I just stumbled across CIVIC, a non-profit that says it "is the only organization solely focused on civilians in armed conflict." I haven't heard of them -- does anyone know their work?
They published a May 2010 report on United States Military Compensation to Civilians in Armed Conflict that, from a quick scan, provides some decent background and summary of the issues involved, even if its recommendations are somewhat pie-in-the-sky processy.
