The Russian Justice Ministry has announced that a long-awaited prisoner exchange between Moscow and Kiev would not happen.


Jailed Ukrainian military pilot Nadiya Savchenko was due to be extradited in exchange for two Russian soldiers, Alexander Alexandrov and Yevgeny Yerofeyev, following high-level talks.

Russian Justice Minister Alexander Konovalov told the RIA Novosti news agency on Tuesday that the deal would only go ahead if Savchenko served the punishment given to her by the Russian court in her native Ukraine.

“The prisoner transfer process is a long one,” said Konovalov. “It doesn't happen on the basis of an exchange. It's the same international process the Russian government follows with any country it has a bilateral agreement with. These transfers often fall through.”

While a more informal prisoner exchange can be arranged through diplomatic channels, the practice doesn't come under Justice Ministry jurisdiction, he said.

Following talks in late April, Ukrainian President Petro Poroshenko had announced in media interviews that Savchenko would be “returning home in a few weeks.”

More recently however, Alexandrov's and Yerofeyev's lawyer had told reporters that an exchange seemed unlikely.

“[For the exchange to happen,] Ukraine needs to recognize Savchenko's verdict and Russia needs to do the same with Erofeyev and Alexandrov,” said lawyer Olga Sokolovskaya in an interview with Radio Free Europe. “It's obvious that neither side will do that.”

Savchenko was given a prison sentence of 22 years by a court in Rostov on charges of involvement in killing Russian journalists in eastern Ukraine. Alexandrov and Yerofeyev were sentenced to 14 years by a court in Kiev for “participation in armed aggression against Ukraine” in the Donbass region.


Putin made a big deal out of this so called exchange simply to get the Ukrainian pilot to end here starvation campaign as she was on the verge of actually dying and the global press was pounding Russia brutally.......then Putin talks and the starving campaign ends and the global pressure slacks off and then through the back door THIS comes out..........

Vladimir Putin’s Dangerous Obsession

The United States and Russia are now proposing to drop food and other emergency aid from the air if President Bashar al-Assad of Syria does not allow trucks to deliver supplies to his besieged cities. Airdrops are a risky and desperate move — costly, hard to deliver accurately and, if poorly targeted, a threat to kill or injure the people they are supposed to help.

On the surface the move seems a humanitarian gesture from two nations that are supposedly partners in ending Syria’s bloody civil war. What it really does is highlight, once again, the duplicity of President Vladimir Putin of Russia, in Syria and elsewhere. Mr. Assad remains in power largely because of Russian military assistance. It is hard to believe that Mr. Putin, who fancies himself a man who can get what he wants, could not persuade Mr. Assad to let aid get through to the cities if he chose to try.

While promising Secretary of State John Kerry that he would work with America to end the war that has reportedly killed up to 470,000 people, Mr. Putin has been unable or unwilling to stop Mr. Assad from shelling civilians and, according to reports, is continuing Russian airstrikes as well. A temporary cease-fire that raised hopes for a more durable peace has now largely collapsed, talks between the Assad government and opposition forces have broken down and plans to begin a negotiated political transition to a more inclusive government by Aug. 1 seem ever more remote.

Syria is just one arena where Mr. Putin’s obsessive quest to make Russia great again has fueled instability and reawakened political suspicions and animosities that faded after the fall of the Soviet Union.

A year after invading Ukraine and annexing Crimea in 2014, Russia signed an agreement in Minsk that was supposed to end the fighting. It is now violating that agreement; violence between Ukrainian and Russian-backed separatist forces has reached its highest level since a 2015 cease-fire.

Russia is also engaging in aggressive and dangerous behavior in the air and on the high seas. Last week, British fighter jets intercepted three Russian military transport aircraft approaching the Baltic States. On April 29, a Russian warplane came within 100 feet of an American fighter jet over the Baltic Sea and did a barrel roll over the jet, which could have been catastrophic. Two weeks earlier, two Russian warplanes flew 11 simulated attack passes near an American destroyer in the Baltic.

All this risks direct confrontation with the United States. American military forces have gone out of their way to exercise restraint, but decisions on whether oncoming planes are a threat are made in an instant, and restraint cannot be assumed.

Anxieties about Russia among NATO members in Eastern Europe had forced the alliance to make plans to deploy four combat battalions of roughly 1,000 troops each in Poland, Lithuania, Latvia and Estonia. Two battalions will be American, one German and one British. They aren’t enough to repulse a Russian invasion, but NATO hopes they will deter Moscow from crossing alliance borders. NATO is also proceeding with a European missile defense system intended to protect against Iranian missiles. Last week, a base in Romania became operational and ground was broken for a base in Poland. More and bigger military exercises are also on the agenda.

Mr. Putin has long misread NATO, which was significantly demilitarized after the Cold War, as a threat. His more assertive behavior may produce exactly the reinvigorated alliance he feared, one that is much more serious about military spending despite problems with economic growth, Syrian refugees and political dysfunction.

NATO’s 28 members will meet in Warsaw in July, a good time to reassert resolve. At first glance, the massive shoot-out at Moscow's Khovanskoye Cemetery this past weekend seemed pretty retro.

What, after all, reminds us more of the 1990s than rival Russian gangs staging a deadly brawl in a turf war over control of the lucrative burial business? What is more reminiscent of the gratuitous violence and lawlessness of the first post-Soviet decade than a shooting gallery amid the tombstones?

"The wild Russian '90s, replete with murders, racketeering, and criminal-fueled chaos, are back," the magazine The American Interest opined on its Mafia State Watch blog, adding that Russian leader Vladimir "Putin has long boasted that he alone was able to help Russia get over this tumultuous period, and that he alone could guarantee stability for an unlimited amount of time."

But in addition to giving us a blast from the past, the showdown at Moscow's largest cemetery also gave us -- perhaps -- a glimpse of the future.

Because Putin never ended the gangsterism of the 1990s, he just nationalized it.

And now the Kremlin's grip may be slipping.

If Boris Yeltsin's Russia often resembled a mafia masquerading as a country, it was a mafia run by a weak, feeble, and frequently inebriated godfather. This, of course, was a recipe for chaos, as it gave Yeltsin's capos and underbosses a lot of leeway, which they used with impunity.

Putin, in contrast, sent a clear and early message to the underworld: the state is the biggest gang in town and all others are subordinate to it.

Putin's deal with the criminal underworld was simple: do your gangster stuff, but don't do it in the open; don't embarrass the Kremlin with the noisy public shoot-outs that were the hallmark of the 1990s.

And oh, by the way, if the Kremlin needs a favor someday, you had best be ready to oblige.

The shoot-out in Khovanskoye Cemetery violated Putin's first commandment to the underworld.

It also exposed the soft underbelly of the regime; it revealed the rot that forms the foundation of Putin's Power Vertical.

Organized crime groups are colluding with the authorities and with law enforcement at every level. Police are often more concerned with taxing the illegal narcotics trade than fighting it. And even things like cemeteries are bound up in Russia's sprawling political- bureaucratic-criminal web.

Russian media quoted law enforcement officials as saying that this weekend's shoot-out -- which involved enforcers from the North Caucasus attacking Central Asian migrants working at the cemetery -- was related to turf wars over who would control burial plots and maintenance work at the cemetery.

One of those arrested was a police officer. Also under investigation is the cemetery's director. And one of the main subjects of the investigation is Ritual, a state-run funeral agency.

"The language of the banditized '90s no longer describes today's power structures," journalist and political analyst Oleg Kashin wrote in Slon.ru. "The integration between criminals and the authorities is on a whole new level, as are the stakes."

When the journalist Julia Ioffe published a profile of Melania Trump for GQ, she had reason to expect that supporters of the presumptive GOP presidential nominee would be disappointed by its portrayal of Donald Trump’s third wife. “Her journey to marrying The Donald is like a fairy tale, or a too-crazy-to-believe rom-com,” Ioffe revealed. “It’s a story full of naked ambition, stunning beauty, a shockingly Trump-like dad, and even some family secrets.” What Ioffe, who is Jewish, did not expect was a torrent of anti-Semitic abuse and death threats.

On Twitter, the candidate’s anonymous backers superimposed images of Ioffe’s face over those of concentration camp inmates. On her voicemail, they left recordings of Hitler speeches. “This is not a heavily critical article. There is nothing in it that is untrue,” Ioffe told the Guardian. “If this is how Trump supporters swing into action, what happens when the press looks into corrupt dealings, for example, or is critical of his policies?”

It’s a good question. For any journalist or political figure who has been remotely critical of Donald Trump over the past year, Ioffe’s treatment came as no surprise. It was hardly news that his backers would traffic in this sort of filth—all the more so if the critic is Jewish, a woman, gay, or not white. Of course, crudity has always existed in American political life, on a bipartisan basis. But there is something new in the pervasive and relentless nastiness of Trump’s supporters, especially as they represent themselves online. While it’s certainly true that most of Trump’s supporters are neither racists nor anti-Semites, it appears to be the case that all of the racists and anti-Semites in this country (and many beyond) support Trump.

To take but one of countless examples, one of the most active pro-Trump Twitter accounts, with 27,000 followers, goes by the handle @Ricky_Vaughn99. Unlike many of his Internet brothers-in-arms, who utilize the likenesses of obscure interwar European fascists and nationalists as their avatars, this troll features the visage of actor Charlie Sheen from the film Major League. What he lacks in visible nostalgia for the Third Reich, @Ricky_Vaughn99 makes up for in his concern about “#whitegenocide,” interpreted as any sign of nonwhite racial advancement. “The Trump presidency will probably be bad for neocon jews, bad for liberal jews, but good for jews who are believers in the nation-state and American nationalism,” he told Armin Rosen, of Tablet magazine, via Twitter. Contrary to most Americans, @Ricky_Vaughn99 thrills at Trump’s every insult, derogatory comment, and affront. On his Twitter profile, he describes himself as a “free speech activist,” an identifier defiantly adopted as a mark of resistance against an alleged campaign by “SJWs” (social-justice warriors) to circumscribe the freedom of white men.

“Free speech activist” is a curiously prevalent appellation on the medium of Twitter for members of the “alt-right,” short for “alternative right,” a populist movement that has been emboldened and bolstered by the fortunes of the Trump campaign. Existing largely on the Internet, which makes the size of its following difficult to gauge, the alt-right is proudly ethno-nationalist, protectionist, isolationist, and culturally traditionalist. It takes intellectual guidance from publications and websites like American Renaissance, Radix Journal, Occidental Observer, Taki’s Magazine, and, increasingly, the popular news website Breitbart.com.

It was at Breitbart that, in March, an extensive article appeared defending the alt-right. While “establishment” conservative institutions and intellectuals have criticized the alt-right as little more than a bunch of gussied-up white supremacists, authors Milo Yiannopoulos and Allum Bokhari explained that these arbiters of good conservative taste have the alt-right all wrong. Praising the “youthful energy” and “taboo-defying rhetoric” of alt-right writers and activists, the two Breitbart columnists led readers through a sort of ideological safari, applying their own taxonomy to the various types of personalities who comprise this “dangerously bright” movement.

Their “Guide to the Alt Right” is a prolix defense of juvenile racism, anti-Semitism, misogyny, and other assorted bigotries as much-needed “provocation” to the enervated conservative movement. One might quickly object that when so much of the alt-right’s rhetoric consists of terms like “peak negro,” “Niggertech,” and “ovenworthy” (the latter meaning “anything that would be substantially improved by immediate incineration”), it becomes difficult to know where the “taboo-defying rhetoric” and intellectual “provocation” end and where the monstrousness begins.

Our politics are becoming darker, our peoples more susceptible to the promises of demagogues, and the rise of an explicitly anti-democratic, pro-authoritarian right seems more possible in America than ever before.

Lest anyone take offense at these and other memes popularized by the dregs of the Internet (such as the cartoon of a hook-nosed Jewish caricature named “Shlomo Shekelburg” who cries, “Remember the 6 trillion, goyim!”) Yiannopoulos and Bokhari reassure their readers that the alt-right is harmless, the cheek of its younger cohort no different than that of the “60’s kids” who “shocked their parents with promiscuity, long hair and rock’n’roll.” Besides, the movement’s “true motivations,” they tell us, are “not racism, the restoration of monarchy or traditional gender roles, but lulz.” (“Lulz” is the Internet term to define the mocking laughter that arises from purposefully shocking someone else’s sense of decorum.)

Yiannopolous and Bokhari insist that the alt-right “is best defined by what it stands against rather than what it stands for.” This makes it the perfect intellectual base of the Trump campaign. Building walls, banning Muslims, “bombing the ####” out of people—there is nothing aspirational or positive about Trump, other than his vague and windy promise to “Make America Great Again.” In this important sense, Trump is truly an anomalous phenomenon, as he has replaced the perennially optimistic message of the American presidential campaign with something more suitable to Venezuela. Though we all have reason to be annoyed by the cultural resurgence of political correctness, the alt-right remedy is the oratorical inverse of the problem they claim they despise. Social-justice warriors needlessly shut down debate and proscribe certain words and ideas to assuage the feelings of allegedly vulnerable minority groups; the alt-right needlessly flings around racial epithets and Der Stürmer cartoons purely to transgress accepted social codes. And that’s only the most charitable explanation for their behavior, assuming as it does that they don’t “really” mean what they say.

But what about that element of the alt-right that actually does have a political agenda beyond annoying its adversaries? The primary alt-right constituency, according to Yiannopolous and Bokhari, consists of “natural conservatives,” largely white, male, middle-class Americans “who are unapologetically embracing a new identity politics that prioritizes the interests of their own demographic.” These voters are “conservative” not so much in the American sense as in the European one; they show no interest whatsoever in the GOP’s traditional free-market economic agenda of trade, low taxes, and flexible labor regulations, preferring instead a strongman leader promising trade protectionism, entitlement expansion, and the assertion of white male privilege.1

Illiberalism is sweeping the globe. Coming from left or right—and, as evidenced in this country by Trump and socialist presidential candidate Bernie Sanders, often converging in that place where extremes meet—political leaders and movements across the democratic world are advocating economic and ethnic nationalism, the closing of borders, the imposition of trade barriers, the dissolution of multilateral alliances, and accommodation with dictatorships. Our politics are becoming darker, our peoples more susceptible to the promises of demagogues, and the rise of an explicitly anti-democratic, pro-authoritarian right seems more possible in America than ever before.

f the alt-right does have an intellectual forbear, it is a 43-year-old computer programmer named Curtis Yarvin. Along with fellow “neo-reactionary” thinker Nick Land (a former lecturer at the University of Warwick), Yarvin is the father of “The Dark Enlightenment.” This is a 21st-century, tech-friendly philosophy that, as its name implies, rejects democracy, egalitarianism, and the Whig interpretation of history. It is delineated in a 30,000-word pamphlet of the same name, written by Land and available for free on the Internet.

Around the time Trump’s rise began in 2015, his alt-right fans began slamming right-wingers of more conventional stripes with the term “cuck-servative” —a portmanteau of “cuckold” and “conservative” with racist undertones.

To get a glimpse into Vladimir Putin’s mind, it’s worth reading the recent writings of his foreign minister, Sergei Lavrov. In a long article published this month by the Moscow-based magazine Russia in Global Affairs– translated here into English – Lavrov spells it out with clarity. What Russia wants is nothing short of fundamental change: a formal, treaty-based say on Europe’s political and security architecture. Until Russia gets that, goes the message, there will be no stability on the continent. The key sentence in the article is this: “During the last two centuries, any attempt to unite Europe without Russia and against it has inevitably led to grim tragedies.”

Lavrov is not a free thinker able to operate independently of his boss, Putin. He is a technocrat – post-Soviet Russia’s longest serving foreign minister (he has held the job since 2004). He plays the diplomatic instrument to a tune set solely by the president. It’s true western officials say Lavrov was privately incensed in 2014 by Putin’s sudden decision to annex Crimea – a move that flew in the face of Russia’s traditional claims of wanting to uphold “international law” – but he stuck to the official script. It is no coincidence that Lavrov’s article ran just as Russia was playing for high stakes in Syria, and the Europeans were scrambling for a policy on migrants.

Nevertheless, it’s fascinating to see how Lavrov references European history to bolster his claim that without Russia’s cooperation the continent can only be exposed to chaos. He points to Catherine the Great (whose chancellor once proudly said: “Not a single cannon in Europe can be fired without our consent”), the Napoleonic wars and the Crimean conflict of 1853-56. He presents a sweeping, paranoid version of history, in which “western” Europeans have, throughout the ages, conspired to victimise and humiliate Russia.

Lavrov seems to draw a comparison between Putin and Peter the Great, who relied on “tough domestic measures and resolute, successful foreign policy” to make Russia a key European player “in little over two decades”. He repeats Moscow’s mantras about the cold war not being lost by Russia but ending with the “unlucky chain of events” that led to the dissolution of the USSR. EU and Nato enlargement, he writes, were not about “smaller European countries” going from “subjugation to freedom”, but about simply changing “leadership”. The result: today, these countries “can’t take any significant decision without the green light from Washington or Brussels”. In this wild mix, EU institutions are equated to no less than Soviet totalitarianism.

But the centrepiece of Lavrov’s argument is that, after 1991, “we should have created a new foundation for European security”, and now is the time to do so – if the “systemic problems” that have arisen between Russia and the west are to be overcome. This is not a new Russian message, but Moscow is keen to insert it into current European debates. Last month, Dmitry Medvedev made that clear while attending the Munich security conference. Russia’s prime minister may have made headlines with his talk of a new “cold war” or the dangers of a “third global tragedy” – but just as significantly, he bluntly called for a revision of the “architecture of Euro-Atlantic security”.

MOSCOW, May 23. /TASS/. There is no lawsuit de jure against Russia filed on behalf of relatives of Malaysia Airlines Flight MH17 that crashed in the east of Ukraine in July 2014, Kremlin spokesman Dmitry Peskov told journalists on Monday.

"The lawsuit becomes a lawsuit when it is accepted for consideration by the court, and when the court appropriately informs the side or country against which it is filed. The court itself makes a decision on whether it will consider the legal recourse or whether it has no prospects," Peskov said adding that "so far, no such actions were taken."

"Neither former nor latter has been done so far, so there is no lawsuit de jure," he concluded.

Earlier, Reuters reported that an Australian law firm filed a lawsuit in the European Court of Human Rights (ECHR) on behalf of families of the victims of Flight MH17. The news agency said citing the law firm’s report that the compensation claim named the Russian Federation as a respondent and sought $10 million. The law firm represents 33 relatives of the victims from Australia, Malaysia and New Zealand.

On July 17, 2014, a Malaysia Airlines Boeing 777 passenger airliner on flight MH17 from the Dutch city of Amsterdam to the Malaysian capital of Kuala Lumpur crashed in the Donetsk region in eastern Ukraine, killing all 298 people on board. Most passengers 193 people were Dutch nationals. The strike of a ground-to-air or air-to-air missile was named as a possible cause of the crash. Ukraine’s authorities and the militia of the self-proclaimed Donetsk People’s Republic accused each other of the tragedy. Russia’s representatives have said on many occasions they are dissatisfied with how the investigation was carried out and that the data presented by the Russian side were ignored.

Surkov-Nuland Talks on Ukraine: A Nontransparent Channel (Part One)

Informal discussions are sputtering along between Washington and Moscow over implementation of the Minsk armistice in Ukraine. This bilateral process originated in May 2015 as an accompaniment to the Barack Obama administration’s decision to seek Russia’s “help” on Syria. Assistant Secretary of State Victoria Nuland has been tasked to conduct the unofficial discussions with Moscow about Ukraine, initially with Russia’s Deputy Foreign Minister Grigory Karasin after May 2015 and continuing with top presidential advisor Vladislav Surkov since January 2016. Each side has its own understanding of what the implementation of the armistice, and particularly “full implementation,” means.

Unlike the multilateral “Normandy” format (Germany, France, Ukraine, Russia) and its Minsk Contact Group appendage (Ukraine, Russia, Donetsk and Luhansk “people’s republics,” and the Organization for Security and Cooperation in Europe—OSCE), the bilateral Washington-Moscow channel is not designed for any systematic or comprehensive negotiations. Instead, it pursues what Obama administration officials would call “creative solutions,” or face-saving quick fixes, interim compromises that might look like progress. According to Nuland, on her latest visit in Moscow (Interfax, May 18), this bilateral channel operates “in parallel with” and as a “reinforcement of” the Normandy format, “by agreement with its participants.” However, the Normandy format (for all its flaws) is partly transparent, politically accountable to some extent, and operating on the authority of state leaders. By contrast, the bilateral Washington-Moscow channel is wholly nontransparent, and the higher political authority behind it may be presumed but remains invisible. While the Normandy format deals with “the Ukraine crisis” only, the bilateral Washington-Moscow channel seems at times to deal with both Ukraine and Syria, generating speculation about some “package” solutions in this opaque process.

The political priority in all negotiating formats at this stage is to hold “elections” in the Russian-controlled Donetsk and Luhansk “people’s republics” (DPR, LPR), in accordance with the Minsk armistice and OSCE standards. Nuland has been urging Kyiv to go along with such “elections,” on the assumption that Moscow would allow the ceasefire to take hold. Last month in Kyiv, Nuland called for those “elections” to be held by July, which would demonstrate Ukrainian compliance with the Minsk armistice and persuade the West collectively to prolong the sanctions on Russia. State Department spokesman Mark Toner corroborated this, describing the July voting date as desirable, though not rigid (Dzerkalo Tyzhnia, April 26). In return, Nuland promised (as on her previous visits) that Washington would press for the withdrawal of Russian forces and the restoration of Ukraine’s control along the DPR-LPR-controlled border with Russia, once those “elections” are held (Ukraiynska Pravda, April 25–27).

This chronological sequence is that of the Minsk armistice, but the “obligations” weigh on Ukraine only. Even if Ukraine assents to those elections, Russia has no obligation to follow up by withdrawing its forces or allowing Ukraine to regain control of the border.

According to some insiders to this process, the Surkov-Nuland meeting on January 15 near Kaliningrad had discussed creative solutions that might ease Kyiv’s assent to DPR-LPR “elections.” For example, Russian heavy weaponry would be assembled at certain designated points, under OSCE oversight, in the occupied territory (rather than being withdrawn to Russia). And DPR-LPR personnel would be assigned to serve with Ukrainian border troops in that territory (rather than Ukraine regaining sovereign control of the border) after those “elections” would have been held. Ironically, those two scenarios could result in Russian heavy weaponry and crews being re-flagged as DPR-LPR (to eschew withdrawal to Russia), and DPR-LPR personnel in the border troops being re-flagged as Ukrainian (to claim Russian compliance with the Minsk armistice, once Ukraine will have recognized those “elections”).

All this would in fact be consistent with the letter of the Minsk armistice. That document does not even mention the Russian forces in Ukraine’s east; and it envisages that Kyiv and Donetsk-Luhansk would negotiate (share) control of the Ukrainian side of the Ukraine-Russia border after those local “elections.” These are cautionary signs to Ukraine. Even if Kyiv accepts the proposed “elections” to legitimize the DPR-LPR, and enshrines their constitutional status, no one can guarantee that Russia would reciprocate by withdrawing its forces or allowing Ukraine to regain control of the border.

Nuland met with Surkov and, separately, with Deputy Foreign Affairs Minister Sergei Ryabkov, on May 17–18 in Moscow. Her visit followed upon the meeting between US Secretary of State John Kerry and Russian Minister of Foreign Affairs Sergei Lavrov, two days earlier in Vienna, where they discussed Ukraine and Syria. In Moscow, Surkov is responsible for overseeing the Donetsk and Luhansk “people’s republics,” reporting directly to President Vladimir Putin; while Ryabkov is known to handle the Syria dossier.

In both meetings, Nuland confirmed on President Barack Obama’s authority that “if and when Minsk is fully implemented, sanctions [on Russia] can be rolled back” (Interfax, May 16, 18).

However, all the sides involved differ in their interpretations of the armistice and what may constitute partial or full implementation (see above). In the short term, Ukraine is being urged to accept “elections” in the Russian-controlled territory, thus “implementing” a major phase of the armistice unilaterally. Kyiv is calling, in almost desperate tones, for an OSCE armed police mission to provide security both for the OSCE’s own ceasefire monitors and for the proposed elections (see EDM, April 20, May 20). However, the United States has yet to speak its word on this matter.

US Assistant Secretary of State Victoria Nuland held talks, in Moscow, with Russian presidential advisor Vladislav Surkov, on May 17–18 (see Part One). According to the United States government’s official account of the meeting, the talks focused on improving security “in the Donbas” (sic) as well as increasing access to this region for the Organization for Security and Cooperation in Europe (OSCE) access, preparatory to elections there (The Moscow Times, May 19). Nuland evidenced a sense of urgency about “elections” to be staged in Donbas under the Minsk armistice (reached in February 2015): “We want to see Minsk implemented as soon as possible. It is now time to really step on the gas and see this implemented.” Nuland referenced those elections (as she regularly does) as a Ukrainian “obligation”; but this time she did not mention the withdrawal of Russian forces or the handover of control along the border as a Russian quid-pro-quo (if not obligation). She appealed to “Donbas” authorities not to stage elections unilaterally, outside the Minsk framework; instead, “we would respectfully [sic] encourage them to focus on Minsk-compliant elections” (i.e., elections that could be validated to “implement Minsk”). Nuland characterized her talks with Surkov as “very thorough” and “very constructive” (US Embassy–Moscow press release, May 18).

Kremlin spokesman Dmitry Peskov, however, poured cold water on Nuland’s account of the meeting with Surkov: “This was not supposed to produce any results, it was only a brief exchange of views” (Interfax, May 19).

In Washington, US Secretary of State John Kerry marked the release of Ukrainian pilot Nadia Savchenko from Russian captivity (she had been abducted in 2014 from Ukrainian territory) with a statement that lowered the bar for “elections” to be held in Russian-controlled Donetsk and Luhansk “people’s republics” (DPR-LPR). Kerry set minimal prerequisites to staging those elections, to wit: a durable ceasefire, full access by the OSCE to the entire territory, and election observation by the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) to determine compatibility with its standards (State Department press release, May 25).

Kerry’s assent to elections being held “under Ukrainian electoral law” is a coded phrase. “Ukrainian law” in this case means a new, “hybridized” law that Kyiv is supposed to negotiate with the leaders of the Donetsk and Luhansk “people’s republics,” as the Minsk armistice prescribes. Staging elections under such a law would disqualify such elections a priori. Once those elections have been held with Ukraine’s assent, Kerry promised, the withdrawal of “foreign [sic] forces” could follow; but no one can guarantee or enforce this (hence he euphemism “foreign”) even at the cost of Ukraine’s legalizing the DPR-LPR through elections. The “return to Ukraine of full control over its international border [with Russia]” is another coded phrase. Under the Minsk armistice, Kyiv is supposed to negotiate with the DPR-LPR authorities about sharing control of that border. Kerry’s sequence of steps reproduces that in the Minsk armistice (from which Kyiv is trying hard to extricate itself) and ignores Ukraine’s multiple legal and democratic safeguards in place against sham DPR-LPR elections (see EDM, April 20, May 20).

The Kremlin may calculate that certain figures in the Obama administration are preoccupied with legacy issues, striving to show at least some interim result in implementing the Minsk armistice before the administration’s time in office runs out. Seasoned commentators in the Russian press speculate on that legacy factor, probably reflecting what they hear from Russian officials on that account (Rossiiskaya Gazeta, Nezavisimaya Gazeta, May 19). A similar logic may soon apply to the Normandy format, all of whose Western protagonists will face elections along with legacy issues next year. The OSCE’s 2016 year-end conference is also a deadline for the German chairmanship to claim some achievement, which is only possible with Russia’s cooperation in this organization.

In that context, Russia will likely aim for some interim agreements under the guise of “implementing Minsk,” ideally through the proposed “elections,” but also through smaller steps attainable during the months ahead. The goal would be to elicit de facto acceptance of the DPR-LPR as participants in multilateral negotiations and signatories to interim agreements. This could elevate the DPR-LPR to the same level of de facto acceptance as Transnistria for example, with or without valid local elections. For now, Moscow seems to string along its German and US interlocutors in order to increase its own leverage. Hence it downplays its talks on Ukraine with Washington at this stage as inconsequential, which Peskov did in contradicting Nuland’s upbeat account. Apparently, the Kremlin would want its Western interlocutors to try again, and harder, to come to terms with it on Ukraine.

For the last decade, Vladimir Putin has pursued a plan to isolate his country from the outside world by pursuing rearmament and confrontation with the West, Andrey Illarionov says. Now, there is evidence that the Kremlin leader is stepping up his efforts in that direction even during the current charm offensive.

In an interview with Radio Liberty, the Moscow analyst argues that the West should stop viewing Ukraine or Georgia as the occasion for Putin’s actions and see them instead as symptoms of his much larger policy, one that he argues has been in place since at least 2006.

Putin’s goals over this period have been to prepare Russia, its people and its economy “for a much longer, more global and more serious confrontation with the external world” than many now assume. And these goals were put in place long before Russia sent troops into Ukraine and long before the West introduced sanctions.

The Kremlin leader’s “preparation for war against the outside world began not in 2014, not with the annexation of Crimea and not with the actions of ‘the little green men’ in the Donbas or in other places,” Illarionov says. They began much earlier as can be seen by examining Putin’s 2010 plan for Russian rearmament.

Not only is that plan continuing, he says, but despite what some think, Moscow’s efforts to realize it are even intensifying. In 2010, Putin put in place a program for the rearmament of Russia, one that he said at the time would cost 20 trillion rubles over the following decade. He has been spending more than that since by taking money from the Russian population.

But there is an even better indication that Putin is planning for a long-term confrontation with the West: his government is buying gold. While the Russian economy is getting worse, the government’s stockpiles of gold are growing because if the sanctions regime intensifies, Illarionov says, Moscow can always use gold to purchase what it wants.

The Russian government’s purchases of gold in the first quarter of this year, he notes, “broke all previous records.” But it is important to recognize that these purchases began not at the start of the war with Ukraine but “already in January 2006. Therefore, the strategic planning of confrontation with the outside world began just over a decade ago.”

These gold purchases mean, he continues, that “preparation for global confrontation with the surrounding world not only has not stopped but is continuing and its tempo, if we are to speak honestly, is increasing.” There may be periods when it appears that Putin is easing off as now in the view of some, but there is no indication that he has fundamentally changed course.

Ukrainian President Petro Poroshenko has said that the withdrawal of the Russian-occupied troops, the restoration of Ukrainian control over the state border and the deployment of the OSCE armed police mission are the key conditions for the elections in the temporarily occupied territories of Donbas, according to an UNIAN correspondent.

"The Minsk agreements clearly provide for the withdrawal of occupation forces from the Ukrainian territory, the restoration of Ukrainian control over the state border and the deployment of the OSCE armed police mission, which will monitor the implementation on the contact line, will take custody of warehouses with the withdrawn weapons until they are transported to Russia, and will put its patrols at all checkpoints in order to exclude the possibility of the delivery of new units of the Russian troops, ammunition, weapons, or the return of mercenaries," Poroshenko said during a speech in the mobile border detachment of the State Border Service on the occasion of the Border Guards Day in Kyiv on Saturday.

Last Man Standing



LONDON – Much of modern geopolitics seems to be following the plot from Game of Thrones, with many countries under so much political and economic stress that their only hope is that their rivals collapse before they do. So their governments cling to power while exploiting rivals’ internal weaknesses.

Russian President Vladimir Putin is the prime example. His recent campaigns in Syria and Ukraine may look like the actions of a geopolitical buccaneer. But the root of his adventurism is domestic weakness. Russia’s annexation of Crimea, for example, was in large part an attempt to provide Putin’s regime with renewed legitimacy following a winter of discontent, during which demonstrators took to the streets to protest his return to the presidency.

Carl Bildt, Richard N. Haass, Stephen S. Roach, and other Project Syndicate commentators take stock of how populist rebellion throughout the West is jeopardizing the international order and further undermining the global economy.

Rival powers – most notably the United States and the European Union – have introduced sanctions in the hope of widening cracks in the Russian elite, exploiting the fact that Putin has not diversified his economy away from oil and gas. Putin, in turn, is hoping that Russia’s economy stays afloat long enough for Ukraine to collapse. To hasten that process, the Kremlin has left no lever of destabilization unpulled: It has launched military incursions, manipulated Ukraine’s politics, used energy blackmail, and engaged in information warfare.

Putin believes that the EU suffers from the same flaws as the former Soviet Union, regarding it as a utopian, multinational project that will crumble under the weight of its contradictions. Here, too, the Kremlin has done its best to help the process along, by supporting far-right parties throughout the EU. Putin seems to be hoping that if the United Kingdom votes for “Brexit” and the National Front’s Marine Le Pen is elected President of France, the EU will lose its ability to maintain the sanctions.

He hasn’t stopped with Europe. After Turkish forces shot down a Russian warplane near its border with Syria in November, Putin adopted a series of measures designed to destabilize Turkey from within. He imposed economic sanctions, spread rumors of corruption in President Recep Tayyip Erdoğan’s inner circle, invited the leader of a Kurdish party to Moscow, and allegedly sent arms to the militant Kurdistan Workers’ Party (PKK). The political scientist Ivan Krastev believes that “Putin seems to have dug in for a long-term policy of sapping Turkey’s economy and undermining Erdoğan politically.”

Elsewhere in the Middle East, Saudi Arabia’s monarchy and Iran’s theocracy are in a race for survival. The Iranian economy is a wreck after years of international sanctions, and the government has not yet managed to take advantage of the nuclear deal it struck with the US to rebuild it. But it has managed to rally public support by posing as a leader of the world’s Shia Muslims and undermining Saudi Arabia in Iraq, Syria, Bahrain, and Yemen.

Predicting the collapse of the House of Saud has become a mainstay of Middle East commentary. But Saudi Arabia is betting that it can keep oil prices low enough for long enough to destabilize Iran and put the US shale-energy industry out of business. The Saudi oil minister, Ali al-Naimi, has said that he will not cut production even if prices hit $20 a barrel. “If the price falls, it falls,” he said. “Others will be harmed greatly before we feel any pain.”

Farther east, the Chinese juggernaut is beginning to stumble. The analyst Minxin Pei speculates that the Chinese Communist Party’s rule may be about to come to an end. “Growth is slowing,” he writes. “The party is in disarray, because the rules it has established to limit internecine political warfare have collapsed…. Middle-class acquiescence is beginning to erode because of environmental degradation, poor services, inequality, and corruption.”

China’s rulers, for their part, are betting that they can survive a sharp economic slowdown and that the country will outgrow the US, changing the balance of power in Asia. One reason for President Xi Jinping’s optimism is the dire state of US politics. For years, Congress has been gridlocked on domestic reforms, and now the world is contemplating the consequences of a victory by Donald Trump in November’s presidential election.

Chinese nationalists hope that the decline of America’s relative power in East Asia will cause it to pull back, as it has from other regions, including the Middle East and Europe. An article published last month in China’s People’s Daily speculated that a Trump administration would snub key Asian allies such as Japan and South Korea, allowing China to become the dominant military power in the Pacific. Even if Hillary Clinton wins the election, they think that the American public has lost its appetite for internationalism and that the country will turn its back on free trade and foreign intervention.

Trying to undercut a rival – even at the risk of harming oneself – is a familiar tactic in the world of business, where firms engage in price wars, hoping their competitors will go bust first and exit the industry. But it has been less common in geopolitics.

In his 1992 book The End of History and the Last Man, Francis Fukuyama argued that the world had reached the end of socioeconomic development. Liberal democracy, he concluded, was the “last man,” the end point of this development. He could not have been more wrong. Today, the world’s great powers are no longer claiming to be the last man; all they can do is hope to be the last man standing.

Self-proclaimed republic hopes to agree Donbas election with Kyiv

Representative of the self-proclaimed Donetsk People's Republic (DPR) in the Trilateral Contact Group on Donbas Denis Pushylin says that theoretically there is a chance to agree local elections with Kyiv, according to Russian news agency RIA Novosti.

Yet, Donetsk should hold primaries first, Pushylin added.

On May 23, leader of the DPR Alexander Zakharchenko said that the "republic" would conduct primaries to nominate candidates for local elections as it is stipulated in the Minsk agreements.

Note: A primary is an election in which people in a particular area vote to choose a candidate for a future important election.

As UNIAN reported earlier, Ukrainian President Petro Poroshenko does not rule out that local elections may take place in the occupied part of Donbas by the end of the year.

What this writer totally appears to have missed when he mentioned that archived documents might actually support that Russian narrative...notice he mentioned no actual documents.

What the Russians are referring to is the so called 4 Plus 1 Agreements between Germany and Russia that spell out there will be no permanent NATO military bases on any of the former Warsaw Pact countries ie Eastern Europe.

"Permanent" meaning long term established bases...short term bases are actually allowed for.

AND it goes on to state that there will be no stationing of nuclear weapons in these countries as well under NATO especially in the former territory of the GDR.

WHAT the writer failed to mention was that these two points were exactly what the Russians were demanding in exchange for the reunification of Germany AT THAT EXACT MOMENT IN TIME. So actually they indeed did get what they thought were their critical security issues answered and locked in.

If the German accounts are accurate and I am assuming they are far more accurate than the US accounts AND Gorbachev actually confirmed this right after Crimea was militarily annexed......he stated that there has been some talk about the former Warsaw Pact members joining NATO...but in the end it all but disappeared from the political conversations that were ongoing at that time AND were never revisited. It was "parked for another day" and simply never from the Russia side restarted.....then there followed the Russia NATO Founding Act that Russia felt also answered their demands.

Even Putin who often initially complained about this just after Crimea and who has strangely not raised the issue ever again....especially after NATO went word for word over the agreements publicly.....to this day cannot point to a specific document other than the 4 Plus 1 and he cannot point to any recorded actual Russian US conversations or translations of such meetings and discussions.

As someone who has worked with Russian officers since 2012 on two occasions...lessons learned....if you even mentioned something even though not written down they would often take it as "the Gospel" and hang on to it forever so to speak....and would keep coming back to that point as if it had been written in stone. We had to on occasions actually define what single words meant in Russian and English and then define the joint definition so there would be no misunderstandings later.

This writer has evidently never had direct face to face negotiations with Russians over even the single words in a specific sentence in just a common MOU.

If he had that experience he would not be writing this Op Ed......

WHAT the writer failed to mention was that these two points were exactly what the Russians were demanding in exchange for the reunification of Germany AT THAT EXACT MOMENT IN TIME. So actually they indeed did get what they thought were their critical security issues answered and locked in.

If the German accounts are accurate and I am assuming they are far more accurate than the US accounts AND Gorbachev actually confirmed this right after Crimea was militarily annexed......he stated that there has been some talk about the former Warsaw Pact members joining NATO...but in the end it all but disappeared from the political conversations that were ongoing at that time AND were never revisited. It was "parked for another day" and simply never from the Russia side restarted.....then there followed the Russia NATO Founding Act that Russia felt also answered their demands.

Even Putin who often initially complained about this just after Crimea and who has strangely not raised the issue ever again....especially after NATO went word for word over the agreements publicly.....to this day cannot point to a specific document other than the 4 Plus 1 and he cannot point to any recorded actual Russian US conversations or translations of such meetings and discussions.

As someone who has worked with Russian officers since 2012 on two occasions...lessons learned....if you even mentioned something even though not written down they would often take it as "the Gospel" and hang on to it forever so to speak....and would keep coming back to that point as if it had been written in stone. We had to on occasions actually define what single words meant in Russian and English and then define the joint definition so there would be no misunderstandings later.

This writer has evidently never had direct face to face negotiations with Russians over even the single words in a specific sentence in just a common MOU.

If he had that experience he would not be writing this Op Ed......

Firstly, the unwritten agreement related to the unification of East and West Germany, and Soviet fears that the former DDR would become a NATO bastion. Secondly, both the Warsaw Pact/CMEA and Soviet Union were extant at the time, so the notion that NATO would one day include the People's Republic of Poland, let alone the Estonian SSR was inconceivable. It was not foreseen that both institutions of the Russian Empire would collapse in 1991. Thirdly, how could the US speak for all of NATO, and how can the Soviet Union in 1989-1990 be speaking for the Russian Federation?

Analysts are increasingly realizing that Russian aggression relates more to Russian capabilities rather than any sense of inclusion in Western institutions or of fair play by the West. This is why the former subject peoples of Russia wanted to join NATO and the EU as soon as possible.

Azor....interesting question...Ukraine is getting sharper with their discovery that they can use extensive international law as in fact a form of "legal warfare"...but actually everything can be used under non linear warfare...am surprised it took them this long to discover that.

Example...they just blocked the Russian demands to repay the 3B Euro loan made to the former President who fled after Maidan with the legal argument "we cannot repay as long as you are waging war on us" and they then went on to submit solid evidence of Russian military involvement inside eastern Ukraine to the Court.

Next they blocked the Gazprom demands for 600M Euros for their gas delivery to the Russian troops and her mercenaries in eastern Ukraine with the argument ...there is no valid binding and existing Gazprom/Ukraine contract on the delivery thus it was at your own risk.

Next they are filing a 60B USD damages case against Russia for the damages in eastern Ukraine and the theft of heavy industries and the destruction of critical civilian infrastructure also under the argument Russia is at war with Ukraine and then showing the solid evidence of both the destruction and Russian troops and heavy equipment and what international law and treaties Russia has violated. another 50B USD is being considered for damages to Crimea.....

But on the bridge....IMO they are keeping the pressure on Russia via both a military threat as well as a legal threat...both valid as the UAF could in fact carry out a raid on something that is inherently on their own legally recognized part of Crimea which is still legally Ukrainian especially the last bit which will be inside Ukrainian territory.....until it crosses into Ukrainian territory I doubt they will do anything.

There have though been some Russian reporting on the shoddiness of the construction due to the speed and poor design..and that it will not even come close to carrying the supply loads needed to maintain an adequate standard of living in Crimea.

Right now at the height of tourist season the beaches are literally empty and their water reservoirs are all practicable purposes...empty as well.

So at some point Russia will have to either invade Ukraine to secure water supplies or do a contract and those 6M tourists that Putin talked about...even with super cheap flights and hotels no one comes....
