    There is some indications that the US is applying again unilateral appeasement pressure on the Ukraine to grant a general amnesty to all those fighting in eastern--ie a blanket coverage of all mercenaries who have committed war crimes and or crimes against humanity in order to "appease Putin".

    Although such a general blanket coverage is not in Minsk 2.

    Maybe the WH and the NSC should rethink their lateral moves as they seem to not understand ground reality in eastern Ukraine.

    Obama and his NSC still do not get that their unilateral moves got them nowhere.

    NOW the Russia have resumed use of their MLRSs in complete violation of Minsk 2 and nothing is being said in DC, Paris, Berlin.

    Basically there is no Minsk 2.

    Mil source: in recent days, Russian forces have resumed the consistent bombardment of Ukrainian positions using Grad rocket artillery.

    Russia Slides Back to the Middle Ages

    MOSCOW — After Russia vetoed a United Nations Security Council draft resolution last week, many Russians started to panic.

    Their beloved country, famous for groundbreaking novels and poetry, for fabulous nature, perfect ballet—for sending the first man into space!—looked like the odd man out on the global scene.

    The resolution in question would have set up a tribunal to investigate and try those responsible for shooting down a Malaysian airliner, MH17, over Ukraine last year. All 298 people aboard were killed, and Moscow-backed rebels are widely thought to have launched the missile that blew up the plane.

    So when 11 of the 15 members of the Security Council voted for the resolution, three abstained, and only Russia voted no, the move met with near-universal condemnation.

    In the aftermath, many in Moscow began to wonder how far backward Russia is going to slide.

    “The veto at the UN is a bright, clear sign of wild, medieval times coming to a once-great country,” independent political observer Sergei Porkhomenko posted on Facebook. He invited Russians to comment on a page discussing the new “medieval morals”; hundreds did, and examples poured in:

    The Ukrainian pilot Nadezhda Savchenko, who had been on a hunger strike in a Russian prison for weeks, was denied a jury trial because she was a woman.

    An Orthodox priest is being appointed director of a site of Greek ruins and a pagan temple in Crimea, and that’s just a minor symptom of a major phenomenon: The Russian Orthodox Church plays an increasingly important role in domestic politics, not only in various Russian regions but in rebel-occupied eastern Ukraine.

    It is rare in modern Russia for a public or political event to place without the Church present. In the insurgent Donetsk and Luhansk regions of Ukraine, priests bless armed rebel soldiers going to war against Kiev. Some experts have compared the Russian president to Slobodan Milosevic, the former Serbian leader, who also surrounded himself with priests.

    When did this Russian retrogression begin? Duma deputy Dmitry Gudkov, a critic of the government so bold and outspoken he’s sometimes called Russia’s “enfant terrible,” tells The Daily Beast that the major turning point was the Crimea annexation, which “let the genie out of the bottle.”

    Gudkov says many parliamentary deputies are ashamed of the way Russian institutions are degrading, but that the decisions were not made in the Duma.

    “The Church dominates,” says Gudkov. “The legitimate state is being destroyed by censorship and persecutions. Hardly anybody has the power to stop the country sinking into obscurantism and lawlessness. … The clans who really make decisions in Russia calculate their moves by reading Putin’s gestures, his moods. Nothing makes sense any longer.”

    On the surface, life in Moscow looks civilized enough: lots of wonderful restaurants, even free WiFi in the subway, taxis ordered online arrive instantly, pedestrian streets are trimmed with flowers. In big Russian cities people live a much more comfortable life than 20 years ago, shopping in Western malls, driving Western cars, relaxing on the verandas of cafés.

    “Hardly anybody has the power to stop the country sinking into obscurantism and lawlessness.”

    But at what cost? Complacent public opinion is rapidly growing hostile to free speech. On Monday the pro-Kremlin polling center VTSIOM reported that nearly half—49 percent—of Russians welcomed Internet censorship.

    The Kremlin’s officials seem satisfied as they look out of their vehicle windows and live in their own parallel world.

    On Monday, Russian media discussed the $65,000 watch on the wrist of President Vladimir Putin’s spokesman, Dmitry Peskov. Why would a top official demonstratively mock his poor countrymen with such a bauble when millions live on less than $500 a month? And for good measure Peskov’s 17-year-old daughter, Yelizaveta, told the online publication gazeta.ru she plans to reside in France.

    “No officials at the top of the power pyramid think of Russia’s future,” said Gudkov. “Their families live abroad, while they steal millions of state dollars from Russian society.”

    By refusing to let an international tribunal investigate the MH17 tragedy, Russia chose self-isolation. Since last summer millions of law enforcement officials and bureaucrats had been banned from traveling abroad, and the country is losing its chances to integrate into the Western world. Indeed, in the quarter-century since the Iron Curtain came down, Russia has never opened fully to the West.

    Domestic politics looked darker this year than in a long time. A Human Rights Watch researcher, Tatyana Lokshina, said that the Kremlin took a huge leap backward by intensifying its crackdown on civil society, media, and the Internet, as it sought to control the narrative about developments in Ukraine. “Russia's parliament adopted laws, and authorities engaged in practices, that increasingly isolated the country and inflamed anti-Western hysteria unseen since the Soviet era,” Lokshina told The Daily Beast.

    Is there not a single person out of the 700 individuals assigned to the NSC and that includes Susan Rice who could development a coherent clear and concise strategic strategy to handle Putin--not Russia but Putin and his FSB inner circle?

    Surely someone is intelligent enough in the NSC to formulate aa strategy BECAUSE right now the US unilateral appeasement positions being forced on the Ukrainians is not getting anything in return which is what a good negotiator tried to achieve.

    For now going on four weeks the Russians have been in an actual summer offensive masking it as a slow ramp up but in fact it is now at it's height and around the clock.

    Last night hit 111 attacks up from 101 the night before--the NSC must realize that anything over 55 per day the height of attacks before Minsk 2 was signed--so now we are at double the number of attacks than before Minsk 2 AND yet not a single comment or utterance out of the WH, DoS or the NSC--nothing.

    While there is no response from the US Ukrainian civilians and military personnel just keep on getting killed and or wounded.

    AND again a massive sign of failure of the WH, DoS and NSC forced unilateral appeasement moves forced on the Ukraine in order to "save Putin's face".

    REMEMBER it was Putin demanding a "sign of good faith" and demanding the West force the Ukrainians to pull back and "declare a DMZ' in Shyrokyne.

    The West only too gladly did in fact pressure the Ukrainians to pull back---AND what did it get them???? Another KIA and WIA and attacks in a supposedly "sign of good faith" in a "supposedly Russian proposed heavy weapons free DMZ".

    When will the entire 700 members of the NSC wake up and realize there is a serious Russian summer offensive that has been underway for now four weeks.

    Obama and his entire NSC should fully understand that when they make unilateral appeasement moves—that reality gets people killed if there is not a reciprocal move made by Putin.

    The continued dragging of feet by all Western leaders after one year in confronting and stopping Russian imperialistic expansion only increases that aggression especially when dealing with Putin.

    Time for the WH and its NSC to fully understand why the incoming JCoS stated “Russia is an existential threat to the US”. When he tried to warn the National Command Authority as that is his job he was told in a rather blunt press conference comment made by the Obama spokesperson to basically “shut up”.

    Heads up Obama and his NSC—Russia is attempting to fully undermine anything left of Minsk 2—why because it is Russia that has become frozen and it is the OSCE that is actually getting beter and better at calling the Russian spade a spade.

    This is something the WH and NSC should read at night before going to bed—Putin will never and I repeat never abide by any international law, agreement, treaties or just about anything that he feels keeps him from doing what he wants as an aggressive imperialistic expansionist in rebuilding what he views as “Russia’s rights” as a superpower.

    Stalin stated to the central Committee of the SU communist Part long before Ribbentrop Molotov –“we will sign anything that benefits the SU and then ignore it later if it hinders the SU”—and so does Putin in 2015.

    Russia desperately needs western development/money and this move will ensure that—not really?

    Russia Pushes Ahead With Law to Confiscate Foreign Assets

    The Russian government has introduced a bill to parliament that allows the confiscation of property belonging to foreign states, sparking fears of a "###-for-tat" round of seizures if European countries implement court rulings against Russia won by the shareholders of former oil giant Yukos.

    The new law, which is scheduled to come into force in January 2016, allows Russian courts to limit the legal immunity formerly enjoyed by foreign states on its soil.

    President Vladimir Putin called for Russia to be ready to implement reciprocal measures in June after bailiffs in France and Belgium briefly arrested real estate and accounts belonging to the Russian state, citing European court rulings awarding substantial damages to the owners of Yukos.

    European courts ruled that Yukos was broken up by the Kremlin in the 2000s and its billionaire owner Mikhail Khodorkovsky imprisoned on falsified charges — accusations rejected by Moscow.

    Russian officials vigorously denounced the seizures in June, describing them as “illegal” and “unfriendly” and promising that Russia would not let them go unanswered.

    'Principle of Reciprocity'

    The legislation empowers Russian courts to seize the property of foreign states on “a principle of reciprocity,” according to a copy of the law posted Wednesday on the State Duma's website.

    Officially titled “On the legal immunity of foreign states and the property of foreign states in the Russian Federation,” the law runs to some 28 pages. The government publicly approved a version of the law drafted by the Justice Ministry for the first time on July 21.

    Officials characterized it as a warning to Western countries that might seek to continue the confiscations of Russian property that happened earlier this year.

    “The idea of the legislation is of a preventative character,” said Konstantin Dobrynin, a senator in Russia's upper house of parliament and deputy head of the chamber's constitutional law committee.

    “The [Russian] state wants to make a point and say: Please bear in mind that we will do the same with your property in response,” Dobrynin said in written comments to The Moscow Times.

    Russia's Interests

    Putin told reporters on June 19, the day after the French and Belgian seizures took place, that Russia would respond.

    “There cannot not be a reaction, we will defend our interests,” said Putin. “We have encountered similar displays before, including from our European partners and companies.”

    Putin mentioned the case of Swiss trading outfit Noga, which repeatedly tried to freeze Russian state assets during a decade-long legal battle that originated in a 1997 Stockholm arbitration court ruling in favor of the company.

    Russia succeeded in blocking all Noga's attempts.

    The text of the new law on the Duma's website notes that Russia has seen an upsurge in incidences of companies and individuals taking the country to international courts in recent years.

    “The number of cases brought against the Russian Federation and its different branches in foreign courts is steadily increasing and the agreement of the Russian Federation for its participation in the cases is not asked for,” an appendix to the law reads.

    Yukos Suits

    Yukos shareholders brought a series of cases against the Russian government after Khodorkovsky was arrested at gunpoint on a Siberian runway in 2003 on charges of tax evasion. Most of the company's assets were subsequently nationalized and transferred to state-owned oil producer Rosneft.

    Last July, the shareholders were awarded an unprecedented $50 billion in damages by an international arbitration court in The Hague. The court ruled that the Russian authorities had subjected Yukos — once Russia's biggest oil producer — to politically motivated attacks.

    Russia has not paid the compensation, refusing to recognize the court's authority, and the shareholders have begun petitioning local courts in Europe and the United States to seize assets, mainly bank accounts and real estate, belonging to the Russian state.

    "It will take a number of years, we always knew it would … but we've got the stamina and budget," Tim Osborne, director of the GML group of Yukos shareholders, told the Reuters news agency in July.

    Targets

    The main targets of French and Belgium bailiffs in June appeared to be the bank accounts of Russian diplomats as well as property owned by state-controlled media holdings, including the TASS news agency. Several dozen companies in Belgium and France were asked to provide information on whether they held any Russian state assets, local media reported at the time.

    Similarly, the new Russian law appears to allow for property owned by foreign states, including cultural and media organizations, to be confiscated in a ###-for-tat battle, according to experts contacted by The Moscow Times.

    However, companies, even those owned or part-owned by foreign governments, are unlikely to fall under the remit of the law, they said.

    Diplomatic buildings and embassies will also be exempt from any seizures, according to Alexei Panich, a lawyer at Herbert Smith Freehills firm in Moscow.

    “There are a series of international agreements protecting this type of property,” he said.

    Senator Dobrynin said that investors should not be spooked by the new legislation.

    “It won't stretch to the arrest of the property of private companies because this would work against Russia's national interests and then we'd have to forget about foreign investment [for good],” he said.
    Does he really believe that as the Duma changes the law as often their hats western investors WOULD actually believe him??

    He does not seem to believe it was the of law--business law that was used to acquire the Yukos court decision--AND Russia only put up a feeble defense of their position as they knew they were in violation of existing business laws.

    The continued dragging of feet by all Western leaders after one year in confronting and stopping Russian imperialistic expansion only increases that aggression especially when dealing with Putin.

    Time for the WH and its NSC to fully understand why the incoming JCoS stated “Russia is an existential threat to the US”. When he tried to warn the National Command Authority as that is his job he was told in a rather blunt press conference comment made by the Obama spokesperson to basically “shut up”.

    Even normal Ukrainian social media is seeing the inaction of the WH and its NSC---

    Every day Russia breaks Minsk accords - shells Ukraine 100 times and kills a handful of innocent Ukrainians. Every day.

    Ukrainian military KIAs and WIAs the last nine days are over 100 and if this pace continues it will be well over 400 for the month of August alone. This does not include civilians--three more last night and they were children.

    AND there is no Russia summer offensive....sure......
