Default In Loco Parentis or Bureaucratic Cowardice

Marine Corps Gazette blogger Peter Munson wrote this awesome post commenting on the Secretary of the Navy's announcement that he would soon be requiring breathalyzers for Sailors and Marines reporting for duty.

This is a hot topic and Munson doesn't exactly play it safe.

Does this mean the C.O. will have to blow when he comes on the bridge? Or a Gunny before stepping onto the parade deck at MCRD? What a spectacularly bad idea. I think Munson pretty well crushed it.

Asking because I don't know: What's the UCMJ standard for drunk on duty? It it any alcohol at all in the system or the legal limit?
