Is anyone here familiar with community-driven development, originally created by the world bank in Indonesia (now over 10 years, $1 billion spent and over 30,000 villages touched) and now implemented in Iraq, Afghanistan, etc. It's not national government building, but it is intended to strengthen local governance and reduce poverty.
