice the Assad forces to move in and "comb" and the strike would have caught them inside a fire strike which then would have allowed for a faster move through just after the strike??

BTW the rounds fired appear to be incendiary.

Moscow has confirmed that Free Syrian Army (FSA) envoys had visited Russia, Russian Deputy Foreign Minister Mikhail Bogdanov said Monday.

Answering a question on whether envoys of the Free Syrian Army visited Russia last week, Bogdanov said "yes, different people were here."

Earlier, Bogdanov said that Russia was ready to invite RSA representatives for talks in Moscow.

On Sunday, members of the Free Syrian Army sent a proposal to Russia on holding talks in Cairo on cooperation in the Syrian conflict settlement.

The Russian Foreign Ministry has repeatedly stated that it was ready to cooperate with the FSA and asked the United States and the United Kingdom for assistance in establishing contacts with the group to better coordinate efforts in the fight against Islamic State in Syria.

Once a year, the Kremlin organizes a very interesting "tour" for a select group of foreigners whom it brings together under the banner of the Valdai International Discussion Club. It is an excursion into another world, one that, according to German Chancellor Angela Merkel, President Vladimir Putin inhabits all alone. The latest "Valdai odyssey" took place recently. What did participants learn?

They learned that, first and foremost, Putin continues to profess a very primitive version of Realpolitik. "Periods of peace in both European and world history have always been based on securing and maintaining the existing balance of powers," he said. He is convinced that the same thing is happening now.

And, of course, he believes that the United States is the main source of problems in the world and that nobody has been able to restrain Washington since the collapse of the Soviet Union. That is why Putin still uses every opportunity to harp on the fact that the U.S. withdrew from the Anti-Ballistic Missile Treaty 15 years ago. This time he recalled when U.S. Ambassador Jack Matlock risked recommending that Moscow and Washington continue their talks on strategic arms. At the same time, Putin continually complained that U.S. actions were "devaluing" nuclear deterrence.

In making these comments, Putin shows a certain disregard for elementary logic. At some point, he seems to have completely forgotten that Washington's withdrawal from the ABM Treaty did not prevent Russia and the U.S. from signing not one, but even two treaties on reducing strategic nuclear weapons — and not on Moscow's terms, but on Washington's.

In particular, Moscow's chief negotiator and now Deputy Defense Minister Anatoly Antonov — a true-blue Russian patriot — agreed to count each aircraft in Washington's far superior force of strategic bombers as if it were a single nuclear warhead, when in fact each carries multiple cruise missiles. That alone greatly strengthened U.S. dominance which, if to believe Putin, Washington is already reinforcing with its missile defense program.

Of course, Putin's complaint is not with the nuclear balance per se. Putin probably does not seriously believe that the U.S. would take advantage of its military superiority to deliver a swift first strike against Russia. No, he seems to think that Washington created its missile defense system in order to diminish the threat posed by Russia's nuclear arsenal — the only thing that enables Russia to maintain at least a semblance of superpower status.

Moscow also uses regional wars as a means for inflating its importance in international affairs. Not long ago, Putin proved his right to sit at a modern-day "Yalta conference" by waging a hybrid war in Ukraine. Today he is waging a war in Syria. In the most sensational statement to emerge from his Valdai speech, Putin said: "Certainly, the Syrian government must establish working contact with those opposition forces that are ready for dialogue. I understood from my meeting with President Bashar Assad the day before that he is ready for such dialogue." In this way, Moscow assumes the role of a major player in the Middle East.

Putin devoted a significant part of his presentation to denouncing Washington for attempting to differentiate between "moderate" and "immoderate" terrorists. That means everyone who is warring with Assad is a terrorist and a legitimate target for Russian aircraft. In this case, which opposition groups do Assad and his Russian patron define as "correct" and "patriotic," as suitable negotiating partners? Obviously, only those that are willing to cooperate with Assad. Well, good luck finding such a group in the chaos of Syria's sprawling civil war.

Putin made no secret of his intentions. "For all the drama of its current situation, Syria can become a model for partnership in the name of common interests, resolving problems that affect everyone, and developing an effective risk management system," he said.

It is obvious that Putin embarked on his foray in faraway Syria to force the West to accept Russia as a partner. And when that does not work as planned, Putin slips effortlessly into wishful thinking: "We are also close to starting an exchange of information with our Western colleagues on militants' positions and movements," he said.

However, I have seen nothing to suggest that the West is preparing to share intelligence on Syria with Russia. Just the opposite is true. For example, The New York Times reported that White House officials recently met to discuss the establishment of a no-fly zone over Syria. That hardly looks like a prelude to closer cooperation with Moscow.

The world that Putin inhabits is far removed from reality. But that is what makes it so interesting for the foreigners invited on this "otherworldly" excursion. Who could fail to feel enthralled when a leader who single-handedly decides the fate of his country and his citizens recounts a lesson from childhood with such pleasure? "Fifty years ago, I learned one rule in the streets of Leningrad," he said. "If the fight is inevitable, be the first to strike." Otherwise, Putin implies, the West might really attack Russia.

Entire Extended Family Killed in Homs


(New York) – At least two air strikes in northern Homs on October 15, 2015, that local residents believed to be Russian, apparently violated the laws of war. The air strikes killed a total of 59 civilians, residents said, including 33 children and a commander of the local armed opposition group. Russia should investigate the attacks.

The deadliest attack hit a house in the village of Ghantou, where the extended Assaf family had taken shelter, killing a reported 46 family members, all civilians, including 32 children and 12 women, first responders and local activists said. The victims were related to a local commander affiliated with the opposition Free Syrian Army (FSA), but witnesses said that he was away from the home at the front lines. The second air strike, on the neighboring town of Ter Maaleh, hit near a bakery, and according to local witnesses, killed at least 13 civilians as well as a local FSA commander who was a Syrian army defector. It is not clear whether he was the intended target, as neither Russia nor Syria have issued statements about the specific air strikes.

“Civilians in northern Homs may have nowhere to hide or flee as the offensive intensifies,” said Nadim Houry, deputy Middle East director. “Russia should ensure that it takes all precautions to protect civilians and that civilians are able to leave the area if they want, without being hit by Russian or Syrian air strikes.”

The October 15 strikes were part of a broader air campaign by Russia and Syria on an enclave in northern Homs under the control of armed opposition groups, to assist a ground offensive by the Syrian army and its allies. According to the Syrian American Medical Society, which works inside the war-torn country and delivers aid to Syrians in the area, more than 50,000 civilians still live in the area, where several towns had been under siege by the Syrian Army since 2012. With nowhere to flee, the civilian population is at grave risk, Human Rights Watch said.

According to the United Nations-mandated commission of inquiry on Syria, government forces have imposed sieges in Homs governorate, where Syrian soldiers at “checkpoints regularly conduct arbitrary arrests, confiscate food and other basic supplies, and prevent sick and wounded persons from seeking medical attention.”

Local residents told Human Rights Watch said they believe the strikes were by Russian forces because the sound of the planes was different from the sound made by Syrian air force planes, and the Russians fly much higher. The Russian news agency Interfax reported that the Russian air force assisted the Syrian armed forces with an air offensive in Homs on October 15. A local journalist on pro-government radio outlet Sham FM, reporting on October 15 from the Syrian Army lines in northern Homs, referred to “joint Russian and Syrian” airstrikes at around 6 a.m., on positions of armed groups in Ghantou, Ter Maaleh, and other areas in the enclave.

Russia and Syria should abide by their obligations under international humanitarian law, including not targeting civilians, giving advance warning of all attacks that may affect civilians except when circumstances do not permit, and allowing aid agencies immediate access and safe passage for civilians out of villages that have been or may be attacked in northern Homs, Human Rights Watch said.

The blast wounds and flash burns visible on victims in videos and photographs of the Ghantou aftermath, the highly uniform size of the rubble, and the body positions with few fragmentation wounds, indicate the possible use of fuel-air explosives (FAEs), also known as “vacuum bombs,” or enhanced blast weapons. More powerful than conventional high-explosive munitions of comparable size, fuel-air explosives produce extensive damage over a wide area, and are therefore prone to indiscriminate impact in populated areas.

Civilian relatives of combatants are not legitimate military targets. If the local commander was the intended target, the likelihood that the attack on a civilian home with what appears to be a vacuum bomb would have killed large numbers of civilians makes it a disproportionate and unlawful attack, Human Rights Watch said. Attacks in which the expected civilian loss exceeds the anticipated military gain are serious violations of the laws of war.

Activists said no warnings or announcements of the air strike were made to civilians. They said the only warnings came from the Syrian army, telling the Free Syrian Army to surrender. The laws of war require each party to the conflict to give effective advance warning of attacks that may affect the civilian population, unless circumstances do not permit.

With regard to the Ter Maaleh attack, the Syrian state news agency SANA reported on October 15 that the Syrian army began an offensive in northern rural Homs after “precision air strikes” and shelling to prepare for a ground offensive. SANA said that an al-Qaeda-linked group, Jabhat al-Nusra, had caused a “massacre” in Ter Maaleh and “emphasized” that the Russian and Syrian armies “do not target civilians.” Local residents and video footage make it clear, though, that the civilians in Ter Maaleh died as a result of an air strike.

The intended target is not clear. Even if the air strike was targeting Ruwad al-Aksah, the local man who was a Syrian army defector, it appears to have used indiscriminate means or have caused disproportionate harm to civilians. Indiscriminate or disproportionate attacks are serious violations of the laws of war that Russia has an obligation to investigate. Victims of laws of war violations and their families should be promptly and adequately compensated.

According to Homs Civil Defense, a local rescue unit, and other activists, Ter Maaleh was home to at least 30,000 people at the time of the attack, many of whom had been internally displaced, as the village was considered a safer area for civilians than some of the other towns in the opposition-held enclave. Interfax, reported on October 15 that there were heavy clashes between Syrian rebels and the Syrian army in Homs. “We are calling for a way out, especially for our women and children,” said Muhammed Kenj, a Ter Maaleh activist. “People in Homs are banging into each other trying to find a safe place to hide, fleeing from one bombarded village to another. We need a crossing that is safe to get the civilians out of Homs.”

This war was actually caused by such absurd nonsense of the IRGC, and it's incredible how stubbornly they insist on it, after all the negative experiences they've had there. They are not ready to give up, even though they must know there is no way to realize their plot, which is a) defeat 80% of Syrian population, and b) then negotiate some kind of political settlement.

Makes me wonder: how can anybody sane think this way? This idea is so ridiculous, so distant from reality, that I'm left at the lack of works for how stupid must be Putin to fall for it. And yet: he did.

There are three main reasons why events in the past are recalled. Sometimes it is on an anniversary and many are inclined to make reference to them as a marker of the passage of time. More often, someone or other wants two draw lessons – positive or negative – from those events for the present And perhaps most often of all it is because someone wants to hold one event or another up for emulation in the service of his or her own goals.

Yalta is one such event. That we are marking the anniversary because it is a round one is one thing, but the other two reasons are vastly more important. On the one hand, Yalta is a clear example of something that must never be allowed to happen again because any repetition would have consequences even more dire than the original. And on the other, it is something Vladimir Putin and his regime routinely talk about as their ideal of what the international system should again become.

But like many who claim they have a conservative agenda and only a desire to restore this or that aspect of the past, the current Kremlin leader is in fact a radical revolutionary who has selected out of all the things the original Yalta accord meant only three things. Moreover, he seems entirely pleased to pursue a course which would inevitably lead to disaster not only for others but also for his own country. And he utterly fails to recognize that he can be stopped and disaster prevented if the West recognizes what he is doing, why he must be stopped, and even more why he must be punished for what he is doing.

Those three things are my subject here because I believe that unless we think about what Putin’s references to Yalta mean now, we will fail to adequately understand why Putin is so wrong and what is at stake.

Putin’s Tendentious Version of Yalta

Yalta is neither the French Revolution nor the American Civil War, but it has been the subject of an enormous number of books and articles over the years. What is striking is how selective Vladimir Putin has been in his understanding of what that meeting stood for, a selectivity which serves his purposes of aggression against Ukraine and his other neighbors. For him, Yalta was not a temporary accord to deal with the problems of the final months of World War II but a model of how the international system was and from his perspective should be. He could not be more wrong.

That system as created at Yalta in Putin’s estimation has three aspects and only three: First, in it, the only measure of a state’s power is its military strength. Those countries with the strongest militaries get seats at the table; those without, don’t. Second, the countries whose military strength entitles them to a seat at the table have the right to make decisions about those who are not there and to impose their will on them regardless of international law. And third, those militarily powerful countries have the right to spheres of influence around them that other powerful countries must respect and that within those spheres the militarily powerful have the right to dispose of things as they see fit, up to and including forming an empire with themselves at the center.

This reading of Yalta has led Putin in recent months and years to violate the three bedrock principles of the international system that the United States took the lead in putting in place over the last century. First, Putin has acted to unilaterally redraw the borders of neighboring states. He and his supporters claim that they are doing no more than the United States did in Yugoslavia, but that is simply false. The United States did not organize the transfer of Kosovo to Albania. Instead, what we are seeing is naked aggression, covered by a trumped up “referendum” and a massive propaganda effort in Russia and the West.

Second and more seriously, Putin has decided that in service of this goal, ethnicity is more important than citizenship, thus reversing the hierarchy which was the basis of the anti-Hitler coalition and of the formation of the United Nations. Not only does that promote more nationalist and nativist behavior and refugee flows, but invites other countries with large overseas “compatriot” communities – such as China – to follow the same course. A world of that kind will inherently be more unstable and more authoritarian – and thus more inclined to permanent war.

And third and most seriously of all, Putin has challenged the nation-state as the organizing principle of the world and insisted that empires are not only legitimate but necessary. That inevitably entails both repression against minorities and all others within those imperial states and repression against those absorbed into these empires of whatever form, a condition that inevitably will spark resistance and mean that the collapse of his empire, when it comes, will truly be the nightmare many had but that did not occur in 1991, a “Yugoslavia with nukes.”

A Second Yalta Would Be Worse than the First

Those are just some of the negative consequences of a new Yalta. In fact, there are three others which matter even more. First, if at the Yalta conference, the West made concessions because it was in a position of relative weakness in Eastern Europe, now it would be making concessions when it is in a position of strength if it chooses to be. It would be a triumph of bombast over reality unprecedented in modern times. That would not only lead to the demoralization of the West but would undermine international recognition of and support for those values, making it easier for other despots to challenge those values and the West and in fact guaranteeing that they would do so.

Second, such a step would be the end of NATO and of the Atlantic alliance more generally. That would put all of Europe and not just those on its eastern borders at risk of the worst forms of aggression. It would represent the achievement of what has been a Moscow goal since 1945, since Yalta in fact.

And third, it would open the doors to a Hobbesian world far worse than any of us can imagine.

‘A War between Russia’s Regional Elites and Moscow has Begun’

Staunton, October 28 – The battle over Transaero is “only an occasion and indicator of what is taking place: a war between regional elites and the center,” Andrey Shepilov says. And on is outcome rather than on what is happening in Ukraine and Syria hinges the survival of the Russian Federation in its current borders.

The line of this “front,” the Russian analyst says, runs not through other countries but along the Urals, and it is becoming ever more threatening given that the Kremlin is running out of resources and the regional elites have concluded that they must act because for them it is a “now or never” situation (szona.org/vojna-mezhdu-regionalnymi-elitami-i-tsentrom-nachalas/).

This war which could end with the disintegration of the Russian Federation isn’t receiving the kind of media attention that the fighting in Ukraine and Syria has, but, Shepilov argues, “the resources which are being used in this battle exceed those of Syria and the Donbas taken together.”

Still more ominous, he suggests, is that “all the resources have been thrown into battle by the Kremlin and it most likely doesn’t have any reserves left.”

All this can be seen if one carefully follows the Transaero case. “The first news [about it] was strange: the government of Russian suddenly decided that those who owned shares in the private aviation company Transaero must sell them to the state aviation company Aeroflot for … one ruble.”

This is totally without precedent or legal justification: “Even under the autocracy, the tsar couldn’t order his subject to sell his property for nothing however much he might want to.”

Then, the general director of Transaero was removed and a representative of Aeroflot appointed, with the management of the first being subordinate to the management of the latter. “This might be called a raider seizure but [under those] the raiders formally imitate the laws governing their actions.”

The next step in this drama came when the Aeroflot representative now in charge of Transaero didn’t try to save the company but rather to drive it into bankruptcy, even though Transaero was meeting all its debt obligations – at least until the change of control. But then the new managers ordered the company not to pay and thus set the stage for bankruptcy.

Following that, Transaero began to cancel flights. Aeroflot agreed to carry the passengers but at a far higher price that was then charged to Transaero than the original tickets cost. That only exacerbated the situation at Transaero which then cancelled more flights for which Aeroflot then received more money.

The Kremlin apparently expected that everyone involved would simply go along convinced that they had no choice. But that didn’t happen: Transaero’s employees filed suit and also launched a petition drive on change.org. In the very first days, that collected “more than 120,000 signatures.”

“And then happened what should have happened.” Those who held Transaero shares refused to sell them to Aeroflot. That eliminated whatever cloak of normal order had been cast over this and showed that Moscow wanted to destroy Transaero and would not be constrained by law or anything else, Shepilov says.

The government then declared Transaero bankrupt, something it does not have the legal power to do: Even in Russia, “only a court” can take that step. And that showed just how far the Kremlin was prepared to cross a line that it had not crossed earlier as in the case of the destruction of Yukos where the formalities were observed even if rights were not.

This was a clear signal to business and the elites: “’You are nothing … you are our property to do with as we like. Neither law nor society will defend you. From now on, only one law will operate in the country: the whims of the first persons of the state.’” The elites herd and realized that if they did not act now, they might never have another chance.

Others are pointing to the threats to the territorial integrity of the Russian Federation that the collapse in oil prices and the ruble and the rapid drawing down of the reserve fund pose. Konstantin Borovoy among others says that Russia “will not be preserved in its current borders” (glavpost.com/post/29sep2015/opinion/61579-konstantin-borovoy-rossii-v-ee-nyneshnih-granicah-ne-sohranitsya.html).

The reasons for that conclusion are two-fold. On the one hand, the Kremlin’s retrenchment is hitting the regions furthest from Russia the hardest, with those east of the Urals and Kaliningrad especially hurt by Moscow’s actions. And on the other, regional elites recognize that as the economic situation worsens, Moscow will only cut back further leaving them at an ever greater disadvantage. If they don’t act now, as Shepilov says, they may never again have as many resources as they do at present to defend not only their regions but even their personal power.

Russia’s Naval Encirclement of Syria

Recent statements by Russia’s top brass concerning precision-strike capabilities against “terrorist” targets in Syria, future basing plans and the high-profile use of cruise missiles launched from the Caspian Sea, on October 7, indicate a level of confidence within the military concerning the overall operation. It also appears to suggest a high degree of planning and strategic awareness on the part of the political-military leadership. But to understand the basis of such confidence, one needs a clear grasp of each of these aspects in their context; in fact, the uniting theme relates to the role of the Russian Navy in supporting the operation and its potential use if and when called upon by President Vladimir Putin (Interfax, October 7, 18, 26).

Much international attention has focused on the Russian air campaign in Syria. Yet, these air strikes were made possible largely by the supporting supply role of the Russian Black Sea Fleet (BSF). In mid-October, Colonel-General Andrei Kartapolov, the chief of the Main Operational Directorate, referred to the future plan to form a “massive” air, land and sea military base in Syria. Given the rapid expansion of Russian military facilities, it is likely that this is already underway—either on newly developed bases or through the expansion of existing arrangements in Syria. Moreover, Kartapolov was not likely referring to any one location, as the model for such arrangements already exists in Tajikistan: there, the Russian 201st base is located at three separate sites (Komsomolskaya Pravda, October 18).

In Syria, the obvious naval component for such basing plans is Tartus, currently home to the Russian Material-Technical Support facility, often referred to as a logistical depot and clearly under expansion as the operation continues. The Hymeymim airbase in Latakia could also witness further enlargement, and two additional sites near the base may function as supporting infrastructure. Meanwhile, if bilateral agreements are put into place, there could be formal mechanisms to recognize a longer-term need for small numbers of Russian ground forces personnel (Komsomolskaya Pravda, October 18).

On October 7, the Caspian Flotilla launched a cruise missile attack against eleven targets in Syria; four naval platforms were used to launch 26 Kalibr 3M14 cruise missiles, striking at ranges up to 1,500 kilometers away. While such strikes could have been conducted using deployed Russian airpower, these were chosen to demonstrate capability and send strategic messaging to other actors (see EDM, October 26). According to a well-placed Moscow source speaking off the record, this was also calculated as a warning to the Gulf states not to incite jihad against Russia. Nonetheless, it clearly demonstrated part of the theme that the top brass now boast about, that targets in Syria can be struck from multiple locations (Vesti.ru, October 7).

The non-export variants of the Kalibr cruise missile family also include a version that is mounted within shipping containers, greatly expanding the options for covertly placing the weapon in discrete locations or concealed on different vessels; if Moscow deems it necessary, such strikes could be launched from the eastern Mediterranean Sea (Fb.ru, May 15). In December, the BSF will receive Kalibr-launch capability, both for the B-237 Rostov-na-Donu Kilo-class submarine and for the two new missile ships, Serpukhov, and Zelenyy Dol (Nezavisimoye Voyennoye Obozreniye, October 23).

Prior to commencing the air operation in Syria, the BSF was playing a critical role in supplying the port of Tartus with military supplies; this was stepped up as the dredging work at the port has expanded its capacity. The frequency of BSF supplies reaching Tartus has increased markedly since the air operation began on September 30, though some supplies are still sent using air routes (Rybinsk-once.ru, October 22; Informnapalm.org, September 15). Much of this uses large landing ships from the BSF, but Northern Fleet (NF) and Baltic Fleet (BF) assets have also transited northbound through the Turkish Straits into the Black Sea before exiting fully loaded and heading for Syria. These include the Nikolai Filchenkov, Saratov and Yamal, and the NF vessel Aleksandr Otarkovskiy (Rybinsk-once.ru, October 22).

The former commander of the BSF, Admiral Vladimir Komoyedov, told the Duma Defense Committee that the fleet can easily be used to blockade the coast of Syria. Komoyedov noted that Russian naval assets in the eastern Mediterranean Sea are sufficient to support the operation, but could be expanded if needed. Senior Russian generals also refer to the formation of a tactical naval group off the Syrian coast, which mainly consists of BSF platforms; but there are also NF and BF units present. In late September, the Moskva guided missile cruiser and flagship of the BSF exited the Turkish Straits bound for the Eastern Mediterranean to participate in naval exercises. Reportedly, the Moskva is the lead ship in the tactical naval group (Vzglyad, October 5).

While BSF Ropucha- and Alligator-class large landing ships carry most of the military and logistical supplies to Syria, the tactical naval group reportedly involves anti-submarine assets, submarines, guided missile destroyers, intelligence and signals vessels and other platforms to extend air defense options for deployed forces in Syria. The tactical naval group seems constructed to support and ensure the safe arrival of Russian military supplies to the port of Tartus, while also serving as a warning to other actors to avoid interfering in Russian military operations. As far as strike capability, the possible deployment in the tactical group of the container-mounted cruise missile cannot be ruled out (Fb.ru, May 15).

Although the BSF forms the bulk of the tactical naval grouping and utilizes the sea route for military supplies to Syria, other elements of Russia’s Navy are involved: the NF, BF and, as the Caspian strike revealed, so too is the Caspian Flotilla. In this sense, remarks by the top brass concerning strike options and basing plans are more understandable. Moscow has created a de facto military naval blockade of Syria. Its stealth deployment of military assets into the country and launch of the air operation on September 30 was accompanied by the formation of a naval task force partly calibrated to send a signal to other powers to keep out of Russia’s way. Russia’s cruise missile strike capability against targets in Syria exists in the Caspian Sea and remains an option in the Eastern Mediterranean and, shortly, in the BSF. Overall the Russian military operation, unlike one involving heavy land-based equipment, could be sustained over time. If this is the case, Moscow can play a long game in seeking diplomatic solutions to the Syrian civil war that suit its interests.
