IF Russian had not been so busy fighting in the Ukraine and annexing Crimea they could have fulfilled the FTA requirements since they have known all along what they are.

EU has stated everything goes forward on 1 Jan 2016 and Russia can no longer have a say in what EU does and or does not do with the trade association agreement which has been almost ratified by all EU members much to the Russian surprise.

Seems Russia is still trying to get a voice at the EU table and have the right to stop anything that pertains to the Ukraine--EU Commissions response to the Russia was "drop dead" we are going forward 1.1.2016.
