    Default FM 3.07 and its SSR chapter - is anyone taking any notice?

    Re FM 3.07 and its Security Sector Reform chapter (beginning on page 91 of the linked pdf), I'm getting suggestions that despite having an entire chapter describing SSR from an OECD perspective, not many U.S. personnel may either read, agree with, or apply it. What do people think of this - do officers and soldiers agree with this doctrine? Has there been any articles or news stories written on whether people are paying any attention?
