    Appears that the Russian FM is constantly now complaining that the OSCE is not monitoring the withdrawal of mercenary heavy weapons---note--nothing being said about the withdrawal of Russian tanks and troops though.

    OSCE has openly complained back indicating they have not received the information they require for the monitoring--Russia knows the requirements as they are a member of OSCE.

    Is this a propaganda buildup to facilitate a Russian peacekeeping move ie if you cannot monitor when we will monitor?

    Exactly. The "clashes" that the Kremlin said are happening before RS/PS even turned up! Kremlin jumped the gun.

    That nuance (major to us) is entirely lost on the Kremlin and its propaganda-for-invasion machinery.

    There has been a major Russia agitprop article floating around since the Crimea annexation stressing the "humiliation that Russia suffered" as the reasons for the annexation of Crimea and now a military partial annexation of eastern Ukraine.

    Some commenters are making the case that this "leaked document" is an attempt to place blame on others who started the Crimea and eastern Ukraine and focus attention on them thus taking attention and Putin out of the limelight--there is a strong possibility of this.

    That article just keeps on living and getting passed around--now on light of the Moscow leak of a document pertaining to the annexation of Crimea and Donbas done prior to the Maidan can we finally put that agitprop story to bed??

    An interesting fight is breaking out between Russia and the Ukraine over gas deliveries as usual but with a potential CSTO peacekeeping attempt by Russia to enter into the Donbass region.

    Russia announced this week that they would be sending gas deliveries to their mercenaries via a side pipeline which is not under control from the Ukraine and thus no one can check the actual deliveries.

    Ukraine announced then that since the deliveries were not per contract made directly to the metering stations controlled by them they would not pay for the gas--this is the exact same drill Gazprom did in Georgia and left Georgia with a 5B USD gas bill.

    Russia stated they are going ahead and then the Ukraine stated do it and we will reduce our deliveries to the mercenaries by the amount you claim you are delivering since it is on your dime thus now the Russia "genocide" statement.

    By the way Russia stopped deliveries of gas to the Ukraine even thought it was pre-paid and claimed "due to business reasons"---this concept of pre paying for gas as well as being forced to pay for gas not delivered in a pre locked in contract are at the heart of a hefty EU Cartel suit against Gazprom which has in the end a fine totaling over 35B--the EU had held up the suit pending the Ukraine outcomes and are now moving rapidly forward with their suit and fines.

    There is some concern that Russia failed militarily to achieve their annexation of the total Donbass, and are still threatening a southern land corridor to Odessa attack but have been warned that means SWIFT cutoff ---is now attempting to find a reason to send in a joint CSTO (Russian NATO version) peacekeeping force--since they were effectively put on their back feet with the Ukraine demand for UN peacekeepers which would have excluded Russia as they are a proven participant in the conflict. Many do not know that the Ukraine is still a member of CSTO thus the CSTO could in fact argue for such a move.

    @noclador Putin's "genocide" comment is part of the script to justify grounds for inserting a CSTO "peacekeeping" operation (aka RRF).
