38 boxes with "cargo 200" (Cargo 200 is a code word, refers to bodies contained in zinc-lined coffins) were transported from the conflict zone in Donbass to the territory of Russia in the night on April 16 according to report of the Ukrainian intelligence service. The trucks with the bodies crossed the state border in the former checkpoint "Donetsk - Donetsk."

We assume, that among those 38 bodies was nine of those Russian soldiers of a separate assault battalion, who previously were taken to the morgue of Yasynuvata town after battles in Avdyivka.

Remember two years ago when the Russian Army invaded eastern Ukraine all the UAF had initially was a bunch of "volunteer" BNs fighting a well trained Russian army with whatever weapons and radios they could find and or purchase.....example..in the Donetsk Airport they fought a 242 day battle being virtually surrounded and gained the UAF time to rebuild before ebing over run by Russian Spetsnaz. Breaking along the way the Stalingrad record.

Since then the UAF has built an impressive 250,000 man army similar to building a sailing ship in the middle of a hurricane all the while fighting a well armed and supplied Russian Army and has basically fought them to a stand still ground offensive after ground offensive inflicting this round a high number of Russian regular troop loses in killed and wounded.

So-called officials from the self-proclaimed Donetsk People's Republic, which is considered a terrorist organisation, received social benefits from Ukrainian authorities as internally displaced persons.

The scheme was uncovered by Ukraine's Security Service (SBU). 19 Russian-backed separatist self-appointed representatives registered on the government-controlled territories as the persons, who were forced to flee their homes, and then sent couriers to get their money.

At the moment, all payments have been stopped.

The SBU also discovered a scheme by which over 600,000 were claiming IDP status and receiving payments and that 10% was actually long dead.....

“On April 18, Russia started unauthorized deliveries of large-scale shipment (over 100 units) of special vehicles allegedly for the needs of the so-called "Ministry of Emergency Situations of the separatist quasi-public unit" through a closed checkpoint Dolzhansky," said the Spokesman at a briefing in Kyiv, as reported by UNIAN.

According to Slobodian, special vehicles are supposed to be fire trucks, tank trucks and rescue vehicles.

He also added that Russia plans to complete the deliveries of specialized vehicles until 28 April.

Operational data from Information Resistance:

During the past 24 hours, Russian-terrorist troops slightly reduced their frequency of shelling ATO forces’ positions in Donbas with “prohibited” weapons. Terrorists were observed using mortars (120 mm included) in the areas of Avdiivka, Mar’inka and Zaitseve.

Tension remains highest in the Mar’inka, Avdiivka (as far as Opytne, Vodyane and Novhorodske), Zaitseve, Zhovanka, and Mayorsk areas. The ATO forces’ positions in Opytne were shelled by a militant group with ZU-23-2’s (2 pieces) and heavy machine guns from the western outskirts of Spartak. In addition, increased militant activity is being noted in the coastal regions and
east of Talakivka, two Ukrainian troop strongholds were shelled from close range, while several observation posts again came under fire from AGS-17’s. Near Stanytsia Luhanska, militants fired small arms and under-barrel grenade launchers during the night.

It is noticeable that terrorists aim to operate actively and covertly at the front line and in the neutral zone, sending small infantry groups to open sudden close-range fire on the ATO forces’ positions. Militants are also actively scouting Ukrainian troop front line battle formations and in their tactical rear; as well as renewing minefields and attempting to neutralize the mine barriers set up by Ukrainian troops south of Donetsk

Under the pretext of “preparing for the parade on May 9th [Russian Victory Day],” militants are concentrating heavy weaponry in several districts of Makiivka and Donetsk – namely, tanks, armored combat vehicles, and artillery systems. In total, as of yesterday evening (04/20/2016), this included up to 20 tanks, 25 armored combat vehicles, 8-10 MLRS, and about 20 artillery pieces of various caliber (including self-propelled guns). Notably, this weaponry and military equipment, which terrorists had previously concentrated and camouflaged in these towns, will not be used in the “parades.”

By 04.25.2016, two “motorized rifle battalions” of Russian-terrorist troops are scheduled to arrive near Lyubivka, Volnovakha district. The plan is to transfer troops and armored combat vehicles separately (armor will be “leapfrogging” during the night). In this way, the “DNR” military leadership continues accumulating troops and resources near Dokuchajevsk.

Given the lack of military success achieved by the “DNR” armed gangs in the vicinity of Avdiivka, rumors are circulating among militants (initiated by the gangs’ leaders) about alleged armed clashes between units of the Ukrainian Armed Forces and the National Guard of Ukraine on that section of the front. These rumors refer to information gathered by “DNR military intelligence,” claiming that Ukrainian military servicemen are in conflict with the guardsmen (“punishers”) – allegedly during the latest incident, Ukrainian commandos “destroyed” 15 national guardsmen. The idea that “Ukrainian armed forces will soon switch their allegiance and side with the militia” is being planted among the militants.

The “DNR” leadership is trying to hold on to their “business” of cashing out social benefits paid by Ukraine to residents of occupied zones. Namely, in order to prevent mass “pension tourism,” information is being actively circulated among the local population that the Ukrainian Security Service (SBU) are “photographically identifying” all citizens traveling across the demarcation line into unoccupied territory for the purpose of subsequent arrest, seizure of funds and charges of “financing of terrorism.”

U.S. Assistant Secretary for European and Eurasian Affairs Victoria Nuland, who arrived in Kyiv on Monday, announced these key messages at a meeting with representatives of the Ukrainian parliament's factions on Tuesday, says representative of the Samopomich's faction Victoria Voytsitska, who was present at the meeting.

"The U.S. Department of State insists on Ukraine's introducing amendments to the Constitution, [legalizing] the special status of the occupied territory in Donetsk and Luhansk regions, holding local elections in the occupied areas in the near future and granting amnesty for militants. The Minsk agreements should be implemented by the end of 2016, and there is no alternative to them," the Ukrainian MP cited Nuland.

"We should be aware that no one is going to withdraw heavy weapons," Voytsitska said.

"The heavy weapons should be locked and its storage should be monitored by the OSCE Special Monitoring Mission. We are told that if we conduct the [local] elections in Donbas, this would set a precedent when Russian troops are voluntarily leaving the occupied territory for the first time in history. And no guarantees are given that the Russian forces leave," she added.

Samopomich says that if Ukraine demonstrates its good will in implementing the Minsk agreements and adopts a law on local elections in occupied territory in May, anti-Russian sanctions will be prolonged in the best case for another nine months until January 2017.

"The elections in occupied territory are expected as early as this July – these are the key messages," Samopomich said.

Voytsitska draws unpromising conclusions: the cancellation of the sanctions against Russia are pegged to the amendments to Ukraine's constitution and the elections in Russian-occupied territory rather than to the unlawful annexation of Crimea and Russian occupation in Donbas.

Samopomich insists that Ukraine should designate the territories as the occupied ones and Russia as an occupier country, irrespective of extending or rolling back international sanctions against that country.

The demands put forth by the United States on Donbas' special status and the local election is "an actual capitulation – this is what the Kremlin wanted by waging war on Ukraine," Samopomich said.

Russia convinced the US to flip the process and implement the political points first ALL the while somehow the US forgot about the 6000 or so Minsk 2 violations recorded by OSCE......


After two years of watching Kerry, Obama and Nuland there is a valid question....are they actually in full support of Putin's actions in eastern Ukraine????

The full text of the agreement is as follows


1.Immediate and full ceasefire in particular districts of Donetsk and Luhansk oblasts of Ukraine and its strict fulfilment as of 00:00 midnight EET on 15 February 2015.

2.Pull-out of all heavy weapons by both sides to equal distance with the aim of creation of a security zone on minimum 50 kilometres (31 mi) apart for artillery of 100mm calibre or more, and a security zone of 70 kilometres (43 mi) for multiple rocket launchers (MRLS) and 140 kilometres (87 mi) for MLRS Tornado-S, Uragan, Smerch, and Tochka U tactical missile systems: for Ukrainian troops, from actual line of contact;
for armed formations of particular districts of Donetsk and Luhansk oblasts of Ukraine, from the contact line in accordance with the Minsk Memorandum as of 19 September 2014
The pullout of the above-mentioned heavy weapons must start no later than the second day after the start of the ceasefire and finish within 14 days.
This process will be assisted by OSCE with the support of the Trilateral Contact Group.

3.Effective monitoring and verification of ceasefire regime and pullout of heavy weapons by OSCE will be provided from the first day of pullout, using all necessary technical means such as satellites, drones, radio-location systems etc.

4.On the first day after the pullout a dialogue is to start on modalities of conducting local elections in accordance with the Ukrainian legislation and the Law of Ukraine "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts," and also about the future of these districts based on the above-mentioned law.
Without delays, but no later than 30 days from the date of signing of this document, a resolution has to be approved by the Verkhovna Rada of Ukraine, indicating the territory which falls under the special regime in accordance with the law "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts," based in the line set up by the Minsk Memorandum as of 19 September 2014.

5.Provide pardon and amnesty by way of enacting a law that forbids persecution and punishment of persons in relation to events that took place in particular districts of Donetsk and Luhansk oblasts of Ukraine.

6.Provide release and exchange of all hostages and illegally held persons, based on the principle of "all for all". This process has to end – at the latest – on the fifth day after the pullout (of weapons).

7.Provide safe access, delivery, storage and distribution of humanitarian aid to the needy, based on an international mechanism.

8.Define the modalities of a full restoration of social and economic connections, including social transfers, such as payments of pensions and other payments (income and revenue, timely payment of communal bills, restoration of tax payments within the framework of Ukrainian legal field).
With this aim, Ukraine will restore management over the segment of its banking system in the districts affected by the conflict, and possibly, an international mechanism will be established to ease such transactions.

9.Restore control of the state border to the Ukrainian government in the whole conflict zone, which has to start on the first day after the local election and end after the full political regulation (local elections in particular districts of Donetsk and Luhansk oblasts based on the law of Ukraine and Constitutional reform) by the end of 2015, on the condition of fulfillment of .

10.Pullout of all foreign armed formations, military equipment, and also mercenaries from the territory of Ukraine under OSCE supervision. Disarmament of all illegal groups.

11.Constitutional reform in Ukraine, with a new constitution to come into effect by the end of 2015, the key element of which is decentralisation (taking into account peculiarities of particular districts of Donetsk and Luhansk oblasts, agreed with representatives of these districts), and also approval of permanent legislation on the special status of particular districts of Donetsk and Luhansk oblasts in accordance with the measures spelt out in the attached footnote,[note 1] by the end of 2015.

12.Based on the Law of Ukraine "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts", questions related to local elections will be discussed and agreed upon with representatives of particular districts of Donetsk and Luhansk oblasts in the framework of the Trilateral Contact Group. Elections will be held in accordance with relevant OSCE standards and monitored by OSCE/ODIHR.

13.Intensify the work of the Trilateral Contact Group including through the establishment of working groups on the implementation of relevant aspects of the Minsk agreements. They will reflect the composition of the Trilateral Contact Group.

Russian troops training in Crimea to seize strategic facilities in southern Ukraine – Intel

Main Directorate of Intelligence of the Ukrainian Defense Ministry reported that in the city of Dzhankoy in the territory of the Russian-occupied Crimean peninsula, the Russian troops were involved in the drills working out the takeover of strategic facilities in the south of Ukraine.

"At the Dzhankoy airbase, the adversary has been working out a conventional seizure of strategic military / civilian facilities in the southern regions of Ukraine. During the tactical and special training of groups of the Russian special purposes (up to 30 people) simulated parachute deployment from helicopters with the task to capture and retain the conditional facilities,” reads the report.

The Ukrainian officials claim that the location chosen for the drills corresponds to the physical and geographical conditions in Kherson and Mykolaiv regions

Russia’s recent operations in Ukraine, especially the integrated use of militias, gangsters, information operations, intelligence, and special forces, have created a concern in the West about a ‘new way of war’, sometimes described as ‘hybrid’. However, not only are many of the tactics used familiar from Western operations, they also have their roots in Soviet and pre-Soviet Russian practice. They are distinctive in terms of the degree to which they are willing to give primacy to ‘non-kinetic’ means, the scale of integration of non-state actors, and tight linkage between political and military command structures. Situation in the ATO area as of April 27, 2016



The highest enemy activity is observed in Donetsk and Volnovakha directions. In the areas of Avdiivka and Hranitne, there was made attempts to force the ATO forces out by applying the intensive shelling, including the using of 82-mm and 120-mm mortars and anti-tank missile complexes. A fire skirmish took place in the area of industrial zone of Avdiivka.

The adversary continued fire influence on the ATO forces units. It was recorded that the adversary shelled 31 times (for the last day – 42) from small arms, grenade launchers, PTRK (anti-tank missile systems), IFVs, 120-mm and 82-mm mortars. The attacks were, as follows: 4 attacks – Stanytsia Luhanska, Shchastia (Novoaidar direction); 1 attack – Triokhizbenka (Sieverodonetsk direction); 2 attacks – Popasna, Luhanske (Sloviansk direction); 11 attacks – Avdiivka, Krasnohorivka, Mariinka (Donetsk direction); 8 attacks – Slavne, Novotroitske, Hranitne (Volnovakha direction); 5 attacks – Pavlopil, Talakivka, Shyrokyne (Mariupol direction).

Other losses among the servicemen of the 1st AC (Donetsk) and the 2nd AC (Luhansk) of the Russian Armed Forces, acting within SRGs, were recorded:

on April 26, 2016, one serviceman was killed and six servicemen from the 2nd battalion of the territorial defence, the 11th separate motorized rifle regiment (Makiivka), the 9th separate assault motorized rifle Marine Corps regiment (Novoazovsk), the 3rd separate motorized rifle brigade (Horlivka) of the 1st AC and the 7th motorized rifle brigade of the 2nd AC were wounded.

It was noted the supplies of the weapon and military equipments from the territory of Russia. TOS-1 “Buratino” multiple thermo baric rocket system and three 122-mm MLRS “Hrad” were deployed to Sverdlovsk (territory of Sverdlovsk repair and engineering plant) by railway.

It was established that the servicemen of the 1st Air Defence Division of the 45th Army (Sieveromorsk) of the Air Forces and Air Defence of the Russian Armed Forces have performed tasks in the units of the Air Defence of the 1st AC (Donetsk) of the Russian Armed Forces.

The Ukrainian side informed the representatives of the OSCE Special Monitoring Mission to Ukraine about the presence of tanks, SP artillery systems and 122-mm MLRS “Hrad” in the area of Donetsk.

Other evidences of the participation of the career Russian servicemen of the Regular Armed Forces of the Russian Federation in armed hostilities in the East of Ukraine

The Defence Intelligence of Ukraine continues to purposefully gather facts considering the participation of the Russian Armed Forces career servicemen who concealing their personal data and using fictitious documents, have participated in combat actions in the temporarily occupied territories of the East of Ukraine for onward transferring of the evidential base of such committing war crimes to the International Criminal Court, according to the established procedure. The Ukrainian side regularly conveys the information on Russian servicemen suspected of committing war crimes in the territory of Ukraine to the EU and NATO member states, also in order to enlarge the "sanction" list.

The Defence Intelligence of Ukraine established that at the position of “the chief of the Air Defence of the 1st AC (Donetsk) of the Center of the Territorial Forces (Novocherkassk, Russia) of the Southern Military District (Rostov-on-Don) of the Russian Armed Forces” is Lieutenant Colonel of the Russian Armed Forces Kobzar Yevhen Antonovych (KOBZAR Yevgenij Antonovich). It is known that Yevhen Kobzar was born in 1968, in Ussuriisk. In 1991 graduated from Poltava Higher Air Defence Missile Command School. He lives in village Storozhevaia (Zelenchukskii rayon, the Karachayevo-Cherkessian Republic).

From the beginning of the armed aggression of Russia against Ukraine, General-Major of the Russian Armed Forces M.ZUSKO was directly involved in establishing and from summer till the end of autumn 2014 was in command of the 1st AC (Donetsk, Ukraine) of the 12th Reserve Command (Center of the Territorial Forces, Novocherkask, Russia, nowadays) of the Russian Southern Military District.

For performing of the criminal orders of the Russian military-political leadership in the temporarily occupied territories of Ukraine, general ZUSKO was appointed as Deputy Commander of the 49th Army (Stavropol) of the Southern Military District of the Russian Armed Forces.

It was additionally established: at the military rank of “Major”, Ye.KOBZAR was to be discharged from the Russian Armed Forces in view of his grave condition of health, mental distress and alcohol addiction (according to the decision of Volhohrad District Military Court from December 17, 2012, he was deprived a driver license because of driving in the state of alcoholic intoxication), as a result of heavy wound during combat action. However, General-Major M.ZUSKO, with whom fought in Chechnia, helped Yevhen KOBZAR to be seconded within the grouping of the Russian occupation forces in Ukraine at the higher position – the chief of the Air Defence of the 1st AC (Donetsk, Ukraine) that allowed him to be promoted to the rank of “Lieutenant Colonel” and to extend the term of military service.

We remind of the inevitability of punishment for war crimes that have no time bars and the responsibility for which is provided for the rules of international and national criminal law.

International monitors say they have spotted a new kind of Russian weapons system in rebel-held Ukraine this week, possible evidence of Moscow's continued interest in Ukraine even as it focuses on Syria.

The Organization for Security and Co-operation in Europe, which is monitoring a ceasefire in eastern Ukraine, reported that its monitors had seen a mobile TOS-1 'Buratino' weapons system for the first time.

The Buratino is equipped with thermobaric warheads which spread a flammable liquid around a target and then ignite it. It can destroy several city blocks in one strike and cause indiscriminate damage.

Only Russia produces the system and it was not exported to Ukraine before the conflict broke out, according to IHS Jane's Group and the Stockholm International Peace Research Institute, which track arms exports.

The OSCE's findings are embarrassing for the Kremlin, which has turned down its rhetoric on Ukraine and shifted attention to Syria, where it has begun air strikes. The report comes before President Vladimir Putin holds talks in Paris on Friday with the leaders of Germany, France and Ukraine on the peace process.

Operational data from Information Resistance:

During the past 24 hours, shellings by Russian-terrorist troops were recorded in the ATO zone, mainly from small arms and grenade launchers; in two instances, militants used 82 mm mortars. Terrorists continue actively reconnoitering the ATO forces’ combat formations, at the front line as well as in the tactical rear, including with the use of aerial drones (two cases were recorded).

During the “Easter ceasefire,” militants actively attempted to provoke Ukrainian troops into opening fire. In addition to the shelling, terrorist sniper groups operated during the past two days along several stretches of the front, west and northwest of Donetsk. Enemy snipers were also active in the coastal region (in the Mariupol direction of operations).

The movement of militant combat equipment and weaponry was on the rise during the past three days, in the vicinity of Donetsk and Luhansk. The given reason for the transfer of weapons is “preparation for the May 9 [Victory Day] parade,” but in reality, the Russian-terrorist troop command uses this pretext to carry out large-scale regrouping of its units from one sector into another. In the vicinity of Donetsk, the enemy units operating near Spartak, Putylivka, and the DAP (Vesele) received considerable reinforcements under the guise of “parade preparations.” Additional force included at least one “motorized rifle company” and eight armored vehicles, while four 120 mm mortars and two MT-LB’s with ZU-23-2’s were seen on the move near the railway station. In Luhansk, 10 BTR-80’s were transferred to the northern part of the city.

The “DNR” started reforming the “DNR 1st Army Corps” into a so-called “Donetsk Operational Command.” According to the official version of the “DNR Ministry of Defense,” moving from a corps system to operational command – the latter being a more effective troop command system – is carried out based on the experience acquired by militants during combat operations. In reality, this reformation was ordered by the Russian military command, which concluded that the staff structures of the “DNR 1st AC” require expanding, because they can no longer effectively control the amount of units and division that currently comprise the “1st AC” (and their number is excessive for one army corps). This also takes into account the Russian command’s plans to continue increasing the numbers of the “DNR” units and divisions. At the same time, similar reformation is considered for the “LNR 2nd AC.”

By “strong recommendation” of the Russian supervisors in the “DNR Ministry of State Security,” the “DNR” command intends to create a database of fingerprints of all firearms owners. This intention caused a panic among militants, especially Russian mercenaries, many of whom are voicing their wish to terminate their contract with the Russian MoD early and return to Russia immediately. Mercenaries believe that this decision is the Russian command’s way of preventing Russian citizens currently fighting in Donbas from returning to the Russian Federation.

Militants are trying to conceal non-combat casualties that took place during the “Easter ceasefire” – namely, in the course of shoot-outs caused by conflicts between terrorists in a state of intoxication. These losses are being used for propaganda purposes, officially attributed to shellings by the ATO forces, which, allegedly, took place during the ceasefire. The command of the “LNR people’s police” made an official statement that a terrorist killed during a drunken brawl in Sokilnyki (Novoaidar district, Luhansk Oblast) was killed by a “mercenary sniper group from the Baltics,” which, allegedly, is fighting on the side of the ATO forces in said area.

Kremlin ‘Really Thinking about Occupying Baltic Countries,’ Former RISI Expert Says

Staunton, May 11 – Most commentators have dismissed as overblown suggestions that Moscow is preparing to occupy Estonia, Latvia and Lithuania because they are members of NATO and the EU and because such a Russian action would lead to a major military conflict between Moscow and the West.

Among Russian commentators who have talked about a possible Russian military thrust to occupy the Baltic countries is Rostislav Ishchenko whose April 16 article (newsbalt.ru/analytics/2015/04/iskupitelnyy-vykup/) attracted both widespread attention and ridicule as nothing more than a Russian effort at ideological intimidation.

But as US-based Russian commentator Kseniya Kirillova points out, “certain experts are certain that Ishchenko’s article reflects perfectly well the point of view of the Kremlin” and thus deserves to be taken most seriously (nr2.com.ua/blogs/Ksenija_Kirillova/Rossiya-gotovitsya-okkupirovat-strany-Baltii-96466.html).

Among those taking that view is Aleksandr Sytin, a former researcher with the influential Russian Institute of Strategic Studies (RISI) which was established within the Russian SVR and now is part of the Russian Presidential Administration.

According to Sytin, “all the signs of the development of a military mobilization scenario are present” in Russia, something that reflects “the deepening economic crisis, decline in the standard of living and the radical rise in the number of unemployed.” This is most obvious opposite Ukraine but it also involves the Baltic countries.

Regarding Ishchenko’s argument in favor of Russia’s invasion and occupation of the Baltic states, Sytin says that it should be understood in terms of “the close alliance between Russia Today and RISI” and “the traditional tactic of the Russian authorities” who seek to structure public opinion in advance of their actions.

“Political experts and analysts throw out into society various ideas,” he argues, “the media push them forward and multiply then and they thus, as if directly from the textbook of the history of the CPSU, these ideas ‘seize the masses,’ and then the ruling circles only carry them out in real politics in correspondence with ‘the will of the people.’”

According to Sytin, his many years at RISI taught him that when the media feature a large number of articles describing in positive ways a particular foreign policy action that means that “in the Kremlin, they are really thinking about it and making calculations.” Given that Ishchenko’s argument fits in the general line, this interpretation is even more likely.

That line, the former RISI staffer says, involves trying to elevate Russia’s status in the world to where it was in 1945 and “also to ‘save’ peoples at a minimum in Eastern Europe and in an ideal one all European peoples from ‘the noxious influence’ of the US by exploiting contradictions between them and the weakness of the EU.”

That is exactly the argument Ishchenko made, Sytin says, adding that he is confident that this is the kind of thing people in the Kremlin are thinking about but have not yet calculated the real costs of what they are proposing because they hope that the threat of action will be enough to force the West or at least Europe to compromise.

The entire West needs to understand, he concludes, that this is what Vladimir Putin and his regime are about, that “the era of a ‘good’ and agreeable Russia remains in the past,” and that “the aggressiveness of the current Kremlin is creating a danger much larger than that which came from ‘the evil empire’ under the name of the USSR
