The quote may be imprecise but it described a COG as something you take away from the enemy so he cannot attack you! In this case it is about how the enemy can move freely because he cannot be identified. Stealth people. He dosen't wear a uniform so you don't know who he is. He can expand on this in many ways. He can steal an airliner and make his own stealth bomber and strike with the same precision as our advanced and costly smart weapons and he can conduct EBO without having an Air Force. Very cost effective. Figure out how to take this away from the enemy and he will have a big problem.
