In time, the general appeared to honorably give up trying to pander. Last month, after the Justice Department indicted 13 Russians for interfering in the 2016 U.S. election, General McMaster angered Mr. Trump by stating publicly, at a major security conference in Germany, that the evidence was “incontrovertible.” Further enraging Mr. Trump, the general took to privately consulting Susan Rice, his predecessor as national security adviser during President Obama’s second term and a regular target of Trump administration ire.
