This database is an Anglo-Australian project, led by the University of Queensland (UQ) and may help readers. Terrorism is not a subject covered when I tried the Global Policing Database (GPD):http://www.gpd.uq.edu.au/search.php
The website explains:
The Global Policing Database (GPD) is an online searchable database designed to capture all published and unpublished experimental and quasi-experimental evaluations of policing interventions conducted since 1950.

This UQ video explains - in part - the GPD; other sections refer to Procedural Justice and learning @ UQ:https://www.youtube.com/watch?v=CzwVY1_cIdY
