Last week, President Barack Obama’s administration dismissed reports of Iranian support for al Qaeda as the product of fevered minds. Claims of collaboration between the Islamic regime and the terrorist organization are little more than "baseless conspiracy theories," an Obama administration official told The Weekly Standard. "Anyone who thinks Iran was or is in bed with al Qaeda doesn't know much about either."

That group of ignoramuses apparently includes the Obama administration's top official on terror financing. Adam J. Szubin, the Treasury Department's acting undersecretary for terrorism and financial intelligence, this week designated three senior al Qaeda officials operating in Iran. A statement explaining the designations says Treasury "took action to disrupt the operations, fundraising, and support networks that help al-Qaida move money and operatives from South Asia and across the Middle East by imposing sanctions on three al-Qaida senior members located in Iran."

One of the three operatives is part of a "new generation" of al Qaeda leaders, replenishing the ranks of those who have been killed by the United States and its allies. Treasury identifies that man, Faisal Jassim Mohammed al-Amri al-Khalidi, as the chief of al Qaeda's Military Commission and a key operative in al Qaeda's global network, responsible for weapons acquisition and a liaison between al Qaeda leaders and associated groups.

This is not the first time the Obama administration has targeted the Iran-al Qaeda relationship. The Treasury and State Departments publicly accused the Iranian regime of allowing al Qaeda to operate inside Iran at least 10 times between July 2011 and August 2014. Testifying before Congress in February 2012, Director of National Intelligence James Clapper described the relationship as a "marriage of convenience."

There is considerably more evidence of Iran's support for al Qaeda in the collection of documents captured during the raid of Osama bin Laden's compound on Abbottabad, Pakistan, in 2011. Senior U.S. intelligence officials have told The Weekly Standard that the document collection includes letters describing the nature of the relationship between Iran and al Qaeda and specific ways in which Iran has aided al Qaeda's network and operations. The Obama administration has refused to release the documents to the public and fought to keep them hidden during the negotiations over the Iran nuclear deal.

The Weekly Standard contacted the Obama administration official who last week dismissed Iran-al Qaeda cooperation to see if the new designations changed his view that claims of Iranian support for al Qaeda are "baseless conspiracy theories." He replied: "Al Qaeda has long used Iran as a transit and facilitation point between South Asia and the Middle East, sometimes with the knowledge of some Iranian authorities. At the same time, the Iranian government has imprisoned some al Qaeda operatives, and we believe today's action provides another opportunity for Iran to take action against al Qaeda."

Think about that for a moment. The Obama administration accuses Iran of harboring senior al Qaeda operatives and sanctions those operatives in an effort to prevent them from hurting America and its interests. But rather than scold Iran for continuing to provide safe haven to terrorists devoted to killing Americans, the administration spins the move as an "opportunity" for Iran.

An opportunity? Why would the Iranian regime need the U.S. government to provide an "opportunity" to take action against the very terrorists it has been supporting for more than a decade? This is illogical, insulting, and dangerous. But it is consistent with the kind of irresponsible whitewashing of the radical regime that has become a trademark of the Obama administration's approach to Iran.

The Obama administration provided Iran with billions of dollars through the nuclear deal despite having evidence in its possession that the country was providing safe haven to senior al Qaeda terrorists and despite acknowledging, publicly, that some of those funds would be used for terror.

The administration kept secret crucial details of the agreement from Congress, concessions that the Iranians are now citing, convincingly, as evidence that they fleeced the United States and its partners. The administration withheld from the public and from Congress documents from the bin Laden raid that make clear the extent of the support Iran has provided al Qaeda over the years.

And now the Obama administration pretends that another public accusation of Iran's complicity in al Qaeda's terror is just an "opportunity" for the terror-sponsoring regime to stop doing what it is committed to doing?

Iran's support for al Qaeda is not a "baseless conspiracy theory." It's a dangerous reality.

CrowBat....can and or could you confirm this if possible on your end.....in eastern Ukraine all Russian jamming systems are under full Russian army control as it takes a long while for the Russians to first allow and then train foreigners on the system due to their fear of "western spies".....we have seen just this week the first Russian jamming and intercept system turned over to the Russian mercenaries and them using it....a two full years after their invasion.

CB...thanks as we have seen for the first time the Russians handover a EW unit to their mercenaries who then parked it among civilian housing.....probably manned though by former Russian trained troops who are on "vacation" in Donetsk.....we have seen those units close to the forward edge in order to jam the UAF internal comms during shelling's and ground attacks...

Lot of internal tensions. EG Arab groups in the #SDF have complained before that the #PYD keeps them deliberately weak and dependent.

Saudi Arabia will offer Russia access to the Gulf Cooperation Council Market and regional investment funds if it ends its support for the regime of Syrian President Bashar Assad, the Kingdom’s Foreign Minister Adel Al-Jubeir said in an interview with the Politico.eu news website.

Russia’s military intervention in Syria began in September last year, purportedly to fight the Islamic State, but many analysts have seen it as a way to prop up Assad's government by mostly attacking groups opposed to the regime.

Saudi Arabia provides financial and military support to several rebel groups in Syria and has long proposed a handover of power or the forcible removal of Assad.

Saudi Arabia, according to Al-Jubeir, can offer Russia a foothold in the Middle East if a compromise can be found on the Syria conflict.

“We are ready to give Russia a stake in the Middle East that will make Russia a force stronger than the Soviet Union” with access to a pool of investment “greater than China’s," he said.

“It would be reasonable for Russia to say, that’s where our relations will advance our interests, not with Assad. We don’t disagree on the end game in Syria but how to get there," he claimed.

“Assad’s days are numbered," he said, “so make a deal while you can.”

The United States is running out of options in Syria, and the Obama administration is becoming increasingly desperate. That was the broad assessment from the White House's harshest critics on Syria policy upon news that Washington is willing to offer another quid pro quo to Moscow: operational coordination against terrorist groups in exchange for a Russian commitment to stop Bashar al-Assad from attacking Syrian civilians and the moderate opposition.

The news was first broken by Washington Post reporter Josh Rogin, who was given the Joint Implementation Group's draft document by an anonymous source. The document reveals the closer interaction between United States and Russian military forces operating in Syrian airspace. It appears to be the Obama administration’s latest attempt to salvage something that resembles a policy in the war-shattered country.

According to the document, the Joint Implementation Group would be based in Amman, Jordan and would be composed of American and Russian military officers, intelligence officials, lawyers and support personnel who would collate intelligence information against Jabhat al-Nusra and ISIS targets in Syria. Information between both countries would be exchanged and acted upon if U.S. and Russian representatives both agreed that the target being investigated is important enough to strike. “With the exception of imminent threats to the participants where prior agreement on a target is infeasible,” the terms state, “the participants will only take action against Nusra targets that are agreed to in advance.”

In return for a more synchronized counterterrorism effort in Syria, the Russians would provide the United States with assurances that the Syrian military would ground their aircraft in designated zones across the country. All Syrian military operations outside of those designated zones would be reported to the JIG in Amman in order for the joint U.S.–Russian group to monitor their operations and confirm that Bashar al-Assad is complying with the terms of reference.

Republicans in Congress are certain to bash any military cooperation and coordination with Vladimir Putin, who has—let’s face it—transformed Syria into his personal playground where new Russian munitions and weapons systems are tested for the entire world to see. There is intense opposition in the Pentagon, the State Department and the intelligence community to the proposal. Any information-sharing with the Russians that is not absolutely necessary is perceived by a significant faction in the U.S. government as akin to a reward for their bad behavior in the air—behavior that has resulted in thousands of civilian casualties and in an ideal world, a pile of referrals to the International Criminal Court for war crimes violations. And lest we forget, there is a very vocal element within the State Department about the entire U.S. enterprise in Syria, which was categorized in the now infamous dissent channel cable as morally bankrupt and strategically incoherent. In an appearance on WBUR’s Here and Now, Rogin reported that the only agency within the U.S. national security bureaucracy that is solidly behind the proposal is the National Security Council, an interagency body staffed in the White House that has its own problems with the Defense and State Departments.

Yet there is very little reason why the United States would not at least attempt to reach out to the Russians. Whether we like the way Moscow has conducted its Syria campaign or not, the fact remains that the Russians at this point in the conflict have more leverage with the Assad regime than the United States ever had (with the moderate opposition it supports with air power, antitank weapons and ammunition). Due in part to President Obama's reluctance to engage the United States even further into a sectarian and proxy civil war, in addition to the reality that a sudden collapse of Assad's regime would likely result in more terrain for al-Nusra and ISIS to play around with, the moderate opposition has never been given the military support needed for a serious negotiation to take place. Combine that with the firm position of the Russians and it's no wonder why Assad's regime is still in power. The Russians may not like Bashar al-Assad personally, and think he is an oaf who inherited power from his father, but they nonetheless recognize that Assad leads a government and an army that is serving as a backstop to any further expansion of jihadist elements in Damascus, Homs, Hama and the coast.

Like many plans with the Russians, this joint military proposal in Syria may not go anywhere. In fact, it will probably be altered in some fashion during the many conversations Secretary of State John Kerry has with Foreign Minister Sergei Lavrov. Moscow may break its commitments, just like its previous promises about reigning in Assad's army turned out to be misguided. But the plan should at the very least be debated within the corridors of Washington, because it puts the Russians on the spot one last time.

When it comes to the Syrian insurgency, one of the biggest dilemmas facing its backers has been the role of al-Qaeda affiliate Jabhat al-Nusra. Despite its affiliations, the group has been widely viewed by the insurgency as an important military partner in many (but by no means all) of the zones of conflict since it first came on the scene publicly in 2012. Jabhat al-Nusra's fortunes have varied over time- for instance, it lost all of its assets in the oil-rich eastern province of Deir az-Zor to the Islamic State by summer 2014- but it has survived notions of a total collapse. Today, its main base is in the northwestern province of Idlib, and with the breakdown of the U.S.-Russia brokered 'cessation of hostilities' this year, Jabhat al-Nusra has played a leading role in fighting in Latakia and south Aleppo countryside, spearheading alongside Salafi group Ahrar al-Sham the coalition known as Jaysh al-Fatah, which was first set up in 2015 and led the routing of the Assad regime from Idlib province.

Previous attempts have been made by the insurgency's main foreign backers- particularly Qatar, which has mediated in hostage crises- to persuade Jabhat al-Nusra to break ties with al-Qaeda, but so far they have all been rebuffed, with leader Abu Muhammad al-Jowlani remaining a steadfast loyalist to al-Qaeda leader Ayman al-Zawahiri. This should not be surprising, as Jowlani owes his survival as the group leader to Zawahiri's mediation in his favour in 2013 when Islamic State leader Abu Bakr al-Baghdadi, who helped set up Jabhat al-Nusra, tried to subsume Jowlani and the group when he unilaterally announced the expansion of what was then Islamic State of Iraq into Syria to become the Islamic State in Iraq and al-Sham.

The latest talk of Jabhat al-Nusra breaking ties with al-Qaeda seems to be somewhat more intense this time. Though the move might be ostensibly welcomed and supported by foreign backers of the insurgency, it may actually reflect an al-Qaeda endorsed strategy of embedding Jabhat al-Nusra more deeply in the Syrian insurgency while preserving the long-term commitment to establishing an Islamic emirate in Syria as one of many stepping-stones to reviving the Caliphate. In origin, the latest round of discussions surrounding this issue partly comes from Jabhat al-Nusra dissenters who subsequently fell-out with the main leadership, such as Abu Mariyah al-Qahtani and Abu Saleh al-Hamawi, who, it must be emphasized, do not disagree with the eventual goals but believe that at times the group has not been pragmatic enough on the ground, despite Jabhat al-Nusra's more general reputation for pragmatism in comparison with the hardline approach of the Islamic State towards rival groups. The name of Qahtani, who has also long been critical of obsessions with banners and group identity and warned against ghuluw ('extremism'), came up earlier this month in the founding statement (see below) of a new group of jihadi scholars in Syria called 'Tajammu Ahl al-'Ilm bish-Sham' (Assembly of Al-Sham Scholars), alongside Saudi-born Abdullah al-Muheisseni, who is a leading cleric in the Jaysh al-Fatah coalition.

CrowdStrike stands fully by its analysis and findings identifying two separate Russian intelligence-affiliated adversaries present in the DNC network in May 2016. On June 15, 2016 a blog post to a WordPress site authored by an individual using the moniker Guccifer 2.0 claiming credit for breaching the Democratic National Committee. This blog post presents documents alleged to have originated from the DNC.


Whether or not this posting is part of a Russian Intelligence disinformation campaign, we are exploring the documents’ authenticity and origin. Regardless, these claims do nothing to lessen our findings relating to the Russian government’s involvement, portions of which we have documented for the public and the greater security community.

There is rarely a dull day at CrowdStrike where we are not detecting or responding to a breach at a company somewhere around the globe. In all of these cases, we operate under strict confidentiality rules with our customers and cannot reveal publicly any information about these attacks. But on rare occasions, a customer decides to go public with information about their incident and give us permission to share our knowledge of the adversary tradecraft with the broader community and help protect even those who do not happen to be our customers. This story is about one of those cases.

CrowdStrike Services Inc., our Incident Response group, was called by the Democratic National Committee (DNC), the formal governing body for the US Democratic Party, to respond to a suspected breach. We deployed our IR team and technology and immediately identified two sophisticated adversaries on the network – COZY BEAR and FANCY BEAR. We’ve had lots of experience with both of these actors attempting to target our customers in the past and know them well. In fact, our team considers them some of the best adversaries out of all the numerous nation-state, criminal and hacktivist/terrorist groups we encounter on a daily basis. Their tradecraft is superb, operational security second to none and the extensive usage of ‘living-off-the-land’ techniques enables them to easily bypass many security solutions they encounter. In particular, we identified advanced methods consistent with nation-state level capabilities including deliberate targeting and ‘access management’ tradecraft – both groups were constantly going back into the environment to change out their implants, modify persistent methods, move to new Command & Control channels and perform other tasks to try to stay ahead of being detected. Both adversaries engage in extensive political and economic espionage for the benefit of the government of the Russian Federation and are believed to be closely linked to the Russian government’s powerful and highly capable intelligence services.

COZY BEAR (also referred to in some industry reports as CozyDuke or APT 29) is the adversary group that last year successfully infiltrated the unclassified networks of the White House, State Department, and US Joint Chiefs of Staff. In addition to the US government, they have targeted organizations across the Defense, Energy, Extractive, Financial, Insurance, Legal, Manufacturing Media, Think Tanks, Pharmaceutical, Research and Technology industries, along with Universities. Victims have also been observed in Western Europe, Brazil, China, Japan, Mexico, New Zealand, South Korea, Turkey and Central Asian countries. COZY BEAR’s preferred intrusion method is a broadly targeted spearphish campaign that typically includes web links to a malicious dropper. Once executed on the machine, the code will deliver one of a number of sophisticated Remote Access Tools (RATs), including AdobeARM, ATI-Agent, and MiniDionis. On many occasions, both the dropper and the payload will contain a range of techniques to ensure the sample is not being analyzed on a virtual machine, using a debugger, or located within a sandbox. They have extensive checks for the various security software that is installed on the system and their specific configurations. When specific versions are discovered that may cause issues for the RAT, it promptly exits. These actions demonstrate a well-resourced adversary with a thorough implant-testing regime that is highly attuned to slight configuration issues that may result in their detection, and which would cause them to deploy a different tool instead. The implants are highly configurable via encrypted configuration files, which allow the adversary to customize various components, including C2 servers, the list of initial tasks to carry out, persistence mechanisms, encryption keys and others. An HTTP protocol with encrypted payload is used for the Command & Control communication.

FANCY BEAR (also known as Sofacy or APT 28) is a separate Russian-based threat actor, which has been active since mid 2000s, and has been responsible for targeted intrusion campaigns against the Aerospace, Defense, Energy, Government and Media sectors. Their victims have been identified in the United States, Western Europe, Brazil, Canada, China, Georgia, Iran, Japan, Malaysia and South Korea. Extensive targeting of defense ministries and other military victims has been observed, the profile of which closely mirrors the strategic interests of the Russian government, and may indicate affiliation with Главное Разведывательное Управление (Main Intelligence Department) or GRU, Russia’s premier military intelligence service. This adversary has a wide range of implants at their disposal, which have been developed over the course of many years and include Sofacy, X-Agent, X-Tunnel, WinIDS, Foozer and DownRange droppers, and even malware for Linux, OSX, IOS, Android and Windows Phones. This group is known for its technique of registering domains that closely resemble domains of legitimate organizations they plan to target. Afterwards, they establish phishing sites on these domains that spoof the look and feel of the victim’s web-based email services in order to steal their credentials. FANCY BEAR has also been linked publicly to intrusions into the German Bundestag and France’s TV5 Monde TV station in April 2015.

At DNC, COZY BEAR intrusion has been identified going back to summer of 2015, while FANCY BEAR separately breached the network in April 2016. We have identified no collaboration between the two actors, or even an awareness of one by the other. Instead, we observed the two Russian espionage groups compromise the same systems and engage separately in the theft of identical credentials. While you would virtually never see Western intelligence agencies going after the same target without de-confliction for fear of compromising each other’s operations, in Russia this is not an uncommon scenario. “Putin’s Hydra: Inside Russia’s Intelligence Services”, a recent paper from European Council on Foreign Relations, does an excellent job outlining the highly adversarial relationship between Russia’s main intelligence services – Федеральная Служба Безопасности (FSB), the primary domestic intelligence agency but one with also significant external collection and ‘active measures’ remit, Служба Внешней Разведки (SVR), the primary foreign intelligence agency, and the aforementioned GRU. Not only do they have overlapping areas of responsibility, but also rarely share intelligence and even occasionally steal sources from each other and compromise operations. Thus, it is not surprising to see them engage in intrusions against the same victim, even when it may be a waste of resources and lead to the discovery and potential compromise of mutual operations.

John Kerry: Military cooperation plan with Russia in Syria will be announced 'somewhere in early August'


VIENTIANE/GENEVA (Reuters) - U.S. Secretary of State John Kerry said on Tuesday he hoped to announce in early August details of a U.S. plan for closer military cooperation and intelligence sharing with Russia on Syria.

Kerry, speaking after meeting with Russian Foreign Minister Sergei Lavrov on the sidelines of a meeting of Southeast Asian nations in Laos, said there had been progress in recent days on moving forward with the plan.

The proposal would have Washington and Moscow share intelligence to coordinate air strikes against the al Qaeda-affiliated Nusra Front and prohibit the Syrian air force from attacking moderate rebel groups.

In Geneva, U.N. Special Envoy Staffan de Mistura said he aimed to convene a new round of Syria peace talks toward the end of August, quietly scrapping a previous Aug. 1 deadline while keeping some time pressure on the U.S.-Russia deal.

"Our aim, let me say very clearly, is to proceed with a third round of intra-Syrian talks toward the end of August," de Mistura told reporters after meeting U.S. Syria envoy Michael Ratney and Russian Deputy Foreign Minister Gennady Gatilov.

De Mistura said he strongly hoped Lavrov and Kerry would make concrete and visible progress because that would improve the situation on the ground and the environment for the peace talks, although such progress was not a precondition for talks.

More details of the U.S.-Russia plan needed to be worked out in the next few days, he said.

Kerry has defended the proposal despite deep skepticism among top American military and intelligence officials, including Secretary of Defense Ash Carter and chairman of the Joint Chiefs of Staff Joseph Dunford, over working with Russia.

"My hope is that somewhere in early August we would be in a position to stand up in front of you and tell you what we're able to do with the hopes it can make a difference to lives of people in Syria and to the course of the war," Kerry told a news conference in the capital Vientiane.

QUESTIONS ABOUT TRANSPARENCY

During the discussions, he and Lavrov outlined the next stage of implementing the plan, including a series of technical-level meetings to address concerns by the U.S. military and intelligence community.

Kerry's State Department and White House allies say the plan is the best chance to limit the fighting that is driving thousands of Syrian civilians, with some trained Islamic State fighters mixed in, into exile in Europe, and preventing humanitarian aid from reaching tens of thousands more.

What if a U.S.-Russian Deal in Syria Goes Exactly as Planned?

Most critics of the White House’s proposed U.S.-Russian cooperative arrangement against terrorists in Syria, the terms of which were recently leaked, have focused on what could go wrong. Russia may simply violate the terms of any agreement reached thereby undermining the mission, embarrassing the United States, and hurting its local partners. I am far more troubled, however, by what would happen if the agreement goes as planned. A successful Joint Implementation Group (JIG) would likely weaken or eliminate a strong component of the insurgency without compensating for the lost capacity, further tilting the military balance in the regime’s favor. Unless the United States can prevent that, the JIG would make a lasting negotiated settlement in Syria more difficult than it already is, setting the stage for open-ended civil war and further radicalization.

The JIG’s terms do not overwhelmingly favor Russia, at least not on paper. They place constraints on its military action in Syria in return for intelligence sharing and possible direct operational cooperation against Jabhat al-Nusra, al-Qaeda’s Syrian affiliate. Russia would also refrain from targeting jointly designated (and presumably opposition-controlled) areas. Russia would compel the regime to ground its air force across much of Syria. Indeed, Russia might find the JIG’s terms too onerous. It can after all continue its own unrestrained war on al-Nusra and the broader insurgency alike without U.S. cooperation.

If Russia does accept the JIG proposal, it could later derail it through cheating. It could simply violate the terms, especially over target designation and rules of engagement. The document does not mention any penalties for violations, but there appear to be none. Russia may fail (or fail to try) to prevent regime aircraft from operating over “safe” areas, just as it has failed to stop the regime from violating the Cessation of Hostilities, which broke down after a few weeks. Of course, there is little goodwill between the United States and Russia over Syria anyway, meaning intelligence sharing is inherently problematic.

In theory however the JIG could unfold exactly as planned: Russia and the United States would jointly weaken al-Nusra as a serious strategic threat to the regimeRussia would limit its attacks to designated targets and areas. And regime aircraft would be grounded across much of Syria. That would save innocents from regime aerial bombardment — a worthy goal in itself. Strategically, however, the JIG should be judged by the extent that it serves key U.S. policy goals in Syria: fighting extremism and enabling a negotiated settlement to the civil war. Weakening al-Nusra will bring some temporary satisfaction, but under the current military balance it would destroy any chance of a political settlement to the civil war. It also has the potential to further radicalize Syrians fighting the regime who would be rid of al-Nusra, but then find themselves even less prepared to resist regime violence and negotiate a lasting peace.

Like any U.S. policy in Syria, the JIG can succeed only to the extent that it accounts for the main context: the civil war. Both al-Nusra and the civilian suffering that the JIG seeks to mitigate are products of this war. Since Russia intervened against the opposition in October 2015, the military balance has increasingly favored the regime, which has made and continues to make important progress against the rebels. The highly strategic province of Idlib (where al-Nusra is strongest) is the insurgency’s most critical remaining stronghold and a staging point for major operations. Here, al-Nusra fights alongside other Islamist and nationalist brigades, but it is likely the single most capable fighting force in that coalition.

The JIG would break al-Nusra as a conventional fighting force, with two important effects. First, all else being equal, without al-Nusra the opposition will lose Idlib and, with it, its position in northern Syria. The insurgency would no longer pose a strategic threat to the regime, eliminating any incentive for the latter to negotiate a meaningful political settlement with the opposition. Indeed, the regime would be well-placed to crush the remaining insurgent groups as well, including U.S.-backed fighters. A successful JIG would prevent a negotiated settlement by eliminating much of al-Nusra’s capability without replacing or compensating for the insurgency’s lost capacity. This would either prolong the war or facilitate regime progress, killing and radicalizing more Syrians.

Second, anti-regime Syrians will see the JIG as a joint U.S.-Russian war on the insurgency writ large. Unlike the Islamic State for example, al-Nusra has built considerable local Syrian acceptance, including among major insurgent groups. It is reportedly considering disassociating itself from al-Qaeda to further bind itself with other Syrian insurgent groups. It will be increasingly difficult to target al-Nusra without harming civilians and other opposition fighters. Even if the United States and Russia do so with relative success, Syrians fighting Assad know the end-results will be a weakened insurgency, an intact regime, and a legitimized Russian role in Syria. Just as predictably, this will further radicalize both insurgents and civilians in targeted areas, especially as the JIG permits regime artillery and rocket strikes on opposition territory where the United States and Russia will also be targeting.

Those wanting to fight extremists and end the Syrian war must concede that any counter-Nusra plan should not strengthen the regime, whose military confidence remains the main driver of radicalization and obstacle to a negotiated settlement. An isolated military effort against al-Nusra would greatly improve Assad’s military position. Al-Nusra should be destroyed of course, but the JIG as currently conceived would very likely sabotage broader U.S. counterterrorism and strategic interests in Syria. An anti-Nusra effort should instead be paired with direct and proxy military pressure on the regime to prevent its capitalizing on a post-Nusra opposition’s weakness. This could include increased qualitative military support to vetted insurgents and a U.S. commitment to punishing any regime targeting of civilians. There are other means, but the aim is to make the military option unpalatable to the regime. Al-Nusra should not be targeted at the price of condemning Syria to endless war and terrorism. If unaccompanied by robust U.S. measures to protect a weakening insurgency and contain an emboldened regime, the JIG will probably destroy the Syrian opposition, rule out any negotiated settlement, and replace one set of radicals with another.

A doctor’s plea to President Obama: Please act to save civilians in Syria


Samer Attar, a surgeon with Northwestern Medicine in Chicago, is a volunteer with the Syrian American Medical Society and the Aleppo City Medical Council.

“Please don’t cut off my leg,” a Syrian man pleaded. He had been shopping when a missile hit a crowded market. The blast seared off his hair and charred his face. He could not see that his leg was hanging by a thread of flesh and could not be saved. His screams were amplified by the echoes of the dozens just as horrifically injured around him.

I am an American surgeon who recently spent two weeks working in an underground hospital in eastern Aleppo, Syria. I have been there a few times, and each time I go, I descend into lower depths of hell. It’s shocking how the very same inhuman conditions have been allowed to continue for years.

The path to this hell is Castello Road — which was the last remaining road leading into rebel-held Aleppo when I was there. The road smells of burned metal and rotten flesh, and it is littered with charred vehicles. Plumes of smoke scatter the horizon. Gutted homes with pancaked roofs, exposed wires and twisted rebar line the sides. At every moment, you feel you may be hit by a bomb or a rocket.

Inside the city, the screech of jets, the whirring of helicopters, the vibrating blasts of mortar shells and barrel bombs, the incessant ricochet of bullets — these sounds and sensations rarely stop. Civilians still manage to live there. They would rather die at home than live in a tent or drown in a boat, or they are simply too poor, too crippled, too sick or too defiant to leave their homes.

The hospital where I worked has been attacked so many times by airstrikes that it has been driven literally underground — with a ramp leading into the basement. Scalpels are dull, anesthesia is a luxury, sterility is an approximation.

Inside, the scenes are grim.

On July 1, a rocket hit a nearby marketplace. The hospital shook from the blast. The victims were not terrorists or soldiers. They were civilians shopping for the upcoming Eid celebration. Twenty-five people were killed. Dozens more were injured. There were not enough beds, so patients were placed on floors smeared with blood and body parts, with barely a place to step. Dead bodies were piled into the street to make room for incoming wounded.

The screaming never let up. Children covered in blood and dust and pockmarked with shrapnel screamed for their parents and siblings. Some would be reunited whole; others would learn whom they had lost, or which of their children’s limbs were missing or mutilated. Some had the bone shards of disintegrated bystanders embedded in their skin — routine findings after such attacks.

I saw a child, breathing but silent, with severe burns and his intestines protruding from his belly. His skin and hair were burned off. He died a couple of days later. A 5-year-old had just died before him due to respiratory failure — shrapnel from a bomb cut his spinal cord and paralyzed him from the chest down. One surgeon cut open a man’s chest in a last-ditch effort to clamp a bleeding vessel near the heart. It worked temporarily, but the man had lost too much blood, and there was no more blood to give him. Two children would later bleed to death in the operating room for similar reasons. I did an above-knee amputation on a stretcher in a hallway because all the operating rooms were full. Others whose limbs were traumatically amputated in the attack had to sit with tourniquets until an operating room opened. We later learned that a child had been decapitated by the blast.

Such slaughter occurred daily. Here, innocent civilians being blinded, amputated, burned, paralyzed, crushed and mutilated by bombs is the routine. Here, the world has shown little solidarity with innocents being massacred. This was not the work of the Islamic State. The terrorism I saw in Aleppo came from helicopters and jets in the sky.

I asked one nurse if he ever gets scared and how he manages the exhaustion. He replied, “This is Aleppo. We don’t have time to be scared. We are being crushed like bugs daily, and the world has abandoned us. Pretty soon we may be permanently sieged, cut off. But it is our duty to be here, and who will help these people if we leave them?”

A few days after I left, the Castello Road was cut. Russian jets and Syrian government soldiers bomb and shoot anything that moves. Before, passage was a roll of the dice. Now it is a death sentence.

I had to say goodbye to my Syrian friends and colleagues knowing that soon they would be cut off from the outside world, left to suffer and starve. I have no other words to describe the fear, the horror and the urgency of what I witnessed there.

I plead with the Obama administration to act. It must boldly confront Russia to halt the bombardment of Aleppo and Castello Road, the only humanitarian supply line to hundreds of thousands of people in eastern Aleppo. It must pressure and threaten the Syrian government to do the same. It must enforce a no-fly zone, using coalition air power already in place and in force against the Islamic State. All sieges must be lifted in accordance with U.N. Security Council resolutions. The Castello Road must remain open.

Innocent people are dying on all sides in Syria, but it is time to let the Syrian government know that the world will act upon a red line against its disproportionate crimes and atrocities.

Yup, the Kurds have finally stabbed insurgency in Aleppo in the back: they launched an attack from Sheik Masood towards north, captured Beni Zaid area, and thus reached regime positions, physically sealing the siege of the eastern part of the city (so much about 'YPG not cooperating' with regime).

Part of the Fatah Halab then withdrew in western direction, enabling regime to double-seal the siege.

2.) People in the West - in general, but politicians, intel etc. too - actually barely pay attention at the war in Syria. Plus, all think that all Syrian insurgents are 'al-Qaida any way'. So, please: who to hell shall care?

Something like 'transformation of the JAN into the JFS' is just 'nothing special' for majority of people here.

3.) The JFS is now free to complete the take-over of the insurgency in Aleppo and Idlib Governorates. Clearly, this is going to mean that (at least this part of) the revolution is stolen by the worst sort of a mix of local Wahhabists and foreign Jihadists.

But, as said above: who cares? Everybody thinks that's the way this revolution developed right from the start. So, why think anything changed now...?

4.) And finally... Turkey and Qatar can say, 'stupid Westerners: you can't blame them they're al-Qaida; they officially distanced themselves from your enemies; so shut the f..k up.'

And the West will have to shut the f..k up, like it already shut the f..k up about such things like Qatar supporting the JAN, or the regime being supported by at least four major groups considered terrorist organizations in the West (namely the IRGC, Hezbollah, PFLP-GC and the PLA).

In their proposal of humanitarian corridors which the UN massively jumped on...now the "narrative" is out of their hands....meaning if they refuse the corridors then they will be truly seen as war criminals BUT if they allow a aid flow then Aleppo survives rather well even if surrounded as then they will not be "besieged".

The Assad/Putin proposal actually is now being forced back onto them that it is they who must now uphold international law and if they do not then in fact they can be seen as war criminals....and that in front of the entire UN....

That is not what Putin wanted...as he was trying to force the Obama/Kerry WH to work with him gaining a massive prestige win at the same time he built support for Assad to remain.

US calls Russia plan for exit corridors from rebel held Aleppo 'demand for surrender'


Both the United States and the United Nations said they had been blindsided by the Russian announcement, and described the proposal as problematic.

“Without further clarification, it would appear to be a demand for surrender of opposition groups, and the forced evacuation of innocent civilians from Aleppo,” State Department spokesman John Kirby told journalists at the State Department press briefing July 28.

"The innocent people of Aleppo should be able to stay in their homes safely and receive the humanitarian access, which Russia and the regime have agreed … according to the UN Security Council resolution,” Kirby said.

UN Syria envoy Staffan de Mistura said flatly that he and his staff had not been informed about the Russian Defense Ministry plan for Aleppo in advance.

“We were not consulted,” de Mistura told journalists in Geneva on July 28.

“We actually learned … during the [humanitarian] task force [meeting July 28] this breaking news of a Russian military proposal,” de Mistura said. “It is premature for me and others to actually make any comments until we have further details on what has been and is the Russian proposal.”

A top UN humanitarian chief said that the UN needed safe and sustained access to provide aid to nearly besieged Aleppo residents, and that people could not be forced to leave the city.

“No one can be forced to flee, by any specific route or to any particular location,” UN Undersecretary-General for Humanitarian Affairs Stephen O’Brien said in a statement July 28. “Protection must be guaranteed for all according to the principles of neutrality and impartiality.”

“Our proposal for 48-hour humanitarian pauses to enable cross-line and cross-border operations is what we as humanitarians require,” O’Brien said.

Despite the US protests and UN expressions of concern, Syrian opposition activists and analysts see the United States as being unwilling to provide the resources to stop Aleppo from falling to the Syrian regime, even as it continues discussions with Russia on deeper coordination in targeting the so-called Islamic State (IS) and Jabhat al-Nusra militants. (Jabhat al-Nusra on July 28 announced that the group had broken with al-Qaeda, and changed its name to Jabhat Fatah al-Sham. But the State Department’s Kirby said it was too soon to make any changes in US and UN assessments that the group is a designated foreign terrorist organization.)

Aleppo “is done,” Bassam Barabandi, a former Syrian diplomat in Washington now with the Syrian opposition High Negotiating Committee, told Al-Monitor July 28.

“The [US] administration is 100% focused on two things,” Barabandi said. “The war against IS and [Jabhat al-] Nusra, and [retaking] Raqqa. They will do that .”

In Iraq, US officials know who their ally is to retake Mosul — the Iraqi army. But in Syria, “They will see who will work with them on the other side,” Barabandi said.

He added, “The US experience with the moderate forces failed. It didn’t give any results.”

Are US officials essentially acquiescing to Aleppo falling to the regime? Yes and no, said Syria expert Aron Lund.

“Well, it is falling and they’re not doing what would be required to stop it, like pushing in lots of resources to the rebels, hitting the pro-Assad forces or grounding the air forces bombing them,” Lund, a nonresident Syria analyst at the Carnegie Endowment for International Peace, told Al-Monitor July 28. “But I don’t see how that is ‘letting’ it fall. It seems the US can’t stop it happening except by doing things that they really don’t want to do.”

AMMAN: Jabhat a-Nusra has withdrawn the bulk of its fighters from battles to drive Islamic State-linked forces from southern Syria in recent days, rebel and civilian sources tell Syria Direct, ending four months of coordination with US-backed rebels.

The reported withdrawal over the past two weeks follows more than four months of battles in southwest Daraa in which Jabhat a-Nusra, Ahrar a-Sham and the US-backed Southern Front fought a mutual enemy: IS-linked forces based near Syria’s southern borders with Israel and Jordan.

Jabhat a-Nusra has made no official statements announcing or confirming that it has scaled back participation in the battles, but two FSA commanders and one civilian source in the area independently told Syria Direct that Nusra withdrew forces.

In March of this year, alleged IS affiliate Liwa Shuhadaa al-Yarmouk launched a surprise offensive from its base in southwest Daraa’s Yarmouk Basin region. Attacking positions and towns held by the Southern Front and Islamist militias including Nusra and Ahrar a-Sham, LSY pushed roughly 7km to the east in a matter of weeks and linked its territory with that of ideologically similar brigade Harakat al-Muthanna.

In response, Jabhat a-Nusra, Ahrar a-Sham and the Southern Front launched a successful counteroffensive to initially halt and then roll back LSY gains.

In May, a weakened LSY merged with its idealogically similar allies in southwest Daraa and neighboring Quneitra to form Jaish Khaled bin al-Waleed (JKW), named for the 7th-century Rashidun commander who led greatly outnumbered Muslim forces to victory over the Byzantine army in present-day southern Syria.

After months of fighting, hundreds of fighters and dozens of civilians killed and thousands more displaced, the fight against JKW in southwest Daraa has petered out to a stalemate: daily shelling, with no major advances on the ground.

Now, Nusra appears to have lost interest in the fight, reportedly withdrawing the bulk of its fighters from fronts with JKW. Ahrar a-Sham’s fighters reportedly remain in place.

“Nusra withdrew large numbers of its forces,” citizen journalist Omar al-Jolani, who is currently near the frontlines with JKW, told Syria Direct. “It hasn’t completely withdrawn from the fighting, but no longer has any real numbers to speak of at the flashpoints with JKW.”

“Nusra has withdrawn from the ongoing battles against Jaish Khaled bin al-Waleed,” a Southern Front commander currently in Daraa province told Syria Direct late last week, requesting anonymity. “The FSA factions are displeased,” he added.

Why might Nusra be withdrawing its forces from the fight with LSY now?

With no official statements from Nusra, it is not possible to know for sure. However, Southern Front commanders and a civilian journalist who spoke to Syria Direct in recent days said they view the move as preparation by Nusra to open new fronts with the regime in Daraa in a bid to increase the group’s influence on the ground.

“If Nusra and Ahrar are able to open fronts against the regime and advance, this would increase their support base,” said al-Jolani. Both Nusra and Ahrar operate within the Southern Victory Army, modeled after the northern Syrian coalition of hardline Islamist groups.

While Nusra was once a considerable force on the ground in Daraa, months of fighting with LSY, a series of assassinations and the reported relocation of Nusra’s Daraa leadership to northern Syria earlier this year have reduced the faction’s manpower in southern Syria’s Daraa to mostly fighters from the province itself.

Despite its reportedly reduced numbers, Nusra “aims to have the final word in Daraa,” alleges the same Southern Front Commander. “It’s a serious attempt by Nusra to consolidate its position.”

‘A state of discontent’

Southern Front and Islamist factions alike in south Syria are facing calls by residents and—most recently—prominent clerics to refocus their efforts on regime forces after months of grinding battles with alleged IS affiliates.

Two weeks ago, a newly formed group of hardline Islamist scholars, including Nusra’s Abu Maria al-Qahtani and prominent Saudi cleric Dr. Abdallah al-Muhaysini issued a statement online calling on Daraa rebels to launch battles with the regime in order to draw attention away from battles in Aleppo and Outer Damascus.

“Take initiative in the few coming days to ignite the fronts and battles,” urged the mid-July statement, adding that “it is impermissible for any faction to respond to pressure from any internal or external party not to open the fronts,” alluding to a belief that foreign backers have instructed Southern Front rebels to primarily focus on fighting IS affiliates in Daraa rather than the regime.

Salaries and weapons deliveries to the rebel Southern Front are coordinated by the secretive, Jordan-based Military Operations Command (MOC), led by regional and international backers, including the United States.

“For long months, we have been awaiting the battle of Daraa,” said Muhaysini in a separate message sent to Daraa rebels via WhatsApp and posted online last week. “History will bear witness: Either victory for the people of Daraa, or their betrayal of Darayya and Aleppo.”

It is not immediately clear how much sway external calls by religious scholars hold over Jabhat a-Nusra or other rebels in southern Syria. However, those calls coincide with a reported sense of frustration amongst civilians in the area after months without any major battles with regime forces.

“There’s a state of discontent among some residents,” citizen journalist al-Jolani told Syria Direct. “They’ve lost trust in the FSA after the failure of a number of their battles, in addition to the lawlessness in the area.”

“Civilians in the area are calling for a battle to be opened against the regime,” the anonymous Southern Front commander told Syria Direct. “Their main goal is to be rid of the regime forces.”

“If Nusra works against the regime, many fighters will join them.”

‘They’ll join those who pay the most’

Frustration over perceived Southern Front inaction against the regime coupled with financial hardship have reportedly driven hundreds of Southern Front fighters to defect and join Islamist brigades over the past two weeks.

“More than 200 personnel from the Southern Front joined Jabhat a-Nusra and Ahrar a-Sham in southern Syria” last week, one Southern Front commander told Syria Direct. A second SF commander as well as citizen journalist al-Jolani cited the same number of defections.

“The tepid fronts with the regime drove most of them to join Nusra and Ahrar,” said al-Jolani. He believes the number of defections could go up in coming days, “especially since there are reports circulating about Nusra and Ahrar reopening fronts with the regime in the area.”

“Some people who recently joined Ahrar and Nusra had abandoned their weapons, but have now joined up again,” said al-Jolani.

For many of those joining Islamist brigades, getting paid is as important as ideology or the desire to fight the regime.

Some Southern Front fighters “haven’t been paid in three months,” according to the second commander who Syria Direct spoke with this week, and who also requested anonymity.

The commander alleged that financial support from unnamed “operation rooms” has been delayed and salaries cut during that period, a claim that Syria Direct could not independently confirm.

“Fighters have children and families,” said the SF commander. “Their only ideology is to provide for them. They’ll join those who pay the most.”

“The Islamist brigades give attractive salaries,” he added, above the $50 a month paid to Southern Front fighters. “The pay doesn’t get cut off. That’s the incentive to join.”

How Assad’s Prisoners Die

Since civil unrest broke out in Syria in 2011, some 9.5 million people have fled their homes. But tens of thousands of others detained by Syrian government forces didn’t have the chance to run.

More than 500 survivors of those prisons were interviewed in a new report released Monday by United Nations investigators. Almost all were tortured or witnessed torture while in detention, and more than 200 of them saw a fellow prisoner die in jail, often directly at the hands of security forces. According to the report, the treatment of civilians in these prisons amounts to a government policy of extermination — a crime against humanity.

“Based on the same conduct, war crimes have also been committed,” the investigators said in their report, which did not name specific suspects but said the U.N. Security Council should impose sanctions on high-ranking Syrian officials.

Various armed groups, including the Islamic State and al-Nusra Front, have also tortured prisoners in their detention centers. But some of the most damning evidence presented in Monday’s report, which documents atrocities allegedly carried out in government detention centers between March 10, 2011, and Nov. 30, 2015, were the methods of torture used by Syrian security forces.

Children as young as 7 years old were among those who died in state custody. The parents of a 13-year-old boy arrested during a 2011 protest in Sayda next saw his body when it was returned to them dead and mutilated. Prison guards often tortured and killed detainees in front of fellow prison mates.

In 2014, prisoners in Damascus were forced to face a wall while prison guards kicked a cellmate in the head and all over his body. Vomiting blood, he asked the other detainees to tell his family what happened to him. “He died,” a survivor told the independent U.N. researchers. “We closed his eyes, wrapped him in a military blanket, and read the Quran in our hearts.”

A survivor who was detained in Homs recalled watching an elderly man die after prison guards burned his eyes with a cigarette, stabbed him with burning metal, and hung him from his wrists. It took three hours to kill him.

In other instances, the deaths were not so quick. In 2014, a prisoner’s genitals were mutilated and the man, who held in a prison run by the Syrian army’s 4th Division, survived for three days afterwards.

Those who were tortured often developed infections from their wounds, and were left with no medical treatment. One prisoner held in a Syrian Air Force intelligence prison in Aleppo was left in the hallway when guards saw he could no longer stand on an injured leg. It took days for anyone to realize he was dead, and when his family collected his body they could not even recognize him.

According to those interviewed for Monday’s report, the prison conditions were consistent across the country. Cells were jam-packed, often forcing men to take shifts sitting down or standing up. With limited access to toilets, prisoners often had to use the cell to relieve themselves, even if it was already crowded. Lice and scabies were reported as some of the most common infestations.

Many prisoners were underfed to the point of starvation, or given food that was rotten and caused vomiting and diarrhea. A handful of detainees mentioned in Monday’s report died due to pre-existing conditions that guards did not address, including diabetes, asthma, and heart failure.

Prisoner-patients who were allowed access to hospitals knew such medical care would not ensure survival. They were often asked to help wrap dead bodies of detainees who were taken to the hospital too late.

Others succumbed to psychological disorders after being held in torturous conditions or isolation. Survivors reported that many of their fellow detainees stopped eating or drinking, and later died in their cells.

According to the report, there is also reason to believe that many prisoners were extrajudicially killed by security forces. In 2013, dead bodies began floating through the Queiq River in Aleppo. At least 140 of them had gunshot wounds, and their hands were tied behind their backs. Witnesses claimed they originated in government-controlled areas.

Families that attempted to collect death certificates for their loved ones were repeatedly told prisoners had died from heart attacks.

But one father told the investigators he refused to accept a certificate with that description of his son’s death. “It would be like giving them permission to kill him,” he said.

I was shocked at the BBC News report yesterday that stated the helicopter was on a "humanitarian mission", but when the film clip was shown in the lead up to a two minute report on Aleppo at 10 secs it quite clearly shows a rocket pod lying beside the debris:http://www.bbc.co.uk/news/world-middle-east-36939137

BTW it was shot down on it's departure out of a CAS mission as it had expended all it's onboard 80mm rockets in that CAS mission....both 80mm rocket pods were empty and they always fly armed with a full load..

What is really interesting is that the Russian MoD immediately identified the three man military crew BUT have not identified the two others on board which they claimed were civilians one man and one female.....suspect GRU/SVR officers....
