The difference here is that between jus ad bellum (that is, whether the reason for war is morally just) and jus in bello (that is, whether the manner in which the war is fought is morally just)....
The UN hardly ever "imposes" a ceasefire, and generally lacks the capability of doing so. Usually it is called in to monitor and implement a ceasefire that has been reached by the combatants...
I don't doubt that it sometimes gets ignored in practice, sometimes out of ignorance or willful neglect. More often, humanitarian organizations face damned-if-you-do, damned-if-you-don't choices...
