Diplomat: Deployment of US forces in Europe on rotation basis against Russia-NATO accords

MOSCOW, April 1. /TASS/. Russia does not accept the attempts to justify the deployment of more NATO forces in Europe by the claims troops are being deployed on the basis of rotation, as this rotation is indefinite, the Russian ambassador to NATO, Alexander Grushko said in an interview with the Izvestia daily.

"A surplus armored brigade, which is said to consolidate NATO's eastern flank, runs counter to the letter and spirit of the Russia-NATO Founding Act on Mutual Relations, Cooperation and Security," he said. "NATO took a pledge to refrain from an additional deployment of considerable combat forces permamently under its provisions and we've said more than once that an indefinite rotation is in no way different from permanent deployment."

Along with it, Grushko said NATO's actions in Europe stood at variance with the provisions of the Founding Act even from a formal angle of view.

"Construction of two bases of the European segment of the global antiballistic missile system is underway," he said. "The base in Romania has reached the phase of operation readiness and its transfer to NATO's command has been scheduled for May.'

"Construction of a facility in Poland continues, too," Grushko said. "These bases already meet the criteria of strategic significance and are permanent."

Arms control regime in Europe is dead

According to the diplomat, the Treaty on Conventional Armed Forces in Europe (CFE) has no links with reality because NATO countries are not ready to support its adaptation to new conditions. For that reason, the arms control regime is practically non-existent.

"Since the CFE [Treaty - TASS] has lost all links with reality, it can be said that today the arms control regime in Europe is dead. That makes the security situation even more complicated. But it is the NATO countries’ choice," Grushko told Izvestia.

He explained that the CFE regime had initially implied full exchange of information and a reliable inspection regime.

"Early in the 1990s it became clear the treaty was no longer complying with new political realities. Negotiations on its adaptation got under way. Those efforts ended with the signing an Agreement on Adaptation of the CFE Treaty," Grushko went on to say.

"That regime was more adapted to the new realities. For example, it envisaged concrete mechanisms for using political instruments in case the forces deployed exceed certain limits," he added.

Grushko also said that Russia had ratified the Agreement on Adaptation of the CFE Treaty in 2004.

"However, the NATO countries kept delaying its ratification under far-fetched pretexts. As a result, the agreement has never come into force and the arms control regime has been eroded," the Russian diplomat said.


NOTE: A large majority of the Russian snap military exercises from 2014 to 2016 were never as required registered in advance and have to a degree always exceeded the numbers of participants covered in the agreement....OVER that Russia says nothing....

HAS anyone told the Russians that it is 2016 not the 1990s????

This week the Germany MSM outlet BILD released tightly held Russian documents depicting the extent of the Russian takeover of eastern Ukraine which now appears to be a full scale Russian annexation which flies in the face of Minsk 2 and the constant Russian statements they are fulfilling Minsk 2.

Evidence that the article was highly accurate was and still is the complete Russian no response to the article and just a tad of counter Russian troll activity as they seemed to not understand just how to respond.

US Congressman Dana Rohrabacher has accused US politicians of incompetence that led to the deterioration of US-Russian ties, and thanked Russia for its operation in Syria.

MOSCOW (Sputnik) — Relations between Washington and Moscow have been strained since the start of the Ukrainian crisis and Crimea’s referendum to secede from Ukraine and reunite with Russia in 2014.

The US government took a hard line on Russia, accusing it of interfering with Ukrainian affairs, and imposed several rounds of economic sanctions on Moscow. The Russian authorities have repeatedly refuted all allegations and called the imposition of sanctions counterproductive.

"Literally a large percentage of decision makers" are incompetent about Russia today, Rohrabacher was quoted by RT as saying at an inter-parliamentary meeting in Moscow, adding "they do not give you credit for the good things you are doing. When there are disagreements, it’s been portrayed as: ‘Russia is evil because you disagree with us.’"

Rohrabacher also thanked Russia for its positive role in world affairs, particularly for the contribution to the settlement of the Syrian crisis.

Operational data from Information Resistance:

During the past weekend (04.02–0.4.03.2016), the most intense situation in the ATO zone persisted in the vicinity of Avdiivka.

In this area, militants opened fire repeatedly from 120 mm mortars from positions near Yasynuvata junction and north of Lenina Street (Mineralne settlement), as well as from “Vasilek” 2B9 82 mm automatic grenade launchers, from positions in the vegetation beyond the motorway near Yasynuvata-2 station. Five “Akatsiya” 2S3 self-propelled 152 mm guns were identified on positions in the western outskirts of Yakovlivka (north of the slag heaps), but did not open fire. East of “Gospodar” market, four terrorist tanks were spotted on camouflaged positions; three more, as before, are operating south of Yasynuvata junction.

In the Avdiivka area, the enemy also continues actively using small infantry groups and DRGs in an attempt to push the ATO forces’ units further east and northeast of the “industrial zone.” Usually, these groups operate under cover of dense fire from heavy machine guns, AGS-17’s and “Kopye” SPG-9M [grenade launchers].

Militants fired on the [ATO] strongholds and observation points south and southeast of Mayorsk and near Zaitseve “traditionally”: using machine guns and stand-mounted grenade launchers. In the vicinity of Novotroitsk, terrorists deploy heavy machine guns and AGS-17’s – namely, an advanced stronghold of the ATO forces was shelled from positions south of Tsentralnyy Karyer [Central Quarry]. Several small groups of militants were also spotted on the move in the same area, reconnoitering mine barriers.

In the coastal areas, militants used 120 mm mortars: a number of observation points and strongholds of Ukrainian troops north of Shyrokyne, near Vodyane, Hnutove, and Pavlopil were shelled from positions northeast of Sakhanka and south of Oktyabr.

Persistent rumors are circulating among a number of militant units stationed in the Petrovskyi district of Donetsk (in the area of Mar’inka), according to which the Ukrainian side is using extremely highly-trained “NATO snipers” (from the USA, Germany, and the Baltic countries) who are purposefully hunting down militant snipers and commanders. [The rumors] even mention call-signs of terrorists allegedly destroyed by these foreign “super-snipers” (including, for example, the deputy battalion commander of the “Oplot” gang, call-sign “Svaya,” who, in reality, has been destroyed).

The “secret” reports of the “1st AC of the DNR” mention that “Ukrainian combat aviation resumed flights” in areas directly adjacent to the demarcation line. The same information is being actively circulated through the militant ranks within the “1st AC.”

The “hunt for Ukrainian spies” continues in Makiivka. Employees of the “DNR Ministry of State Security” are actively searching for some “miniature electronic devices used to direct artillery and mortar fire,” which, allegedly, local residents hired by Ukrainian special services are setting up near terrorists’ military objects. A number of civilians were arrested on these charges. In one of those cases, the “evidence” presented by the employees of the “DNR Ministry of State Security” was a simple Soviet-made bicycle bell.

Militants once again “discovered” some “mass grave of the Ukrainian enforcers” near Debaltseve. A whole number of “DNR’s information and propaganda” structures were instructed to “videotape the exhumation.” Hasty preparations are underway to deliver unidentified bodies to the “exhumation” site and prepare camera crews for the “video op.”

In Dokuchajevsk, rumors are being circulated among “DNR” militants and local residents that Ukrainian Armed Forces are carrying out an operation to encircle the city, and that the “DNR” command plans to abandon it. Panic erupted in the city as a result. Large numbers of employees of “DNR law enforcement bodies” are writing requests to be transferred to other towns. The Dokuchajevsk “militant commandant’s office” received an order to put up posters with calls to curb the panic – however, they only serve to increase the panic mood further.

Luhansk “media” are actively spreading false information about the shelling of “LNR” militant positions near Pervomaisk by Ukrainian troops with the use of a “Grad” BM-21 122 mm MLRS, which allegedly resulted in the deaths of several militants and local residents. Terrorists are actively spreading rumors among civilians living near the demarcation line that such shellings will be repeated, being “ukrop’s revenge” to local residents for refusing to leave the occupied territory. According to the militants’ version, it was the threat of such shellings that caused them to close the “Zolote” checkpoint. In reality, there have been no such shellings, and no competent reasons for closing the checkpoint in question. At the same time, militants are actively laying landmines in this area.

The “LNR” leadership is embezzling humanitarian aid received from the Russian Federation by daily writing off a significant amount of food products received by the “Pokoleniye” public catering organization. This organization, created by order of Ihor Plotnitsky, the “head of the LNR,” specializes in supplying free food to preschool facilities, schools, and hospitals. “Pokoleniye” receives over UAH 100,000 [USD 3,800] of underhand profits daily, just from the fraud with school lunches.

During the past 24 hours, Russian-terrorist troops were observed using 122 mm cannon artillery. The bulk of militant shelling was centered on the Avdiivka area (fire from 122 mm artillery came from the northeastern outskirts of Yasynuvata, mostly south of the “industrial zone”). Terrorists also shelled the ATO forces’ positions in the “industrial zone” and to the north of it, using 120 mm and 82 mm mortars from positions near Mineralne and east of Yasynuvata junction.

Several groups of enemy snipers were present on several sections of the front simultaneously (Mar’inka, Kominternove-Shyrokyne, Novotroitske, Luhanske, Stanytsia Luhanska).

From the direction of Staromykhailivka, the enemy used mortars, both 82 mm and 120 mm (in the latter case, in two intensive barrages of 7-8 mortar rounds each) against [the ATO forces’] positions southeast and east of Krasnohorivka.

The “DNR” [leadership] made a decision to cut off utilities from citizens who fail to pay their utility bills (some 65-67% of the population living in the occupied part of the Donetsk oblast). In Makiivka, the local “leadership” has decided to deduct utility payments from the “wages” of the local “state employees,” whose “wages” are paid with money arriving from the Russian Federation. Earlier, the “DNR” leadership received an instruction letter from Moscow categorically demanding a “45-50% cut in funds allocated to subsidies.” The letter proposes to shut down a number of “development” programs in the public sector and manufacturing (this particularly affects plans to “return to previous volumes” of railway freight traffic to the Russian Federation).

The “LNR military intelligence” reported to the “LNR” leadership about troop rotation on the demarcation line, with Ukrainian Armed Forces units being replaced by “gang formations” from the National Guard of Ukraine. Cited among these alleged new “gangs” were “Right Sector assault battalions” and a “Shakhtarsk Battalion” (manned apparently by natives of Donbas with Nazist views).

The Russian “supervisors” in the “DNR” and “LNR” have received orders from the Kremlin to mount an information campaign designed to accuse the Ukrainian authorities of “hampering the work of the Joint Center for Control and Coordination (JCCC).” Its main message is that “Kyiv is trying to paralyze the JCCC’s work.”

During the past 24 hours, Russian-terrorist forces in Donbas used 122 mm D-30A howitzers and tanks, as well as small arms, various grenade launchers, and 82 and 120 mm mortars.

The enemy openly used heavy armored vehicles in the area of Avdiivka. Two militant tank groups were observed south and north of Yasynuvata junction, (a total of 12 vehicles, concentrated on a stretch from ​​”Agro-Nafta” to “Gospodar” marketplace). Six more tanks (from a backup group) gathered at camouflaged positions northeast of the 3rd district of Yasynuvata behind Lesnichestvo. For instance, another company (of up to 100 personnel) was transferred to the area north of Lenin St. (in the settlement of Mineralne), aboard BMP-1’s and MT-LB’s (up to 10 armored combat vehicles in total). At night-time, several terrorist infantry groups clashed with the ATO forces’s advanced units in the “industrial zone,” as well as near Ukrainian troop observation points and strongholds near the summer cottage area [of Avdiivka] and further south. On all sections, the enemy was pushed back, failing to drive a wedge into the ATO forces’ battle lines.

Simultaneously, a transfer of militants to the vicinity of Avdiivka’s “industrial zone” is being done at the cost of personnel and equipment operating in adjacent areas. Despite the fact that during the past 24 hours terrorists also initiated armed confrontations with the ATO forces’ advanced units in the area between the “Zenith” stronghold and the Butovka mine air shaft (as well as firing at Opytne, Pisky, and Vodyane), these actions, more likely, aim to create an impression of a “solid front line” in the area. The enemy’s major efforts remain concentrated on Avdiivka.

Frequency of shellings increased in the Luhansk direction of operations. In particular, terrorists fired at the advanced positions of Ukrainian troops in the vicinity of Stanytsia Luhanska and Tr’okhizbenka, from the direction of Pryshyb and the crossroads junction beyond Krasnyi Lyman. In addition to small arms, the militants used 82 mm mortars and grenade launchers.

The operational communications of the “1st DNR Army Corps” include reports about the activity of (quote) “American UAV’s” in the area of Yenakijeve, in the tactical rear of the Russian-terrorist forces, namely, in the airspace between two battalion defense areas of the “first Army Corps of the DNR” near Yenakijeve. Russian military leadership ordered investigation into these allegedly-recorded sightings of UAVs in these areas.

Following the “DNR’s” lead, the “LNR” launched a large-scale hunt for “Ukrainian spies.” The Head of the “LNR Ministry of State Security” Leonid Pasechnik declared that “NATO instructors” are training Ukrainian sabotage and reconnaissance groups at a Ukrainian Armed Forces military base in the city of Yavoriv (Lviv oblast). These DRGs are allegedly deployed to the occupied areas of Donbas, to carry out diversions and terrorist acts. Moreover, according to Pasechnik, “Ukrainian saboteurs” are being trained at “NATO centers” in Georgia. The “LNR Ministry of State Security” issued a circular to “military counterintelligence agencies,” ordering them to carry out appropriate countermeasures. As a result, several local residents were kidnapped on charges of “espionage on behalf of Ukraine,” intended for subsequent ransom exchange.

Russian leader Vladimir Putin is accused of forming secret 'battle groups' in western countries including Germany ready to activate at a moment's notice.


Putin expert and biographer Boris Reitschuster claims in his new book 'Putin's Hidden War' that this army of sleepers is trained in the Russian 'Systema' techniques of martial arts and knife fighting as taught to his country's special forces units.

German author Reitschuster claims to have seen the reports of a western European intelligence service detailing the covert groups spread across the continent.

'This means the Kremlin leader and ex-Intelligence Chief Putin has direct access to an elite fighter network in the West,' said popular German daily newspaper BILD ahead of the book's publication on Friday this week.

Reitschuster says the commanders of this secret army are drawn from GRU military intelligence and elite WDW airborne troops, adding; 'This fighting force in enemy territory is a mainstay in Putin's hidden war against the West.'

Earlier this year German intelligence agencies warned of Putin's plan to destabilize the country through propaganda.

Now Reitschuster says the intelligence he has seen suggests the new goals are fomenting civil unrest, distorting democratic political processes and 'conveying non-democratic ideals.'

In January the intelligence services said the Kremlin was behind a false report of a 13-year-old Russian girl called Lisa who claimed she was raped in Berlin.

Later she admitted she made the story up - but not before ex-pat Russians had taken to the streets and even protested outside Chancellor Angela Merkel's office.

Russian Systema self-defence schools in Germany act as 'camouflage for agent meetings,' according to Reitschuster and 'are centres for recruiting new Kremlin fighters.'

The author claims European intelligence services have identified about 300 men in the previous year Germany who are actively involved in the Systema structures. Among those who have received special training in Moscow are also soldiers, policemen, judicial employees and turncoat members of the German police and elite forces GSG 9 and KSK who are 'known' to the security services.

'These saboteurs with elite education are no negligible factor - they are targeted for crisis situations and trained to trigger unrest after assessing intelligence documents,' he added.

The Russian paramilitaries, he claimed, now hold 'real manouvres in the Swiss mountains, operate across borders and are particularly strong in Czech Republic where they mostly exercise.'

Reitschuster says the recruits, who can be activated at a moment's notice, all receive Russian passports and receive training in sabotage and handling explosives.

Operational data from Information Resistance:

During the past weekend (04.09–04.10.2016), Russian-terrorist troops in Donbas stepped up the intensity of their shelling on both ATO forces’ positions and civilian objects. Militants used small arms, mortars (82 mm and 120 mm), stand-mounted anti-personnel and anti-tank grenade launchers (AGS-17, AGS-21, SPG-9M), while in some sections, also used were tanks, armored combat vehicles and cannon artillery (mainly 122 mm). At the same time, militants are reinforcing their troops and equipment in a number of sections, which includes the transfer of heavy armor.

Terrorists actively fired mortars on Ukrainian troop positions near Avdiivka. In the same area, militants twice used a battery of 122 mm D-30A weapons on the “industrial zone:” fire came from the area beyond the Yasynuvata forest ranger station, adjusted from the area of the 251.2 m high ground north of Yasynuvata junction; four militant tanks were spotted in the vegetation at the same area.

A group of terrorist “anti-snipers” arrived in the vicinity of Mar’inka with a mission to seek out and destroy the mythical “NATO snipers” allegedly operating in this area. When conducting this operation, a “demonstration group” of militants operated north of the “Crocodile” waste bank, while the “anti-snipers'” positions were identified on the neutral strip. A similar “anti-sniper” group of militants arrived in the vicinity of Shchastya.

During the weekend, Russian-terrorist troops significantly stepped up their activity in several sections south of Donetsk. Militants used the on-board guns of BMP-2’s and BMP-1’s near Tsentralnyy Karyer (Dokuchajevsk), in the direction of the ATO forces’ strongholds southeast of Novotroitske, and towards Berezove. In coastal areas, militants actively used 82 mm automatic mortars (“Vasilek” 2B9 or similar) and 120 mm mortars from positions north of Kominternove, near Sakhanka, and northeast of Zaichenko. The bulk of fire came down on the motorway near Shyrokyne and on the eastern outskirts of the town, and on the ATO forces’ strongholds east of Talakivka and Hnutove. Several mortar strikes were also made on the area near Vodyane.

Terrorists became more active in the “landmine war” – we observe more frequent cases of ATO transport being hit by landmines in the tactical rear of Ukrainian troops. A number of “specialized” enemy DRGs, which include highly professional sappers, are operating in several sections.

The actions of Ukrainian troops in the area of Yasynuvata junction have resulted in significant changes in the supply systems of the militant “Horlivka garrison” and a whole number of units that are part of the terrorist tactical group deployed east of Horlivka. At this time, militants are forced to deliver supplies along a more complicated route, via Makiivka. The enemy goes to great lengths to “preserve the secrecy” – in Makiivka, the “DNR Ministry of State Security” continues efforts to seek out “Ukrainian spies,” transfer of combat equipment and gang personnel through densely populated areas is done mostly during night-time, after curfew, most frequently by “leapfrogging,” with intermediary concentration points. At the same time, the terrorist tactical group along the Yakovlivka – Mineralne – Yasynuvata line is being considerably reinforced.

In the vicinity of Torez, militants, under the control of Russian “supervisors” and with the involvement of specialists from the Russian Federation, are close to finishing the equipping of a new command point. The work is being done in strict secrecy. According to our preliminary information, this command point will serve as the central command point of the “DNR 1st AC.”

Simultaneously in both the “DNR” and the “LNR,” rumors started circulating about an alleged large-scale “Easter offensive of the Armed Forces of Ukraine.” According to the information being disseminated, this offensive will be carried out under pressure from the USA, so as to “ruin the bright holiday of Orthodox Easter” for the residents of the occupied areas.

Operational data from Information Resistance:

During the past 24 hours, Russian-terrorist troops in Donbas were active on multiple stretches along the demarcation line, mainly in the Donetsk and Mariupol directions of operation. Militants actively used small arms, grenade launchers, 82 mm and 120 mm mortars, and the on-board weapons of ACVs in the shellings. No use of tanks or cannon artillery was recorded.

Militants shelled the “industrial zone” of Avdiivka from 120 mm mortars from positions southeast of Yasynuvata junction, and from heavy machine guns and AGS-17’s, from the direction of the 251.2 m high ground. Terrorists also used machine guns and grenade launchers in the vicinity of the Butovka mine ventilation shaft.

In the vicinity of Pisky, militants used 82 mm automatic mortars (“Vasilek” 2B9) from the direction of the private residences sector, south of the Volvo Center, and the DAP. In this area, we observed attempts by small enemy groups to enter the neutral zone in order to shell the ATO forces’ advanced positions (in all cases, [these groups] were met with heavy small arms fire and fell back to their original positions).

In the area of Dokuchajevsk, the ATO forces’ advanced stronghold southeast of Novotroitske was shelled by a militant BMP-2, which deployed its on-board weapons from a camouflaged position. Terrorists also used the on-board weaponry of armored combat vehicles in the vicinity of Luhanske (fire was unsighted).

The “hunt” for the mythical “NATO snipers” in the “DNR” is accompanied by an information campaign about the alleged used of “American air drones” by the Armed Forces of Ukraine. The rumors circulating among the militants claim that these drones are equipped with spray dispensers of a secret virus created in the US military labs. Interestingly enough, similar rumors are being spread not only through the “DNR” terrorist units, but also among residents of the frontline areas of the occupied territory. The “DNR Ministry of State Security” is receiving messages from citizens with “reports” about such drones (in addition to the “secret virus,” citizen reports also frequently mention the syphilis agent, also allegedly being sprayed by the drones).

The “DNR” leadership wrapped up the results of the “Night City” operation conducted in Donetsk during March, aimed at seeking out and neutralizing “Ukrainian spies.” During the operation, four local citizens (including one woman) were shot and killed by militants after curfew – all four were declared “agents of the SBU and the Right Sector.” The operation was declared a success, and a decision was made to hold similar operations in other settlements, such as Makiivka, Horlivka, etc.

During the past 48 hours, some 430 tons of diesel fuel, up to 10 motor vehicles, 12 tanks, and 18 pieces of other armored equipment arrived to the “DNR” from Russia, through Ilovaisk. Five rail cars’ worth of ammunition arrived from Russia and were unloaded in Debaltseve. Also, two cisterns of gasoline arrived in Krasnodon for the needs of the “LNR.”

Alexander Khodakovsky, the commander of the separatist Vostok battalion, says that in many ways the fighting in the Avdiivka industrial zone can be compared to the battle for the Donetsk Airport*, though the current situation is unique.

"The strategic difference between the fight in Avdiivka and the Airport is that then we had to only even the curve of the front in a more favorable way for us. We had to push the enemy further from the city," Khodakovsky wrote on his LiveJournal page.

"Here, on the other hand, our movement deeper into the Avdiivka industrial zone can lead to our units being dragged into an encirclement. So to be successful and avoid being cut off from our troops we have to push the enemy on all other directions of the front line. This is possible only with a full scale offensive,“ the separatist commander noted.

“Now in the Avdiivka industrial zone we are in stalemate situation with the Ukrainians. This is a situation when a rapid movement of each side deeper into the other's territory can lead to encirclement.”

He noted that the Avdiivka industrial zone has some wooded areas, cottages and some taller industrial buildings. Most of these building are situated closer to Avdiivka, and they are under the direct control of the Ukrainian forces. “From there [these industrial buildings], they [the Ukrainians] have a great visibility of the terrain. They are effective in bringing down mortar and sniper fire on our positions."

Alexander Khodakovsky worked at the Security Service of Ukraine (SSU) but defected at the beginning of the conflict in the Donbas. He became a prominent separatist commander and the founder of the Vostok Battalion. He vehemently supports the annexation of the Donbas by Russia.

*The Donetsk Airport is where the heaviest fighting took place last year between Ukrainian forces and the pro-Russian separatists

Situation in the ATO area as of April 15, 2016



During twenty-four hours, the adversary has increased the intensity of fire influence on the units of ATO forces. The enemy shelled 104 times from small arms, grenade launchers, antiaircraft mounts ZU-32-2, infantry fighting vehicles BMP-1, 122-mm artillery systems, 82 and 120-mm mortars. The attacks were, as follows: two attacks – Krymske, Zolote (Sieverodonetsk direction); 22 attacks - Luhanske, Zaitseve, Mayorsk, Kirovske, Leninske (Slovyansk direction); 72 attacks – Verkhniotoretske, Avdiyivka, Opytne, Butovka mine, Pisky, Nevelske, Maryinka (Donetsk direction); six attacks – Berezove, Novotroitske, Bohdanivka (Volnovakha direction); two attacks – Shyrokyne (Mariupol direction).

The adversary preserves the most significant activity in Donetsk direction.

In the area of Avdiyivka, the situation is, as follows:

attempts to force the ATO troops out from their positions in the industrial area by intense attacks from small arms, grenade launchers, infantry fighting vehicles and 82-mm mortars were made;

a rotation of the personnel of the advanced units of the 11th separate motorized rifle regiment (Makiyivka) of the Russian Armed Forces 1st AC (Donetsk) from the Task Force deployed in the area of Yasynuvata was performed.

The concentration of units, weapons and military equipment of the enemy is confirmed in the rayons of the following towns:

Makiyivka (northern outskirts) and Yasynivka – firing positions for 122-mm self-propelled artillery "Hvozdyka";

Yasynuvata: units of the 100th separate motorized rifle brigade (Donetsk), separate assault battalion (Makiyivka) and 11th sep MR regt of the 1st AC of the Russian Armed Forces (about 400 people of personnel, four tanks, four self-propelled artillery, eight combat armored vehicles, seven 122- mm MLRS "Hrad", six anti-aircraft installations ZU-23-2).

In the area of Donetsk, the situation is, as follows:

reconnaissance of the front edge of defense of ATO forces was enhanced. It was established that separate electronic warfare company (Donetsk) of the 1st AC of the Russian Armed Forces daily uses electronic warfare system "Leer-3" in the southern and western outskirts of the city. Three enemy sabotage reconnaissance groups carried out raids to the area of Krasnohorivka;

rotation / reinforcement activities of the advanced units. A tank platoon of the 100th sep MR bde (Donetsk) was moved to the area of Trudivske.

During the day, the enemy casualties near the areas of Donetsk, Avdiyivka and Zaitsevo comprised four dead and nine wounded Russian service men from the 11th sep MR regt (Makiyivka), 3rd (Horlivka) and 100th (Donetsk) sep MR bde of the 1st AC of the Russian Armed Forces.

Under the attempt to seize a strong point of the ATO forces, as a result of fire in response and consequently to the undermining of ammunition of two mobile mortar detachments in the area of Molodizhne, five servicemen of the 6th separate motorized rifle regiment (Stakhanov) of the Russian Armed Forces 2nd AC (Luhansk)died and seven were injured.

Other facts of ammunition and POL supplies from the territory of Russia for the needs of the 1st (Donetsk) and 2nd (Luhansk) AC of the Russian Armed Forces were recorded. They were delivered to the following destinations:

Khartsyzsk – echelon with ammunition (80 tons) and POL (more than 120 tons);

Rovenky – POL echelon (320 tons).

The Ukrainian side informed the representatives of the OSCE Special Monitoring Mission to Ukraine about the presence of 122-mm MLRS "Hrad", self-propelled artillery and tanks in the areas of Vesela Hora, Karlo-Marksove, Manuilivka and Kuznetsi.

Despite the numerous inspections, the morale of the personnel of the 2nd AC of the Russian Armed Forces remains low. On April 12, 2016, while unloading the ammunition, the service men of the 6th sep MR regt caused a fight with shooting with service men of the 2nd separate motorized rifle brigade (Luhansk), which resulted in the injury of the officer of the 2nd sep MR bde.

The dissatisfaction of the population in the temporarily occupied territories of Donbas by the presence and actions of the Russian occupation troops grows. On April 13, 2016, in Stakhanov, two Russian service men of the 6th sep MR regt of the 2nd AC of AF RF made an attempt of an armed robbery of a local citizen, but they received a fitting rebuff. As a result of the incident, one service mea was taken to the local hospital with a leg gunshot wound, and the other was delivered with a broken hand.

As for the conducting of the integrated air reconnaissance and attack operation in the Black Sea region by the Russian Armed Forces on the eve of the meeting of the NATO-Russia Council

On the eve of the NATO-Russia Council at the ambassadorial level (planned for April 20, 2016, in Brussels), in the course of which it is planned to discuss, among other questions, the issues of transparency of relationships and reduction of risks of incidents, the Russian Federation demonstrates the determination of intentions to use military force to prevent the deployment of NATO Navy grouping in the Black Sea. On April 14, 2016, in the airspace of Krasnodar oblast and the Black Sea, the Air and Space Forces and the Aviation of the Black Sea Fleet of the Russian Armed Forces worked out the elements of the integrated air reconnaissance and attack operation to block the Black Sea straits. The measures involved:

reconnaissance aircraft Su-24MR (Marynovka) –conducted reconnaissance and verification of objects of the imaginary enemy in the south-western part of the Black Sea (the naval base infrastructure location and deployment of ships);

airborne warning and control aircraft A-50U (Yeisk) – performed duties in the airspace of the central part of the Black Sea and controlled actions of the Aviation;

two strategic bombers Tu-160 of the 22nd heavy bomber aviation division (Enhels, Saratov oblast) –worked out the tasks of (simulated) rocket attack on the Bosporus strait area in the airspace of Krasnodar oblast;

five Su-24M from the 43rd separate marine assault aviation regiment (Saki) of the Naval Aviation of the Russian Black Sea – in the airspace of the south-western part of the Black Sea worked out the maneuvers of blocking (figuratively) military and naval bases of Romania, Bulgaria and Turkey.

Situation in the ATO area as of April 16, 2016


During twenty-four hours, the adversary has continued the fire influence on the units of ATO forces. The enemy shelled 61 times from small arms, grenade launchers, antiaircraft mounts ZU-32-2, infantry fighting vehicles, anti-tank missile system, 82 and 120-mm mortars. The attacks were, as follows: 4 attacks - Stanytsia Luhanska, Shchastia (Novoaidar direction); 3 attacks - Sokilnyky, Krymske, Stepne (Sieverodonetsk direction); 11 attacks - Popasna, Luhanske, Mayorsk, Leninske, Novhrodske (Slovyansk direction); 31 attacks - Verkhniotoretske, Avdiyivka, Opytne, Butovka mine, Pisky, Nevelske, Maryinka (Donetsk direction); 5 attacks - Berezove, Novotroitske, Hranitne (Volnovakha direction); 7 attacks - Pavlopil, Vodiane, Shyrokyne (Mariupol direction).

The adversary preserves the greatest activity in Donetsk direction.

In the area of Avdiyivka, the situation is, as follows:

preservation of high intensity of attacks of the ATO forces positions, using, among all others, 82 mm mortars;

intentions to carry out rotation of the mortar battery of the 2nd motorized rifle battalion of the 11th separate motorized rifle regiment (Makiyivka) of the 1st AC (Donetsk) of the Russian Armed Forces, deployed in the area of Yasynuvata;

the 1st AC Commission checked the readiness of the units of the 11th sep MR regt to act in case of drastic changes in the operational environment. Mortar batteries were transferred to the higher levels of readiness; all kinds of intelligence were enhanced.

Other casualties of the personnel of the reconnaissance units of the 1st AC (Donetsk) of the Russian Armed Forces, engaged in sabotage and reconnaissance actions in the area of Avdiyivka, were established.

On April 14, 2016, nine service men of the 11th separate motorized rifle regiment (Makiyivka) were wounded.

On April 15, 2016, nine dead and eleven wounded service men of the separate assault battalion (Donetsk), 3rd (Horlivka) and 100th (Donetsk) separate motorized rifle brigades were delivered to the Central City Clinical Hospital No.9 and City Clinical Hospital No.5 from the areas of Yasynuvata and Novotroyitske.

On the night of April 15 to 16, 2016, 38 bodies of dead Russian service men were transported through the former checkpoint "Donetsk" (Russia) to Russia.

In the view of considerable military casualties, cases of mass desertion from the advanced positions and increase of the number of those who want to retire from military service, the command of the 1st AC of the Russian Armed Forces is trying to man up the formations and units with the personnel by early amnesty for prisoners serving sentences in penitentiaries of Donetsk oblast. To this end, agitation events in penitentiaries of Horlivka, Torez and Snizhne, where the inmates are offered full amnesty with cancellation of convictions and "relocation allowance" of 10 thousand Russian Rubles, are held. It is expected to select about 300 people for their further training and sending to the advanced units to the area of Maryinka.

The Ukrainian side informed the representatives of the OSCE Special Monitoring Mission to Ukraine about the presence of self-propelled artillery and tanks in the areas of Luhansk, Donetsk and Horlivka.

Other facts of dismantling the equipment of the Ukrainian mobile operators located in the temporarily occupied territories of Donetsk oblast in the interests of domination of the so-called mobile operator of the DNR - "Phoenix" and Russian propaganda, were established.

On April 15, 2016, the service men of the Information Warfare Center (Novocherkassk) and the 9th separate assault motorized rifle regiment of the Marine Corps (Novoazovsk) of the 1st AC (Donetsk) of the Center of the Territorial Troops (Novocherkassk) of the Southern Military District (Rostov-on-Don) of the Russian Armed Forces dismantled equipment of the Ukrainian mobile operator "MTS", located on loan in the premises of "Novoazovsk feed mil" (Huselshchykovo). In response to public protest of factory employees who were left without a reliable and also international communications, the Russian military men threatened to use weapons and destroy the equipment of the Ukrainian communications provider along with the enterprise itself.

Since April 15, 2016, exercises on control of missile strikes and artillery fire with live fire of artillery units of the units and formations of the coastal troops of the Russian Armed Forces Black Sea Fleet are conducted at the training range of the Opuk Cape (65 km to the east of Feodosiya). More than 800 servicemen and 200 units of military equipment of the 810th separate brigade of the Marines (Sebastopol), 8th artillery regiment (Simferopol), 126th separate brigade of the coastal defense (Perevalne), 15th separate coastal missile and artillery brigade (Sebastopol) of the Coastal troops of the Russian Black Sea Fleet participate in the training. Control over the exercises is executed by the Commander of the Black Sea Fleet, Admiral O.Vitko.

On April 11-15, 2016, a tactical exercise with live fire of the armed formations of the self-proclaimed Transnistrian Moldovan Republic was held at the military training ground in the area of Afanasiyivka (Dubossar rayon, 10 km from the state border of Ukraine). About 400 service men from the 1st (Tiraspol), 2nd (Bendery), 3rd (Rybnitsa) and 4th (Dubossary) separate motorized rifle brigades, 1st separate antiaircraft artillery brigade (Tyraspol) and 1st separate tank battalion (Volodymyrivka) attended the training.
