I'm looking into the idea of how the Lebanese Armed Forces could or should approach Civil-Military Operations (CMO, CIMIC, CA etc...) in Southern Lebanon.

I am assuming the goal of LAF CMO would be to increase the influence of the Lebanese Government in the region at the expense of several organizations that the Lebanese will not mention in official conversations.

The challenge of applying US Civil Affairs approaches/doctrine and NATO CIMIC is that both of these are focused on operations abroad.

Lebanon's challenge is at home and against a very powerful player that has a certain amount of official recognition.

Of course, UNIFIL is operating in the area and in theory should be supporting the goals of the Lebanese Government, but in reality many if not most of the larger and better funded national contingents are serving their more narrow force protection interests before they are supporting UN Security Council resolutions.
