I accept neither guilt, nor the verdict, nor the Russian court. In the case of a guilty verdict there will be no appeal. I want the whole democratic civilized world to realize that Russia is a third-world country, with a totalitarian regime and a petty tyrant-dictator, where human rights and international law are spat upon.

It is an absurd situation when those who abduct people subject them to torture then act as if they have a right to judge them! How can one talk about a fair trial? In Russia, there are no trials or investigations -- only a farce played out by Kremlin puppets. And I find it superfluous to waste time in my life participating in it!

And so there will be no appeal, but this is what will happen: After the verdict I will continue my hunger strike for 10 more days, until the verdict comes into force -- and this is regardless of the translation [of the verdict] into Ukrainian, because they can drag that out for a long time, too. In 10 days I will begin a dry hunger strike [refusing both food and water], and then Russia will have no more than 10 days to return me to Ukraine, where they abducted me! And I don’t care how they justify it! I have heard that [Ukrainian President] Petro Oleksiyovych Poroshenko is quite adept at diplomacy. I hope his diplomatic skills will suffice to reach agreement in Russia with a certain idiot -- after all, he promised my mother that I would be home in time for the May holidays of 2015.

And while they are bargaining over me, my life will be draining away and Russia will return me to Ukraine in any case -- it will return me, dead or alive!

Throughout these 10 days, day and night, my sister will be standing at the jail gates, and she will wait and see whether they release me or not. And if you put her in jail, my mother will come and take her place. She is 77, will you put her in jail, too? In that case my friend will take her place, and after her -- Ukrainian after Ukrainian! And remember -- you can’t shove everybody in here. And while my compatriots are standing there, simple, honest, and decent Russians living in nearby homes will bring them hot tea, sandwiches, and warm blankets, because each one of them understands that tomorrow their child could be in my place, in this prison of all peoples called Russia!

That is how Maidans (revolutions) start! Do you need that?! You fear it like the plague! So it is better for the Kremlin to return me to Ukraine as soon as possible, and alive!

And those in the world with democratic values ought to learn their history lessons before it's too late and remember that there was a time when Europe was tolerant toward Hitler, and America wasn’t decisive enough, and this led to World War II. Putin is a tyrant with imperial manners and a Napoleon and Hitler complex put together. The [Russian] bear doesn’t understand human language, he understands only the language of force. Therefore, unless we become more decisive and determine the right priorities on time, we will soon have World War III.

And I, as a politician now, won’t shake Russia's hand in the political arena. It is not right to extend a hand to someone who kept you in handcuffs and your people in chains. But every time I make a political decision, I will always think how it would affect ordinary people, both in Ukraine and Russia. Because in Russia, in spite of everything, there are many honest, kind, and decent people.

Attempts to unite Europe without Russia ended in tragedies – Lavrov

Western attempts to exclude Russia from shaping European and global affairs have led to countless historical tragedies over the centuries, according to Moscow's foreign minister, who added lasting stability can only be reached through cooperation.

In an article for the Russia in Global Affairs magazine, Foreign Minister Sergey Lavrov outlines the historical importance of Russian foreign policy over the course of the last 1,000 years, arguing that Russian policy has always been based on preserving the fragile balance of peace and stability in international relations. Any attempts to isolate Moscow as a major world power have led to historical defeats and countless deaths, he says.

“During at least the past two centuries any attempts to unite Europe without Russia and against it have inevitably led to grim tragedies, the consequences of which were always overcome with the decisive participation of our country,” Lavrov wrote.

Being the largest country on earth with a unique “cultural matrix,” Russia has always followed its own national interests, Lavrov says. Yet at the same time it has served as a bridge between the East and the West, while Russians have always welcomed and respected numerous religions and cultures.

While welcoming Western ideas and applying them to modernize Russia, Moscow has never allowed itself to be consumed by Western culture. At the same time Moscow has always advocated working with the West to achieve common objectives.

Lavrov stressed the constructive role Moscow has played in European affairs, especially during the Napoleonic Wars, as well as in First and Second World Wars. The influence of the Soviet Union in shaping modern Western values should also not be underestimated, the minister argues, highlighting the USSR’s role in decolonization and shaping the European socio-economic system.

“The Soviet Union, for all its evils, never aimed to destroy entire nations,” Lavrov said. “Winston Churchill, who all his life was a principled opponent of the Soviet Union and played a major role in going from the World War II alliance to a new confrontation with the Soviet Union, said that graciousness, i.e. life in accordance with conscience, is the Russian way of doing things,” he added.

The post-Soviet world, Lavrov argues, offered the unique opportunity for European states to unite with Moscow and work towards a wider and more solid security mechanism in Europe – a mechanism that would enable long-lasting peace on the wider continent.

“Logically, we should have created a new foundation for European security by strengthening the military and political components of the Organization for Security and Cooperation in Europe (OSCE),” the minister wrote.

Instead of uniting, some European countries chose to ally themselves with NATO and Washington, and once again embarked on the centuries-old matrix of trying to isolate Russia and expand the military alliance’s borders further east, while pursuing a global agenda of regime change and ‘color’ revolutions.

“It is notable that George Kennan, the architect of the US policy of containment of the Soviet Union, said that the ratification of NATO expansion was ‘a tragic mistake,’” Lavrov said.

Rather than serving as architects of peace, NATO and its member states, Lavrov said, continued to engage in destructive policies that threaten international stability and have already led to the collapse of states, starting from the bombings of Yugoslavia, to the invasions of Iraq and Libya.

Arguing that the liberal system of globalization has failed, the minister stressed that the world is standing at a crossroads, where a new system of international relations is taking shape. At such an important historical junction, Lavrov says it is wrong to accuse Russia of “revisionism” just because Moscow refuses to bow or close its eyes to NATO’s policies.

“A reliable solution to the problems of the modern world can only be achieved through serious and honest cooperation between the leading states and their associations in order to address common challenges,” Lavrov wrote.

The most pressing issue in the modern world is the threat of terrorism, which can only be defeated by a united front, he added.

The foreign minister stressed that Russia is not seeking any “confrontation” with the US or the EU. On the contrary, Moscow is and has always been open to “the widest possible cooperation with its Western partners.”

Russia continues to support the notion that the best way to ensure the interests of Europeans would be “to form a common economic and humanitarian space from the Atlantic to the Pacific, so that the newly formed Eurasian Economic Union could be an integrating link between Europe and Asia Pacific.”

Operational data from Information Resistance:

Russian-terrorist troops in Donbas continue actively shelling the ATO forces’ positions and civilian targets, using small arms, grenade launchers of various types, as well as 82 mm and 120 mm mortars, 122 mm artillery, and armored vehicles, including tanks. Shelling is carried out on several sections of the demarcation line. At the same time, militants are observing and reconnoitering the combat positions of Ukrainian troops along almost the entire length of the contact line.

Militants have been the most active in the broad stretch between Pisky and the northern outskirts of Horlivka (especially near Avdiivka). Namely, in the vicinity of Avdiivka, terrorists deployed heavy armor – a pair of tanks left the forrested area near the 272.2 m high ground and opened fire in the direction of Ukrainian troop positions west of the Yasynuvata junction (up to 10 HE projectiles). Later, two “Gvozdika” 2S1 122 mm self-propelled guns fired on the ATO forces’ positions west of the “Gospodar” Market (eastern part of old Avdiivka). At the same time, heavy 120 mm mortar shellings by militants were recorded.

On the stretch between Pisky and Butovka [Mine], including Opytne, terrorists are carrying out heavy fire from mortars and stand-mounted grenade launchers, providing cover for their small (up to one platoon) infantry groups operating near Avdiivka and the DAP.

Southeast of this area, a terrorist group on board of armored vehicles (two BMP-2’s and one BTR-80) fired on the ATO forces’ observation points and strongholds southeast and east of Novhorodske. After firing, the armored group retreated in the direction of the Lenina Mine and Zalizna Balka. Near Rozsadky, militants fired from the on-board weapons of BMP-2 (at least one armored vehicle was identified here).

Regrouping of Russian-terrorist troop units continues east of Horlivka. A unit on board of BMP-1’s and BMP-2’s (up to 10 armored vehicles) was spotted on the march near Bairak, headed towards the northern direction of operations. This unit has been transferred to resupply the left flank units of the militant “7th separate motorized rifle brigade” that holds defensive positions in this area.

A “joint DNR-LNR brigade” is being created in the vicinity of Yenakijeve, headed by Russian officers serving in “LNR” armed gangs. The total planned headcount of the brigade is some 2,500 personnel. Militant selection is being coordinated by the terrorist with the call-sign “Sanych.”

The “DNR Ministry of Defense” is taking urgent measures to reinforce the gangs comprising the “1st DNR Army Corps.” At this time, its units are, on average, 30-35% understaffed (some, up to 60%). The “DNR MoD” has decided to address the “supervisors” in Moscow with a request for urgent additional financial aid for the DNR, in order to increase militants’ pay, in the hope of creating additional motivation for local residents to join the “military service” as “contract soldiers.”

A unit of the Russian Armed Forces, up to one company in strength, arrived in Debaltseve for subsequent return to Russia. The moral and psychological state of this unit’s personnel is strongly negative. Up to 10 coffins with destroyed Russian military servicemen from this unit will be returning to the Russian Federation with the personnel.

Twenty T-72 tanks, seven “Grad” BM-21 MLRS, and several 122 mm howitzers have been unloaded at Matveev Kurgan railway station in the Rostov Oblast of Russia (close to the state border of Ukraine).

The “LNR” military leadership issued an order on “preventing damage and disabling of military equipment and armaments during combat training exercises.” The order mentions large-scale cases of damage to military equipment done by militants during “training.” Due to lack of [military] equipment in many “LNR” units, “requisitioned” civilian transport is used to transport personnel, practically as a norm. The order instructs unit commanders to sharply increase disciplinary penalties for negligent handling of equipment and armaments.

Russia and the separatists continue to initiate attacks along the contact line in eastern Ukraine, keeping the situation dangerous and highly volatile. Continued provocations by combined Russian-separatist forces place Ukrainian soldiers, civilians, and members of the OSCE Special Monitoring Mission (SMM) at great risk. The explosion of an 82mm mortar shell 60 meters away from an SMM position earlier this week underscores the danger to SMM monitors. We repeat our appeal to combined Russian separatist forces to stop the shelling and respect the ceasefire, which would allow for the withdrawal of heavy weapons from the contact line to designated storage sites. Furthermore, all shelling of Ukrainian crossing points must come to an immediate halt; these attacks prevent civilians living in separatist-controlled territory from accessing much-needed food and medicine in Ukrainian government-provided humanitarian centers.

As OSCE Chairman in Office Steinmeier said, “We must really advance, first in consolidating the ceasefire and secondly in restarting the political process.” The United States applauds the Ukrainian government for signaling in Paris, Minsk, and Vienna, its willingness to de-militarize hotspots in the conflict zone. It is vital that Russia constructively engage with the Ukrainians and the SMM to follow-through immediately on the Normandy Format’s request for the SMM to facilitate de-escalation.

We regret that the SMM continues to be subjected to serious, daily restrictions on its ability to move about the country, with the vast majority of these restrictions initiated by the Russia-backed separatists. The United States stresses again that the SMM must be granted full, unhindered access throughout Ukraine, including to the international border. While the SMM does gain access to the border on occasion, this is sporadic and there are parts of the border with Russia from which the SMM is clearly being kept away.

We thank the Chair for his report on the Normandy foreign ministers meeting in Paris. We regret that Russia chose to obstruct progress in Paris on an agreement for local elections in the special status area.

Colleagues, Russia’s insistence on direct dialogue between Kyiv and the separatists is predicated on two misleading myths. The first myth is that the crisis in Ukraine is a strictly internal matter – which ignores a mountain of evidence that Russia has armed, trained, and fought alongside separatists in eastern Ukraine. President Putin himself has admitted Russian military involvement in Ukraine. The second myth is that the separatists are politically, militarily, and economically independent of the Russian Federation. Yet Russia delivers fuel, food, soldiers, and weapons to prop up the separatists. Russia is behind the problem; it must also get behind a path to resolution.

The United States firmly believes the implementation of the Minsk agreements is the only way to peacefully resolve the conflict in eastern Ukraine. Under the auspices of the Trilateral Contact Group, Ukraine has engaged in discussions with Russia and the separatists. However, Russia and the separatists have offered nothing but demands for further concessions. If Russia is serious about resolving the conflict, it will negotiate in good faith in the Trilateral Contact Group and in the Normandy Format, and it will push the separatists to engage constructively in the working groups as well.

Colleagues, the United States is also deeply concerned over the human rights situation in separatist-held areas of Ukraine. The UN Office of the High Commissioner for Human Rights, in its March 3 report on Ukraine, expressed concern about the dire threats facing civil society actors in separatist-controlled territory. Since January, Russia-backed separatists have detained the founder of a humanitarian NGO, three Jehovah’s Witnesses, a religious scholar, and a blogger -- who is being held incommunicado. We also note with concern the takeover of media outlets and the censorship of Ukrainian TV and news websites in separatist-controlled areas. All people must be able to receive and impart information and ideas without interference, and exercise their rights to freedom to expression and association. Such conditions do not yet exist in separatist-controlled areas of Ukraine.

Nor do they exist in Russia-occupied Crimea, where Russia has suppressed independent media, arrested and intimidated journalists, and now threatens to ban the Mejlis, which brings together over 250 locally-elected councils to serve as the representative body of the Crimean Tatar people. We call upon the Russian Federation to recognize its obligations to Ukraine and its commitments to its fellow OSCE participating States by ending without further delay its aggression against Ukraine – including its occupation of Crimea.

Don’t blame Ukraine for failure of Minsk


It is the nature of peace conferences that one of the sides always enters the talks with a gun pointed at them.

A meme that did the rounds on social media just after the Feb. 12, 2015 Minsk peace conference between the leaders of Ukraine, Russia, France and Germany illustrated Kyiv and the West’s position in Minsk perfectly: it shows French President Francois Hollande, German Chancellor Angela Merkel and Ukrainian President Petro Poroshenko walking in a group, with Belarussian President Alexander Lukashenko and Russian President Vladimir Putin behind them.

The figures of the leaders are obscured below the shoulders by a balcony parapet, onto which the meme creator has drawn the forms of Hollande, Merkel and Poroshenko with their arms tied behind their backs, and Lukashenko and Putin carrying pistols trained on the French, German and Ukrainian leaders’ backs.

Ukraine went into the second Minsk peace conference having suffered a surge in attacks following the first Minsk “cease-fire,” which was supposed to start in September 2014.

Attacks on Ukraine by Russia’s proxy forces in the Donbas gradually escalated into the winter of 2014-2015, culminating in the loss of Donetsk airport on Jan. 21, 2015 in some of the most ferocious fighting seen since the start of Russia’s not-so-covert war on Ukraine.
Slow to react as ever, the West, led by Germany and France, only came up with a plan for a peace on Feb. 7, 2015.

By that time, Russia’s army and proxy forces were building up for an attack on Debaltsevo, a vital rail hub in a finger of government-held land that jutted into territories controlled by the Russian-backed armed groups in Luhansk and Donetsk oblasts.

Minsk II was also supposed to start with a cease-fire on Feb. 15.

It didn’t: within three days Debaltseve had fallen to Russia’s proxy forces, with the main assault carried out by Russian regular troops from the 8th Guards Motor-Rifle brigade, the 18th Guards Motor-Rifle brigade, the 25th Spetsnaz Regiment and the 5th Guards Tank Brigade. Internet sleuths identified these units from their social media posts, though the Kremlin, of course, denies deploying its army units in Ukraine.

But these troops were indeed the “gun” Russian President Vladimir Putin had trained at Ukraine even as he took his seat at the negotiating table in Minsk. As the commander in chief of the Russian armed forces, it is inconceivable that Putin had no knowledge of his troops’ deployment around Debaltsevo.

As Brian Whitmore of Radio Free Europe/Radio Liberty succinctly pointed out in his Daily Vertical podcast of March 3, 2016, Minsk II “wasn't a cease-fire. It was blackmail. It was extortion.”

Putin and the Kremlin used Minsk not as a means to achieve peace, but as a way to further conduct their war on Ukraine. In the agreement, they wove together conditions that Russia could, but would not meet (a full cease-fire), and conditions that Ukraine would, but could not meet (constitutional changes and elections in the Donbas). And the West fell for it.

They’re still falling for it, and, absurdly, they’re blaming Ukraine more than Russia for the failure of Minsk II.

Since Minsk II it has been quite clear that the Kremlin is perfectly capable of calling a halt to the war in eastern Ukraine whenever it wants: witness the sudden lull in fighting in September 2015, when the Kremlin entered the Syria conflict.

As international and Ukrainian domestic events develop, so the fighting in eastern Ukraine ebbs and flows, according to the wishes and goals of the Kremlin at the time.

The Minsk II agreement has thirteen points. None have been fulfilled, but that does not mean Ukraine and Russia are equally to blame for its failure. Before work can begin to bring about a political resolution of the crisis, the first-three “military” points have to be fulfilled.

However: Point one – a full ceasefire in Donetsk and Luhansk oblasts - has never been honored for more than a few days by Russia, even though the Kremlin could order a halt to the fighting (and it has proved it can) at any time.

Point two – the pullout of heavy weapons – has never been honored by Russia or its proxy forces. Since the beginning of this year hardly a week has gone by without Ukraine reporting the use of “Minsk-banned” heavy weapons on its forces, and the Organization for Security and Cooperation in Europe, the organization charged with overseeing the cease-fire and weapons pullback, has confirmed some of these reports.

Point three – the monitoring of the cease-fire and weapons pullout by the OSCE – has never been allowed by Russia’s proxy forces. The OSCE faces severe restrictions in its movements in the occupied zone, its monitors on the ground have received death threats, and its monitoring drones have been jammed or shot out of the sky.

While some have blamed Ukraine for violating Minsk II by returning some heavy weaponry to the conflict zone, what was Kyiv to do when faced with continued attacks with heavy weapons by Russia’s proxies on its lightly armed frontline troops?

As noted above, it is not Kyiv that can bring an end to the fighting in the Donbas, but the Kremlin. Is Ukraine supposed to sit back and let Russia’s proxy forces take more territory without a response? Remember, Kyiv has lost control of more than 550 square kilometers of Ukrainian territory since the first Minsk agreement.

But for the West’s spineless leaders, it’s always been much easier to blame the victim, Ukraine, than the aggressor, Russia.

In fact, just as the Kremlin started the war in Ukraine, so it can begin the process of ending it. That means fulfilling point one of Minsk II. It is ludicrous to blame Kyiv (as Russia is doing) for failing to carry out points 11 and 12 of the agreement, on constitutional reform and elections in the Donbas, when Russia is entirely to blame for bringing progress on Minsk II to a dead stop at point one.

The implementation of Minsk II will not truly start until Russia and its proxies stop shooting. Until then, blaming Ukraine for the failure of Minsk isn’t just unfair on Kyiv – it’s playing along with the Kremlin’s games.

Vladimir Putin has learned that being a global troublemaker pays dividends.

He’s discovered that being a big part of the problem assures that you are treated as a big part of the solution.

He understands that the politics of blackmail and geopolitical extortion can work wonders.

Before Putin intervened in Syria’s civil war nearly six months ago, Russia was internationally isolated, bogged down in a quagmire in Ukraine, and reeling from Western sanctions.

It was a regional rabble-rouser that was — justifiably — being treated like an international pariah.

And now, amid an apparent pullout after 167 days of air strikes?

Well, now it has a seat at the big table, alongside the United States, as co-sponsor of the Syrian cease-fire.

Syria wasn’t an end — it was a means to an end.

And Moscow is seeking to leverage its success there into more global clout, the lifting of sanctions, a free hand in the former Soviet space, and a revision of the post-Cold War international order.

For Putin, Damascus is just a stop on the road to Yalta.

In addition to killing 1,700 civilians, bombing hospitals, exacerbating Europe’s refugee crisis, and keeping Bashar al-Assad’s brutal regime afloat, the Kremlin clearly thinks it has established a template in Syria to get what it has always craved: status as a global power presiding over a bipolar world.

Writing in Slon.ru, Moscow-based foreign-affairs analyst Vladimir Frolov noted that the intervention “resurrected Russian-American cooperation from the dead” and created the illusion that only the two “superpowers” can solve major international crises.

“The strategic goal of the Syrian gambit, to revive the bipolar format of Russian-American cooperation and rivalry for influence in the Middle East and the world that existed during the Cold War, has almost been reached,”Frolov wrote.

“It is obvious that the Kremlin would like to make Syria a template not only for bilateral relations with the United States, but also to develop new rules of the game in a broader sense, and in other regions, for example with respect of Ukraine.”

In fact, Ukraine will no doubt be the first place where the Kremlin will try to test what it believes to be its new-found leverage.

In a televised interview on March 13, one day before Putin announced the Syria withdrawal, Foreign Minister Sergei Lavrov appealed to Washington to team up with Moscow to resolve the conflict in the Donbas — presumably on Moscow’s terms.

“We know that Kyiv is heavily influenced by the United States, which actually controls everyday life in Ukraine,” Lavrov said.

“I hope that the Americans are aware of the need to search for compromise solutions to ensure the full implementation of the Minsk agreements.”

Leaving aside the fact that Lavrov’s comment is delusional in that it pretends that Russia is a mediator in Ukraine and not the aggressor, it appears to telegraph where the Kremlin is going next.

Russia will try to leverage the momentum from its Syrian gambit to get a final settlement in Ukraine that preserves Moscow’s influence in the Donbas and gives it a virtual veto over Kyiv’s political direction.

It will try to force the West to forget about Crimea and get on with business as usual.

That, of course, is how things work in the Kremlin’s preferred world order. Might makes right; rules don’t matter; great powers rule their spheres of influence and decide the fates of smaller nations.

Fyodor Lukyanov, editor in chief of the journal Russia In Global Affairs and chairman of the Council on Foreign and Defense Policy, all but declared the post-Cold War order dead in a gloating March 8 commentary in the official government newspaper, Rossiiskaya Gazeta.

“Twenty-five years of trying to build a new world order have vanished into thin air,” Lukyanov wrote.

“Once again, just like in the previous era, the real bosses remain Moscow and Washington, with no one else having the power or capacity to make important decisions and to start to implement them.”

This is, no doubt, premature. But the Kremlin is moving closer to making it a reality.

Berlin, Paris Side With Moscow Against Kyiv In Normandy Group’s Meeting

As anticipated (see EDM, February 26), the “Normandy” meeting on March 3–4, in Paris, cornered Ukraine to extract its acceptance of “elections” in the Russian-occupied territory. German Minister of Foreign Affairs Frank-Walter Steinmeier did almost all the hectoring; his French counterpart, Jean-Marie Ayrault, provided the echo, while Russia’s foreign minister, Sergei Lavrov, seemed content to watch almost aloof, with minimal comments.

According to Lavrov’s account, “Steinmeier and Ayrault proposed that ‘the sides’ [Kyiv and Donetsk-Luhansk] agree with each other on holding local elections by June or July. We were ready to support this proposal, but the Ukrainian side asked them not to insist, so there was no progress on the main issue, namely preparing those elections” (Interfax, March 4). Lavrov showed flexibility in his own way, giving Ukraine until July to yield. Steinmeier and Ayrault set their deadline for “June at the latest.”

Lavrov’s summary reflects the success of Moscow’s tactics thus far: exonerating Russia of the aggressor’s responsibility, forcing Kyiv to deal with Donetsk-Luhansk, and using Western hands to pressure Kyiv into conferring democratic legitimacy on Russia’s proxies in Ukraine’s east.

Steinmeier acknowledged in his concluding briefing that “elections are impossible without security” in Donetsk-Luhansk. But he admonished Ukraine that it is “unacceptable to postpone the elections ad calendas graecas,” because such “elections” are themselves a prerequisite to the political solution, i.e. changing Ukraine’s constitution by negotiation with Donetsk-Lukansk (themselves fronting for Moscow).

To hold those “elections” by June this year, Steinmeier asked “the parties” (Kyiv and Donetsk-Luhansk) to agree on providing the necessary security “in the next few weeks.” The Organization for Security and Cooperation in Europe (OSCE, under German chairmanship this year) shall draft, by March 31, a concept of providing security for those “elections,” albeit with the acceptance of the “parties to the conflict.” Apparently, deploying an OSCE civilian contingent for these elections’ duration is envisaged. The unspoken implication is that Russia would enjoy double veto powers on any “election security concept” or such a contingent: Moscow’s own veto in the OSCE, and Donetsk-Luhansk’s veto in the Minsk negotiations among the “parties to the conflict.”

As part of the same process, Steinmeier and Ayrault called for a full ceasefire and withdrawal of heavy weaponry (understood to be Russia’s) from the area, to be verified by the OSCE’s Special Monitoring Mission (SMM) with full and unimpeded access. Irrespective of this—and because this call will probably remain as unheeded as the many previous calls—Kyiv is being asked to negotiate with Donetsk-Luhansk about the modalities of “elections” and a special law applying to those “elections.” That would evidently operate outside Ukraine’s existing legal and electoral system, notwithstanding Berlin’s and Paris’s claim that Donetsk-Luhansk election procedures would conform to Ukraine’s laws (see EDM, February 19, 23, 25).

Summing up on Moscow’s, Berlin’s and Paris’s collective behalf, Ayrault reported with an undertone of satisfaction: “We have avoided retracing the history [of this conflict], we are proceeding from the Minsk agreements”—implying: there was no aggression, there is no aggressor (Auswaertiges-amt.de, Diplomatie.gouv.fr, March 4).

Ukrainian Minister of Foreign Affairs Pavlo Klimkin argued that any pre-election security arrangement would be illusory without blocking the cross-border flow of weaponry and personnel from Russia into Ukraine’s occupied territory. Klimkin called for a deployment of OSCE civilian observers on what is legally the Ukrainian side of that border, now controlled by Donetsk-Luhansk forces. Ukraine had aired this proposal in previous “Normandy” meetings. This time it added technical specifics about observation posts and monitoring equipment to be operated by OSCE observers along that 400-kilometer border section. Lavrov declined to consider such proposals in the Normandy format, but would consider referring the matter to Minsk Contact Group’s working group on security issues (Ukrinform, March 4). The reason behind such a referral is that Donetsk and Luhansk are represented in the Minsk Group and can block such proposals there, while Russia would disclaim the direct responsibility for such blocking actions.

The Donetsk and Luhansk “people’s republics” first held “elections” on November 2, 2014. No Western government or organization agreed to send observers, let alone validate those elections. Russia did validate them by announcing that it “respected” the outcome, mentoring and arming those “elected” leaders, and chaperoning them in the Minsk Group. Now, Russia is using the “Normandy” process and the OSCE for a repeat performance. In Paris, Klimkin said Ukraine would not accept “another November 2, 2014–like farce.”

Ukraine’s representative in the Minsk working group on political issues, Roman Bessmertnyy, remarked after the “Normandy” meeting in Paris: “Berlin and Paris must decide what role they want to play in this process. We would like to see them in the role of arbiters, not of lobbyists for Russian interests”

To get a glimpse into Vladimir Putin’s mind, it’s worth reading the recent writings of his foreign minister, Sergei Lavrov. In a long article published this month by the Moscow-based magazine Russia in Global Affairs– translated here into English – Lavrov spells it out with clarity. What Russia wants is nothing short of fundamental change: a formal, treaty-based say on Europe’s political and security architecture. Until Russia gets that, goes the message, there will be no stability on the continent. The key sentence in the article is this: “During the last two centuries, any attempt to unite Europe without Russia and against it has inevitably led to grim tragedies.”
Lavrov is not a free thinker able to operate independently of his boss, Putin. He is a technocrat – post-Soviet Russia’s longest serving foreign minister (he has held the job since 2004). He plays the diplomatic instrument to a tune set solely by the president. It’s true western officials say Lavrov was privately incensed in 2014 by Putin’s sudden decision to annex Crimea – a move that flew in the face of Russia’s traditional claims of wanting to uphold “international law” – but he stuck to the official script. It is no coincidence that Lavrov’s article ran just as Russia was playing for high stakes in Syria, and the Europeans were scrambling for a policy on migrants.

Leader of the "DPR" Alexander Zakharchenko appointed a new "mayor" in occupied Yasinovataya. This is evidenced by the "decree" as of March 10th published on the website of the pseudorepublic.

"Appoint Shekhovtsov Dmitry as acting head of the city administration in Yasinovataya," - said i it.

At the same time, Zakharchenko "fired" Yuriy Yanenko from this "post" by "decree" as of March 9th, who according to previously released "documents" hasn’t been the "mayor" of Yasinovataya for a long time in connection with the appointment of ex- "people's governor" Pavel Gubarev on this post.

Thus, in the end of January the website of so-called "DPR" published "decree" that Zakharchenko "appointed" Gubarev as acting "head of the city administration" in occupied Yasinovataya. Gubarev was supposed to be "acting head of the city administration Yasinovataya" as of January 28th. However, there was a demonstration in Yasinovataya against Gubarev and "decree" disappeared from the fake web site of the "republic".

Later Zakharchenko, according to separatist media, met with Yasinovataya residents protesting against Gubarev’s appointment as the "head of the city administration" and asked not to oppose the decision. Yuriy Yanenko, who until then had been the "mayor" of occupied Yasinovataya until thenm was said allegedly "to be promoted to the deputy minister of industrial policy." Zakharchenko also promised "rebels" to increase the "budget" of the city and "solve the most burning issues: repair roads affected by the fighting, give additional financing and commission a number of important objects of the city, the complete construction of which has been delayed by the war."

News that Russian President Vladimir Putin had ordered a Russian air wing home from Syria indicates weakness to some observers. Low oil prices forced Putin to abandon the foreign venture.

Geopolitical expert George Friedman disagrees.

Speaking in a Mauldin Economics video, Friedman says the Russian deployment was part of an elaborate US-Russia negotiation. The real issue is further north.

Syria-Ukraine connection

According to Friedman, the US is in a quandary. It needs a stable Syrian government to contain ISIS, but can’t overtly support the brutal Bashar Assad regime.

Meanwhile, Russia desperately wants Ukraine neutralized and outside NATO or other Western security guarantees. Moscow also wants relief from economic sanctions, though Friedman says the sanctions are minor compared to the oil problem.

This set up a bargain.

Russian air strikes damaged ISIS enough to put Assad back in at least a temporarily stable position. The US got what it wanted without leaving any American fingerprints.

The next step will be quiet US-Russia discussions of a new balance in Ukraine.

Publicity coup for Putin

A small but successful deployment outside Russia’s normal sphere was a public-relations coup for Putin, but carries little military significance. With their goal achieved, the Russians could declare victory and go home.

The operation didn’t solve long-term regional challenges. ISIS still controls much of Syria, but Damascus is safe for now. Both the US and Russia need a Ukraine resolution, and it is now significantly closer.

Understanding Provocation

One of the most powerful tools the Kremlin has in its secret arsenal of Special War is provocation, what they call provokatsiya. While Moscow cannot claim to have invented this technique, which has existed as long as there have been secret services, there’s no doubt that Russians have perfected the art and taken it to a whole new level of sophistication and deviousness. At times, it can become a strategy all on its own (not always, mind you, with edifying results).

Provokatsiya simply means taking control of your enemies in secret and encouraging them to do things that discredit them and help you. You plant your own agents provocateurs and flip legitimate activists, turning them to your side. When you’re dealing with extremists to start with, getting them to do crazy, self-defeating things isn’t often difficult. In some cases, you simply create extremists and terrorists where they don’t exist. This is causing problems in order to solve them, and since the Tsarist period, Russian intelligence has been known to do just that.

While this isn’t a particularly nice technique, it works surprisingly well, particularly if you don’t care about bloody and messy consequences. Credulous Westerners are a big help. Perhaps the most infamous Kremlin case of provokatsiya was the TRUST operation of the 1920s. In the aftermath of the Russian Civil War, Bolshevik control was incomplete and Moscow faced the problem that a large number of Whites, their recent enemies, had gotten sanctuary in Europe, where they plotted the reconquest of Holy Russia.

Soon the White emigration klatched in the cafes of Paris and Berlin was invigorated by tantalizing rumors that there existed a secret anti-Bolshevik movement underground in the USSR, calling itself the Monarchist Union of Central Russia. Before long, prominent Whites gave this shadowy group their political and financial support, as did several Western intelligence services who desired the end – or at least the harassment – of Bolshevism. Intelligence from inside the Soviet Union was a scarce commodity at the time. Some emigres were even prompted to clandestinely return to Russia in the hope of aiding the resistance. Among them was the famous revolutionary Boris Savinkov, who had broken with the Bolsheviks and was one of Moscow’s top public enemies.

But word of Savinkov dried up once he reached Russia, as it did for all the emigres and spies who tried to enter the Soviet Union to establish contact with the underground resistance. They were dead. The TRUST operation was all a mirage; there in fact was no Monarchist Union of Central Russia, it was a front for Soviet intelligence. By 1926, Western intelligence began to suspect the truth, but by that point the Soviet secret police had been running their false-flag operation for five years, during which time it had eliminated or neutralized several of its top enemies while causing them, and several Western spy services, to waste time, money, and energy on a mirage that was actually Soviet-run.

Russians have employed this crafty model countless times since, as have the many intelligence services that have received training in the dark arts from Moscow. Cuban intelligence is notorious for this – it can be reliably assumed that many of the most hard-line anti-Castro exiles are actually on their payroll – while in the 1990s the Algerian military intelligence service, the feared DRS, executed an enormous version of the TRUST operation against its Islamist foes, defeating them in detail, but at the cost of thousands of innocent lives.

This model must be kept in mind during current discussions of Ukraine, where the Kremlin assures us that the government in Kyiv are “fascists” planning a “Nazi” takeover. While there are right-wingers in Ukraine who have troubling views, their numbers are inflated for effect by Moscow, something which too many Westerners accept uncritically. Moreover, some of the most hardline Ukrainian nationalists are secretly under Moscow’s control, and there’s nothing new about this.

The Soviet secret police infiltrated far-right Ukrainian emigre groups in the 1920s and 1930s, provoking them into self-defeating acts and killing off their leaders. Similar provocation was employed after the Second World War by Stalin’s secret police to crush resistance in Western Ukraine, which lasted into the early 1950s, while throughout the Cold War, Ukrainian rightists abroad were targets for surveillance, harassment, and sometimes assassination by the KGB.

Since the Soviet collapse, similar Russian provocations in Ukraine are broadly understood by security circles in Kyiv, which is part of why the SBU, Ukraine’s Security Service, is now attempting to reign in far-right groups like the Right Sector (Pravyy Sektor): not only are they potentially dangerous to democracy, they may be on Moscow’s payroll too. This has come to a head due to the death this week of the notorious far-right activist Oleksandr Muzychko, AKA Sashko Billy, a vocal hater of Russians and Jews, who fell in a murky shootout with police in the Western Ukrainian city of Rivne. Muzychko was so extreme that he actually fought in Chechnya in the 1990s with the local resistance – Moscow accused him of war crimes there – and his funeral turned into a far-right rally against the government in Kyiv. Predictably, all this got huge coverage in Russian media, which is eager to demonstrate the “fascist” nature of all Ukrainians who do not wish to be ruled by the Kremlin.

Unfortunately, we can expect more provocations as this crisis continues. A directly relevant example of what may happen is a series of events in Croatia in 1991, another country where the position of Jews is politically sensitive due to the Second World War and the Holocaust. As Yugoslavia was collapsing, Slobodan Milosevic and his Serbian allies constantly parroted the line that the government in newly independent Croatia was really “fascist” and they planned to resurrect Nazi-era war crimes against minorities, including Jews, and intervention was required from outside the country to prevent “genocide” (if this all sounds to you remarkably like Kremlin propaganda now against Ukraine, it should). As in Ukraine today, there were neo-fascists in Croatia in 1991, but they were politically marginal and considered a threat by the government.

Just like the Soviet Union, Communist Yugoslavia had manipulated, harassed, and killed off Croatian nationalists for decades. In a Balkan version of the TRUST, in the late 1940s, Tito’s secret police lured would-be guerrilla fighters into the country – you knew this was coming – to support a shadowy resistance army: of course it didn’t exist, and it served to get the infiltrators killed. For decades, Yugoslav secret police kept close tabs on Croatian emigres involved in anti-regime activities, employing provocation to discredit them very effectively. Several dozen Croatian exiles in the West were also murdered by Yugoslav assassins. Croatians understood that many of their most radical nationalists were actually under Yugoslav control.

Fears that newly independent Croatia was under threat by “fascists” – just as Belgrade was telling everyone loudly – reached a fever pitch in the summer of 1991 with a series of attacks on Jewish targets in Zagreb. That August, bombs went off at a Jewish community center and the main Jewish cemetery; although there were no casualties, the explosions caused a panic in Croatia’s tiny Jewish community, particularly because there were other bombings at the same time on rail lines in several locations, leading to a sense of anarchy. Soon unverified reports emerged placing blame for the attacks on the government, explicitly fingering President Franjo Tudjman as the figure behind the bombings.

This was all strenuously denied by Tudjman and his government, which moved quickly to reassure Jews they were in no danger. This was all a significant distraction while Croatia was fighting for its life as Yugoslav troops and Serbian irregulars took over one-third of the country that summer and fall. The bombings and accompanying propaganda earned Croatia a black eye internationally when it least needed it, and before long Jewish groups were pondering a mass evacuation from the country, just in case.

It turned out it was all one big provocation engineered by the Yugoslav military’s Counterintelligence Service (KOS), which boasted a substantial agent network in Croatia, including several prominent right-wingers. The Zagreb bombings and accompanying anti-Croatia propaganda were termed Operation LABRADOR by KOS, which considered it to be highly successful. On the heels of the attacks, Zagreb security services worked hard to roll up the KOS networks in the country, but by that point the damage had been done. The false-flag bombings were a reminder to the world that Zagreb was “really” under the control of “fascists,” a lie that the Tudjman government never fully overcame in certain quarters.

Provocation combined with propaganda can be powerfully effective in transmitting Big Lies about people, places, and even whole countries, especially in times of crisis. The Kremlin has been honing this unpleasant skill for more than a century. The next time you hear about violence in Ukraine – and, sadly, you certainly will – it’s good to remember that provokatsiya is real.

An official from the Ukrainian Security Service (SBU) claimed Russia had been asking for a land route to Crimea in exchange for releasing Ukrainian pilot Nadezhda Savchenko, according to an interview with the independent Novaya Gazeta newspaper published Monday.

Yuriy Tandyt, an adviser to the SBU chief, said Moscow was unwilling to exchange Savchenko for Russian servicemen captured in eastern Ukraine because Russian authorities “wanted more.” The request for a land route to Crimea was put forward by an official “close to the Kremlin,” Tandyt said, Novaya Gazeta reported.

“We need you to also meet us halfway,” Tandyt quoted the Russian official as saying. “We need a stable connection to Crimea, so we could carry cargo there, passengers.”

Tandyt said he told the Russian official that Ukraine had no plans to “trade a princess for half a kingdom” at a time when scores of Western politicians and activists have been calling for Savchenko's release. But he maintained that Ukraine was “ready for any compromises.”

Russia accuses Savchenko of abetting the killing of two Russian journalists in eastern Ukraine, where Moscow-backed separatists are fighting Kiev government forces. A city court in southern Russia has begun sentencing proceedings.

The head of Russia's presidential human rights council, Mikhail Fedotov, said Monday that prisoner exchange will only be possible after the sentence comes into force.

Staunton, VA, March 22, 2016 -- Vladimir Putin, having popularized the concept of “a hybrid war” in Ukraine, is now pursuing “a hybrid peace” in Syria, one in which he is given credit for ending a conflict despite continuing it in an exact analogy to the way he has avoided in the minds of some responsibility for naked aggression by calling it something else.

In an Ekho Moskvy commentary March 21, Anton Orekh notes that in this Orwellian world, “if one can conduct a hybrid war, then why can’t one conduct a hybrid peace?” by declaring that Russia has withdrawn its forces but then is “continuing to fight” as if that declaration had never happened.

As with the Kremlin’s pursuit of a “hybrid” war in Ukraine, Putin’s announcement that he is pulling Russian forces out of Syria has produced a variety of commentaries as to what that means, Orekh says. Indeed, “there are just as many versions as there are specialists. And it is possible that not one of them is correct” given the ways in which rhetoric and reality change.

“In Crimea, by a similar hybrid means, first appeared very police people all covered in green. They were either self-defense forces or constant buyers at the Russian military stores;” and then after their actions, they became “heroes of Russia.” In the Donbass, Russian forces have been fighting for two years but “formally” Moscow doesn’t acknowledge that.

"This experience has turned out to be very valuable for the war in Syria as well,” the Moscow commentator continues. Moscow bombs the opponents of Assad rather than terrorists but insists that “we are bombing terrorists: you can say whatever you like and we will spit on it” and redouble our claims about what is going on.

“The meaning of hybrid war,” Orekh says, is to say one thing while doing another, “to deny absolutely everything and to assert exactly the opposite.” Russians “willingly believe what they need to,” he suggests. As to foreigners, their attitudes “do not have any meaning. And practice has showed that such a tactic is completely effective.”

As the events of two years ago showed, “no one interfered with [Russia] turning Crimea upside down and simply taking it for itself. No one can interfere with [Russia’s] fighting in the Donbass and pour kerosene on the flames. No one and nothing can oppose us in Syria,” the commentator continues.

“And now we fully can say that we have pulled our bombers from there and then go in with our helicopters via another door, to withdraw one unit and meet it with flours and to introduce another unit without excessive noise,” Orekh says.

For all this to work, he concludes, all that is necessary is “to call black white and look into the eyes of one’s interlocutor with a smile.” In fact, although Orekh does not say so, one more thing is necessary: those who are being lied to have to be willing to accept what Putin says without challenging him. And as Orekh could say but doesn’t, there are all too many like that.

I had a interesting conversation with a number of Israeli's last night and it might cause some heartburn with SWJ commenters......

When talk got around to Brussels....they shrugged their shoulders and stated....why do people forget the 60s thru 80s when bombs and terror attacks were far higher than today....it is a war and yes people get killed but it is a simple fact of life....

Actually they are right ........and they tend to constantly remind themselves of this fact and from their POV...they are right if we take the time to think it through.

All loss of life is bad but say when 500,000 Syrians are killed by a genocidal dictator does the world get so wrapped up as with say Paris and or Brussels....not really....

When there is a capable Syrian force able to deal with IS on the ground and fighting them daily what do we do .....? Are they "moderate enough" is our response.
