No it isn't. You out mobilize (mobility in the Maoist sense) and out organize while maintaining the moral high ground. In COIN, constant physical destruction of the enemy only proves futile; winning support amongst the population, they leverage your heavy handed overreaction to limited combat against you. You cannot fall into this trap by always responding with sheer violence of action. Eroding their popular support, you must steal their voice; you disenfranchise their ideology.
