The basic premise is to develop an education and certification program for noncommissioned officers that enables a noncommissioned officer to get civilian college credit for all of their military schooling
There are actually several universities and colleges where an NCO can received college credit for military schooling/courses attended. Such as Central Texas College, Los Angeles Community College and Georgia's Dekalb Community College.

There were indeed strings attached. Most required attending at least one course (which, at times also depended on the total semester hours needed). Of the 7 courses I attended, 6 were paid for by the Army. I was able to apply almost every MOS course and several sub-courses to college credits.

I understand there's college now offering credits for foreign language aptitudes at the 2+/2+/2+ or higher proficiencies. It afterall only makes sense, or does it ?
I think it was Jed who discussed the Army's recent decision to link/limit DLI training to those who re-up. That will definitly burden our already limited resources and at a time when we really need it.

That sadly was not offered in the 70's. Glad to see someone looking out for our education and more importantly, the value of a good NCO !
