The Crisis of World Order


After Paris, Islamic State’s rise and Syria’s agony are shaking a weakened Europe—and the international system. Can the U.S. summon the resolve to respond?

For several years, President Barack Obama has operated under a set of assumptions about the Middle East: First, there could be no return of U.S. ground troops in sizable numbers to the region; and second, undergirding the first, the U.S. has no interests in the region great enough to justify such a renewed commitment. The crises in the Middle East could be kept localized. There might be bloodshed and violence—even mass killing, in Syria and Libya and elsewhere, and some instability in Iraq—but the fighting, and its consequences, could be contained. The core elements of the world order would not be affected, and America’s own interests would not be directly threatened so long as good intelligence and well-placed drone strikes prevented terrorist attacks on U.S. soil. Even Islamic State could be “degraded” and “contained” over time.

These assumptions could have been right—other conflicts in the Middle East have remained local—but they have proven to be wrong. The combined crises of Syria, Iraq and Islamic State have not been contained. Islamic State itself has proven both durable and capable, as the attacks in Paris showed. The Syrian conflict, with its exodus of refugees, is destabilizing Lebanon and Jordan and has put added pressure on Turkey’s already tenuous democracy. It has exacerbated the acute conflict between Sunnis and Shiites across the region.

The multisided war in the Middle East has now ceased to be a strictly Middle Eastern problem. It has become a European problem as well. The flood of refugees from the violence in Syria and the repression of Syrian President Bashar al-Assad’s regime have rocked the continent and overwhelmed its institutions. The horrific attacks in Paris, likely organized and directed by Islamic State from its base in Syria, and the prospect of more such attacks, threaten the cohesion of Europe, and with it the cohesion of the trans-Atlantic community, or what used to be known as the West. The crisis on the periphery, in short, has now spilled over into the core.

Europe was not in great shape before the refugee crisis and the terrorist attacks. The prolonged Eurozone crisis eroded the legitimacy of European political institutions and the centrist parties that run them, while weakening the economies of key European powers. The old troika—Britain, France and Germany—that used to provide leadership on the continent and with whom the U.S. worked most closely to set the global agenda is no more. Britain is a pale shadow of its former self. Once the indispensable partner for the U.S., influential in both Washington and Brussels, the mediator between America and Europe, Britain is now unmoored, drifting away from both. The Labor Party, once led by Tony Blair, is now headed by an anti-American pacifist, while the ruling Conservative government boasts of its “very special relationship” with China.

The spillover of the Middle East crisis into this weakened Europe threatens to undermine the continent’s cohesion and sap the strength of trans-Atlantic ties. The refugee crisis has further weakened centrist parties and strengthened the right wing in France and elsewhere; now the terrorist attacks, which these parties have unfairly linked to the refugee crisis, have given them a further boost. The idea of Marine Le Pen, leader of the right-wing National Front, as France’s next president is no longer far-fetched.

There is a Russian angle, too. Many of these parties, and even some mainstream political movements across the continent, are funded by Russia and make little secret of their affinity for Moscow. Thus Prime Minister Viktor Orban of Hungary has praised “illiberalism” and made common ideological cause with Russian President Vladimir Putin. In Germany, a whole class of businesspeople, politicians, and current and former government officials, led by former Chancellor Gerhard Schröder, presses constantly for normalized relations with Moscow. It sometimes seems, in Germany and perhaps in all of Europe, as if the only person standing in the way of full alliance with Russia is German Chancellor Angela Merkel.

Now the Syrian crisis has further bolstered Russia’s position. Although Europeans generally share Washington’s discomfort with Moscow’s support for Mr. Assad and Russia’s bombing of moderate Syrian rebels, in the wake of the Paris attacks, any plausible partner in the fight against Islamic State seems worth enlisting. In France, former President Nicolas Sarkozy has long been an advocate for Russia, but now his calls for partnership with Moscow are echoed by President François Hollande, who seeks a “grand coalition” with Russia to fight Islamic State.

Where does the U.S. fit into all this? The Europeans no longer know, any more than American allies in the Middle East do. Most Europeans still like Mr. Obama. After President George W. Bush and the Iraq war, Europeans have gotten the kind of American president they wanted. But in the current crisis, this new, more restrained and intensely cautious post-Iraq America has less to offer than the old superpower, with all its arrogance and belligerence.

Russian-backed forces in Ukraine appear to have capitalized on worldwide distraction over the war in Syria, sparking new violence that if left unaddressed will unravel a peacemaking effort in one of the most important East-versus-West hot spots.

After a tentative peace held for months, reports of violence in the Donbass region of eastern Ukraine have spiked in the last two weeks, accounting for dozens of violations to the cease-fire agreements each day and increased casualties. Five soldiers died last week, the most in the previous two months.

It adds further tension to a region at the convergence of former Cold War foes, as Russia continues to back the anti-government separatist rebels in the Donetsk and Luhansk regions, while the U.S. and other Western powers bolster training and provide support for forces under the central government in Kiev.

Concerns abound that a heightened escalation could fully derail the peace process after almost two years of conflict, and ahead of elections scheduled for early next year.

Russia is involved in the recent spate of violence "without a doubt," says Lt. Gen. Ben Hodges, head of all U.S. Army forces in Europe, citing Moscow's coordination of rebel command and control, and noting that it provides them with ammunition and other supplies.

"We're puzzled as well," Hodges says. "It just doesn't make sense to me why they would put at risk right now when things are going so smoothly, and why they would risk the West beginning to think, 'OK, this is going to work, maybe they can lift the sanctions.'"

The fighting has undone stability along the Ukraine-Russian border that is supposed to be monitored by observers from the Organization for Security and Co-operation in Europe, or OSCE, Hodges says, making it more difficult to detect what could be coming across from Russia.

"That border for all intents and purposes is wide open," he says.

Adding to the mystery is the disappearance of thousands of Russian troops from the tens of thousands who remain there. Hodges says as many as 10 battalions-worth of Russian forces – between 5,000 and 6,000 troops – have left the area, leaving behind their heavy equipment and the other infrastructure most difficult to reposition.

Some see the surge in Russian-backed violence and Moscow's repositioning of its troops as a consequence of its deployment to Syria. Since sending fighter jets and support troops to a new forward base in Syria's port city of Latakia last month, Russia has found itself increasingly drawn into the messy and complex fighting in that country. It claims to contribute to the separate U.S.-led effort to defeat the Islamic State group, but so far has focused much of its attention attacking Syrian rebels and bolstering the regime of President Bashar Assad, a historic patron. Managing these maneuvers, maintaining its opposition to the Ukrainian central government and fielding international outrage may have proven more than Russia's heavily sanctioned resources can accommodate.

Or perhaps Western focus on Syria has led Russian President Vladimir Putin to believe he can act with relative impunity in Ukraine.

"This is a diversionary maneuver," says Anders Aslund, a former Swedish diplomat to Geneva, Poland and Moscow, now with the Atlantic Council's Dinu Patriciu Eurasia Center. "Russians like small and victorious wars, as Putin has done repeatedly. The problem with the war in Donbass is it is neither small nor victorious, and it is just a stalemate. One way of breaking the stalemate is to do something else.

"By bombing Syria, Russia forces itself to be discussed by the Western powers," Aslund says. "It matters to Putin a lot that he looks like a star internationally."

More recently, Moscow conceded that a bomb, likely planted by an affiliate of the Islamic State group, brought down a Russian airliner over Egypt last month, forcing Moscow to deepen its involvement in Syria. A coordinated and sophisticated series of attacks in Paris on Nov. 14 elevated the international urgency to bring Putin into a unified response to fight the extremist network. Speculation now arises that Putin's price for cooperation could be the West's relaxing its insistence that Russia give up Crimea and other parts of Ukraine from its control.

Indeed, Putin adopted a more conciliatory tone at the G20 summit in Turkey this week, helping to lead the discussion on Syria and even moving toward some agreement with the U.S. on finding a political solution to the crisis.

Russia also may not have any particular aim in supporting a surge in rebel violence in Ukraine, Aslund adds, but rather sees it as the latest continuation of its attempts to destabilize the central government in Kiev and undercut upcoming elections in the new year. Moscow hopes the leadership of Ukrainian President Petro Poroshenko will fail, and a more friendly regime will come into power.

Others believe Russia has nothing to do with the uptick in Ukrainian rebel violence, particularly amid Hodges' reports that Moscow is recalling its troops.

"I don't buy this is coming from Moscow, it's coming much more from the local factors," says Balazs Jarabik, a regional analyst ​​with the Carnegie Endowment for International Peace.

Russians want for the elections to take place in the new year, but many Ukrainians do not, he says, over concerns he supports that they won't be credible. Russia has genuinely reduced its focus on Ukraine amid its separate war in Syria, Jarabik adds, though it maintains as many as 50,000 troops near the border as a symbol of support.

The uptick in violence likely originated from unrest among the rebels factions themselves.

"Winter is coming," Jarabik says. "And the Donbass rebel leadership has no money."

"There's a certain quality of life for the people who stayed, and that, I do believe, is the reason why they've started shooting their guns. It's a reminder mostly to Moscow that 'We're still here. You're focused on Syria, and we're still here. We need your money, we need your attention, we need your support.'"

Perhaps most troubling is what the violence means for both sides: Each has confirmed they won't back down until the other abides by the accords agreed to in Minsk, which begin with a cease-fire that evolves into a full withdrawal of weapons.

That peace process, at least for now, is derailed.

According to the InformNapalm’s operational data, the Russian military command has started the process of concentration of fresh forces in the Ukrainian border area of Rostov Oblast with the intention of further deployment in Donbas.

Particularly, a tactical detachment from the 8th separate mountain motorized rifle brigade (military unit No. 16544, Borzoi, Republic of Chechnya, Russia) is located in close proximity to the state border of Ukraine, to the South from khutor Olkhovsky (Kuibyshev raion, Rostov Oblast). At this moment the unit undergoes the process of ‘pre-assignment adaptation’ there. In other words, the Russian servicemen get rid of all standard stuff and get accustomed to the role of ‘Novorossiya’ militants giving themselves a battle seasoned look.

According to the same data, the unit transferred to the Ukrainian border consists only of contract soldiers with quite some battle experience earned in North Caucasus; all of them are ‘volunteers’ who agreed to come to Donbas hoping to get some extra profit (bonuses for being ‘in field’, for participating in combats, etc). This is going to be not the first trip to Ukraine for some of those servicemen. It is also known that before arrival to Rostov Oblast, this detachment had had combat and organizational trainings in the ‘Daryal’ mountain camp in the Northern Ossetia (the 54th intelligence training center).

Then you now fully understand info warfare--they do work in shifts especially the Russian info war company based in St. Petersburg. The key is that they can't do much more than simply cast doubt on the "official" or "Western" narrative. They make contradictory arguments against the narrative in order to achieve some sort of "reasonable doubt", but are unable to provide an equally credible theory.

With respect to the Su-24 shootdown, they have put forth:

1. The Su-24 was not flying in either Turkish airspace or their 5-mile ADIZ ("buffer zone") along the Syrian border

2. The Su-24 did fly in the ADIZ, however, it did not cross the border

3. The Su-24 DID cross the border, but it was brief and the Turks overreacted

4. Regardless of Turkey's post-2012 stated policy with respect to Syrian-Turkish airspace, Turkey has violated disputed airspace with Greece in the past, so that makes the Su-24's crossing OK

With respect to MH-17, it is even more interesting:

1. MH17 was shot down by a UkAF Su-25 with cannons (one can see from the cockpit)

2. MH17 was shot down by a UkAF Su-25 with anti-air missiles (again, the cockpit)

3. MH17 was shot down by a Ukrainian Buk system (the DSB report got the arrival/departure locations wrong, and the plane was on the "wrong" side for it to be a Russian Buk)

4. The separatists had plenty of former Ukrainian Buks, so it has nothing to do with Russia

5. All of the above at the same time...

I think that Russia's information warfare stems from the MSM portrayal of the South Ossetia War. Russia was vilified immediately and the Georgians were treated as victims, even though their president launched artillery strikes on Russian peacekeeper and civilian targets (causing fatalities), used cluster bombs in urban areas, and expected NATO to protect them from any blowback. Later, it was quietly admitted months later that while the Ossetian and Abkhaz militias ran amok, that while the RuAF had difficulty avoiding collateral damage and even finding military targets, that Georgia's offensive was in the wrong. Putin was determined never to be on the wrong side of the narrative again...

‘Russia’s Future Not Connected with Ukraine or Syria,’ Inozemtsev Says

Staunton, December 1 – Russians have been so focused on events in Ukraine and now Syria that they have forgotten the most important thing: their future and that of their country is not connected with what is going on in those countries but what is taking place or not taking place in their own, according to Vladislav Inozemtsev.

In a Snob.ru commentary, the Moscow economist says that eventually Russia will leave Syria and Ukraine “with or without Crimea and the Donbas” will continue its path to Europe. When that happens, he suggests, Russians will ask what they should have been focusing on in 2014 and 2015 (snob.ru/selected/entry/101468).

“The future of Russia is not connected either with Ukraine or even more with Syria,” he argues. “having lost the status of a global power” because of the failure of the communist regime and having gained “a breathing space” because of high prices for oil, Russia could have used that time to figure out how it could develop when oil prices inevitably fell.

Had Russians done so, had they been “oriented toward real and not false goals, the discussion would have had a completely different tone and theme,” Inozemtsev suggests. Instead, the Russian government has focused on foreign affairs and acted as if everything is fine at home.

The Kremlin has even suggested that “everything is normal” despite the collapse of oil prices to 40 US dollars a barrel. But in doing so, the Moscow economist says, it has ignored that the price is likely to fall further, that the current cutbacks harm not only the current generation but future ones, and that its promised modernization program hasn’t happened.

And addressing those problems, Inozemtsev argues, is far more important than “the fates of ‘the Russian world’ or the chances for Bashar Asad’s survival.”

The standard of living in Russia is falling, although many still remember that it rose in the first decade of the 2000s and believe that spending on arms will be a solution. “However, history teaches that the memory of the Russian people is exceptionally short.” Twenty-five years ago, Russians took down the statue of Dzherzhinsky; now, they want to put it back.

Thus, the successes of a decade ago will also be forgotten, especially if incomes continue to contract at the rate of 10 percent a year, and also will be forgotten the so-called “Putin consensus.” At the very least, it will not attract any new supporters from the population however the war on terror goes.

And ever more frequently Russians will have occasion to recall what has often been the case in their past: when economic difficulties during periods of real or imagined foreign dangers lead to catastrophic social cataclysms.” That being the case, he says, Russians should not be so concerned about what is happening in Kyiv and Damascus. They should worry about what is happening at home.

And there are so many problems: Will Russians be able to fly from Vladivostok to Moscw if Transaero is driven into bankruptcy? Will small businesses be able to survive and provide jobs if they are taxed excessively and oppressed by the government? Will pensioners put up with further cuts to their already miserable existences?

In addition, how will Russians move about if the roads aren’t repaired? And “what prospects are opening (or more precisely closing) before the country’s middle class as a result of all the new prohibitions on travel and what threatens the tourism branch and international air carriers?”

There are dozens of such questions, Inozemtsev says, and behind each of them “stand hundreds of enterprises and companies and touches the interests of hundreds of thousands of people.” But today, the Kremlin is ignoring them and hoping that others will ignore them as well because of their focus on Ukraine and Syria.

Indeed, he argues, one can say that “the main goal of the authorities who have sparked foreign policy hysteria consists in distracting the attention of the people from the domestic agenda.” After all, for the authorities, it is “simpler and more effective” to struggle for “’the Russian world’” in Ukraine than to build at home and “more convenient” to bomb Syria than to find the murderers hiding out in Chechnya.

Up to now, however, there is no indication that anything has changed or will change. Instead, the situation is deteriorating. There is less money for medical care, and “people are now dying from heart problems while in line at polyclinics,” an inexcusable situation that appears likely to get worse given that the Kremlin cares not about the people but only about itself.

“The entire population (which it is difficult to call a people) is reflecting not about its own pipelines and roads: it is interested only in how much oil the Islamic State is delivering to Turkey from whom we are refusing to buy fruit,” Inozemtsev says.

Over the next several weeks, Vladimir Putin will be questioned about some of these things, albeit in a very police way, Inozemtsev says. But if he does nothing to change the situation and there seems little reason to expect that, then these questions will be posed in “a much less polite form.”

That will happen, the Moscow analyst says, “when the people (and already not the population) understands what it should have been thinking about five or ten years ago.”

Putin Hiding Under A Czech Candle


Turkey’s downing of a Russian fighter plane will test the mettle of NATO leaders: an overreaction by Russia could trigger member nation commitments to Turkey under Article V. But how will NATO members respond? Recent press articles have raised doubts about the leaders of some NATO member states, particularly the Czech Republic, in the face of Russian operations to undermine the alliance.

Anne Applebaum, the Pulitzer Prize winning writer; and Kristofer Harrison, a former DoD and State Department official; wrote about officials from NATO-allied governments who amplify Putin’s voice. They specifically named Andrej Babis, the Czech Finance Minister; Milos Zeman, the Czech President; Robert Fico, the Slovak Prime Minister; and Viktor Orban, the Hungarian Prime Minister. Andrej Babis, alone among the four in responding to Applebaum’s assertions, claimed he has no friends in Russia and is allied strongly with America. His denial is worthy of investigation.

One indicator of friendship with Russia was manifest on November 3. It was reported that the Czech Export Guarantee Agency (EGAP), a subsidiary of Babis’ Ministry of Finance, had underwritten a record loan guarantee to PhosAgro, a Russian company that is co-owned by Putin’s close friend Vladimir Litvinenko. EGAP guaranteed the loan in spite of a track record of significant defaults — over a billion dollars — in Russia. This gesture was important enough to the Russian government that the Russian vice-prime minister came to the Czech Republic for the signing ceremony. Russia must truly appreciate the financial assistance by a Ministry of Finance subsidiary in times of financial sanctions imposed

In a more bizarre example of friendship, diluting the impact of the sanctions imposed on key Russians after the invasion of Ukraine and occupation of Crimea, it was also disclosed recently that a sanctions target and close friend of Putin, Chechen President Ramzan Kadyrov, has a team of racing horses stabled in the Czech Republic, in which he maintains a close personal interest. When sanctions required those assets to be frozen, the Ministry of Finance decided not to sell the horses and put the funds in escrow, but are rather continuing to race the horses and keep them active, as if the sanctions were not in place.

The Ministry of Finance, asked to explain, responded by email that, “It was taken to consideration that these assets can be devaluated just by restrictions on their ordinary activities, such as training, participation in competitions or in breeding. Given to the character of secured assets, high securing and managing costs can be assumed. Ministry of Finance has decided that within EU the ordinary activity of racing stable will not be restricted, but all the profits will be used only for managing and securing these assets. In the event that revenues exceed expenses, those would be secured in the Czech Republic.”

In other words, the Ministry has decided to allow the animals to continue to race, and to use any profits to defray security and operating expenses. The result is that any utility derived by Kadyrov by watching his horses race may continue without interruption; if racing revenue exceeds the expenses of upkeep and security, the net income will be held in escrow. The Ministry ignored questions about the extent of any personal involvement by Finance Minister Babis in this politically sensitive decision, but it is safe to assume that Kadyrov appreciates this kindness from the Ministry. It also prompts a writer to wonder who shows up in the owner’s box at the races.

Another aspect of Babis’ response to the Applebaum article was of interest. In response to her statement that his company, Agrofert, buys Russian gas, he made a specific point of asserting that he does not buy gas from Russia, but only from Germany. However, in 2007 Hospodarske Noviny reported that Agrofert was negotiating to change its gas supplier from a German company to VEMEX, the Czech subsidiary of Gazprom, the state-owned Russian firm. Babis is quoted as saying that Agrofert is the largest consumer and Vemex is the largest supplier of gas in the region. A perfect fit, according to Mr. Babis? I contacted both Vemex and Agrofert to ask about their commercial relationship, but received no response from either firm.

The final bit of mystery for the Czechs in this affair is the speculation by Czech media about the involvement of the American Embassy. Commentators have gone to some length to suggest that he has the support of the American ambassador: he has been photographed with the ambassador at the annual party congress for ANO, Babis’ political party; Babis has referred to the ambassador’s visit to his country house, called The Stork’s Nest; and ANO credited the ambassador with arranging a high-profile trip for him to the U.S. earlier this year, with commentators saying it is part of a campaign by America “wooing” him. Repeated requests for comment from ANO went unanswered.

Foreign Service sources in Washington tell me there is no way the Embassy would support a political figure so openly, and that the Czech public are misreading the facts, and are victims of propaganda. The integrity of the U.S. Foreign Service is well known: Embassies carefully avoid any kind of endorsement in domestic political activities.

Perhaps there is a reason that my questions on these matters have gone unanswered by the Ministry of Finance, Agrofert, VEMEX and ANO. Perhaps there is more to the picture than meets the eye. There is an old adage in Czech that “the darkest place is always under the candle’s flame.” Is Putin sitting under the candle, using his friends right under our noses, to undermine our most important alliances? What will be the consequences for NATO capabilities in the face of escalating threats, of our inaction, especially if Russian influence on prosecutors and police in the Czech Republic could undermine the transatlantic defense industrial base? This is particularly alarming and requires further journalistic investigation to bring it to the attention of the public and the U.S. government.

It’s time to move the candle around, and take a closer look at what is happening right in front of us.

Four Types of Russian Propaganda

There are at least four types of Russian propaganda, each with different modus operandi in a strategically diverse environment.

Russia’s propaganda operation is now so vast that it is diversifying. Its institutional channels have spread from RT TV to Sputnik multi-media, to multi-lingual YouTube channels, and through the capillaries of social media. Propaganda is carefully differentiated by national (UK, US) and language (Arabic, Francophone) audiences; the message and the tone seem infinitely variable. This essay, however, argues that there are at least four types of Russian propaganda, each with different modus operandi in a strategically diverse environment.

1. The West’s Attention Deficit Disorder: Propaganda as Confusion

There are many ways of measuring Russia’s propaganda effort. There is no doubt that it is well-funded. RT claimed its 2014 budget was 13.85 billion rubles or 225 million dollars; total official Kremlin spending on mass media was 72.1 billion rubles or 1.1 billion dollars. The true amount spent will likely be in the billions.

There is less agreement on the size of the audience. Publicly-cited data is no doubt inflated by the Soviet tendency to over-claim in order to increase said levels of funding, plus the tendency to cite availability rather than actual audience, and because social media data tends to be only “likes” and “followers.” According to Maria Snegova, “RT’s official Twitter account has 815,000 followers, compared to 8 million followers of BBC World News and the 14.9 million CNN’s followers… RT has around 2.2 million fans on Facebook, compared to the 8.7 million and 16 million fans of BBC World News and CNN.”

TV figures roam widely, from RT’s claim to reach a potential audience of between 600 million and 700 million to the assertion that it only has 0.1% of the European audience.

The picture on YouTube is also mixed. According to Orttung et al., as of early 2015 “the RT flagship channel has a total of 1,471,491 subscribers,” and in one month “garnered 10,492,598 views,” but it was unclear how many “viewers [we]re coming for the helicopter golf,” rather than “staying for the Ukraine message.”

Judging the overall effect of Russian propaganda is even more difficult. The well-known analysis of Peter Pomerantsev and Michael Weiss concentrates on short-term effects. They claim that Russian propaganda is self-consciously post-modern: its purpose is not to convince or convert, but to confuse—to spread enough versions of reality to leave the target audience flailing in moral and even factual relativity, resigned to the unknowability of the world, and unable to find the cognitive basis for policy action.

Maria Snegova places contemporary Russian propaganda within the older Soviet tradition of the ‘4D’ approach: dismiss, distort, distract, and dismay. Moreover, she argues that obfuscation only works in the short-term, and undermines credibility in the long-term. The scatter-gun approach prevents coalescence around an alternative narrative. Snegova even argues that “the most successful period of RT has likely passed. Its audience has drastically shrunk following the Ukrainian crisis and unfavorable view of Russia spreading around the world.”

Both points of view are right, of course. But one might add that the key effect is in the medium term, although the medium term is very short indeed. The West’s first point of vulnerability is indeed its immediate judgment (or lack of judgment) of events. Its second point of vulnerability is Attention Deficit Disorder. In modern news cycles there is little time to actually think before the cycle moves on. For the mass audience at least, Russian propaganda only has to work until then.

2. Nudge Propaganda

Russian propaganda can still have a long- term effect, if it can affect and strengthen opinions which already exist. The second type of Russian propaganda is less about creating confusion and is more about “nudge effects.” It works by finding parties, politicians, and points-of-view that are already sure of their world-view rather than confused, and giving them a nudge—so long as these views are usefully anti-systemic.

For this type of Russian propaganda there is no such thing as strange bedfellows. Left or right, nationalist or separatist, jihadist or Islamophobic— all have featured on RT. The breadth of RT’s claimed audience is partly due to this superficial Catholicism—all are welcome, and all are welcome to talk about themselves and their pet causes. Therefore by definition there is no central narrative. Russian propaganda concentrates on supporting tropes, taking advantage of the world Raphaël Glucksmann describes in his 2015 book Génération gueule de bois [Generation Hangover]: a West that grew used to a world without existential opponents after 1989, where people protest under old slogans without new thinking, and make strange alliances and metamorphoses. Though, anti-Americanism writ large is a guiding theme for many of the other tropes: the decline of Europe, the rise of other powers, the crisis of global capitalism, and the re-definition of liberal interventionism and misguided democracy-promotion as the Empire of Chaos, to quote the 2014 book by the RT favorite Pepe Escobar.

3. Propaganda at Home: Mobilizing the Putin Majority

Russia’s propaganda is Janus-faced; though a metaphor closer to home might be the double-headed Russian eagle. If the point of pluralistic propaganda abroad is to nudge or confuse, domestic propaganda is monopolistic. Its point is to create and maintain the super-majorities of Putin support that are the lodestone of the current Russian political system. A system without real ideology in a country as large as Russia can easily fall victim to bureaucratic and local interests. The famed “administrative vertical” is a myth. Thus Putin’s 89% rating is not just a sign of him heading a popularity contest; it is a tool to ensure that the actions of the otherwise disparate parts of the political system are scripted by that virtual unanimity. And it also means that 89% are signaling their loyalty to the system by formally acquiescing in its narrative (like Václav Havel’s greengrocer placing a Communist slogan in his window).

The Levada Centre has some quite extraordinary data showing the Russian equivalent of Orwell’s Two Minutes’ Hate—the rise and fall of negative attitudes towards Ukraine, Georgia, and the USA. In all cases, with a time-lag, they closely track the efforts of the Russian mass media. Negative attitudes towards “fraternal” Ukraine, for example, barely existed before being inflamed during various crises that predated the EuroMaidan—the Orange Revolution, the gas disputes of 2006 and 2009—before really taking off in 2014. Now they have bottomed out, with the Russian mass media switching its attention to Syria. Negative attitudes towards Russia in Ukraine, on the other hand, seemed to have grown for the long-term.

The way the data changes so predictably suggests that such attitudinal changes are in large part ritualistic and may not go deep. As in 1984, venom can be easily targeted and turned. However, Russia is not a totalitarian state. There are corrective mechanisms. Sergey Aleksashenko describes one as “the opportunity to ‘prove harmony by algebra’” (to borrow a line from Pushkin’s “Mozart and Salieri”). Once Russians “compare the stream of official information to surrounding realities and their own life experience, then it turns out that the effectiveness of state propaganda sharply drops.”

There is a much more radical corrective mechanism—the Emperor’s Clothes moment for the Bolotnaya protestors in 2011, when they mocked the naked Putin, the man behind the message, the man suddenly without a message, as just “a thief.” This sudden éclaircissement could also be called the Mourinho Effect, after one of Europe’s most successful football managers, currently with Chelsea, ironically owned by Russian oligarch Roman Abramovich. José Mourinho has copied an old trick: building a sense of team spirit, of us-against-the-world, by picking fights with everybody—other clubs, other managers, referees, the football authorities. This might work for a year or two; but most of Mourinho’s enemies are imaginary. His natural life-span at any given club is two to three years; once the effect wears off and the trick becomes obvious, even his own players may get embarrassed by higher and higher doses of artificial drama.

The political equivalent for Russia would be the moment when the domestic audience gets tired by, alienated by, or even sees through, the simplicities of this year’s propaganda show. This is where the EU and USA should concentrate their anti-propaganda efforts—correcting the Russian propaganda view of the West is fine in theory, but risks feeding the idea that this is all about hostile external powers. The aim should be to talk to the Russian audience in its own language about its own interests, and tell them their leaders are selling them short.

But the danger of some sudden éclaircissement is also the main reason for fearing that the Kremlin needs not just new stories and repeat doses of propaganda, but higher and higher doses to overcome the potential alienation effect. Particularly because the other obvious danger is that reality will bite back; and nothing could illustrate this better than the venture into Syria. Unless the strategy is to invite reality to bite back, and heighten the sense of Russia- under-siege.

Lithuania says Russian military activity stoking tension in Baltics

Russia's deployment of troops close to Lithuania and its unannounced military exercises in surrounding Baltic areas have heightened tensions in the volatile region, Lithuania's defense minister said.

Alarmed by Russia's seizure of Crimea last year and support for pro-Kremlin rebels in eastern Ukraine, the Baltic states of Estonia, Latvia and Lithuania along with Poland are some of Europe's most hawkish countries on relations with Moscow.

"Security is not increasing in the Baltic region since Russia has been more involved in Syria. We still see Russian activities on our borders," Lithuanian Defence Minister Juozas Olekas told Reuters on a visit to London.

Russia has stepped up its military support for Syrian President Bashar al-Assad.

Olekas said Russian President Vladimir Putin's backing for the establishment of an air base in neighboring Belarus was part of Moscow's efforts to "demonstrate their power".

"We cannot exclude that they are trying to test our national reaction and the NATO reaction in such cases," he said.

Russian officials did not immediately respond to requests for comment.

The three Baltic states and Poland are NATO members.

Olekas said Russia's westernmost Kaliningrad region, which borders Poland and Lithuania and is home to Russia's Baltic military fleet, remained a tense area due to over flights by Russian aircraft and naval activity.

Lithuanian officials are
concerned about a troop build-up in Kaliningrad, which has been the site of military drills by Russian forces in recent years.

Olekas said Russia had "from time to time" tried to send more soldiers and equipment via a short land corridor between Kaliningrad and Belarus.

He said Russian naval exercises in the Baltic Sea close to Lithuanian waters and the main sea port of Klaipeda had also meant merchant ships had been held up on occasion.

"They will still be active in Syria and they will continue to keep the tension in Ukraine and they will continue to be active in the Baltic region," he said. "They are trying to look where the weakness is and increase activities."

Memories of Soviet rule just over two decades ago remain fresh among politicians and voters in the region.

Since 2014, the United States has kept about 150 troops in each Baltic state, in overlapping rotations. Britain, Germany and Portugal deployed similar detachments. But Baltic calls for permanent NATO troops have fallen on deaf ears.

"I hope that, step by step together, we unite our forces and our airforce with NATO," he said.

NATO-member Turkey shot down a Russian airforce jet on Nov. 24 which it said was in its airspace, in the first such incident since the Cold War. Russia denied its warplane was in Turkish airspace and has imposed sanctions against Turkey.

Olekas said: "It is not the first time they violate the airspace of Turkey. The reaction from Turkey was adequate."

Head of the Information Resistance Group and MP Dmytro Tymchuk reports that the combined Russian-separatist forces are actively strengthening their tactical groups near the towns of Horlivka and Yasynuvata.

"Trucks with ammunition – 10-15 vehicles per day – arrive in Horlivka. Armored vehicles (four BMP-1, BMP-2 infantry fighting vehicles and two MT-LB light multi-purpose armored towing vehicles in one day) have also been spotted," he wrote on Facebook on Friday.

"The mercenaries have also deployed a reinforced company with armored vehicles near the village of Kruta Balka in Yasynuvata district (8-9 armored fighting vehicles, mainly MT-LB-type ones, as well as several armored Tymchuk: Russian proxies beefing up task forces near Horlivka, Yasynuvata

Russia ratchets up war rhetoric - and not just in Syria


A rock band sings about taking Berlin; politicians and the media threaten a nuclear attack. The war rhetoric in Russia is impossible to ignore. But there's a different mood within Russian society.

The popular Russian rock band Va-Bank released a new music video on Wednesday. It's called "And After Berlin" and is a cover version of the 1980s song "First We Take Manhattan," by Canadian singer Leonard Cohen. The Russian text contains current political messages. International sanctions, Crimea and the Soviet dictator Josef Stalin are mentioned before the chorus comes: "First we take Manhattan, then we take Berlin."

Since the annexation of Crimea , war and conquest fantasies have become commonplace in Russia. You hear them from politicians, journalists and pundits. Apocalyptic photomontages depicting a future war between Europe and the United States are making the rounds on social media. One such photo shows a Russian tank in a demolished Paris with the caption "Tank tours in Europe."

The threat of nuclear weapons - something that Russians have previously tried to avoid - now surfaces regularly. March 16, 2014, is the day the taboo was broken. That's the day that a referendum seen internationally as illegitimate was held on Ukraine's Crimean Peninsula, which was occupied by Russian troops. "Russia is the only country in the world that is truly capable of turning the USA into a heap of radioactive ash," star moderator Dmitri Kisseljov said on state television.

Since then, prominent personalities have continued to swing the nuclear club. Right-wing populist Vladimir Shirinovsky, the deputy parliamentary chairman, has threatened to reduce first Kyiv, then Berlin, then Washington to dust. Most recently, he was toying with the idea of throwing a nuclear bomb into the Black Sea near Istanbul. Then the Turkish city would be washed away by a giant wave, Shirinovsky reasoned during an appearance before parliament on Tuesday.

Sociologist Denis Volkov, of the renowned Levada research center, says such comments are a means of testing public opinion. "It would be much more serious, if Putin were to say in a documentary film that Russia was prepared to use atomic weapons in the Crimea dispute," he told DW.

War in the air

The "expectation of war" is hanging in the air these days, the Moscow-based journalist and blogger Alexander Plushev told DW. He said the media were mainly responsible for spreading such sentiment.

Turkey's downing of a Russian military jet on its border with Syria at the end of November appears to have heated up Russia's war rhetoric even more. Moscow's Novaya Gazeta has warned of the growing risk of an actual nuclear standoff. "Those who would call for the deployment of nuclear weapons out of revenge, and not as a deterrent, are the real criminals," the paper, which is known for being critical of the Kremlin, wrote on Thursday. It called on readers to sign an online petition for a law to make publicly threatening the use of nuclear weapons a punishable act. Such a petition first needs to gain 100,000 signatures for the government to consider it.

Even some journalists loyal to the Kremlin have shown concern. At the end of November, Ulyana Skoibeda of the tabloid Komsomolskaya Pravda questioned the jingoism in the wake of the Turkey conflict. "We're hearing the word 'war' at every turn," the normally effusive Putin supporter wrote, asking: "Do we really need this war?" Her column disappeared from the paper's website a few hours after it was published.

Most Russians against war

Skoibeda simply said what most Russians think. According to opinion polls, one of the biggest worries plaguing Russian citizens is the threat of war. The Levada Center's latest surveys show that 59 percent expect a war between Russia and the terrorist militia " Islamic State " in the coming decade in Syria . Every fourth Russian (28 percent) believes in an armed conflict with NATO, the Levada Center found in November. "Most people don't want a war," said sociologist Volkov. "But around 20 percent are the so-called hawks, who support radical, aggressive strategies against Ukraine, the West, the United States, and Turkey." He added that their number appears to be stable.

Jens Siegert, head of the Moscow office of the Heinrich Bll Foundation, told DW that war fantasies are not that widespread in Russia. "If you were to ask, do you want a war, most people would say no, we are a peaceful people. What they do say, is that war is forced on them from outside," the political scientist said. Siegert added that state propaganda has been fostering an image of Russia as a "besieged fortress" for more than a decade. In addition, there has been a "desensitization." Violence in international relations is portrayed in Russian media as the norm, not the exception, said Siegert.

"State-controlled television is hyping the already hysterical mood to such a degree that it's eventually going to backfire," the blogger Plushev warned. In such cases, the government barely has a chance to change course quickly without disappointing its "enthusiastic followers." Russia won't be able to end the conflict with Turkey without "deeply humiliating its opponent," he said.

That's the direction Putin took in his speech on the state of the nation on Thursday. Addressing the behavior of the Turkish leadership over the downing of the Russian jet, Putin said: "They'll regret it."

"We know what we have to do," the Russian leader said, without giving specific details.

During the past weekend (12.05.–12.06.2015), Russian-terrorist troops in Donbas continued actively firing on ATO forces’ positions and civilian targets in a number of sectors. Militants used small arms, 82 mm and 120 mm mortars, the on-board guns of armored combat vehicles and grenade launchers. Enemy tactical groups made attempts to directly engage ATO units, and to approach advanced Ukrainian troop units to fire at them from an effective small arms range.

The appearance of militant heavy armor (tanks) and artillery at the front line, which had been previously withdrawn according to the Minsk agreements, was noted in several sections simultaneously. At this time, these armaments are not being used (they are camouflaged at front-line positions).

The highest terrorist activity was recorded in the vicinity of Horlivka, as well as west and northwest of Donetsk. During the past 24 hours, militants fired on ATO positions near Krasnohovirka, Pisky, and Avdiivka, as well as along almost the entire contact perimeter between the “Horlivka garrison” and Ukrainian troops (firing was particularly active in the directions of Shumy, Mayorsk, Zaitseve, and east of Zaitseve). Militant activity was also noted in the vicinity of Troitske, Shyrokyne, and Shchastya.

Militants made three attempts to attack the ATO forces’ positions.

Thus, northwest of Staromykhailivka, a terrorist group of up to one platoon in strength (up to 30 personnel), supported by four 82 mm mortars, one ZU-23-2 anti-aircraft gun, and two BMP-2 infantry fighting vehicles (firing from a stationary position), covertly proceeded towards an advanced ATO stronghold in the vicinity of Pisky. After a mortar fire attack, the group attempted to engage the Ukrainian unit in close combat. The covert movement of the militant infantry group was duly spotted by the lookouts of the stronghold’s battlefield security, and the enemy was subject to heavy fire from automatic rifles and machine guns. Following that, militants were forced to fall back to their original line, all the while actively returning fire. During the retreat, the enemy actively fired on ATO forces’ positions from mortars, AGS-17 type automatic stand-mounted grenade launchers, ZU-23-2 and the on-board weaponry of a BMP-2.

Militants followed a similar scenario south of Novhorodske and in the vicinity of Shumy – Zaitseve. Near Novhorodske, an enemy DRG attempted to infiltrate the ATO forces’ tactical rear under cover of heavy fire on the Ukrainian troop positions (militants fired heavily on strongholds south of Novhorodske throughout Sunday, using small arms, and 82 mm and 120 mm mortars); the resulting skirmish was a firefight. In the vicinity of Shumy – Zaitseve, militants employed several armored combat vehicles (APCs and BMP-2) and operated with relatively large infantry groups (45-50 personnel in each). The assault was “accompanied” by fire from 82 mm mortars, the on-board weapons of ACVs, and ZU-23-2.

The level and manner of organization of these skirmishes demonstrate the lack of foresight and a considerable nervousness in the militant tactical command: terrorist groups often fire unsighted, act in an erratic and “ad hoc” fashion, and make frontal assaults against the battlefield security and positions of Ukrainian troops. The level of coordination of forces and equipment during these attacks and armed provocations is notably low.

The enemy continues growing (reinforcing) their tactical groups concentrated in the vicinity of Horlivka. Further accumulation of forces and equipment in this area can result in the creation of a militant strike group capable of operating in the northern (Artemivsk), northeastern and northwestern directions.

Terrorists also continue reinforcing their units concentrated on the stretch from Spartak and Donetsk International Airport (DAP) to the northern outskirts of Horlivka. A militant armored group (several BMP-2) was spotted transferring to the vicinity of Ozeryanivka. A militant reinforced motorized rifle company (eight ACVs and a mortar battery of six 2B9 82 mm automatic mortars) is concentrated near the Haharina (Hlyboka) mine town. A similar reinforced company was transferred towards the Stroiteley residential estate in [western] Horlivka; four terrorist tanks were recorded south of the area (camouflaged among private residences).

The group deployed along the Novooleksandrivka – Veselohorivka – Sanzharivka line continues receiving reinforcements. Terrorists are covertly transferring personnel (in 25-30 person groups) to this area through Irmino and Stakhanov (Almazny). Six ACVs (MT-LB multi-purpose transporters and BMP-1) arrived in this area during the weekend.

An armored group consisting of six MT-LB and three BMP-1 advanced from the direction of Luhansk towards Stanytsia Luhanska (according to our preliminary data, to provide reinforcements for militant checkpoints).

Two MT-LB transporters with Strela-10 anti-aircraft systems were spotted in the vicinity of Makiivka, transporting to the southern regions.

Human rights activists are demanding an official answer about the death of 159 Russian soldiers, and particularly note the sharp increase in unexplained deaths during the second half of 2014. The increase coincides with reports of Russian deaths in Donbas and of a major escalation in Russia’s military engagement in eastern Ukraine.

Rights activists have been forced to use only alternative open sources, since there has been no official information published on military deaths since 2010. Valentina Melnikova from the Union of Committees of Soldiers’ Mothers stresses that the actual number of deaths is always higher than the military prosecutor’s statistics. She points out also that because of the increased number of contract soldiers, rather than conscripts, there has been a decrease in recorded cases of suicide, murder and fatal accidents. All the more reason, she adds, to find out why there was such a sharp increase in deaths in 2014.

Or at least to ask the question, since the scale of Russia’s military engagement in Ukraine, particularly from August 2014, is denied only by Russia itself.

The question, however, is welcome especially given Russian President Vladimir Putin’s decree of May 28 which classified all information about Russian military losses during “special operations in peacetime”, without providing any definition of ‘special operations nor any clarity as to what information is to be concealed.

The lack of foreseeability is doubtless deliberate, with even lawyers, let alone journalists and civic activists, unsure what information could be deemed by the FSB [security service] to constitute a ‘state secret’ and lead to a person being prosecuted if they divulge it.

Sergei Krivenko, from the Human Rights Council, an advisory body under the President, has told RBK that he and colleagues will be asking Russia’s Investigative Committee and the Chief Military Prosecutor’s Office to carry out a more thorough investigation into the death of 159 Russian soldiers from Jan 1, 2014 to July 30, 2015. The figure only concerns those cases which have gained publicity.

In the absence of official information, the rights activists have compiled their own list, choosing only the most definite cases. In most of these, they know the name, the soldier’s military unit, and have confirmation of their death from relatives or law enforcement bodies.

Krivenko stresses that they have probed only cases where the deaths were of serving officers. After a surge of reports in late August of the death of a large number of Pskov paratroopers dying in Donbas, and of soldiers, including conscripts being forced to go to eastern Ukraine, pro-Kremlin TV showed a couple of funerals of men who had allegedly gone as volunteers to fight in Ukraine (See: First reports on Pro-Kremlin TV of Russian soldiers killed in Ukraine).

Of the 159, the circumstances of only 79 deaths are known and only in 38% of the cases is there any information about a check being carried out by the military prosecutor’s office.

The activists’ probe uncovered an anomalous situation in the second half of 2014. Krivenko explains that the Russian army then lost at very least 108 men (68% of the total number over the year and a half in question). In the vast majority (80%) of cases, there is no clear information as to how the men died, or of any check having been carried out. This is quite unacceptable for peacetime, Krivenko stresses.

RBK notes that the surge in numbers coincides with reports of soldiers dying in eastern Ukraine. In September it sent a formal request for information to the Defence Ministry about over 10 soldiers from different units. The Ministry did not reply, though it is legally obliged to do so.

All kinds of deception was applied. In the case of the Pskov paratroopers, first reported by Lev Shlosberg, there were even attempts to deny their deaths, with fake social network entries added (See: Russian soldiers’ deaths in Ukraine: A web of lies and fake social network pages).

There have also been repressive measures against those activists who probe the deaths: Soldiers Mothers of St Petersburg was labelled a ‘foreign agent’ just days after it announced its probe. Lev Shlosberg was brutally attacked within days of reporting the deaths of Pskov paratroopers, while 74-year-old Soldiers’ Mothers activist Ludmila Bogatenkova was first remanded in custody on absurd charges and only released when it became clear that she would likely die in remand prison. She was still convicted in a case clearly intended to provide a lesson to other activists.

Soldiers have also been jailed, effectively for refusing to fight in Donbas.

Krivenko insists that the aim of their report is not to prove that Russian soldiers have taken part in the military action in Ukraine. For them it is more important that the rights of the soldiers and their families to an objective investigation are observed, and, if necessary, to bring those guilty to answer.

This is indeed important, but accountability is vital when it is the leaders of the country who are causing the death of soldiers in an undeclared war on another country’s territory. And when they are claiming that such information is a ‘state secret’.

‘Russian World’ Isn’t Propaganda; It’s Psychotherapy for Russians, Analyst Says

Staunton, December 8 – “Under the conditions of the specific Russian culture of today, the ‘Russian world’ fulfills an important role,” Maksim Goryunov says. “The myth of the ‘Russian world’ helps people to hold out when they find themselves in complicated and unbearable circumstances.”

The Russian analyst says that “if an individual who grows up in the Russian cultural climate is not able to make a career, keep a family or maintain a business … the myth about the ‘Russian world’ helps him to avoid throwing up his hands or turning to vodka” (forbes.ru/mneniya-column/tsennosti/306971-russkii-mir-kak-zashchita-ot-otchayaniya).

And thus it is important to understand that “the ‘Russian world’ is not propaganda” and was not dreamed up in a Kremlin office. It existed long before pro-Kremlin talking heads mentioned it. It “exists now, and it will exist tomorrow when the hysteria [about it finally] settles down.”

Goryunov devotes his article to explaining why this is so and how the myth of the “Russian world” works. First of all, he says, “the ‘Russian world’ by accusing Jews/Caucasians/Asians for all their misfortunes removes the feeling of guilt for their own failures.”

Guilt is a destructive emotion, and people run from it. The “Russian world” is one mechanism that helps them do so. If a Russian loses his job, he isn’t guilty. The Zionists or the Americans or someone else is. That isn’t so important; what matters is that the Russian himself or herself never is. And he or she doesn’t not have to face reality or take responsibility.

But in this respect, “the ‘Russian world’ is like opium for the people about which Marx spoke, “an ideological opium” that may help people get through tough times but that through overuse strips them of the capacity for action, Goryunov suggests.

A second way that the “Russian world” performs a psychotherapeutic function has to do with the victims it identifies. Sometimes, Russians talk about White Russian emigres who were driven into poverty abroad by the Zionists; more often, they talk about the Russian Cossacks who have suffered so much.

“As a rule,” Goryunov writes, “Russian men who have suffered a major failure sooner or later join the Cossacks. A Russian Cossack is such an amoral government actor and holy thief who by his theft serves the fatherland and by his amorality God.” Such people thus become romantic heroes precisely because they are driven to this by oppression.

Not all Russians take refuge in the “Russian world,” of course. “If someone formed in a Russian milieu is in a situation where ‘everything is going well,’ he will not think about the ‘Russian world.’ More likely, he will with satisfaction laugh about it” – because he doesn’t need the kind of therapy it provides.

That in turn means, the analyst says, that “even if tomorrow Russia was suddenly transformed and became normal, the ‘Russian world’ would not go anywhere. It would remain very much alive in the dregs of Russian society.” It would in short return to where it was two years ago, but it will last 200 years after Russia disappears “if of course it does disappear.”

There is a “radical” cure for the “Russian world.” It consists of economic growth and a just distribution of incomes. “The richer Russian society will be, the less of the ‘Russian world’ there will be in it.”

Indeed, the connection between the myth of the “Russian world” and misfortune and a poor quality of life is much like the connection between those factors and tuberculosis. And the cure is thus much the same.

The myth is thus useful – it provides a reduction in “discomfort from failure” – but only temporarily. Like any ideological opium, the ‘Russian world’ destroys if it is used for too long. It is sufficient to look at ‘professional Russians’ in order to understand how fatal it can be in large doses.”

But even small doses can be dangerous under some circumstances. It can lead those who take it to avoid responsibility to meet their ends “in the Ukraine steppe or in the mountains between Syria and Turkey.”

According to some commentators, the West is distracted from the Ukraine by Syria and anti-terrorism. This has allowed (pro)Russian forces to harass Ukrainian forces with mines, sniper fire, small raids, etc.

However, the Ukrainian Army is vastly larger than in 2014 and much better-led and equipped. Moreover, Russia has withdrawn some of its special forces to Syria as part of its nascent support for Assad on the ground.

It seems to me that Russia is in an unenviable position. The Ukraine may be missing some parts but it is neither a Russian subject nor a failed state; the Ukrainian nation is in better shape than at any time since independence.

Is now the time for the Ukraine to retake Crimea and/or Donbass, after a Russian provocation?

Can the US backed by allies in NATO-East and in the Middle East squeeze Russia on two fronts while also bleeding Iran white?

Turkish Patience With Russia 'Has a Limit' With Yet Another Incident At Sea

The Turkish government has warned that Ankara's patience with Moscow "has a limit" after tensions between the two countries were highlighted yet again when the Russian destroyer Smetlivy fired warning shots as it neared a Turkish fishing boat yesterday.

According to the Russian Ministry of Defence, the fishing boat did not make radio contact or respond to to signal lamps and flares as it approached the Smetlivy near the Greek island of Lemnos. Crew on board the destroyer fired warning shots with small arms when the boat came within 600 metres.

But the Turkish foreign minister, Mevlut Cavusoglu, told Italy's Corriere della Sera in an interview published today that the Russian reaction was "exaggerated."

"Ours was only a fishing boat, it seems to me that the reaction of the Russian naval ship was exaggerated," Mevlut Cavusoglu told Italian daily Corriere della Sera in an interview.

"Russia and Turkey certainly have to re-establish the relations of trust that we have always had, but our patience has a limit," Cavusoglu said.

This afternoon, Russia's state-owned RIA Novosti news agency reported that there had been another incident involving Turkish and Russian vessels, this time in the Black Sea.

According to the report, a Turkish-flagged merchant vessel illegally crossed the path of an oncoming convoy of Russian ships, including a Black Sea Fleet missile boat, a Federal Border Service patrol boat and a towed drilling platform, forcing vessels to make emergency manoeuvres to avoid collision.

The Chernomorneftgaz company, which owns the rig being towed, claims that the Turkish-flagged vessel did not respond to radio calls.

The Border Service patrol boat and missile boat then "forced" the merchant vessel to change course.

It is worth noting that Chernomorneftgaz was one of several Ukrainian state-owned entities that were seized by the Russian government during the annexation of Crimea last year. The company is under both US and EU sanctions.

Meanwhile the Caesar Kunikov landing ship returned north through the Bosphorus today. When the vessel passed south through the strait on December 6, en-route to Syria, a crew member strode the upper deck with an anti-aircraft missile launcher at the ready.

The passage was well-documented and triggered complaints from the Turkish government. Mr Cavusoglu described the incident as "a provocation" at the time.

1. No. I doubt the Ukraine can get the Crimea back anytime soon. It MAY be possible to re-do the referendum however, perhaps under EU or OSCE auspices, in order to satisfy Brussels and Washington. But then again, I was referring to the Ukraine acting unilaterally to seize Crimea and/or Donbass if Russia is sufficiently distracted in Syria. Why would NATO be involved?

If say Damascus/Teheran dragged in 10,000 Russian troops, the Ukrainian Army found itself in possession of TOWs and MANPADs, the Gulf Arabs set Chechnya/Dagestan alight and the Japanese menaced the Kuriles, there MAY be a window.

2. Again, why would NATO start a war over the Crimea or Donbass? Ukraine is not part of NATO.

The Ukrainian military has built up considerably, and cannot maintain its current capabilities forever without wrecking the economy. Use it or lose it. My questions were if and when, which you never addressed.

My issue is that as in 1938-1945, the Western Europeans are prepared to throw the East-Central Europeans under the bus. And yet the British and French were so eager for NATO to provide support for their little Libyan adventure, where they could field test the Eurofighter and Rafale...

So Ukraine is on its own.

comrade mirhond---are you stating for all to read that the UAF is now in the envious position of literally stopping any further Russian troops and her mercenary attacks---there have been two general offensives in the last eight months that have basically gone nowhere.

Meanwhile there is an old Lenin statement that the revolution will eat its children which is now occurring among the so called separatists....

If we look at the tank on tank---for more than a year the Russian army and her mercenaries had an advantage of 500 tanks and over 1000 IFVs---now the UAF can actually match numbers for numbers BUT here is the interesting point the UAF has the better trained forces and especially the lower and mid level officers and SGTs.

You can that in the constant attempts by the mercenaries to break through in small units that are largely stopped on their tracks with loses.

The quality of the mercenary fighters is reflected in the latest 12 KIAs coming back from Syria ---they have vastly underestimated the combat experience of the Syria anti Assad forces.

Will be interesting to see if more "volunteer" for Syria after the burial of these 12.

1. Russia can only count on 70,000 to 100,000 professional soldiers out of those 800,000 (Western equivalent), yet this is across a vast country with many time zones. The Ukrainians only need local superiority.

2. I recall that despite overwhelming Russian numerical and materiel superiority in Chechnya, only a deal with the Devil could turn that war into a an ersatz victory.

3. Yes, and the gorgeous Kyiv policewoman will stop the separatists... In any event all the Japanese need to is encourage Moscow to reinforce the Kuriles with Spetsnaz...

Russian-terrorist forces continue to fire on ATO forces’ positions in order to provoke Ukrainian troops into the full-scale use of lethal force. Militants use 82 and 120 mm mortars, anti-tank and anti-personnel grenade launchers, small arms and heavy machine guns, anti-tank rocket systems and the on-board automatic cannons of BMP-1 and BMP-2 infantry fighting vehicles. Carefully camouflaged tanks and heavy artillery (MT-12 “Rapira”) have been observed on the terrorists’ front line.

Increased activity by the aggressor’s sabotage and reconnaissance groups has been noted in several sectors. They lay minefields in the neutral zone, conduct reconnaissance of ATO forces’ combat formations in the tactical and tactical-operational depth by using both electronic intelligence equipment and UAVs [drones]. The intelligence agencies of the “LNR” and “DNR” terrorist organizations use the data obtained from locals travelling to and from the liberated territories in their efforts to assess and detect advanced Ukrainian troop units.

Ukrainian troop strongholds near Zhovanka, Zaitseve, Shumy, and Hladosove came under fire from small arms and heavy machine guns, AGS-17 stand-mounted automatic grenade launchers and ZU-32-2 anti-aircraft cannons. In the past 24 hours, at least two militant infantry groups fired on ATO forces’ positions in the vicinity of Pisky.

Terrorists carried out fire strikes from the direction of Nyzhnje Lozove, elevation 307.9 meters, and Sanzharivka–Pol’ove with 120 mm mortars, which should have been withdrawn from the demarcation line in compliance with the Minsk agreements. ATO forces positions were also shelled near the Svitlodarsk bridgehead, to the east and north of Avdiivka. Militants fired at our positions in the area of Opytne and the Donetsk Bypass from the area of the Donetsk airport and Spartak. The use of 82 and 120 mm caliber mortars and BMP-2 standard weapons were recorded in this area.

In the area of Novhorodske, a tank and two BMP-2s made a demonstrative move on the leading edge of the front. The movement of an MT-LB and two BTR-80s was detected near Hranitne. Two 120 mm mortars proceeded towards Spartak on a trailer. Terrorists are moving equipment to the Petrovskyi district of Donetsk along the railway track. Four BMP-2, an MT-LB, and two “Ural” trucks with covered mortars were seen being redeployed on a trailer. On the Bakhmut highway, 12 army trucks with personnel were detected; [the trucks] proceeded in the direction of Frunze, Zhelobok, Donetsk while two “KAMAZ” [cargo trucks] and two MT-LB were being moved in the opposite direction.

At the Yasynuvata Machine Building Plant, repairs of the armored vehicles of illegal armed groups are being carried out. Four BMP-1 and BMP-2, five MT-LB, two tanks, six army trucks and a BAT-2 are currently in the shop.
