    The catalyst for this thread is a short article on the moral issues involved, by Paul Collier, a well known Oxford-based economist, who has written 'The Bottom Billion' and other books on development. Stark words, here is one passage:
    The plight of the millions of Syrians displaced by conflict indeed demands our generosity of spirit. But generosity is not enough: our responses must be grounded in wisdom. The headless heart may lead to outcomes little better than the heartless head.

    Responding to refugee movements feature on SWJ, mainly due to Syria's collapse and fears - since proved - for terrorists being amongst the masses seeking hope. There is one old thread. I would add migrants too, for as the current flow into Europe shows, let alone that across the southern US border, they are part of the problem too.

    Refugees or migrants can bring opportunities and dangers. That is reflected in the two words appearing in hundreds of threads and SWJ pieces.

    Few decision-makers readily admit they can bring 'small wars' to our homes. I'd better qualify that - in Western Europe.
