Russia now moves into Economic Warfare--which is part and parcel in their non linear warfare strategy.

Russia strove to join multiple different international and European associations in a bid to attract foreign investment--meaning most investors demand at the minimum a set of legal business laws to be in place in order to conduct business.

By joining all of these various associations Russia committed itself to a set of legal principles in order to be a member.

Since 1991 that was not a problem but with the advent of the Yukos decision and the EU anti trust suit against Gazprom Russia is now feeling the "heat" of losing in recognized courts of law and being told they must pay damages.

Just as people tend to dodge bill collectors Russia basically did not fight much during the court disputes and then tended to ignore the actual awarded decisions with the simple statement--"it does not apply to us"---not fully realizing the ability to take a court decision and have a collector "collect".

Since Russia does not spend much time with the concept of rule of law now they are getting hit by the rule of law and do not like it.

NOW this major change--actually will result in far less foreign investment and new factories as international investors will now feel they have no legal protection of their investments if Russia chooses to ignore court decisions. Such legal protections are always built into international deals.

Right now Russia faces a 50B USDs demand on the Yukos decision, Gazprom and the Ukraine are in court for over 234B USDs which Ukraine will win, the Ukraine is going to file law suits for over 350B USDs in damages caused by the Russians in eastern Ukraine and untold billions for Crimea, and the EU has demands on Gazprom for over 80B Euros.

Taken all together this basically wipes out the Russian central Banks entire foreign currency holdings and forces Russia to default as it will have no foreign currency.

Justice Ministry drafts bill proposing legalization of seizure of foreign state assets

The Kommersant business daily writes that the Russian Justice Ministry has developed a bill according to which any state’s property in Russia can be seized in proportion to the volume of Russian assets frozen in that country. For now the bill has been approved by a dedicated government committee.

"The number of lawsuits against Russia in foreign courts is steadily rising," says the Justice Ministry, "and no one is asking Russia to agree to participate." The ministry remarks that in several countries Russian property has "limited juridical immunity," which is why a special law is needed to guarantee a "balance" on the basis of the "reciprocity principle."

"Currently, it is possible to seize foreign government assets when there is a court order," said Dmitry Matveyev, executive partner of the Dmitry Matveyev & Partners Law Firm. He does not see the special law as necessary, but notes that if the law is passed, it will not contradict international law.

"Any court or arbitration institute can ‘deprive’ a foreign government of immunity if it is guided by the applicable law," said Marat Davletbayev, partner from the Nektorov, Saveliev and Partners Law Firm. But Davletbayev also warns that the court of the country whose property was deprived of immunity can refuse to recognize and implement the decision of the Russian court.

    NOTE:
Russian troops and her mercenaries never fulfilled the first pullback of all heavy weapons to include tanks as their 125mm cannons were also covered under that withdrawal.

SO why will they fulfill this withdrawal as well---AND we see that they view the withdrawal to be 1-4kms not the required 30kms.

Cognitive dissonance on the part of Russian mercenaries

They have not allowed the OSCE to confirm any pullback of anything under Minsk 2 and have constantly been in violation of the first heavy weapons pullback YET demand the UA to come to full compliance AND just keep on shelling from evidently “pulled back heavy weapons systems—can only be the explanation for their continued shellings.

#DPR does not see #Ukraine army's compliance with 30km buffer zone order of #Poroshenko in #Donbas

Only FIVE minutes would be needed to return weapons to the front line - says MoD DNR.

ONE HOUR is all it will take for Russians to return ALL withdrawn weapons to forward positions from 30km staging pts https://twitter.com/UKRinOSCE/status/624164400564436992

That's because 99% of those "withdrawn" Russian weapons (not seen by OSCE) are in sheds and tree cover!

Internet Spots Luhansk Militants′ ‘Battlefield 3’ Fakes

    Posted 23 July 2015 14:17 GMT

On July 22, the self-declared Luhansk People’s Republic in eastern Ukraine released what appeared to be a shocking video: a Stinger, an American-made Man-Portable Air-Defense System (MANPADS), was found in the Luhansk Airport. The video shows LNR militants inspecting what looks like a weapons cache, with close-up shots of the various arms and storage boxes with English-language inscriptions on them.

Russian state news agency RIA Novosti published an article on the same day declaring that a number of American weapons had been found at the airport (currently under insurgent control), quoting the Luhansk pro-Russian militants on their unexpected findings.

It would be a scandal of monumental proportions if not for the fact that, as revealed by keen-eyed Russian and Ukrainian bloggers and social media users, none of this was real.

Playing up the scandalous “discovery,” the self-declared republic’s chief investigator Leonid Tkachenko was so outraged he said LNR officials had immediately contacted representatives of the conflict watchdog group Organization for Security and Co-operation in Europe (OSCE) to inform them of the findings.

As the video started to make the rounds online, many users quickly noticed that the “Stinger” launcher had a few very basic errors—including the English words printed onto its arms.

Having Launched a ‘Hybrid’ War, Russia Now has a ‘Hybrid’ Army, Babchenko Says

    Paul Goble

Staunton, July 23 – Having launched a “hybrid” war giving it plausible deniability for many, Russia now has a “hybrid” army, a development that Moscow may not understand the full implications of and one that should give everyone pause, according to Russian commentator Arkady Babchenko. (kasparov.ru/material.php?id=55AFB6162F549).

Babchenko notes that Moscow has insisted that between two-thirds and three-quarters of those fighting on the Russian side in Ukraine are local people, with the rest being Russian volunteers. Consequently, the Ukrainian conflict is “a civil war,” with “a certain people of the Donbas resisting colonization” by Kyiv (kasparov.ru/material.php?id=55AFB6162F549).

All right, the analyst says, “let’s consider one aspect of this assertion, leaving aside all the rest,” including the fact that Russia has a troop concentration on the Ukrainian border comparable in size to the entire Ukrainian military, that units of that force have gone into Ukraine on occasion, and that they have fired from Russian territory unto Ukrainian land.

And “let’s leave in peace even Crimea,” about which there are really “no more questions” because what is involved there is “annexation and occupation of the purest kind.”

Instead, Babchenko says, “let’s consider a single argument: the existence of a certain mythical ‘people of the Donbas.’” Let’s even allow that “such an ethno-cultural group exists. Let’s not carp: there is a people of the Moscow region, there is a people of Northern Butovo; there is a people of Kuusinen Street, and so there is a people of the Donbas.”

In that event and if we define “a people by its place of residence,” then there is no other possible conclusion except that “this is not a Ukrainian civil war.” Instead, “it is a Buryat-Ukrainian war, and also a Chechen-Ukrainian one, and also an Osetin-Ukrainian conflict; and yet again a Ekaterinburg-Ukrainian war.”

(Those who say that “the people of Ekaterinburg” are too few to count forget that the number of people fighting on Moscow’s side in the Donbas is much smaller than their total, he points out.)

But if one comes to the obvious conclusion that the definition of the sides in the war according to “a mythical people or more precisely the place of the recruiting of the combatants is not possible, then one is driven to the very simple conclusion: “Russian began this war. Russia occupied part of the territory of a neighboring country.”

Moreover, Babchenko continues, “Russia sent in diversionary groups and changed the governments, Russian formed the new institutions of power. Russia supplied arms.” Russia even provided uniforms and badges. Indeed, he writes, “having adopted the strategy of hybrid wars as its main principle, Russia itself has in effect transformed its own army into a hybrid one as well.
“The Donets militia is thus part of the hybrid Russian army which is distinguished from all the other parts of [Russia’s] hybrid army only by the fact that it is recruited on the territory of the Donbas,” something which has “exactly the same significance as if it were recruited in Buryatia or Kamyshlov or South Osetia.”

That is, precisely, “nothing” because the militants recruited on the territory of Ukraine’s Donetsk and Luhansk oblasts are “UNITS OF THE RUSSIAN ARMY.” And consequently, just as the recruiting of Russian soldiers in Buryatia doesn’t make this war a Buryat-Ukrainian one, so too, recruiting them in the Donbas doesn’t make it a Ukrainian civil war.

Consequently, Babchenko concludes, what is taking place, even if some won’t admit it, is nothing other than “a Russian-Ukrainian war.”

New Russian service sells access to compromised social networking accounts

On daily basis, hundreds of thousands of legitimate accounts across multiple social networks get compromised, to be later on abused as a platform for launching related cyber attacks and social engineering attempts.

Recently, I came across a new Russian service offering access to compromised accounts across multiple social networks such as Vkontakte, Twitter, Facebook, LiveJournal, and last but not least, compromised email accounts. What’s particularly interesting about this service is the fact that it’s exclusively targeting Russian and Ukrainian users.

    More details:

Screenshots of the service selling compromised accounts of social networking users:

Sample inventory of compromised accounts offered for sale by the service:

Sample prices for compromised Vkontakte.ru — Russia’s most popular social network — accounts:

As you can see in the attached screenshots, 50 Vkontakte.ru accounts go for 90 rubles ($2.75). According to details, 95% of the accounts belong to active Russian users. Next to Russia-based accounts, the service is also offering “verified over the phone” Vkontakte.ru accounts for Ukrainian users.

Sample prices for compromised Facebook accounts:

The price for 500 compromised Facebook accounts belonging to Russian users is 200 rubles ($6.11).

Sample prices for compromised Twitter accounts:

The prices for 500 compromised Twitter accounts belonging to Russian users is 250 rubles ($7.64).

Sample prices for compromised Russia-based email accounts:

Next to compromised social networking accounts, the service is also offering compromised email accounts for sale, targeting Mail.ru, Rambler.ru, Yandex.ru and qip.ru. According to the details, they managed to obtain access to these accounts through social engineering and brute-forcing. Not necessarily surprising given the fact that a huge percentage of Internet users continue using easy-to-guess passwords and easily recoverable Security Questions.

How is the service getting access to these compromised credentials in the first place? Next to social engineering attacks and brute-forcing, on a daily basis cybercriminals persistently data mine botnets for stolen email, social network, VPN, FTP and SSH accounting data in an attempt to further abuse it by launching additional attacks on the top of it.

What this service offers is an easy entry into the world of cybercrime for average cybercriminals looking for fresh platforms to further disseminate their social engineering campaigns attempting to trick users into interacting with their fraudulent scheme. Once a compromised accounts gets resold, the new owner will abuse the ‘chain of trust’ and attempt to serve malware and launch social engineering attacks such as, for instance, phishing knowing that users are more likely to trust a message or a Wall post from a trusted friend. That’s their way of achieving a positive ROI (return on investment) on their initial purchase.

Webroot will continue monitoring the development of this service.
