Considering it has a gray body with red lettering, it is most likely a riot control agent munition.
Google Translate says it's Vietnamese language, a product of the Ministry of Public Security. Then just lists the production date and expiration date. Not sure what type of gas CKN is though. "Quả" translates to 'fruit' so that's got me confused.

Could it be that in Vietnamese the riot control agent CN becomes CKN?
It is a CS gas grenade with a burn time of 20 seconds ! Slightly similar to our M7s from the 70s.
