USAID Office of Surge Administration?

I recently saw a reference to USAID establishing an office of surge administration (in addition to OMA, OFDA and OTI already in place) in the following presented at Carlisle in September 08.

I'm interested in knowing more about this new office, especially as it relates to S/CRS and the CRC and similar activities. Would it be just managing and implementing PRT related activities? How does all this bureaucracy fit together?
