Russian-terrorist forces in Donbas continue actively shelling the ATO forces’ positions, using DRGs to lay mines in the neutral zone, and approaching Ukrainian troops’ strongholds and checkpoints.

During the past 24 hours, militants opened fire on the ATO forces’ advanced positions near Mar’inka, as well as north of the town. Fire came from the west outskirts of Oleksandrivka and the Trudovski district [of Donetsk]. Terrorists used AGS-17 automatic grenade launchers (three units) and small arms (including heavy machine guns at two firing points).

Ukrainian troop positions near Pisky were shelled with 82 mm mortars and heavy machine guns from the direction of Zhobunky and Vesele. Militants shelled the ATO forces’ positions near Opytne from the direction of DAP and Spartak, using SPG-9’s, ZU-23-2’s, and small arms. The enemy fired 82 mm mortars and AGS-17’s on the town of Avdiivka (from the direction of Yasynuvata junction, the 252.2 m high ground and Kruta Balka).

Militant sniper groups are operating continuously on the stretch between Pisky and the southern outskirts of Avdiivka, usually under cover provided by other armaments (most commonly, 82 mm mortars and AGS-17).

Shellings by Russian-terorrist troops were also recorded south of Mayorsk, east of Novhorodske (from the 30 mm automatic cannon of a BMP-2), near Zaitseve (from ZU-23-2), and Starohnativka (small arms and AGS-17). Near Skeleve, Rozsadky, and Troitske, militants also used small arms and, in several instances, 82 mm mortars.

Enemy forces are more active in the coastal regions. Grenade launchers (AGS-17 and SGP-9) were fired towards Shyrokyne from the direction of Sakhanka, while Vodyane was shelled from 82 mm mortars. Small terrorist infantry groups entered the neutral zone and attempted to approach the ATO forces’ positions for close-range fire from small arms and RPG’s.

Militants are returning towards Luhansk armored vehicles that were previously removed from this area. Several convoys of ACV’s were spotted in the southern districts of the city: two BRM-1K’s and several MT-LB’s (as well as eight motor vehicles) were spotted near Yuzhnograd trade center, moving north; four BTR-80’s, two MT-LB’s, and four army trucks were seen east of the Proletariatu Donbasu [Donbas Proleteriate] quarter.

Militants are transferring reinforcements to the area of Horlivka, through Rumyantseva Street and Mykytivka, to strengthen the tactical group that continues firing on Zaitseve. The reinforcements spotted on the move included personnel (up to one company, on board of vehicles) and an armored group (three BMP-2’s and two MT-LB’s).

Northeast of Yenakijeve (between Bulavynske and Oleksandrivske), terrorist tanks were observed – 11 units. The tanks are entrenched in a forested area and camouflaged.

A terrorist command point is being transferred from one of the districts of Donetsk further south. The convoy includes three command and staff vehicles (KSM), two GAZ-66 vehicles, two Kamaz trucks (tented), two BTR-80’s, and one BMP-2.

A militant armored group of four BTR-70’s and BTR-80’s, and two BTP-2, arrived near Styla. The armored group was accompanied by two fuel tanker trucks.

Militants transferred an additional mortar unit (four 120 mm mortars) to the area of Telmanove, from the direction of Starobesheve.

The Adviser to the Head of MIA [Ministry of Internal Affairs of Ukraine] Zorian Shkiryak received this information from sources close to the terrorist leaders in Donbas, reports Koruptsiya.Info.

The ringleader of the “LNR,” Igor Plotnitsky, ordered the killing of the ringleader of the “DNR,” Alexander Zakharchenko. And Zakharchenko, in turn, is seeking the blood of Plotnitsky – he wrote on his Facebook page.

According to Shkiryak, Plotnitsky is contracting the murder of his rival with Russian GRUniks who “professionally destroyed the Lugandan [pejorative for Luhansk] terrorist leaders [Aleksey] Mozgovoy, [Alexander] Byednov, [Paul] Dromova, [Yevgeny] Ishchenko and others.”

This is a serious indicator of just how far "into the altered state of reality" Putin and his FM have gone in the last two years.

During the Crimea military annexation Russian propaganda via Lavrov and Putin when confronted by the challenge that they had violated the Budapest Memorandum first accused the Ukraine of violating it then went to the propaganda of we did not violate it as we are only suppose to not nuke the Ukraine.

So when Lavrov continues that theme and the reality of social media hits him full then he must continue down his koolaid path. When decision makers start drinking their own koolaid and they have a loose nuclear trigger finger via their numerous threats issued over the last two years...we are in trouble.....

Minsk Accords ‘Recipe for Catastrophe’ for Ukraine, Kyiv Analysts Say

Staunton, January 29 – As Vladimir Putin clearly hoped, the international community having succeeded in getting the Minsk Accords is now pressing the Ukrainian government hard to fulfill them even though it has not exerted similar pressure on Russia and even though the agreements if carried out would be “a catastrophe for Ukraine,” according to Kyiv analysts.

Yesterday, participants in a Kyiv conference entitled “The Minsk Accords – A Path for the Resolution of the Conflict or a Recipe for Catastrophe” adopted a resolution as yet unpublished that says those agreements in their current form won’t solve the crisis but will harm Ukraine.

The Novy Region-2 news agency has obtained a copy of this resolution, and today Kseniya Kirillova provides a summary of its most important findings (nr2.com.ua/blogs/Ksenija_Kirillova/Mnenie-Minskie-dogovorennosti-eto-recept-katastrofy-dlya-Ukrainy-115538.html).

“Among the numerous reasons why the Minsk Accords not only are not capable of bringing the desired peace but are also a violation of the letter and the spirit of the law and also of democratic norms and principles,” she writes, “the authors of the document distinguish four main reasons” for their conclusions.

First, the experts say, “the Minsk accords impose on the international community and Ukrainian society the concept of a civil war in Ukraine where Russia is not the aggressor and thus a participant in the conflict but a mediator involved in its ‘resolution.’” That not only distorts history but gives the Kremlin political leverage in Kyiv.

Second, they continue, “the reintegration of the occupied territories” into Ukraine “with a special status (as demanded by the aggressor) has the goal of creating an obstacle for the realization of the freedom of the overwhelming majority of citizens relative to joining the EU and NATO, conserving the oligarchic system, and intensifying centrifugal processes elsewhere in the country.”

Third, they say, “offering special status to particular regions uncontrolled by the central authorities which also do not control part of the state border, a violation of the principle of the unitary nature of the state and also of the equality of citizens before the law, can push the country toward fragmentation and is one of the technologies of conducting hybrid war.”

And fourth, they point out, “the Minsk accords from a legal point of view are meaningless because they have not been ratified as international agreements are supposed to be and cannot stand above the Constitution of the state,” although that is exactly how Moscow and some in the West are interpreting them.

All these things, the declaration continues, shows that the accords “do not correspond to generally recognized approaches for the resolution of armed conflicts … because the restoration of security (a cease fire and the withdrawal of arms) and the provision of security must precede processes of the preparation and conduct of elections.”

To date, the experts say, “not one of the points of the Minsk Accords has been fulfilled.” That should have been the occasion for clearly identifying who was the aggressor rather than allowing the aggressor state to assume the mantle of a mediator. In that situation, Ukraine should reject the accords and reserve to itself the right to use all means to resolve the conflict.

Negotiations, if they take place, the Kyiv experts say, should focus “exclusively” on the following issues: the freeing of all occupied territories, including Crimea, the liberation of all hostages, and compensation for the losses inflicted on Ukraine “as a result of Russian aggression.”

What Kyiv should be insisting on now is the fulfillment of the Budapest Memorandum and on “the use of mechanisms anticipated by this document which not only serves the interests of Ukraine but also will reanimate trust in the system of non-proliferation of nuclear weapons.”

To this end, Ukraine should call for “the establishment of a new format for the resolution of the Russian-Ukrainian conflict,” one that would include the US, the EU, Canada and Russia, and should insist on the use of UN mandated procedures to define the status of occupied territories and the limits on cooperation with the occupiers and aggressors.

Moscow Both Violates Minsk Accords and Shows Why Kyiv Can’t Accept Them, Analysts Say

Staunton, January 31 – Western governments and Moscow continue to press Kyiv to meet the provisions of the Minsk Accords, but the Russian side continues to violate them and even more to demonstrate in its demands for change in Ukraine itself why no Ukrainian government could possibly accept them in their current form, Kyiv analysts say.

Mikhail Samus, the director of Kyiv’s Center for Research on the Army, Conversion and Disarmament, tells Kseniya Kirillova for RFE/RL that it should be obvious to all on the basis of Putin’s January 11 statement that the Kremlin leader’s goal is “not an end of the armed conflict but rather political changes in Ukraine” (ru.krymr.com/content/article/27520349.html).

If one examines Putin’s statement to “Bild,” he continues, then it is clear that from Putin’s perspective, “if constitutional reform will be carried out in Ukraine, then Russia will end the occupation of Ukrainian territories.” That is “very interesting logic” from someone who presents himself as a peacemaker.

It shows that “the end of military actions is not a condition for the realization of the Minsk Accords,” at least as far as Putin is concerned, Samus says. “First he demands constitutional reform and political processes and then on the basis of that supposedly will be created an atmosphere of trust and the completion of all processes including closing the border.”

That suggests, the Kyiv analyst continues, that “Russia has all the possibilities to close the border right now and is using this factor exclusively to blackmail Ukraine.”

And as far as the specific points of the Minsk Accords are concerned, Russia has not fulfilled any of them. Points 1 and 2 which call for an immediate ceasefire and the withdrawal of heavy weapons hasn’t happened. Point 3 regarding OSCE monitoring has “also been violated. Points 9 and 10 about withdrawal of forces and weapons haven’t happened either.

“More than that,” he says, “the Russian side doesn’t even intend to consider them” because it argues that this can happen “only after constitutional reform in Ukraine and the carrying out of elections on the occupied territories.” Meanwhile, Russian forces and Russian-backed forces continue their activities unrestrained.

“If Russia maintains its present approach,” the Kyiv analyst says, “Ukraine shoud reject the Minsk Accords and present at an international level an initiative for the creation of a new form of resolving the Russian-Ukrainian conflict.”

Given the centrality of Ukrainian constitutional reforms in Russian thinking, it is important to recognize just what Moscow wants – and to see that if Kyiv accepted them, it would be condemning Ukraine to a rickety instability that Moscow could use to prevent it from achieving stability or pursuing its foreign policy goals.

In a blog post, Kirill Sazonov lists the three things Moscow and its forces in the Donbas are demanding. First, they want the Donbas to have a fixed “quota of seats in the Verkhovna Rada,” thus giving the region a veto not only over actions with regard to itself but over actions for Ukraine as a whole (blogs.lb.ua/kirill_sazonov/326559_minske_postavili_tochku.html).

Second, they want a total amnesty for all the militants in the Donbas, something that would allow those people to continue to function and undermine the Ukrainian state. And third, they want autonomy for this region so broad that it and not Kyiv could decide on relations with Russia, have its own independent police and security services, and even border guards.

“In general,” Sazonov writes, “all the militants would find work in the siloviki structures over which Kyiv would not have any influence. All power in the region would be independent of the Center but would have the possibility of controlling the Verkhovna Rada,” conditions that would give the Donbas something more than “full independence.”

Moscow and its minions, he continues, “want full independence plus free access to the territory of Ukraine plus the right of a veto in the Verkhovna Rada as well as an open corridor for the Russian army and contraband” given that the siloviki and border guards would not be subordinate to Kyiv.

“This is more than Chechnya received after its de facto victory over Russia” as Grozny “doesn’t have a veto in the State Duma.” Kyiv has rejected these demands; but pressure from Moscow and the West for it to fulfill the Minsk Accords continues, even though the fulfillment of such provisions in the Russian understanding would mean the end of the Ukrainian state.

After a period of accumulating forces and equipment in the “Horlivka Garrison” (as regularly reported by the IR group), Russian-terrorist forces stepped up their active efforts in the Horlivka – Artemivsk direction of operations. Namely, there has been a sharp increase in shellings of the ATO forces’ positions near Zaitseve and Mayorsk, including with the use of armaments that should remain withdrawn from the demarcation line according to the Minsk Agreements (tanks and 120 mm mortars).

In the vicinity of Zaitseve and the Zhovanka river, terrorists deployed the previously-spotted battery of four 82 mm mortars and two mortar units transferred here earlier (six 120 mm mortars). Terrorists opened fire from the area of Poselok 6-7 on the ATO forces’ south of Mayorsk, multiple times, using mortars and AGS-17’s. A terrorist tank unit (3 tanks) was spotted in the area of Holmivskyi.

The situation in and around Donetsk remains “traditionally” tense. During the past 24 hours, militants fired on the ATO forces’ positions north and south of Krasnohorivka, from the direction of Zhylmaidanchyk [Zhylploshchadka] and Staromykhailivka (in addition to small arms and grenade, 120 mm mortars were used). On the stretch from Pisky to Avdiivka (Opytne, Butovska [Mine], the “Zenith” [position], the outskirts of old Avdiivka), terrorists’ fire was practically continuous. Terrorists mainly used small arms and grenade launchers; SPG-9’s were deployed near Pisky.

In the vicinity of Mar’inka, militants are firing continuously from the so-called “Crocodile” position [a natural elevation], using grenade launchers and machine guns; several shots from SPG-9’s were also recorded. Near Starohnativka, a militant mortar unit (three 82 mm automatic grenade launchers) shelled the ATO forces’ advanced observation point and stronghold flank.

The enemy advanced a new unit into the gap between the DAP and Pisky, towards Vesele. The unit consists of 50-60 personnel with four BMP-1’s and BMP-2’s. A battery of 82 mm mortars has been withdrawn from the area of the DAP further into Donetsk (possibly, as part of forces rotation).

South of Luhanske and east of Troitske, terrorists are using small arms, and, in several instances, AGS-17’s. Detonations of 120 mm mortar projectiles were recorded near Stanytsia Luhanska (up to 10 projectiles, overshooting the target) and fired from across the Seversky Donets river.

In the coastal regions, militants deployed ZU-23-2’s from the direction of Sakhanka and its eastern outskirts. The use of 82 mm mortars was also recorded.

On the stretch from Novhorodske to Novoselivka, militant ZU-23-2’s operated from several firing points simultaneously; militants also used two BMP-2’s (30 mm automatic on-board guns). Fire was directed at several ATO strongholds and observation points at the same time. Heavy machine guns were also actively used.

Between Styla and Dokuchajevsk, the enemy is regrouping their forces. Specifically, artillery – four batteries of “Rapira” MT-12 anti-tank guns – were transferred towards Dokuchajevsk under cover of dark. Two MT-LB’s were also transferred. At the same time, a militant infantry unit (up to 50 personnel) was moved from the area of Dokuchajevsk in the direction of Styla.

The War in Ukraine Is Back—So Why Won’t Anyone Say So?

Violence in East Ukraine is spiking but Western pols are silent.


Russia’s dirty war in Ukraine is far from frozen, and despite the deteriorating situation, the West appears keen to turn a blind eye.

While the fighting in southeast Ukraine has rumbled on incessantly throughout the winter, inducing conflict fatigue and a drop in media coverage, the last weeks have seen a marked spike in the number of attacks.

Ukrainian officials are reporting up to 71 attacks a day, with most of the fighting concentrated around the separatist-held cities of Donetsk and Gorlovka, as well as the countryside east of the Azov port city of Mariupol.

Both sides accuse each other of daily using heavy mortars, which were supposed to have been withdrawn in accordance over a year ago in accordance with the first Minsk agreement.

According to the Organization for Security and Cooperation in Europe (OSCE), which monitors the ceasefire, this month saw the return of the use of Grad multiple-launch rocket systems and 152 mm artillery. Both were reportedly used on two consecutive days in separatist-held Gorlovka.
January 26 and 27 saw a multitude of reports from Donetsk residents on social media of intense fighting in the north of the city, where the front line runs alongside the ruins of the airport and the suburbs of Peski and Avdeyevka. Dozens of Twitter and VKontakte (Russia’s Facebook equivalent) users across the city reported a powerful explosion and shockwave on the 27th, for which there is still no credible explanation. Some users claimed that the shelling was the heaviest heard since the final assault on Donetsk Airport at this time last year.

Furthermore, over the last few days, we have seen the targeting of frontier checkpoints, which allow civilians to enter and leave separatist-held territory, by Russian-backed fighters, raising the possibility that the government may be forced to close these vital passages to avoid casualties.

The January 13 call, put forth by the new Russian representative at the Minsk peace talks, Boris Gryzlov, for an immediate, total ceasefire has clearly amounted to nothing.

The Ukrainian and separatist leaderships are pursuing diametrically opposed plans regarding the holding of local elections in the occupied regions of the Donbass—a key element of the Minsk cease-fire agreements.
While Kiev, and the text of the Minsk deal itself, says the elections must be held in accordance with Ukrainian law, Aleksandr Zakharchenko, the leader of the self-declared Donetsk People’s Republic (DNR), last week restated his commitment to barring all major Ukrainian political parties and conducting the votes under DNR ‘law.’

The prospects for another element of the Minsk process—the exchange of prisoners of war, are looking gloomy too. On January 28 the head of the International Committee of the Red Cross (ICRC) delegation to Ukraine, Alain Aeschlimann, told reporters that his organization had been allowed access to only four of the 133 Ukrainian prisoners the separatists claim to hold.

On January 25 former President Leonid Kuchma, the lead Ukrainian negotiator in direct talks with the Russian-backed separatists, said that he now thinks that many of those prisoners are already dead. The separatists are, he suggested, using the negotiations over the number of prisoners to stall and buy time.

All this comes amidst a grim backdrop. The ICRC says that over a thousand people are still missing as a result of the conflict in the Donbass, and disease, fostered by a breakdown in infrastructure and thousands of casualties caused by the fighting, is spreading rapidly.

Ukraine (as well as southern Russia) is now in the grips of an epidemic of H1N1 variant flu, which has infected 18 regions of the country and killed at least 171 people. Schools have been closed indefinitely in Kharkiv. In separatist-held Donetsk, well over 2,000 people have turned to doctors with complaints of viral respiratory infections so far this year. The sister Lugansk “People’s Republic” reports an even worse situation, with more than 10,000 people infected and dozens of quarantine zones introduced. Both Eduard Basurin, a DNR military spokesman, and Vadim Solovyov, an MP in the Russian State Duma, have claimed that the flu outbreak in Ukraine originated from an American biological warfare facility in government-controlled Kharkiv.

This of course, combined with a (most likely Russian) cyber attack that caused a blackout late last year and the stand-off at the frontier with occupied Crimea over imports, only adds to the deep-seated mistrust between Kiev and the Russian side.

Yet on January 22, US Secretary of State John Kerry said that sanctions on Russia could be lifted within “these next months” if the Minsk agreements were implemented in full.Leaving aside the fact that sanctions were first introduced in response to Russia’s occupation and annexation of Crimea—a completely separate issue on which there is not even a hint of progress, Kerry’s suggestion that Minsk could be fully realized in the space of a few months is absurd.

Poroshenko has said that there must be a ceasefire before the “special status” law, that would establish semi-autonomy for the occupied areas of the Donbass and establish the legal framework for local elections, comes into effect. And even if those highly contested electoral plans come to fruition, the Minsk agreements stipulate the withdrawal of all foreign (i.e. Russian) forces from Ukraine and the return of government control of all of the border with Russia before full implementation looks near.
Kerry’s hint at rapprochement is part of a wider trend.

The German and Finnish governments continue to pursue the Nord Stream 2 pipeline project with the Russian state gas monopoly Gazprom, a policy that flies in the face of moves to achieve European energy independence and is opposed by Ukraine, Poland and the Baltic states.

In the UK, despite a devastating conclusion from the public inquiry into the murder of Alexander Litvinenko, which found that the Russian Federal Security Service (FSB) had organized the radiological assassination, and that then FSB chief Nikolai Patrushev and even President Vladimir Putin himself had “probably” ordered it, the government has refrained from rocking the boat.

During the House of Commons debate that followed the publication of the Litvinenko Inquiry report, the home secretary, Theresa May, opposed calls from across the house for the introduction of a British equivalent to the US Magnitsky Act — a broad sanctions bill aimed at corrupt and human rights-abusing Russian officials — and announced little more than the lukewarm punitive measure of freezing any UK assets belonging to the two assassins, who have been living under Kremlin protection (one as an MP) for almost a decade since the murder.

The reason for both Kerry and May’s soft approach to Russia derives from Western hopes that Putin will be of assistance in Syria. “We will continue to call on President Putin for Russia, as one of the five permanent members of the United Nations Security Council, to engage responsibly and make a positive contribution to global security and stability,” May said. “They can, for example, play an important role in defeating [ISIS] and, together with the wider international community, help Syria work towards a stable future.”

But this means turning a blind eye not only to the killing of Litvinenko, but Russia's annexation of Crimea and invasion of the Donbass for the sake of a hope that Putin may be turned to work with the West on Syria. If Russia can, with impunity, use radioactive polonium to murder a British citizen in London or shoot down a passenger airliner over Ukraine, then how can we collaborate on “serious crime” or “aviation security?”
The hope here is profoundly misplaced.

While Russia “could” play an important role in fighting ISIS, they are not and have used the cover story of doing so to further aims that run directly contrary to the (publicly stated, at least) aims of the UK, US and France. The vast majority of Russian air strikes in Syria are aimed not at ISIS-held territory, but areas controlled by opposition groups. This includes US-supplied Free Syrian Army units. When they do carry out strikes in ISIS-held land, they bomb water treatment plants and grain silos, which the Russian Ministry of Defense attempts to pass off as oil refineries. Meanwhile, there are reports that Russia actually spent the years prior to the direct military intervention last September dispatching domestic jihadists to wage war in Syria with groups including ISIS itself.

The worst effect of this is that by devastating the opposition, which includes both nationalists and Islamists of shades varying from moderate to the fundamentalist, while leaving ISIS relatively unscathed, Putin and Bashar al-Assad are ensuring that the moderates are squeezed out and the jihadists' appeal to bombed and abused Sunnis is strengthened.

Another conflict escalation is observed in the ATO zone. Russian-terrorist forces have increased the intensity of their fire attacks using small arms, anti-tank systems, 120 mm mortars, and armored vehicles.

During the past 24 hours, militants have “traditionally” fired at the ATO forces’ positions near Pisky, Opytne, the “Zenith” [position], the Butovska [mine], the southern and eastern suburbs of Avdiivka, northeast of Novoselivka, in the area of Mar’inka, and east of Novhorodske (where militants also used the on-board weapons of ACVs). The attacks were carried out mainly from heavy machine guns and grenade launchers (mostly AGS-17 and SPG-9). In addition, terrorists used 82- and 120 mm mortars (the latter were deployed north of Pisky and Opytne; several detonations of 120 mm mortar rounds were observed in the area of Novhorodske ). Snipers operated in the area of Mar’inka; sniper fire was delivered from a waste bank, as was fire from 82 mm mortars and grenade launchers (SPG-9).

Near Rozsadky and the Skeleva river, the enemy deployed stand-mounted grenade launchers. Moreover, two militant infantry groups, entrenched in the greenery in the neutral zone, fired from small arms, RPGs’, and underbarrel grenade launchers.

In the area of Zaitseve – Zhovanka, militants carried out intense mortar fire (from 82- and 120 mm mortars). Terrorists used heavy fire in an attempt to “squeeze out” Ukrainian troops from their positions. Return fire was opened [by the Ukrainian troops], and a firefight ensued.

In the area of Hnutove – Talakivka, militants fired from 82- and 120 mm mortars from the direction of Kominternove and Zaichenko; in two instances, the enemy deployed mobile ZU-23-2 units.

A rapid increase in the activity of armed gangs is observed in the gap between Pryshyb and Krasnyi Lyman and along the entire stretch between Tr’okhizbenka and Slovyanoserbsk. Militants are firing from grenade launchers, small arms, 120 mm mortars (three mortars fired on the ATO forces’ positions from across the Seversky Donets river).

In addition to the “DNR’s” “motorized infantry brigade” previously deployed near Horlivka, terrorists are gradually concentrating several reinforced companies and battalions in the same area. In particular, two such units are deployed east of Horlivka, in the direction of Panteleimonivka and Yasynuvata; another reinforced battalion is a de facto reserve unit, deployed in the area of Yenakijeve – Makiivka. This formation is reinforced by armored groups (including tanks) and artillery groups. Some of the personnel and equipment are advanced towards the area of Holmivskyi and Bairak station.

In the Petrovskiy district of Donetsk, the movement of terrorist forces and equipment is observed. During the past 24 hours, an armored group (four BMP-2s) and a mobile fire team (five 82 mortars on trucks) were spotted moving in the direction of the railroad, north of Vuhlehirsk Street. A militant howitzer battery (six 122 mm D-30 howitzers) is stationed in camouflaged positions in the greenery northwest of Shvedova Avenue; two tanks are identified in the same area.

Two of the militants’ BM-21 “Grad” MLRS covertly advanced between the settlements of Vesele and Zaichenko. In the same area, we are observing a reinforcement of terrorist formations on the right flank, in the general direction of Talakivka (up to six BMP-2 and MT-LB were transferred to the area of Zaichenko). East of Sakhanka, firing positions equipped for towed artillery were discovered (as of yet unoccupied).

Interesting article from the Washington Post especially after the recent Kerry/Putin face to face meeting where then Kerry "announced that with "efforts and some good faith" he could envision sanctions being lifted on Russia.

APPEARS that Kerry forgot his boss's statement from 2014..."we will judge Putin by his actions not his words"...well it seems they are looking for Putin's "words" not his "actions" in 2016..what a short memory this Obama WH has......

BUT at the same time the US is massively pressuring the Ukraine to cave with a series of unilateral appeasement moves meant to "save the face of Putin" ALL with not a single US demanded Russian reciprocal move.

Russia is not going to and has never intended to fulfill a single point of Minsk 2...ALL the while demanding Ukraine fulfill the "political points in Minsk 2" BUT Russia fails to fulfill a single "military point"....

In fact for the last two months there has been actually a full scale war ongoing (over 50 attacks a day...yesterday was 61) and the West says not a single thing nor takes action ALL the while talking about removing the sanctions which have cost Russia an estimated 150-200B USDs...so it hurts and even Putin recently admitted they hurt.

THERE’S BEEN much speculation in diplomatic circles that Vladi#mir Putin is ready to strike a deal ending the conflict he initiated in Ukraine, so as to free the stricken Russian economy from Western sanctions. Mr. Putin raised eyebrows last month by appointing two close associates to negotiate the implementation of a stalled peace settlement, including one dedicated to a new U.S.-Russia channel. However, it is not clear whether the Kremlin is genuinely ready to compromise or merely trying to split Western governments and shift blame for the diplomatic impasse to Ukraine. Mr. Putin needs to be tested, but, so far, European governments and the Obama administration are not doing what is needed to put him on the spot.

Mr. Putin’s foreign minister, Sergei Lavrov, certainly gives the impression that Moscow’s diplomatic moves are disingenuous. In a recent news conference, he claimed that the European Union had been pushed into a “trap” by the United States when it agreed that lifting the sanctions be linked to the implementation of the peace deal, known as Minsk 2. “Ukraine sits back and does nothing,” forcing the sanctions to remain in place, he charged. “Europe,” he confidently asserted, “no longer wants to be held hostage to this situation.”

In fact, Russia and the military force it controls in Ukraine’s eastern Donbass region have never respected the first step of the Minsk accord — a cease-fire. Daily skirmishes continue along the front line. Still, some European governments and business interests are ready to embrace Moscow’s narrative. They blame the government of Ukrainian President Petro Poroshenko for failing to win parliamentary approval for a constitutional amendment allowing greater autonomy for the Russian-occupied areas, and for the absence of an agreement on how to hold elections in those territories.

Mr. Poroshenko has been unable to muster the votes for the constitutional reform in the democratically elected parliament in part because of the cease-fire violations and a steady stream of Ukrainian casualties. Meanwhile, Russian-backed authorities in the occupied areas want the elections to be held on terms that would make them a sham that ratified their rule. In negotiations with State Department official Victoria Nuland, Putin aide Vladislav Surkov has shown some flexibility, prompting some U.S. officials to conclude that a deal to implement the Minsk accord is conceivable. However, it would require the assembly of a package in which Ukraine’s constitutional reform was paired with workable plans for holding elections and restoring government control over the border with Russia.

The necessary first step is an end to the shooting and other measures to ensure security, such as the deployment of international monitors to all parts of the Russian-controlled territories. Mr. Putin has shown that he could enforce a cease-fire if he chose to do so; he did so briefly in September, while Russian forces were pivoting to Syria. Rather than pressure Ukraine, the Obama administration should enlist the European Union in insisting that Mr. Putin demonstrate with acts that he is ready to end the war. If he does, the climate for a political deal could be set. If not, all will know who is to blame for a frozen conflict.

There is an intensive ongoing conversation between Ukraine and Turkey about the joint development of weapons and trade and the Turkish PM has indicated that Turkey will be supplying weapons to the UAF...probably the Turkish produced ATGMs and jamming systems.

Both countries find themselves threatened by Russian actions....so they are a natural pair to conduct such talks and the NATO has stated individual countries can supply weapons to the UAF.....but those NATO countries that did want to where warned by the US not to...Turkey is definitely not listening to the US right now and views themselves free to act in their own interests.
