The QDR Summary Report is out
Very interesting, particularly the part on ISR. After seeing a bit of the ISR pie firsthand recently, I heartily agree with the analysis of the isssues as well as the strategy going forward.
A huge bottleneck in Air Force ISR right now is analytical capability. The active duty force is almost at 50% manning for some critical skill sets and grades. The pipeline for new trainees is full, but retention is a huge problem. If it weren't for the guard taking on the analytical mission in a big way through forced brac conversions, the AF would really be screwed. I've heard the other services are having problems keeping qualified and smart intel analysts in uniform too.
