Canada should not waste military resources on defending the Arctic, but should sign on to the U.S. ballistic missile defence program and double the amount of money it gives for foreign aid, a Senate defence committee report released Thursday says.

This report marks a fairly major shift in the Canadian public rhetoric of defense. In addition to more conventional defense issues (e.g. spending limits, Arctic sovereignty), there is some interesting insight into how the debate is shifting towards a more COIN oriented strategy.
