This is a strange allegation and I note 'could have landed'. Perhaps the alleged site is close to the Russian territory that makes up half of this spit of sand, 400m wide. A map helps:

BUT if we accept the Russian MoDs word that their bombings in Syria were highly accurate and hit no civilians then their Navy made no mistake on where they landed...definitely on the wrong side of the border.....
