More than a year into the Russian intervention in Syria, the long-term impact of the involvement has remained constant since the first two months of the campaign: the removal of Bashar al-Assad’s government has become untenable.

The Russian campaign has been more successful than many observers anticipated in ensuring the regime does not lose. It has also been too limited to turn the tables and enable a regime victory, an outcome defined as the takeover of the country, the surrender of the rebels, or the stability of what the regime currently holds. However, two recent developments appear to help the regime and its Russian backers achieve the breakthrough in northern Syria they have sought since launching the mission last year.

The first development was the Turkish-backed operation to fight the Islamic State in the eastern countryside of Aleppo on August 23 this year. When the operation started, Moscow issued a three-paragraph statement that situated the Turkish operation in its narrow context of being directed at the Islamic State and Syrian Kurdish militias.

The Russian foreign ministry expressed concerns about the development and the prospect of greater civilian losses and heightened ethnic tensions between Arabs and Kurds.#The ministry made no mention of concerns related to the regime, a clear indication that Moscow did not oppose the operation but reserved the right to retract its tacit approval. Russia, as well as Iran and the regime in Damascus, was increasingly worried about the ambitions of the Kurdish Democratic Union Party (PYD) and its militia—the People’s Protection Units or YPG—as the Kurdish group was poised to play an even greater role in the fight against the Islamic State in three provinces in northern Syria.

The Turkish incursion into northern and eastern Syria serves as a check on Kurdish expansion in that region.

Due to mutual understanding or alignment of interests, Russia avoided confrontation with Turkey. And Turkey reciprocated. During the vicious Russian onslaught on Aleppo over the past few weeks, Ankara uncharacteristically avoided hostile rhetoric against Moscow. Despite pleas by the opposition for regional backers to act against the intensification of the airstrikes, the response from Ankara was that President Recep Tayyip Erdogan would make a phone call to Russian President Vladimir Putin to revive a failed U.S.-Russian ceasefire plan.

Such a position by Turkey is uncharacteristic. Even though Turkish officials have demonstrated an inclination toward diplomacy since the botched coup, their relative silence over Aleppo raised eyebrows among its proxies and supporters in the region.
There have been even rumors that Turkey struck a deal with Russia that involves the abandonment of Aleppo in exchange for a free hand in eastern Syria.

The reality is that, while Turkey is still committed to the rebel groups that it supports in Aleppo and Idlib, Russia has pined after Turkey’s military involvement inside the country. Turkey has hardly any countermeasure other than to seek a diplomatic understanding with Russia to deescalate the situation in Aleppo.
The presence of both countries in the north, as I argued in August, has changed the state of play in that region. Russia knows that Turkey prefers to avoid confrontation because Russia can make Turkey’s task against the Islamic State and the YPG significantly harder.

For example, the regime’s forces are only six miles away from the Islamic State stronghold of al-Bab, much closer than the rebels some 20 miles away. Al-Bab is a key town for the YPG, which seeks to use it to link its cantons east of the Euphrates with other areas of control in the northwest via Manbij, which it helped liberate in August, an event that triggered the Turkish intervention. If the rebels take al-Bab, they will face the YPG west of the town and the regime to its south.

Turkey finds itself compelled to strike a balance between committing to the welfare of its proxies in Aleppo and Idlib and avoiding a confrontation with Russia. The delicate balance is likely to remain for the foreseeable future, and thus Turkey has no moves other than to seek deescalation diplomatically.

At the same time, Turkey has to preserve the strength of allied groups in the north. Rebel allies are an important source of influence in future Syria regardless of how the situation develops and, more importantly, they remain a vital piece for Turkey’s chess game in the event that Russia changes its calculations in northern Syria. Russia too will continue to maintain links with the YPG even as it seeks to check their ambitions.

America Grasping at Straws

The picture for the Syrian rebels in the north seems bleaker if the Turkish dilemma is viewed alongside the weakened American hand in the same region, the second development in recent weeks. An indication of how the situation has devolved is that despite the Russian onslaught on Aleppo over the past few weeks, both Washington and Ankara have been proven powerless.

Threats by Washington to sever diplomatic channels with Russia fell on deaf ears in Moscow. On Monday, the United States finally announced certain lines of communication with Russia would be suspended, after the ceasefire agreement the two countries reached last month failed to take hold. Earlier, even as the Syrian regime declared the end of the ceasefire, Washington desperately insisted the deal was still on. Secretary of State John Kerry had dismissed the remarks from Damascus and said the agreement was reached with Moscow, not the regime.

Despite attempts by Washington to persuade the Russians to comply with the terms, including the delivery of aid and cessation of air raids against opposition areas, no progress was made. Tension reached a high point when Russia reportedly struck an aid convoy, and the U.S. mistakenly targeted dozens of regime soldiers in the city of Deir Ezzor. The U.S. still hopes to revive the ceasefire deal, which involves a joint campaign to strike Jabhat Fatah al-Sham, formerly known as Jabhat al-Nusra, an al-Qaeda offshoot.

On Wednesday, the Washington Post reported that the idea of strikes against the Syrian regime was back on the table on Wednesday, with more officials showing support for the kinetic effort to prevent the fall of Aleppo. On the same day, Turkey and Russia also discussed the prospect of deescalation in a telephone conversation between the presidents of the two countries, and further discussions are expected when the two presidents meet on the sidelines of the World Energy Congress in Istanbul next week.

Notwithstanding discussions of a military course, the Obama administration’s ultimate objective is still to revive the deal with Moscow.

Russia, meanwhile, knows the constraints and priorities of the two rivals in northern Syria. For Turkey, the priority is to prevent the PYD from connecting its cantons in the north and to fight the Islamic State. The regime factors later in Turkey’s calculations today. Crucially, Turkey also finds itself in a new reality where it has to maintain a level of calm with Russia, especially as the two countries work to improve their bilateral relations.

For the United States, the priorities continue to be the Islamic State and Jabhat Fatah al-Sham. Russia’s operations are concentrated in the north, where the front’s influence is mostly concentrated. This means that if the U.S. wants to fight Jabhat Fatah al-Sham, it has to reach a deeper understanding with Russia than the existing deconfliction procedures that exist in eastern and northeastern Syria, where the regime has little to no presence.

Russia finds itself in an optimal position of leverage against the only two countries that can make a substantive difference for the rebels in northern Syria. Both the United States and Turkey have clear priorities that do not involve the regime and their hands are tied by the need to maintain a certain balance with Russia. This new reality opens new possibilities for the Russian involvement in Syria unconceivable some months ago.

In#October, 2014, in#a#speech at#the Valdai forum in#Sochi, Vladimir Putin half-jokingly reminded his audience about Russia’s nuclear strength. “Yes, Soviet Union was named Upper Volta with nukes”, he#said. “Maybe, but nukes#— there were plenty.”

Two years after, the Kremlin is#sending a#similar message, but in#a#less joking form. On#Monday, Russian President Vladimir Putin introduced a#bill to#the State Duma that proposed suspending a#plutonium disposal agreement with the US.

The document made clear the reasons for suspension had little to#do#with plutonium disposal. The Unites States’ “unfriendly actions” towards Russia had “posed a#strategic threat to#stability,” it#claimed. In#order to#renew the deal, Washington must cut military presence in#NATO countries, lift sanctions, abolish the so-called Magnitsky law of#asset freezes and visa bans in#relation to#Russian officials, and pay compensation for losses Russia has suffered under the sanctions.

The tone and form of#the ultimatum#— why would the Kremlin attack the#US in#legislation? —#suggested it#didn’t have to#be#read literally. Instead, the plutonium legislation was a#“vehicle” used to#“deliver a#message,” suggested political analyst Vladimir Frolov.

The Kremlin had “boiled over,” a#source close to#Russia’s leading foreign policy makers told The Moscow Times. According to#the source, the new legislation was triggered by#statements of#U.S. Department of#State spokesman John Kirby.

Continuing the war in#Syria could cost Russia, Kirby had suggested last Wednesday#— in#the form of#“terrorist attacks” on#its soil, “lost aircraft”, and “troops in#body bags.”

The Russian response was “not hard to#unpack,” said the source: “It#just reads ‘Screw you.’”

Russian lawmakers told the Moscow Times that the U.S. had provoked this round of#confrontation. “They told#us about the possibility of#new sanctions; they told#us that terrorists may target Russian cities and that Russia may start losing planes,” said Alexei Pushkov, former head of#the State Duma international affairs committee and now a#United Russia senator. “It#would’ve been strange to#expect Moscow to#show patience in#response to#such aggressive attacks.”

“We#will keep helping Syria preserve its sovereignty,” Leonid Kalashnikov, the State Duma deputy and former member of#the international affairs committee told The Moscow Times. “Of#course it#would have been better if#we#did it#together with a#country like U.S., but it#is#what it#is.”

For many, however, the message is#clear. “The Kremlin is#done with the Obama administration,” says Frolov. “The conversation is#over.”

Proxy War

More broadly, the legislation on#plutonium exchange should be#understood as#Russia’s answer to#the failed ceasefire agreement in#Syria. A#month ago, United States Secretary of#State John Kerry and Russian Foreign Minister Sergei Lavrov signed an#agreement that was supposed to#lay the foundations for a#lasting peace in#Syria. Instead, the deal evaporated within two weeks. Russian planes were accused of#bombing a#humanitarian convoy headed to#the besieged city of#Aleppo.

When Russian and Assad forces continued to#bomb Aleppo, it#was only a#matter of#time before the U.S. would halt cooperation with Russia. Indeed, the U.S. suspended negotiations right after.

“Everybody’s patience with Russia has run out,” said White House press secretary Josh Earnest.

Now, Moscow seems ready for a#new escalation. According to#The Moscow Times’ policy maker source, a#“proxy war” is#about to#begin in#Syria, pitting Russian backed surrogates against U.S. backed ones. The Russian Defense Ministry has confirmed it#has deployed S-300 air defense systems in#Syria. At#the moment, no#Syrian rebel group has aircraft or ballistic missiles that the S-300 air-defense system is designed to#intercept.#

Assymetrical Response

By#packaging up#a#demand to#remove sanctions inside the hawkish legislation, however, the Kremlin did concede one thing: the measures were actually hurting. Never before had Russia admitted it#had so#much as#suffered from them. Sanctions only did good things for Russia, Putin had claimed: they “boosted import substitution,” moved the economy to#new “hi-tech standards,” and “united the nation.”

For all the bravura rhetoric, the Kremlin has in#fact been trying to#achieve a#partial lifting of#sanctions for many months. There has been efforts made to#reduce the effects of#so-called “sectoral sanctions,” made on#strategic parts of#the Russian economy, which are tied to#Minsk peace agreements.

The collapse of U.S.-Russian diplomacy and the escalating atrocities in Aleppo have once again opened the floodgates for ideas on how to intervene in Syria. These ideas are all familiar: typically some combination of no-fly zones, air strikes, and arming the opposition. The goals range from civilian protection, to evening the balance of power to facilitate diplomacy, to toppling the Assad regime by force. It may seem odd that these proposals have changed so little over the years despite having failed to persuade previously and despite the dramatic evolution of the Syrian conflict.
This is confusing only if evaluated from the starting point that the purpose of these ideas is primarily to end the Syrian war or to reduce human suffering.# For the most part, it is not.

The air of surreality and endless repetition around much of the Syria debate emanates from the mismatch between stated and actual goals. In fact, both advocates and critics of these interventionist ideas generally understand that the limited measures being proposed have virtually no chance of changing the strategic trajectory of the war. #The real argument is not over saving lives or even about removing the Assad regime, as laudable as such goals might be.# It is over the extent to which the United States should be involved in the war, regardless of whether or how the war ends

While some surely believe that intervention would reduce the immediate killing or force the Assad regime to engage in more serious negotiations, this is a far cry from ending the war. Limited intervention will run aground of the war’s basic strategic structure.

Majority of commanders of the Harakat Noureddin az-Zenghi are ex-SyAA officers and NCOs. While they 'islamised' over the last 12 months (and lost the US support because of this), they still insist on fighting under the 'Flag of Independence' (the green-white-black flag with three red stars) - which in turn is something Ahrar is staunchly against (as Syrian Salafists - not to be mixed with typical, transnational Wahhabi Jihadists, though - they simply cannot fight under such a flag).

This might appear unimportant to many in the West, but is a very important issue to many of Syrian insurgents. Keep in mind: Faylaq ash-Sham separated from the AAS precisely over this issue, back in mid-September this year (and if that's not 'evidence enough', then consider all the hundreds of local FSyA units, all of which would - from typical Western standpoint - easily side with Ahrar, but aren't doing so, precisely for the same reason).

WHAT is extremely interesting to watch right now are the same exact mistakes made by the Soviet Union shortly before the collapse of the WALL and the collapse of the SU.

I had camped my way through the SU in 1972 and again in 1973 and after eight weeks of total camping inherently knew the SU was not an economic power capable of supporting a super power...YEs they had nuclear weapons and YEs they had a large land army and AF and were capable of threatening NATO but in the end a superpower has to have three elements 1) economic power, 2) international political soft power, and 3) military power capable off going world wide for long sustained operations......

Right now Russia is not an economic power and is in fact slowing collapsing under the weight of two full scale wars in Ukraine and Syrian costing at least 15M USD per day to maintain...secondly their soft power is based largely on propaganda that is not pulling the way it was two years ago especially in the face of "war crimes charges" in both Syria and Ukraine and lastly militarily they are barely able to extend that power to Syria and not much further as they really have no truly powerful "blue water Navy" and their global bases while they exist cannot support sustained long term operations.....

SO right now ALL that is coming out of Moscow is bluster and bluff trying to convince both themselves and the US that they are indeed a "superpower"...equal to the US...

Russian military circles have repeatedly stated they cannot win a full on war with NATO and the US especially on the nuclear side of things yet bluster and propaganda are the only things they can throw at the US right now.....

One Russian paper today says US must either "give up idea of American hegemony" or risk "a new Cold War or World War 3"

The second largest US-backed rebel group Ahrar al-Sham reworked their agreement with al-Qaeda affiliate al-Nusra Front which absorbed a major Daesh (ISIS) offshoot Jund al-Aqsa on Sunday.On Monday, leaders from the second largest US-backed rebel group in Syria — Ahrar al-Sham — reached a new agreement with Syria's long-time al-Qaeda affiliate Al-Nusra Front calling for cooperation with terrorist fighters from the Daesh (ISIS) offshoot Jund al-Aqsa that pledged allegiance to and was absorbed by al-Nusra Front on Sunday.

​The cooperation deal places Washington in a troubling predicament with the Obama White House continuing to provide aid and support to Ahrar al-Sham which fights now with both al-Qaeda and an offshoot of Daesh (ISIS) under the umbrella organization The Army of Conquest undermining the United States claim to moral superiority in dealing with the Syrian theater with the US now aligned directly behind the terrorists that they claim to be fighting against. ​

The development may ultimately force Washington's hand to reconsider their current strategy that has focused on both tackling the spread of the Daesh (ISIS) terror group in Syria while still looking to oust the Assad regime on account of the fierce bombing campaigns conducted by both Syrian and Russian forces to weed out that multiplying terror threat.

In the wake of the ceasefire collapse, to which Ahrar al-Sham openly refused to act in accordance and stated to Washington directly that they would not disband from the Al-Nusra Front terror group because it is "impossible," the United States and its Western allies have gone on the offensive against Russia and the Syrian regime within the halls of the UN Security Council with France even exploring the possibility of war crimes probes against Moscow and Damascus with the International Criminal Court.

Certainly enough, most of the following lines are going to be absolutely nothing new for any regular visitor of our discussions on the SCW. But, it's such a great day today - and now even more so, because it's nice to have all of this so nicely sorted out and confirmed beyond any doubt - by a Russian.

Most interesting excerpts:

While militias, Iranian volunteers, Hezbollah and PMCs fight in lieu of the Syrian army, Bashar Assad’s soldier busy themselves with collecting bribes at checkpoints. This view becomes more and more widespread among military experts aware of the actual situation in Syria. The country’s air force is worn down and uses home-made bombs, the soldiers dig moats to protect from terrorists’ tunnels, while the militants enjoy tactical and moral superiority, says Mikhail Khodarenok, Gazeta.ru’s military observer.

The actual fighting against opposition groups is mostly done by Syrian militias, the Lebanese Hezbollah Shia units, Iranian and Iraqi volunteers and Private Military Companies (PMCs).

The main military actions Assad’s army engages in is extorting a tribute from the locals. The Syrian armed forces have not conducted a single successful offensive during the past year.

Apparently Syria’s General Staff has no coherent short-term or mid-term strategic plans. Assad’s generals do not believe their troops can bring the country to order without military aid from foreign states. They do not plan large-scale operations, giving the reasoning of ostensibly high combat capabilities of the illegal armed groups, lack of ammunition and modern equipment, a fear of heavy losses and a negative outcome of the fighting.

The Syrian army’s junior officers, NCOs and privates have little enthusiasm to charge and fight for their motherland. The general morale deterioration is exacerbated by the fact that the history of the modern Syrian army has known no military victories.

The Syrian army fighters see no close end to the crisis. There are no set dates of ending military service. The achievements of soldiers and officers are not encouraged or awarded. The materiel and food supplies are inadequate. There are no benefits for soldiers or their families.

Most importantly, even if the Syrian leadership wished to solve these problems, they couldn’t raise the funds to do so. Assad’s government currently has no stable income sources. Years of fighting have severely disrupted the country’s economy. Industrial production has fallen by 70%, agriculture — by 60%, oil production — by 95% and natural production — by 70%. The Syrian treasury has no money even for immediate defense expenditures.

The majority of Syrian army units are based at fortified checkpoints. There are in total about 2 thousand such checkpoints throughout Syria. Thus, over a half of the army operates with no connection to their units.

Sitting inside those fortified checkpoints, the Syrian regulars are mostly doing defensive duties and extorting money from the locals. They do not conduct any major operations to liberate population or administration centers.

Such pillars of any military as "A superior’s order is the law for his subordinate" and "An order is to be performed at all costs, precisely, timely and with no objections", are at best limitedly enforced in the Syrian army.

Then comes a sub-chapter on the SyAAF:

It is hard to find anything worthy of studying or imitation from the Syrian army’s military practice.

The only worthy examples are of the "How not to wage war" variety.

The Air Force deserves a special mention. The Syrian Arab Air Force conducts a significant number of sorties daily (reaching 100 in certain days in 2015), over 85% of which are bombing runs. The Air Force’s contribution to the overall fire damage is about 70%. The airstrikes are conducted by several dozen fighter/bomber jets and around 40 army aviation helicopters.

The SyAAF’s main modus operandi is solitary sorties. Flights in pairs and larger units are not done in order to save resources. In order to decrease losses, the bombing runs are done at heights of 3 thousand meters and above. In extreme cases, dive bombing is used.

Due to the lack of air ordnance, the Syrian army has until recently used even sea mines, torpedoes and depth charges for ground attacks. The so-called "barrel bombs" are also widely used. Over 10,000 of the latter have been dropped on the enemy.

A "barrel bomb" is a type of home-made air ordnance weighting 200 to 1000 kg. It is a section of a wide oil pipeline welded shut with metal plates from both sides and stuffed with a high amount of explosives. A "barrel bomb" is highly explosive and is used to destroy buildings and attack large gatherings of the militants.

There is no pilot training to replenish the combat losses (training in Russia has been discontinued). The aircraft are not being repaired (the only aircraft repair plant is inside the Aleppo warzone).

There follows a particularly interesting sub-chapter: one describing 'effectivenss' of VKS air strikes - and PLEASE, don't come in 1-2 months to tell me something else (whether because you didn't read this or whatever other reason)!

They have amassed huge experience during the Iran-Iraq war and the two Gulf wars. The Free Syrian Army (FSA) higher officers are former General Staff leaders, brigade and division generals and colonels, while the rebel units are mostly staffed with deserters from Assad’s army.

The militants are highly mobile and capable of rapidly creating assault groups at critical points of the frontline. They have good knowledge of the area (70% of the illegal armed groups’ fighters are Syrian nationals) and command significant financial and human resources.

In the absence of a precise front line, the armed opposition groups engage in active focal fighting. Most of their efforts are applied to holding commanding heights and towns prepared for a perimeter defense. This enables fire control of government troops’ movement lines.

The high survivability of the militants during stationary fighting in fortified areas is ensured by using shelters prepared in advance. Those shelters often hide their actual location, numbers and composition.

The militants place observation points close to the contact line for advance detection of the government troops’ assault groupings. A post is manned by 2-3 people with means of observation, communication and transportation. The militants srtive to maintain control over areas by conducting local counterattacks, sabotage in the rear (including suicide attacks), constantly work to seize initiative from the government troops.

As a rule, counterattacks are performed by small groups of 10-15 militants in 3-4 cars with mounted heavy machine guns and 82mm mortars, supported by multi-launching rocket systems. One to five such groups may take part in an attack.

The purpose of the counterattacks is regaining initiative with the aim to reestablish control over the lost position an the territory in general.

When under attack from Russian forces, the armed groups leave their positions and towns, maintaining small groups of observers.

The militants’ units that have sustained significant damage are redeployed to Turkey or to areas under active ceasefire to restore capabilities, reinforce and resupply.

The morale and combat capabilities of the militants are highly above those of the SAA soldiers.

The illegal armed groups have integrated guerrilla and terrorist techniques into their tactics, combining them with conventional warfare methods utilized by regular troops. Their tactics continue to adapt based on the enemy’s behavior.

The command system the illegal armed groups have created enables prompt and rather efficient reactive measures towards changing conditions. The militants’ success is made easier by the openness of Syria’s borders (the government only controls the Syria-Lebanon border and a 50 km stretch of the Syria-Jordan border.

And then the conclusion:

One the one hand, it would seam easy to completely demobilize (in other words, completely disband) the Syrian army and recruit a new one. In other words, restart the process of building up the country’s military.

On the other hand, the main problem is that new men are nowhere to be found in modern Syria. Any newly created army will naturally inherit all the malaises of the old SAA. There also is no definitive answer to a substantial question: who’s gonna pay for that?

It is impossible to win the war with such an ally as Assad’s army.

The militias can’t be fully relied on either. Hezbollah and the Iranians have their own interests.

This is why apparently the Russian military and political leadership shall have to take a drastic decision: end the Syria campaign before the end of 2016, withdrawing all troops and leaving only the military bases.

It is impossible to restore the constitutional order to Syria by solely military means without serious diplomatic, political, economic and propaganda efforts, as well as significant support of the ruined country by foreign states.

All the above said, let me add that I can only repeat: the 'Syrian Arab Army' is dead.

There is none left: it was replaced by a host of sectarian militias. Most of these were created within the fame of the IRGC-run effort to establish that 'National Defence Force'.

But foremost: majority of operations nowadays declared/reported as 'run by the Syrian Arab Army and allies' is actually run by (in order of their importance) the IRGC, Hezbollah (whether from Lebanon, Syria or Iraq), private militias of various warlords loyal to Assadist regime, PFLP-GC, PLA, SSNP, Arab National Guard etc. Majority of the old, 'Volkssturm-like' people you get to see on various videos primarily serve with the Ba'ath Party Militia.

For example, and based on OSINT, here an ORBAT of units running the current offensive against the Fateh Halab Operations Room (top command body for insurgents in besieged Eastern Aleppo).

There are only three small units deployed in all of Aleppo that can be described as 'Loyalists' (and are certainly Syrians):
- Dir al-Quwwat al-Jawwiya (centrepiece of the Tiger Force, Syrian PMC, with 3 T-90s)
- 800th Battalion of the Republican Guards (though keep in mind that the Republican Guards was never subjected to the Syrian Ministry of Defence - and thus never a part of the SyAA - but directly to the President)
- 113th Artillery Regiment (as far as still existent as such, this would be the only 'SyAA unit' left in all of this part of Syria)

Their presence is foremost 'representative' by nature, so the media can maintain the legend about 'SAA liberating Aleppo'. Majority of other units deployed in this area cannot even roughly be described as 'Syrian', and certainly not as 'subjected to the Syrian Ministry of Defence'.

Actually, the entire area north of Khan Nassir (40km SE of Aleppo) and all the way to the Nubol and Zahra enclave (20km NW of Aleppo) is under the command of the IRGC. Frontlines are controlled by units listed below; rear areas by Hezbollah/Syria.

- Liwa Fatimioun (Afghan Hazaras)
- Liwa Zainabioun (Pakistani Shi'a)
- Liwa Shuhada Tel Aran (Kurdish Basiji)

A viewer of Russian television this week could be forgiven for thinking that the end of the world was imminent, and that it would arrive in the form of grand superpower war with the United States, culminating in a suicidal exchange of nuclear weapons. On one day alone, three separate test firings of intercontinental ballistic missiles were broadcast on state media: two by submarine, one from a launch pad in the Far East.

Last weekend, NTV, a channel under effective state control, aired a segment on emergency preparedness that included a tour of a Cold War-era bomb shelter, fortified in case of atomic war, and a mention of the municipal loudspeakers that will sound upon the arrival of “Hour X.” On Sunday, Dmitry Kiselev, the most bombastic and colorful of Kremlin propagandists, warned on his weekly newsmagazine show that “impudent behavior” toward Russia may have “nuclear” consequences.

Grievances against the West and predictions of militaristic doom are not new in Russia—they have run through all sixteen years of Vladimir Putin’s rule. But they took on a heightened intensity in early 2014, after Russia’s intervention in Ukraine and the U.S. sanctions that followed. Suddenly the question of war was in the air in Moscow. If nothing else, the spectre of a conflict with Washington served as retroactive justification for the Kremlin’s policies, and a ready-made excuse for why the Russian economy had sunk into recession. At home, Russia’s ostracization was spun as a sign of its righteousness.

The war in Syria, however, was supposed to offer Russia a chance to rehabilitate its image and re-start relations with the United States. Last year, Putin travelled to New York, where he addressed the United Nations and called for “a genuinely broad international coalition” to fight the Islamic State. According to a deeply informed new book on Putin and his court, “All the Kremlin’s Men,” by the Russian journalist Mikhail Zygar, the idea, as Putin and his speechwriters had imagined it, was to “brand ISIS as the new Third Reich.” Putin envisioned a grand coalition, Zygar writes—just like in the good old days of the Second World War—that would bring Russia out of its isolation; what’s more, Putin seemed to hope that, by “defeating Islamic terrorism, the Russians and Americans would finally succeed in creating a new world order.”

It would be Yalta, 1945, all over again—Putin’s dream scenario of how global diplomacy is meant to work.

For a while, things appeared to be going largely Putin’s way. At last year’s U.N. general assembly, Putin also had a one-on-one meeting with Obama for the first time in two years. In the months that followed, Moscow became a hub of diplomatic activity, with everyone from Benjamin Netanyahu to the Emir of Qatar flocking to town for audiences with the Russian leader.

Meanwhile, a Russian air campaign in Syria was helping Bashar al-Assad regain territory and push back rebel forces. “Russia’s battlefield successes in Syria have given Moscow . . . new leverage in decisions about the future of the Middle East,” the Times reported as recently as this August. Secretary of State John Kerry and Russian Minister of Foreign Affairs Sergey Lavrov were meeting every few weeks, and regularly exchanging gifts and jokes. (In March, when Lavrov turned sixty-six, Kerry told him, “You look terrific for thirty-nine.”)

In September, their talks culminated in a deal—viewed with great skepticism by the Pentagon—that laid out terms for a ceasefire in Syria, and which foresaw joint U.S.-Russian air strikes against extremist groups. Kerry hailed the agreement as “a turning point, a moment of change.”

All that has collapsed in the past month. The ceasefire agreement fell apart after U.S. forces killed dozens of Syrian troops in a bombing raid—a mistaken strike, U.S. officials said—and a U.N. humanitarian-aid convoy was hit in an air attack outside Aleppo, leaving twenty people dead. That strike was widely blamed on Syrian attack helicopters working under the cover of Russian airpower.

In the aftermath of the convoy strike, Kerry declared his interest in seeing Russia and the Syrian government investigated for war crimes for its alleged bombing of civilian areas in Aleppo. The notion that Washington and Moscow could work together to resolve Syria’s horrific war now appears to have been scrapped.

At a press conference on September 28th, John Kirby, a State Department spokesperson, warned that Russia’s continued military campaign in Syria could lead to terror attacks in Russian cities and “troops in body bags.”

Writing in the Financial Times, Dmitri Trenin, the head of Carnegie Moscow Center, a policy think tank, imagined that Syria “could easily turn into a battlefield” between Moscow and Washington, “with the proxies first taking aim at the principals, and the principals then shooting back not at the proxies, but at each other.”
