11. The Objectives: Meet, Ask, Suggest, Act, Make Mistakes, Correct, Succeed. Working together is not about dictating what should be done. Action is not about avoiding mistakes at all costs. Mistakes are a bonding problem solving opportunity. What is most important is action to avoid stagnation. Only through action will local leaders come to be identified.

12. The Mission: To get the people of County B active towards a vision of an improved standard of living for them in their style.


13. The people:
Propagate professionalism amongst the people of country B. Take the message from one of setting an example by severe punishment that supports the idea ‘if we catch you this is what we will do to you’. To the idea of, When we catch you this is how long you will lose your freedom, When you achieve this is how you will be rewarded, When you build this is how your community will be improved, When these things are achieved this is how your standard of living will be the highest in the region. With increasing opportunities to be professional the more people will take on responsibility. There will be early adopters of the new ideas and some people will not be able to participate. JUST LOOK AT THE DEMOGRAPHICS OF ADAPTION IN NEW EUROPE.


14.The Infrastructure:
Food, Water, Shelter, Security, Sanitation, Electricity, Community structures like gathering areas for culture, sports, discussion, enjoyment.


15. The Focus:
Don’t come with your employee mentality to a society that requires employer skills. Deploy all that you know about entrepreneurialism and assist the local people to start businesses. You must be putting great effort in to identifying the leaders with Country B and giving them the tools they need to get established. Only the local leaders are able to take the people towards the vision of a new and better life. These leaders are the people with leadership skills and may have been evil under the previous regime. Don’t blame them for being a leader by punishing them as they simply were successfully evil under an evil system. With the new system they will again be successful on a healthy path.

16. Be Genuine:
Provide international educational trips for the successful entrepreneurs. Make your home open to them as you have gone it to their home it is expected.

17. Neighbours:
You have to find what is valuable to them and deliver value. Involve them to give them the responsibility that comes with being a neighbour. This is an opportunity for dialogue. You are the neutral participant can facilitate more than what could previously be facilitated.

18. Motivate:
Iraq is not a quagmire of downward spiralling issues as the majority of non leaders will have you believe. Iraq is an opportunity of a life time for the people of Iraq and the people going to Iraq. You could sit in suburbia wasting your life or you can get involved with people that want to improve their standard of living.

19. Sacrifice:
There must be different levels of professional management that stay for the duration of the operation. Continuity must be there and local people must have confidence in the continuity.

20. The Nei Sayers:
Expose them fast for what they are not. They are not leaders working towards a better world.

A. They stood by and let genocide continue in Europe and did not get involved unless the US got involved. So no chance they would ever get involved further from home.
B. If the security forces can’t find and remove all explosives then don’t let the media discredit you by letting them focus of Chemical weapons. The responsibility was on the previous regime to prove they did not have chemical weapons and not you. If chemical weapons can’t be found it is simply an indication of how unaccountable people and departments were in the previous regime. Tell it how it is.

Judicial, Legislative, Executive
21. Executive Ministers must provide leadership and make directional decisions in abundance. This is no time for political jockeying as moving the country forward at a rapid rate whilst international support is available is paramount. Political opposition parties must be engaged constructively and used as another resource of ideas. THE BEST IDEAS COME FROM DISCUSSIONS SURROUNDING OBJECTIONS.

22. Legislative function must also be passing bills in abundance on issues wider than just the critical. Laws must be enacted that deal with diverse civil issues that aleviate inconvenience for different levels of the Socio economic scale. The importance of this is that it will prevent a wait of many years before domestic issues are delt with.

23. Judicial authority must for the first 10 or so years be strict with the focus on reinstating discipline in a society that is most comfortable with a strong hand. Imprisonment should not be the only option when there are many public works required to get the economy moving.

There should not be too much focus on corruption if this corruption is simply the use of innovative techniques to facilitate faster business activity. However corruption that removes assets from Iraq should be dealt with harshly. Let this policy be known as an unwritten rule that will end one day so there is an importance to get one’s business clean as soon as possible.

24. The judiciary’s power will be largely enforced by Police. Police will be disseminators of information about laws and enforcers of laws. A phased approach to law enforcement must be adopted where people receive warnings before enforcement is conducted. Police must be seen as fair but firm. The phase between warning and enforcement will enable the collection of information about persons previously unknown to them that are also in breach of the new laws. If the laws are unable to be implimented nation wide for a reason unknown to the judiciary then the executive Police officers have the right to withhold enforcement until an updated law is enacted.

25. Economy:
Dignity is provided by giving people the means to satisfy their immediate needs. For some their immediate need will be food and for others it will be to start a business. Cash in the form of pensions or social support for some and skilled resources will be required by others. If you just focus on jobs and cash then you will get the people focussing in on that as well and undermine your efforts to identify and champion leaders.
