I fell asleep attempting to watch it more than once, so for those who are interested, the folks at the USNI broke it down...

According to panelist Nikolai Sokov, Russia's nuclear doctrine, prompted to a large degree by Operation Allied Force in Kosovo is: "Threaten to use nuclear weapons against any major power that may try to block Moscow from having its way in a regional conflict."

Sokov also noted that in addition to the more recent simulated nuclear strike on Sweden, Russian exercises simulated strikes against Diego Garcia (2003) and Guam (2007).

This is interesting as when one adds the Hainan Island incident, the Russian invasion of Georgia and lack of high-end military investment (e.g. F-22), it becomes clear that the GWB Administration was utterly weak in the face of high-end political and military competition and sacrificed American prestige and capabilities in order to further low-end wars in Afghanistan and Iraq.
