    More Pentagon Generals Line up to Proclaim Russia ‘Existential’ Threat to U.S.

    The two generals nominated to sit atop the Defense Department’s hierarchy agree: President Vladimir Putin’s Russia is the greatest threat facing the United States today.

    U.S. Air Force Gen. Paul Selva – President Barack Obama’s pick to be the next vice chairman of the Joint Chiefs of Staff – told the Senate Armed Services Committee on Tuesday that he “would put the threats to this nation in the following order: Russia, China, Iran, North Korea, and all of the organizations that have grown around ideology that was articulated by al Qaeda,” offering the same list delivered last week by Obama’s nominee to be the next chairman of the Joint Chiefs, Marine Corps Gen. Joseph Dunford.

    During his own July 9 confirmation hearing before the same committee, Dunford called Moscow’s recent behavior in the Ukraine and in eastern Europe “nothing short of alarming,” adding that “Russia presents the greatest threat to our national security” and “could pose an existential threat to the United States.”

    Prodded by Sen. John McCain on why he would place terrorist groups dead last on his list, Selva simply said that they just don’t threaten Americans at home. “Right now [the Islamic State] does not present a clear and present threat to our homeland and to our nation,” he said.

    Russia, on the other hand, takes the first prize because its military might presents an “existential threat to this country should they choose to be,” Selva said.

    Speaking on the day that the P5+1 group of nations and Iran reached an agreement to halt Tehran’s nuclear program for at least a decade, Selva also said that the sanctions relief and the opening up of over $100 billion in frozen Iranian assets would give the country more resources to fund terrorist groups like Hezbollah, “if it chooses to do so.”

    Without getting into detail, he added that the United States needs to “have a range of available options with which to respond” to threats from Iran, should they arise.

    In his opening statement, McCain actually flipped Dunford and Selva’s list on its head, saying that the list of national security challenges is led by “the rampage of ISIL’s terrorist army, Iran’s pursuit of nuclear weapons and support for its destabilizing proxies, revisionist Russia’s invasion of Ukraine, and China’s continued military build-up and aggressive behavior towards its neighbors.”

    Seated next to Selva during his testimony was Air Force Gen. Darren McDew, who has been tapped to lead U.S. Transportation Command. His take was also slightly different, holding that cyberattacks should rank first in any threat list, since a coordinated attack could bring the transportation infrastructure across the country to a halt.

    McDew’s assessment is more in line with comments made by James R. Clapper, director of national intelligence, during his own congressional testimony in February, where he maintained that cyberattacks against the nation’s infrastructure were the biggest threat to the country.

    Massive ongoing shellings and ground attacks all along the demarcation line.

    I could list the current 65 reports BUT I will simply state the heavy shellings started extremely early--at 1400 and are still ongoing.

    By 1800 over 50 attacks had been registered and that is an indication that it will be a long rough night and early morning on the eastern front lines.

    Shelling pace and reporting is picking up.

    So is now Russia bailing out of the Council of Europe which they joined in 1996.

    Members of the CoE are bound to accept the ECHR--notice they claim other EU countries ignor the ECHR--BUT in fact they do not as they are members of the CoE as well.

    Russia is trying desparately to get out from under the 50B USD Yukos ruling--what they do not realize is that the Courts in the EU and the US accept the legal rulings of the ECHR and thus seizures will continue to go forward. AND the Ukraine is getting ready to file a demand for over 300B USD for damages in Crimea and eastern Ukraine which would wipe out the Russian foreign currency reserves.

    AND this is on top opf the 245B USD dispute in the Swedish Court which some say the Ukraine will win over Gazprom on top of the Gazprom anti trust suit which is ongoing in the 80B USD EU Anti-Trust Division charges.

    Russia says it can override European rights court rulings

    Russia declared Tuesday its laws take precedence over decisions by the European Court of Human Rights (ECHR), a claim lawyers said could let Moscow snub Europe's top rights tribunal.

    The Constitutional Court ruling comes amid Russia's increasing isolation from the West over the Ukraine crisis, with the opposition warning Moscow will now be able to selectively uphold international law.

    Lawyers also said the ruling could provide Russia with an excuse not to implement a 2014 decision by the Strasbourg-based court to award shareholders of the now-defunct oil company Yukos 1.9 billion euros ($2.09 billion) in compensation.

    "Russia's participation in the international agreement does not signify rejection of state sovereignty," said the ruling by Constitutional Court chairman Valery Zorkin.

    "The Convention for the Protection of Human Rights and Fundamental Freedoms and the ECHR's legal positions based on it cannot annul the precedence of the Constitution."

    If any determination by Europe's top human rights court, which upholds the European Convention on Human Rights, is found to be in violation of Russian law, Moscow should not follow that ruling "to the letter," according to the decision.

    Zorkin argued the ruling was in line with the practice of top courts of European Union members such as Germany, Italy, Austria and Britain.

    It came after lawmakers questioned whether Russia needed to comply with all ECHR decisions.

    One of the lawmakers, Alexander Tarnavsky, said the Yukos case was one of the reasons for turning to the Constitutional Court.

    "When we began examining all the legal practices in this case, it turned out that a number of decisions by the European Court of Human Rights were not being implemented on the European continent," he said on radio.

    The justice ministry reacted swiftly to the ruling, saying its future actions over the Yukos case would be in compliance with the Constitutional Court's position.

    Russian officials have long argued that the current practice of giving precedence to international law over Russian legislation goes against the country's interests.

    President Vladimir Putin's spokesman said the Constitutional Court's ruling was final.

    "This is a decision that cannot be appealed, as far as I understand," said spokesman Dmitry Peskov.

    Russia joined the Council of Europe in 1996.

    Since then, the European Court has been flooded with cases from Russia, with activists accusing the country of violating the European Convention on Human Rights.

    -'Elastic law'-

    Russia's opposition condemned the ruling, and some lawmakers cautioned against retreating from international law.

    "The Constitutional Court paved the way for the selective application of international law in Russia," leader of the Yabloko liberal party Sergei Mitrokhin said on Twitter.

    "It will now be as elastic as our laws."
    Stalin is quoted to have said at a secret Communist Central Committe meeting in late 1936--we will sign any agreement that benefits the Soviet Union and then ignor them later if they no longer benefit the SU.

    SO can any country in the 21st century "trust" anything the now Russia says and or agrees to?????

    Let’s see Obama is to busy with his “legacy” to care what Russia does—but wait his NSC has been stating they need Russia for Iran and Syria so does it mean they are exchanging the Ukraine to appease Russia—AND Hollande and Merkel who are the drivers of Minsk 2—where are they these days????

    The European Union (EU) is desperate to maintain stability within the Euro-zone, so politicians and diplomats have joined the bankers (including the IMF, with its French head). There is a fear that if Greece failed financially - over banks having money, making public debt payments and more - that other indebted nations would follow. Those nations are usually stated to be: Portugal, Spain, Italy and often France.

    The EU can only handle one crisis at a time, such is the focus of decision makers and by its nature is very inward looking.

    The Ukraine is simply not a "club" member, whatever its strategic value and being the victim of aggression. There is I suspect a deep pessimism over confronting Russia and the likely future of the Ukraine.

    Interesting in that not challenging Russian aggression they are in fact "motivating more of it" as no action in Putin's eyes means indecision and weakness.

    If we take the two kilometer annexation of more Georgian territory this week simply by moving the boundary stakes and Georgia is being eyed for NATO and eventually the EU--not a single peep came out of EU or really for that matter no one in particular except the Baltics and Finland as they recognized it for what it was a military land grab move by Russia using again a proxy.

    And they stole in the process a UK company owned (BP) pipeline in the process--and nothing heard from the UK.

    It seems that the EU does not want to recognize one of the main geo political goals of the current Ukraine offensive--destabilize the EU to the point that it is not a political/economic power AND disconnect it from the US.

    Dmytro Tymchuk wrote on his page on Facebook citing situation report of the Information Resistance group, Censor.NET informs.

    According to him, the arrival of the detachment consisting of 200-220 servicemen of one of the special brigades of the Main Intelligence Directorate of the General Staff of the Armed Forces of the Russian Federation has been recorded in Luhansk: "The detachment has been split into groups and deployed in several districts of Luhansk."

    In addition, the redeployment of the terrorists' armor and artillery to location north of the town of Rovenky has been recorded. Up to 10 armored fighting vehicles (BMD-2, BTR-80A / BTR-82A, one airborne BTR-D), three 120-mm 2S9 Nona-S self-propelled guns have been redeployed.

    "The terrorists continue accumulating hardware as part of the "brigade" of militants deployed in the outskirts of the town of Mospyne. At the same time, the part of the equipment (six tanks and four IFVs) has been redeployed northward of this location towards the southern section of the Donetsk belt highway.

    The terrorists' replacement of more than 500 militants arrived in the Petrivskyi district of Donetsk by covered trucks, vans and buses. The militants are "raw" judging by their behavior," Tymchuk wrote.

    InfoResist also reports that the battery of militants' D-30 howitzers as well as mortar detachment (a total of 6 mortars) have been redeployed from Horlivka towards Vuhlehirsk: "There were also two MT-LBs (multi-purpose light-armored towing vehicle) and two BTR-70 APCs spotted in the convoy."
    The Russian Army is in a particularly strange place for them--after a massive three month crash training program for their own proxies--the proxies are still incapable to defeating the UA as they were in August 2014.

    The Donbass as it is now is a non viable mass of land thus the need for more territory--more territory means more actual Russian troops engaged if they are going to be successful which means more loses as the UA is showing a great deal of confidence now, has grown to 60K vs 6K in August 2014 BUT to gain more territory it must move in troops from the border to overcome the UA numbers as Russian doctrine says 4/5 to 1 ratio which then opens Russia to more harsher sanctions.

    Coupled with a much improved UA artillery ability and ever growing number of tanks and more importantly a lot more ATM teams--and yes the 64 is a far better tank than the 72 ever was and the Russian Spetsnaz even taking loses recently --it will be a bruising fight.

    AND if the word has gotten around the Russian Army that you can in fact get killed easily in the Ukraine as it seems to have--then moral is currently not the best even with their contractors.
