Hopes were high in May 1991 when the Eritrean People’s Liberation Front (EPLF) captured the Eritrean capital, Asmara, and helped the Tigray People’s Liberation Front (TPLF) overthrow Mengistu Haile Mariam, the Ethiopian military dictator.
