I just got off the phone with LTC Jan Horvath CAC, CADD. He and MAJ Tom Westen are writing FM 3-24, US Army COIN Ops. He told me that he is sending out drafts for comment by the end of this week. They hope to have it published and on the street in September at that time you should be able to read it online at CALL, BCKS, AKO, etc. I was fortunate enough to get on the mailing list, I'll be sure to let you all know when it's available.

Lets hope its good, and from what I've read it should be.
