    Ukrainian guerrilla force is picking up their UW strikes and they are branching out their target sets.

    They do have an effective SF element and it was responsible for pulling surrounded Ukrainian units out of Debaltseve recently---several smaller units were completely surrounded but their SF walked into their camps and them walked the units back out under the cover of darkness----- not noticed at all by Russian troops.

    Basically Russia wanted the OSCE involved on the ground in the Ukraine and Minsk agreements as monitors--now the same "wanted" monitors even when 23 are Russians are not being allowed to conduct their monitoring by Russian mercenaries and troops and threatened with death the last couple of days when they wanted to clear mercenary checkpoints.

    And Russia is to be trusted on anything they sign?

    No wonder the SACEUR states things are getting worse by the minute. Russia up to today has not implemented a single point in either Minsk 1 and or 2, still continues to supply heavy equipment, munitions and troops and has build literally an Ukraine invasion force on two Ukrainian borders and yet they keep stating over and over the Ukraine "is at fault"

    This is just a short sample of activities just this morning inside the Ukraine and the fighting in key areas still has not stopped so at least up to today Minsk 2 has basically failed.

    Comments come from the Ukrainian representative at the Minsk 2 meeting and is a former President of the Ukraine.

    The events that followed the signing of the Minsk agreement in the beginning of February demonstrate that Russia has, in fact, issued an ultimatum to Ukraine, Ukraine’s second president, Leonid Kuchma, said in an interview with the newspaper Holos Ukrainy, the official voice of Verkhovna Rada (Ukraine’s Parliament), February 25:
    The president of Russia behaved as if there had been no agreements in Minsk. We were actually given an ultimatum. Either we accept his conditions and stop any resistance or we cease to exist as an independent state. He made it clear that no losses or expenses would deter him from achieving his goal, and his goal is crystal clear now. This is an ultimatum not only to us but to the entire Western world,” Kuchma said. “I pray to God that I am mistaken in my assessment.”

    However, Kuchma insisted that Ukraine’s place, geographically and historically, is in a united Europe.

    “Our people simply prefer European values. We like the European way of life. We’re sorry that our path to Europe is so long, torturous and painful,” he said.

    Additionally, Kuchma said he is glad “that (Ukrainians) do not have an anti-Western, anti-American psychosis” and that they do not idealize or romanticize everything that is foreign.

    “We do not have national delusions. We can proudly say that we are a mentally stable people. The way we conduct our lives is not guided by fairy tales or myths but by facts, reality, common sense. We do not claim to be better than others or to have some special rights or demands. Ukrainians are prudent, normal people — in other words modern Europeans. At the present time this is our main asset,” he said.
    Leonid Kuchma is Ukraine’s representative at the so-called Tripartite Contact Group, which consists of representatives from Ukraine, Russia and the OSCE who are attempting to facilitate a diplomatic resolution to the war in the Donbas.

    This is one topic that western media and western leadership has run from---actually outside of the social media who has been tracking it not much is making it into mainstream media.

    The mistreatment of Ukrainian POWs by Russian troops and or their supported mercenaries--basically massive GC and International Land Warfare violations from beatings to executions, to torture, to desecrating the bodies of killed UA soldiers.

    Part of the Minsk 1 and 2 agreements was a complete POW exchange but during Minks 1 the Ukrainians declared over 600 as POWs that could not be accounted for and now in this photo these POWs should have been released under Minsk.

    What is interesting about this article is that while all western leaders keep repeating the mantra “there is no military solution” the Russian military in fact is achieving a military solution and the area under their control just keeps growing and growing if one looks at the area in say August 2014 to now.

    So for the West “military solution” seems to be a reason for non action while military solution for Russia is a green light to expand their control—does that makes sense to anyone?

    Unless the Ukraine can slow down and restrict further land grabs militarily Russian mercenaries and Russian troops will still keep right on moving.

    Breedlove stopped short of advocating for lethal defensive weapons as some has urged in the last few weeks. The administration now appears to have moved away from such a decision in the face of vehement opposition from the U.S.’s NATO partners. Instead, he called the military part of a multifaceted arsenal that includes diplomatic and economic efforts.

    “This will not end militarily,” the supreme allied commander told reporters. But Breedlove did not describe his own personal opinion on the issue of lethal aid.

    “Gen. Breedlove has supplied his best military advice to the chain of command on options so that Administration can make their decision.     Russian Psychological Warfare in Latvia

    Russia has long attempted a campaign of mainly non-military means in Latvia consisting of numerous strategies taking place both in the country and its surrounding areas. These campaigns must be viewed in light of the severe military escalation in the Baltic Sea and in Eastern Europe. An underlying problem is the rift between ethnic Latvians and ethnic Russians in the country, which is exacerbated by Russia’s aggressive rhetoric with regards to alleged human rights violations by Latvia towards the large Russian populace. These allegations are quite well-suited to go along with the traditional Russian anti-fascist narrative, which remains part of the national political rhetoric even after the fall of the USSR.

    Russian governmental organizations such as Russkiy Mir and Rossotrudnichestvo operate heavily in the Baltic states, perhaps most of all in Latvia, where roughly 28 percent of the population is ethnically Russian. These organizations support various cultural, educational and similarly related activities that instill what they consider to be “proper” values. There have been several occasions in which organizations supporting historical revisionism pertaining to the Soviet occupation from 1945 to 1991 have been funded by Russkiy Mir – essentially erasing the brutalities that occurred during that time. A key issue regarding subsidized organizations is that the receipt of funds requires entering into confidentiality agreements with Russkiy Mir concerning financial transactions, making it a difficult process to determine the exact amount of financial support each organization receives.

    Probably the most well-known issue is the problem of Russian propaganda and information warfare that involves mass media, social media and governmental institutions. Due to several factors, mainly a lack of education in Latvian or English, ethnic Russians in Latvia are prone to watching only Russian-speaking television programs, which are still the main medium of information. Moreover, due to the development of state-controlled media with high-quality visuals in the Russian information sphere, viewers in Latvia today must choose between more visually attractive Russian programming and less attractive Latvian programs. Russian-language viewers are thus integrated into the Russian sphere of influence, widening the ethnic rift and leading to dramatically different world views along ethnic lines that can be used for malevolent political purposes. Ties that bind some elites in Latvia to those of Russia’s government or oligarchy are also reason for concern because Latvia is rather dependent on good trade relations with Russia. In recent years, however, there have been worries that some Russian investments can be used to disrupt Latvian businesses or economic sectors. Simply put, the Russian business networks and its elites are too intertwined with political leaders. The relatively fragile party political structure makes foreign influence a real threat. Harmony, Latvia’s largest pro-Russian party, has been funded by United Russia who has allegedly provided propaganda education to Harmony officials.

    Latvia has three concerns that should be addressed swiftly:
    •Financial transactions from Russian state-governed organizations to interest groups and similar groups in Latvia have been used to fuel ethnic and political tensions in recent years. There is little doubt that, if this is allowed to continue while the political situation deteriorates, these tensions will be used to threaten Latvian unity.
    •Disinformation and propaganda must be combated with democratically sound means without disturbing the free flow of information. Integrating ethnic Russians into the Latvian or Western spheres of information is key to a more politically stable Latvia.
    •Despite this gloomy picture, ethnic tensions have been improving slowly, but there are still reasons to be vigilant. Lies and disinformation about human rights violations and maltreatment of large population segments must be forcefully addressed.

    For Sweden, Russia’s continued psychological warfare against Latvia and the other Baltic states has the following implications:
    •As noted initially, the non-military campaigns must be viewed in light of the increased military activity in the Baltic Sea. The credibility of our defense and security policy currently hinges on our ability to ensure the safety of ourselves and our neighbors in accordance with the 2009 Declaration of Solidarity. Closer military cooperation with the Baltic States – and thereby with NATO – is the only way Sweden will be able to actually fulfill any obligations.
    •International and information flows concerning Sweden must be analyzed continually. The media must be aware of reflexive control – the possibility that they are being used by a foreign power to affect decisions at home. Organizations such as the pro-Novorossiya “Donbass associations”, despite being fringe movements, should be monitored carefully for foreign influence.
    •Sweden should support propositions such as the one put forth by the UK, Estonia, Denmark and Lithuania in the EU that supports taking international measures against the Russian information war. The need for such action is urgent, having seen the dangerous effects of disinformation pertaining to the Russian annexation of Crimea and war in the Donbass.

    The Ukraine began to pull back heavy artillery in accordance with Minks 2 under full agreements and monitoring by the OSCE.

    THEN this came via social media at the close of the day in Kyiv.

    So the Russian game continues of "claiming the Ukrainian government is violating Minsk" when in fact Russia has not implemented a single point in Minsk 1 and 2.

    Earlier this week Russia's state gas giant Gazprom threatened to cut gas deliveries to Ukraine within days as a result of Ukraine failing to pay for shipments of gas to areas controlled by Kremlin-backed militants. Gazprom had also warned that supplies to the EU were at a 'serious risk'.

    EU expects that both Russia and Ukraine will stick to the deal agreed to on 4 December. According to which Ukraine was expected to pay USD 378 per 1,000 cubic meters until the end of 2014 and is expected to pay USD 365 in the first quarter of 2015. The temporary deal is valid until 31 March.

    Since the Crimea we have never heard anything from senior US NSC types and now today it seems to flood the media airwaves.

    Why is it that in some ways the social media has been far further along in what Putin does and or does not intend to exactly do in the Ukraine.

    The leaked document concerning plans for the annexation of Crimea and eastern Ukraine came from social media via an independent Russian source and from the social media side it finally got the attention of general mainstream media.
