We produce as much today as ever. We use fewer people to do it. Most people equate fewer jobs with less production, which is not the case.

Now, if you want to get into shipbuilding or similar, then yes we have some issues to face.

Well they might want to specify "manufacturing", because that includes alot of different sectors, and the effects of outsourcing certain industries can be completely different from outsourcing others.
Also if i recall correctly, protecting industries which hold great importance to the national security of the country is a legitimate reason of imposing trade sanctions (mostly subsidies of these sectors). These can include bussinesses like arms manufacturers, uniform makers, but also food and energy supplies.
But considering this i honestly dont see the reason for supporting say a jeans factory in a western country instead of actually putting the money to good use by re-educating them so they can go work in other sectors in which the west has a competitive advantage over the rest of the world.

And it's effects on "National Security" are old news; We already had issues with it during the first Gulf War.

It doesn't help that most B-Schools seem to teach (beleive?) that all manufactuing workers should be seen as interchangable monkeys, so the path to profits is to replace them with low wage (Undocumeted Immigrant?) Monkeys.

Get rid of those pesky unioized machinists/mechanics etc, and the coporation can pocket the difference. Anyone remember Value Jet?
