Out of these three, they interdict one, and seize a large amount of cocaine. Question - what percentage of drug shipments did they stop? Did they stop 1 of 100? 1 of 10? 1 of 3? of 1 of some unknown number? Answer - they would report that they interdicted 33% of drug shipments or 1 of 3.
