Putin propaganda picks up ex-Pentagon contractors

As Washington cuts back efforts to counter Russian propaganda, the Kremlin is hiring American communications talent straight from the Pentagon.

A year ago, multilingual editors and writers ran online news websites worldwide for the Trans Regional Web Initiative - a Pentagon effort to support U.S. military efforts against Islamic extremism, Iranian subversion, Russian and Chinese aggression and other threats.

Now, with their jobs eliminated in Congress's budget wars, some of them are working for President Vladimir Putin’s publicity machine as it ramps up its operations in the United States.

Zlatko Kovach is one of them. Just blocks from the White House, the 48-year-old editor runs the Washington office of Sputnik, which styles itself as a straight news service that aspires to compete with the Associated Press and Reuters. Three of Kovach’s fellow ex-Pentagon contract workers joined him. Two have moved on, but Sputnik is actively recruiting others.

Kovach, a naturalized American citizen, doesn't see his move as unpatriotic but rather as economically justified. “Despite the big superpower relations, the media has developed in such a way as that’s the nature of the market," he said. "It isn’t harming the U.S.”

Sputnik is part of a news and information outlet known in the United States as RT, the initials of its parent entity, Russia Today, which operates under the Ministry of Communications and Mass Media in Moscow. With State Department approval, RT opened the Washington office of Sputnik last year just as civilian contractors who shaped U.S. military messaging overseas were put out of work when Congress shut down most of a $22 million program.

They practiced what used to be called psychological operations, or PSYOP, a name that was changed to something more benign-sounding in the Pentagon's alphabet soup of acronyms: MISO, for "military information support operations."

Under either name, the purpose has been, as the Pentagon puts it, to influence foreign audiences' “emotions, motives, objectives reasoning and ultimately the behavior of foreign governments, groups, and individuals in a manner favorable to the originator’s objectives.”

The Web Initiative program, begun under the George W. Bush administration in 2008, drew criticism both from opponents of such information operations as a matter of policy and supporters who wanted them to work better. A classified Government Accountability Office report in 2013, leaked to USA Today, faulted the program for a lack of co-ordination with other U.S. efforts.

Senator Carl Levin (D-MI), then the powerful Armed Services Committee chairman, led a bipartisan group of lawmakers to eliminate funding after reform efforts failed. Some elements of the Initiative remain in operation at the Pentagon's Special Operations Command.

The move by Pentagon contractors such as Kovach to the employ of the Russians is a symptom of a larger problem with national defense strategy, some observers say.

"What seems to be clear is that the anti-status quo powers in the world today - Russia, China, Iran, and the Islamic State - know the value of information warfare and invest heavily in it,” said Robert W. Reilly, a former director of the Voice of America, the federal government’s civilian international broadcasting arm.

“This is illustrated by the fact that these people" - former Pentagon contractors - "have nowhere else to go and are being picked up by Putin,” said Reilly, who served as a senior adviser for information strategy at the Defense Department following the Sept. 11, 2001 terrorist attacks. “I'm not trying to rationalize what they're doing, but it's a powerful illustration of who takes information warfare strategy seriously and who doesn't."

The Pentagon may have to restart some of its efforts from scratch. Citing U.S. ineffectiveness at stopping ISIS recruitment propaganda, and finding NATO allies clamoring to counter Moscow after its 2014 intervention in Ukraine, Congress authorized new Defense Department information efforts in the 2016 defense authorization bill. Leaders from Vice President Joseph Biden to Senator John McCain (R-Ariz.) have called for improved information campaigns to help keep Moscow in check

That was too late for Kovach and others like him. A graduate of the Fletcher School of Law and Diplomacy at Tufts University, he speaks six languages. He worked for General Dynamics on the Pentagon contract to run the Southeast European Times, a multilingual website (setimes.com), aimed at the volatile Balkans region.

He arrived in the United States a refugee from Communist Yugoslavia and now lives in the Washington area, proud to be an American. Hawkish on defense issues, he notes that he was born on the Fourth of July.
Kovach is the only one of his colleagues who would speak on the record about why he went to work for RT/Sputnik. He said he views Sputnik as just another job in a new world of journalism. As editor for the Washington office, he said he receives no instructions about how to edit the roughly 40 articles a day his team produces.

“The nature of the game has changed,” he said. “You have media that’s shrinking. U.S. government communication efforts were being canceled. The media is evolving. There is a media space, and the question is, who’s going to fill that space? Then I had to ask, who’s offering jobs?”

Don't Model Russian Rapprochement on Iran Deal

What if the nuclear deal with Iran led not, as some have hoped, to the resolution of other conflicts in the region, but to the destruction of the trans-Atlantic unity that until now has existed on Ukraine?

That possibility was in the air at this year's Munich Security Conference, where diplomats such as the European Union's foreign policy coordinator, Federica Mogherini, were pushing the idea that the deal she helped to negotiate with Iran shows that "win-win" approaches work, and should be applied to "other fields."

Mogherini didn't specify that she was talking about Ukraine and the EU's strained relationship with Russia, but her position is well-established: For at least a year, she has been gently pushing for a different approach to Russia that might lead to lifting sanctions: a more-carrot, less-stick approach to getting President Vladimir Putin to pull his tanks and troops out of Ukraine. Her first effort was embarrassed by a Russian military offensive that undermined her case. But her position hasn't changed, and EU sanctions will expire in July, unless the bloc's 28 members vote to renew them. With the U.S. and German Chancellor Angela Merkel still firmly behind the sanctions, it remains likely that they'll remain unless something changes in Ukraine -- but the game is on.

You could hear the same yearning in comments from German Foreign Minister Frank-Walter Steinmeier, who is more sympathetic toward Russia than Merkel. Steinmeier volunteered that Russian Prime Minister Dmitry Medvedev didn't really mean it when he said, just minutes before, "We are rapidly rolling into a period of a new Cold War."

"This differentiation between black and white, between good and evil, doesn't really help us," Steinmeier went on to say of the relationship between Russia and the West. "We can make an effort to start over." That's what Medvedev had been suggesting.

You can understand how the Iran deal might make Russia's big European trading partners want to repeat that experience with Russia. Billions of dollars worth of trade and investment deals were announced between European companies and Iran within weeks of the deal's implementation. Governments rolled out the red carpet for President Hassan Rouhani's European lap of honor, and a damaged relationship with an important company was restored. Medvedev clearly understands this. After his warning about a return to the Cold War, the prospect of which he knows Germans find especially disturbing, he went on to attack the sanctions regime:

How many joint initiatives have been suspended because of sanctions! I have just met with German businessmen and we discussed this issue. Have we properly calculated not only the direct but also the indirect costs for European and Russian business? Are our differences really so deep, or are they not worth it? All of you here in this audience -- do you really need this?

On Syria, Russia is offering itself as a white knight to rescue the European Union from its refugee crisis, always with an eye to breaking support for the Ukraine sanctions. Here Medvedev appealed to anti-immigrant fears, even prejudices, in Europe:

Hundreds and thousands of extremists enter Europe under the guise of being refugees. Other migrants are people of an absolutely different culture who only want to receive monetary benefits without doing anything to earn them. This poses a very real danger to the common economic space. The next targets will be the cultural space and even the European identity. We watch with regret how invaluable mechanisms, which Russia also needs, are being destroyed. I am referring to the actual collapse of the Schengen zone.

For our part, we are willing to do our best to help address the migration issue, including by contributing to efforts to normalize the situation in the conflict regions from which the majority of refugees come, Syria among them.

This is all surreal, along with Medvedev's portrayal of Ukraine's "civil war" as a common challenge caused by the EU's efforts to create a stable neighborhood through friendship agreements. It's as if none of it had to do with Russian actions, such as invading a neighbor, imposing trade embargoes, annexing territory or creating tens of thousands of new refugees through a nonprecision bombing campaign in Syria. No wonder a worried Ukrainian President Petro Poroshenko felt the need to push back hard:

This is not a civil war in Ukraine; this is your soldiers, who occupied my country. And this is not a civil war in Syria; this is your planes bombing the civilian population. And this is just a demonstration that we are living in a completely different universe with Russia!

He went on:

Yet there are opinions that the sanctions do not work, that sanctions are hurting Europe more than Russia. No, sanctions are not a punishment; sanctions are an instrument for Russia to remain at the negotiating table. There is no other instrument.

Svitlana Zalishchuk, a member of Kiev's parliament in Munich with Poroshenko, said she spent the day grabbing European foreign ministers and officials in the corridors, trying to find out if there was truth to rumors of a plan for a half-lifting the Russia sanctions in return for a half-completion of the Minsk accords. By evening, she remained unsure.

The Russian attempt to test the waters in Munich for a new "dialogue" also seemed inconclusive. Sergey Karaganov, the doyen of Russian foreign policy analysts, said that last year the NATO-heavy audience in Munich knew they were against Russia, This year, by contrast, "they don't know where to go, or what to do, or how to react. There's this big divide," he said. "The Americans and some others want to contain Russia, but that wouldn't solve any problems. The others understand that, but … it's crazy. They don't know what to do."

Ukraine doesn't help its case by failing to follow through with its part of the Minsk II agreement. But Ukraine also doesn't have troops in Russia; the sanctions weren't designed to bring it to the negotiating table. And Poroshenko is right that rewarding Russia in Ukraine, in the hope it might stop bombing Syrian civilians and turning them into refugees, would be wrong on multiple levels.

This is the danger in treating the flawed if necessary Iran deal as a model for anything. Sanctions brought Iran to the table and are being lifted in return for dismantling much of its nuclear fuel program, alleviating concerns that it might develop nuclear weapons at least for now. What would the equivalent be in the Russia-Ukraine case, which isn't about a potential invasion but one that already took place? Only to pull its troops out and restore the border to Ukrainian control. To lift sanctions with those conditions unmet would not be "win-win." It would be weakness. And it would tear Europe apart.

10.To withdraw illegal armed groups and military equipment as well as fighters and mercenaries from Ukraine.
11.To adopt a program of economic recovery and reconstruction for the Donbass region.

Four Types of Russian Propaganda

There are at least four types of Russian propaganda, each with different modus operandi in a strategically diverse environment.

Russia’s propaganda operation is now so vast that it is diversifying. Its institutional channels have spread from RT TV to Sputnik multi-media, to multi-lingual YouTube channels, and through the capillaries of social media. Propaganda is carefully differentiated by national (UK, US) and language (Arabic, Francophone) audiences; the message and the tone seem infinitely variable. This essay, however, argues that there are at least four types of Russian propaganda, each with different modus operandi in a strategically diverse environment.

1. The West’s Attention Deficit Disorder: Propaganda as Confusion

There are many ways of measuring Russia’s propaganda effort. There is no doubt that it is well-funded. RT claimed its 2014 budget was 13.85 billion rubles or 225 million dollars; total official Kremlin spending on mass media was 72.1 billion rubles or 1.1 billion dollars. The true amount spent will likely be in the billions.

There is less agreement on the size of the audience. Publicly-cited data is no doubt inflated by the Soviet tendency to over-claim in order to increase said levels of funding, plus the tendency to cite availability rather than actual audience, and because social media data tends to be only “likes” and “followers.” According to Maria Snegova, “RT’s official Twitter account has 815,000 followers, compared to 8 million followers of BBC World News and the 14.9 million CNN’s followers… RT has around 2.2 million fans on Facebook, compared to the 8.7 million and 16 million fans of BBC World News and CNN.”

TV figures roam widely, from RT’s claim to reach a potential audience of between 600 million and 700 million to the assertion that it only has 0.1% of the European audience.

The picture on YouTube is also mixed. According to Orttung et al., as of early 2015 “the RT flagship channel has a total of 1,471,491 subscribers,” and in one month “garnered 10,492,598 views,” but it was unclear how many “viewers [we]re coming for the helicopter golf,” rather than “staying for the Ukraine message.”

Judging the overall effect of Russian propaganda is even more difficult. The well-known analysis of Peter Pomerantsev and Michael Weiss concentrates on short-term effects. They claim that Russian propaganda is self-consciously post-modern: its purpose is not to convince or convert, but to confuse—to spread enough versions of reality to leave the target audience flailing in moral and even factual relativity, resigned to the unknowability of the world, and unable to find the cognitive basis for policy action.

Maria Snegova places contemporary Russian propaganda within the older Soviet tradition of the ‘4D’ approach: dismiss, distort, distract, and dismay. Moreover, she argues that obfuscation only works in the short-term, and undermines credibility in the long-term. The scatter-gun approach prevents coalescence around an alternative narrative. Snegova even argues that “the most successful period of RT has likely passed.

Both points of view are right, of course. But one might add that the key effect is in the medium term, although the medium term is very short indeed. The West’s first point of vulnerability is indeed its immediate judgment (or lack of judgment) of events. Its second point of vulnerability is Attention Deficit Disorder. In modern news cycles there is little time to actually think before the cycle moves on. For the mass audience at least, Russian propaganda only has to work until then.

2. Nudge Propaganda

Russian propaganda can still have a long- term effect, if it can affect and strengthen opinions which already exist. The second type of Russian propaganda is less about creating confusion and is more about “nudge effects.” It works by finding parties, politicians, and points-of-view that are already sure of their world-view rather than confused, and giving them a nudge—so long as these views are usefully anti-systemic.

For this type of Russian propaganda there is no such thing as strange bedfellows. Left or right, nationalist or separatist, jihadist or Islamophobic— all have featured on RT. The breadth of RT’s claimed audience is partly due to this superficial Catholicism—all are welcome, and all are welcome to talk about themselves and their pet causes. Therefore by definition there is no central narrative. Russian propaganda concentrates on supporting tropes, taking advantage of the world Raphaël Glucksmann describes in his 2015 book Génération gueule de bois [Generation Hangover]: a West that grew used to a world without existential opponents after 1989, where people protest under old slogans without new thinking, and make strange alliances and metamorphoses. Though, anti-Americanism writ large is a guiding theme for many of the other tropes: the decline of Europe, the rise of other powers, the crisis of global capitalism, and the re-definition of liberal interventionism and misguided democracy-promotion as the Empire of Chaos, to quote the 2014 book by the RT favorite Pepe Escobar.

3. Propaganda at Home: Mobilizing the Putin Majority

Russia’s propaganda is Janus-faced; though a metaphor closer to home might be the double-headed Russian eagle. If the point of pluralistic propaganda abroad is to nudge or confuse, domestic propaganda is monopolistic. Its point is to create and maintain the super-majorities of Putin support that are the lodestone of the current Russian political system. A system without real ideology in a country as large as Russia can easily fall victim to bureaucratic and local interests. The famed “administrative vertical” is a myth. Thus Putin’s 89% rating is not just a sign of him heading a popularity contest; it is a tool to ensure that the actions of the otherwise disparate parts of the political system are scripted by that virtual unanimity. And it also means that 89% are signaling their loyalty to the system by formally acquiescing in its narrative (like Václav Havel’s greengrocer placing a Communist slogan in his window).

The Levada Centre has some quite extraordinary data showing the Russian equivalent of Orwell’s Two Minutes’ Hate—the rise and fall of negative attitudes towards Ukraine, Georgia, and the USA. In all cases, with a time-lag, they closely track the efforts of the Russian mass media. Negative attitudes towards “fraternal” Ukraine, for example, barely existed before being inflamed during various crises that predated the EuroMaidan—the Orange Revolution, the gas disputes of 2006 and 2009—before really taking off in 2014. Now they have bottomed out, with the Russian mass media switching its attention to Syria. Negative attitudes towards Russia in Ukraine, on the other hand, seemed to have grown for the long-term.

The way the data changes so predictably suggests that such attitudinal changes are in large part ritualistic and may not go deep. As in 1984, venom can be easily targeted and turned. However, Russia is not a totalitarian state. There are corrective mechanisms. Sergey Aleksashenko describes one as “the opportunity to ‘prove harmony by algebra’” (to borrow a line from Pushkin’s “Mozart and Salieri”). Once Russians “compare the stream of official information to surrounding realities and their own life experience, then it turns out that the effectiveness of state propaganda sharply drops.”

There is a much more radical corrective mechanism—the Emperor’s Clothes moment for the Bolotnaya protestors in 2011, when they mocked the naked Putin, the man behind the message, the man suddenly without a message, as just “a thief.” This sudden éclaircissement could also be called the Mourinho Effect, after one of Europe’s most successful football managers, currently with Chelsea, ironically owned by Russian oligarch Roman Abramovich. José Mourinho has copied an old trick: building a sense of team spirit, of us-against-the-world, by picking fights with everybody—other clubs, other managers, referees, the football authorities. This might work for a year or two; but most of Mourinho’s enemies are imaginary. His natural life-span at any given club is two to three years; once the effect wears off and the trick becomes obvious, even his own players may get embarrassed by higher and higher doses of artificial drama.

The political equivalent for Russia would be the moment when the domestic audience gets tired by, alienated by, or even sees through, the simplicities of this year’s propaganda show. This is where the EU and USA should concentrate their anti-propaganda efforts—correcting the Russian propaganda view of the West is fine in theory, but risks feeding the idea that this is all about hostile external powers. The aim should be to talk to the Russian audience in its own language about its own interests, and tell them their leaders are selling them short.

But the danger of some sudden éclaircissement is also the main reason for fearing that the Kremlin needs not just new stories and repeat doses of propaganda, but higher and higher doses to overcome the potential alienation effect. Particularly because the other obvious danger is that reality will bite back; and nothing could illustrate this better than the venture into Syria. Unless the strategy is to invite reality to bite back, and heighten the sense of Russia- under-siege.

4. Alternative Realities

In the world between Russia and the West, not surprisingly perhaps, there is a fourth, hybrid type of propaganda.

Russia's State Duma have asked the organisers of the Eurovision song contest to bar Ukrainian singer Jamala from performing her song about Joseph Stalin's mass deportation of Crimean Tatars in 1944.

Vadim Dengin, the deputy head of Duma's Committee on Information Policy, said the Ukrainian choice is aimed ‘to sting' Russia:

"Most Ukrainian citizens, who do not get neither salaries nor pensions, cannot afford to watch Eurovision. Firstly, because they have no money to pay for the electricity, and secondly because they do not care at all about this Eurovision," the official was quoted in the media.

Dengin added that the contest should not be politicised.

Jamala's song titled ‘1944' takes the audience back to the horrific chapter of the Soviet history, which was recognized by the Ukrainian parliament as a genocide of the Crimean Tatar people.

"The main message is to remember and to know this story," the singer said commenting on her lyrics.

The name of one of the killed soldiers was established. This is senior lieutenant Andriy Krasnoschokov. Another soldier’s name is Dedash Serhiy Yuriyovych. He was killed as a result of lack of responsible handling of explosive devices near Sosnivske where he was engaged in mining of a field as a part of the 9th special motorized infantry regiment. One more Russian serviceman, Honcharev Dmytro Oleksandrovych, was heavily wounded as a result of pro-Russian militants’ attack.

So, don't look now, but while we were all watching Syria, Moscow has stepped up its aggression in Ukraine.

Pro-Moscow separatists have increased their attacks this week near Luhansk and have intensified their shelling of four villages near the front lines in the Donetsk region.

The separatists have also reportedly moved 88 tanks up to the cease-fire line near Debaltseve.

It's all part of Moscow's classic bait-and-switch tactics and they appear to be working.

Instead of focusing on the renewed Russian aggression, the French and German foreign ministers last week chose to lecture Ukraine about its failure to pass an electoral law for the separatist-held territories.

And some Western officials have indicated that sanctions against Moscow will not be automatically extended this summer.

A little bit of perspective here.

In the year since the Minsk cease-fire, nearly 400 Ukrainian soldiers have been killed, 1,500 have been wounded, and Kyiv has lost several hundred square kilometers of territory.

So, basically, Ukraine is essentially being asked to prepare for an election in the separatist-held areas of Donbas with a gun to its head.

And Kyiv's reluctance to do so is repeatedly being equated with Moscow's repeated violations of the Minsk cease-fire on the battlefield.

This is just the kind of false equivalence that Moscow has been counting on from distracted Western leaders.

Gloom deepens over Ukraine peace deal before Paris meeting


For months, as progress in implementing the Minsk peace deal for eastern Ukraine stalled, its architects, Germany and France, held out hope that with time and carefully calibrated pressure on Kiev and Moscow, the agreement could be pushed back on track.

But since a joint visit by the German and French foreign ministers to Ukraine's capital last week, a gloomier view has taken hold: that political dysfunction in Kiev has all but doomed the chances of it delivering on its own commitments under the peace agreement.

Against that backdrop and a rise in ceasefire violations in the east, where Ukrainian government forces are faced off against pro-Russian rebels, ministers from Germany, France, Russia and Ukraine meet in Paris on Thursday to discuss Minsk.

One of the meeting's main goals is to tackle what is now seen in many European capitals as the biggest hurdle to the peace deal -- Kiev's failure to push through an election law for the Donbass region of eastern Ukraine that would set the stage for a vote there by mid-year.

After barely surviving a no-confidence motion last month, Prime Minister Arseny Yatseniuk is seen as too weak to deliver. And yet there are few viable alternatives to Yatseniuk.

"At some point you have to ask yourself, how can it go on like this?" a senior German official said of Minsk, which was hammered out a year ago in marathon talks in the Belarus capital between Germany's Angela Merkel, France's Francois Hollande, Ukrainian President Petro Poroshenko and Russian President Vladmir Putin.

The election law was always going to be a tough sell domestically. There is little appetite in Ukraine to give Donbass more autonomy and hold elections there while its soldiers are being killed every week.

"It's all extremely fragile," a senior French official added, stressing the importance of the Paris meeting on Thursday.

For now, officials say, the goal is to keep Minsk on life support even if it looks dead.

Were they to openly admit failure, a second German official said, violence could spiral, with pro-Russian separatists running amok and renewing their push for Mariupol, a strategic port city in the east that, if captured by the rebels, could help them carve out a land corridor to Russia-annexed Crimea.

"It's a chaotic picture," the second German official acknowledged. "From a sequencing point of view you can't get around the fact that the election law needs to be passed. Kiev points to the security situation in the east as an excuse but we have told them it can't be. They need to deliver."


SANCTIONS

The other big concern is a breakdown of the European Union's consensus on sanctions imposed on Russia over the Ukraine crisis amid an increasingly poisonous atmosphere in the bloc, aggravated by divisions over the refugee crisis.

The commander of U.S. troops in Europe, Air-Force General Philip Breedlove, pointed a finger at Russia when he said on Tuesday violence in eastern Ukraine had increased significantly, with 71 attacks in 24 hours and 450 attacks over the past week.

"I believe that Russia will dial up and down the pressure along the line of contact to keep Kiev under pressure to meet their parts of the (Minsk) agreements first," he said.

Russia says it is not backing the rebels militarily while the rebels themselves blame Kiev for the violations. The Organization for Security and Cooperation in Europe says neither side has pulled heavy weapons back as required.

Putin can make the case to sympathetic countries in central Europe that Russia has broadly delivered on its side of the Minsk bargain and therefore sanctions should be eased when they expire in July.

Hungary's Prime Minister Viktor Orban, seen as close to Putin, fired a first shot in the looming fight this week, saying the EU must have a "serious debate" about Russia sanctions in the months ahead. He rejected the idea of an automatic extension.

Italy, which has significant economic ties to Russia and pushed back against a rollover of the sanctions in January, is also expected to put up a fight.

Even in Germany, senior politicians like Economy Minister Sigmar Gabriel and Bavarian Premier Horst Seehofer have called for an easing of the sanctions, arguing that this may be the best way to win Russian cooperation in Syria.

Officials in the chancellery and foreign ministry reject the idea of a quid pro quo, saying the two conflicts must be dealt with in isolation.

But Ukrainian officials are clearly nervous.

"Europe is playing chess, but Russia is playing poker," Yehor Bozhok, Ukraine's acting ambassador to NATO, told Reuters. "Russia has no genuine will to conduct negotiations on Minsk. Any deal will only be achieved under pressure of sanctions."


Interesting is the simple fact that the West first the US and now the Germans are attempting to pressure Ukraine back into the Russian sphere of influence by forcing unilateral appeasement moves by Ukraine in exchange for not a single point in Minsk 2 being implemented by Russia........

With Russian attacks averaging 40-80 per day...not sure when the Ukrainians say if is impossible to hold free and fair elections due to mercenary violence the Germans say that is an "excuse"........

Operational data from Information Resistance:

In addition to the active shelling, Russian-terrorist troops in Donbas continue scouting out the ATO forces’ combat lines in their tactical and operational-tactical rear. To this end, in addition to other means of reconnaissance, militants are increasingly often sending civilians across the demarcation line, interrogating them after their return to the occupied territory. Interrogations are particularly large-scale among the residents of Horlivka, Yasynuvata, and the Petrovskiy district of Donetsk – de facto, the personnel and equipment composition of Ukrainian troops and their defense systems have been revealed [to the enemy] through local residents.

During the past 24 hours, the most intense terrorist shellings and armed clashes were observed near the Yasynuvata junction. Militants transferred reinforcements to this area from the southern direction of operations and from the direction of Kruta Balka (up to one motorized rifle company and one tank platoon). Following this reinforcement, militants persist in their attempts to push Ukrainian troops further east, towards Avdiivka, by carrying out heavy fire raids (82 mm and 120 mm mortars) and operating with small infantry groups supported by fire from armored vehicles. Namely, enemy infantry groups operated from the direction of the Yasunuvata junction, the 251.2 m high ground, and the terrorist stronghold north of that high ground. As a result of a violent clash, the ATO forces held their ground.

Another clash was recorded in the vicinity of Pisky and the DAP-Spartak area. In both cases, militants actively deployed 120 mm mortars and operated in small infantry groups. In the Petrovskyi district of Donetsk, several residential blocks were cut off from power due to terrorists’ armed provocations.

Terrorists deployed artillery in the area of Zaitseve, firing 122 mm guns at the ATO forces’ positions west and northwest of the town. Militant artillery positions were located near the Mayorskiy automobile market.

In the Donetsk area (near the Donetsk Bypass north of the Kalmius station), according to our preliminary data, BM-21 “Grad” MLRS ammunition detonated while being transported aboard vehicles. Militant personnel deaths are reported.

Militant advanced units in the vicinity of Yasynuvata are receiving reinforcements: during the past 48 hours, several small infantry groups with armored vehicles were transferred here. In total, up to 20 various ACVs and at least 7 tanks are concentrated in this area. A militant artillery unit with six 2S1 “Gvozdika” 122 mm self-propelled guns was again identified beyond Panteleimonivka.

In Horlivka, militants are rotating the units in their “garrison” – several terrorist groups arrived here, up to a battalion in total strength. The bulk of these reinforcements arrived from the southern direction of operations, mainly aboard motor vehicles. Some of the personnel is arriving from the direction of Donetsk.

In Donetsk, the “DNR” military command held a meeting to sum up the results of the inspection carried out by the “commission of the DNR MoD” in the 9th separate motorized infantry regiment of the “1st DNR Army Corps,” stationed in the coastal regions, near Novoazovsk (see IR group’s yesterday comment). The state of equipment of the regiment’s advanced position was declared “unsatisfactory;” the state of militant defense lines in the vicinity of Sakhanka received particularly harsh criticism. The “commission” also noted a “very low discipline level among the personnel” in the units.

In Makiivka and the Kyivskyi district of Donetsk, incidence rates are high for “criminal acts” against “military servicemen of the DNR army.” These are mainly cases of robbery and assault, and the victims are militants with income levels considered high by local standards. The “DNR law enforcement officials” note that such crimes against militants involve the use of force and are often “excessively violent.”

The “DNR Ministry of Internal Affairs” is conducting large-scale searches in the units of the “Vostok” armed gang (controlled by Alexander Khodakovsky), looking for “illegal” weapons, vehicles, hostages, and any assets noted as missing. Representatives of the “DNR MIA” have been instructed that if “Vostok” militants are detained for various offences, they are to be actively involved in “correctional labor” on the territory of the destroyed Donetsk airport (clearing out rubble, etc.)

“LNR” militants are actively reequipping the artillery brigade of the “LNR 2nd Army Corps” and strengthening motorized rifle infantry brigades from the same unit. The artillery brigade is holding “specialist exercises” (including for artillery spotters and forward observers) and actively training in the use of new weapons and equipment received from Russia, including artillery reconnaissance equipment.

In addition to the “traditional” weapons like small arms, grenade launchers, 82 mm and 120 mm mortars, Russian-terrorist troops in Donbas once again began using rocket artillery for fire attacks on the ATO forces’ positions and civilian objects (MLRS BM-21 “Grad” systems were used to fire at strongholds in the area of Krasnohorivka and Nevelske) and 152 mm artillery (“Msta-B” howitzers were used in the area of Zaitseve).

The intensity of the shelling is growing, not only in the “traditionally hot” sections, but also in several other areas. In the coastal regions, terrorist shelling began in the areas of Pavlopil and Chermalyk. Militant activity intensified in the area of the Svitlodarsk ridge (the area of Rozsadky and Skeleve). Attacks by fire from small arms are observed in the area of Zolote.

In the area south of Donetsk, another armed confrontation was recorded. Namely, Ukrainian troop strongholds south of Novotroitsk were attacked by an enemy infantry group (about 50 personnel in total, divided into three subgroups). This group moved forward from the vicinity of Tsentralnyy Karyer [Central Quarry] (Dokuchajevsk): one subgroup bypassed the ATO forces’ advanced position along its flank (moving through the greenery), and tried to fire at another ATO forces’ stronghold using RPG’s and automatic small arms and machine guns, while a second subgroup blocked the neighboring stronghold. After a brief confrontation, militants retreated in the direction of the Central Quarry and the old colony.

Terrorist units switched to a heightened state of readiness in several areas (Petrovskiy district of Donetsk, Putylivka–Spartak–DAP, Yasynuvata, “Horlivka garrison,” Olenivka–Dokuchajevsk stretch, the Sakhanka–Zaichenko group and the Stakhanov group). Militants are actively delivering material and technical supplies to these groups, and resupplying them with personnel and equipment. Regular meetings with the “command staff” are held at the headquarters of the militant 1st and 2nd “Army Corps” (at the “1st Army Corps,” the “DNR” ringleader Alexander Zakharchenko held a secret meeting with gang commanders). A large number of battalion-level units of the “1st AC” (mainly from the second echelon) are undergoing combat coordination exercises in so-called “training centers.”

A number of first-line militant units are considerably understaffed. In the meantime, their commanders report that their units are fully staffed, for reasons of personal gain – in order to receive financial and material supplies for full staff numbers. This pattern is typical for units in a number of areas south of Donetsk, north of Luhansk, and in the areas along the border of the “DNR” and “LNR”‘s respective responsibility zones.

The “DNR” command organized mandatory lectures for medical staff in the health facilities of Kirovske, Komsomolsk, Telmanove, and Novoazovsk (Donetsk Oblast). The main subject matter [of these lectures] are the types of combat injuries and their treatment. All medical staff, regardless of their specialization, must attend the lectures. Currently, about 30% of beds in inpatient departments of medical institutions in the above towns are kept vacant, in order to provide immediate medical assistance to militants, if necessary. The lectures are conducted under the pretext of the anticipated large-scale offensive by Ukrainian troops.

Discontent is on the rise among the militants of the “1st Army Corps of the DNR,” aimed at officers of the Russian Armed Forces appointed as commanding officers among this unit. The strongest causes of this discontent are drill training and the rigorous demands to strengthen military discipline. Another cause for irritation is the requirement to prepare “emergency suitcases” (containing a compass, a map-marking stencil, pencils, etc.) at the militants’ own expense.

In the course of investigating the “Vostok” gang command, representatives of the “DNR MIA” and the “DNR prosecutor’s office” established that militant commanders are actively seeking ways to sell the coal mined in the occupied areas (in particular, [the coal mined from] “dugouts” in the area of Torez). In addition, gang commanders instructed militants to seek out various profitable manufacturing facilities, which the gang aims to take control of (most recently, a poultry farm near Krasnyi Partyzan came “under the patronage” of militants in this manner). In its defense, the “Vostok” command proclaim that they are seeking such facilities in order to “officially execute a lease,” with the alleged intention to conclude contracts and subsequently make payments under them.

The “Ministry of State Security of the LNR” launched investigations of several commanders of the “2nd AC of the LNR” in connection with their participation in “contraband schemes.” The Russian FSB representatives in the “LNR” demand that these cases are handed over to their jurisdiction, because names of Russian servicemen keep cropping up in the course of investigation. Spy scares are on the rise in the “Republic” – intensive “search operations” to identify “Ukrainian spies” are currently underway in several towns (Rovenky, Antratsyt, Krasnyi Luch, Krasnodon).

If Russian officials are to be believed, the reason people worry about what Russia might do next is because they suffer from Russophobia, an irrational fear of all things Russian.

In February, Russian Foreign Minister Sergei Lavrov assailed the “fashion of Russophobia in certain capitals” during a visit to Germany. Then Russia’s defense ministry accused General Philip Breedlove of Russophobia. The commander of U.S. forces in Europe had testified that the United States and its allies were “deterring Russia now and preparing to fight and win if necessary” following the Kremlin’s military adventures in Ukraine and Syria.

“Russophobe” has become a convenient label for anyone who disagrees with Russian President Vladimir Putin’s aggressive behavior at home and abroad. You are not criticizing an authoritarian leader and his erratic policies; you are instead attacking the Russian nation.

Russia’s state media churns out reports on how enemies are tirelessly seeking to isolate the country — when in fact it is Putin’s own actions that are closing off Russia.

When I first visited Moscow as a college student 25 years ago, the Soviet Union was in its last year of existence. Kremlin reformer Mikhail Gorbachev was opening up the country after more than seven decades of communism, and Russians were hungry to rejoin the world. Goodwill, curiosity and hope were the overriding feelings among Russians and Americans alike. My host parents in Moscow even displayed a picture of then-President George H.W. Bush in their living room.

The Cold War was finally over. I was fascinated by the parallel world that had existed behind the Iron Curtain and shocked by the deprivations that people endured. Later, as a journalist based in Moscow, I would encounter dozens of Russians who welcomed me into their homes and hearts. It helped, of course, that I tried my damnedest to speak Russian. But it never hurt to be American. Often it was an advantage.

My initial interest in Russia led me to explore other countries that had belonged to the Soviet empire: Ukraine, Poland, the Baltic states, the Central Asian republics. Although anti-Russian rhetoric has cheapened the political discourse in those places, the Russian language is still widely understood, if not actively used. Given their difficult history with Russia, eastern European countries viewed membership in the North Atlantic Treaty Organization as a prudent defensive measure. Putin’s surprise attack on Ukraine proved them right.

To me, the folly of Russophobia became most obvious in Ukraine. Most of my Ukrainian friends speak Russian as their first language, and many have parents or grandparents from Russia. They aren’t afraid of Russia but of its revanchist, autocratic government.

The crux of the problem between Russia and its former satellites is that nationalism was the driving force behind the independence movements that split apart the Soviet Union. Estonians, Lithuanians and Georgians knew who they were and what they wanted: their own countries.

But from Russians’ perspective, it looked like their neighbors were abandoning them. Russians never had to liberate themselves from the Soviet Union: They just woke up one day in its ideological ruins. Not surprisingly, Russian nationalism today ties together a jumble of monarchist, Orthodox Christian and communist strands.

The appeal of Russophobia isn’t just based on resentment about the breakup of an empire. It’s also rooted in the frustration that the Western model of governance proved a more attractive way of running a country.

Putin, now in his 17th year of ruling Russia, is preoccupied with regime survival. That’s one reason the Kremlin is working so hard to discredit liberal democracy as a system of government. Telling Russians to fear the West because the West hates Russia is a way of distracting the population from the deficiencies of one-man rule.

Ever since my first visit to Russia in 1991, Russians have asked me why I decided to learn their language and travel to their country. People were incredulous that an American without any Russian roots could be so interested in their country.

My answer was simple: the mellifluous Russian language, the richness of Russian literature, the vastness of the country’s geography and the diversity of its peoples. It was all about what Russians themselves call the “Russian soul” — a generosity of spirit and a knack for improvisation amid adversity.

In their bluster about a brave new Russky Mir (“Russian world”) to redeem the perceived humiliations of the past, Russia’s current rulers are putting their own insecurities on full display. In the process, they have squandered the country’s greatest resource, which isn’t oil and gas but Russia’s enormous soft power.

Ironically, the biggest Russophobes inhabit Russia’s highest political offices. They are the people who believe the essentialist argument that the Russian people are too immature for real democracy and can only be ruled by a strong leader.

Russophobia isn’t an international problem. It’s a domestic one.
