Looking for Fastabend's "How All This Ends"

The title pretty much says it all. I am getting a little frustrated that I can't seem to find Fastabend's paper though. Thanks for the help.

I too failed to locate the sought paper, which appears to be referred to with a Thomas Ricks book.

Since you know who the author is, why not write to him? I am sure Google will provide some clues as to whether he is still serving and where he was last.
