Unless you have a specific context that refers to the not-a-militia (village protection forces), I believe the 'brother' terminology comes from Karzai in regards to the TB themselves. He used that word on a few different occasions as recently as the Kabul Conference. Its put that way to make the idea of reintegration/reconciliation more palatable to the Afghan people.
