Civil Information Management is one of the main tools in conducting effective counterinsurgency operations, yet there is no definitive doctrine that explains how to collect, analyze, or warehouse Civil Information. This thesis provides a methodology for collecting civil information in a counterinsurgency environment. The proposed methodology provides a foundation for the creation of standard operating procedures and tactics to enhance the US Military’s capability to conduct Civil Reconnaissance and Counterinsurgency Warfare.
