As the NYTimes reports:

Indian authorities on Saturday issued a national alert after eight people were killed and at least 32 were wounded when an explosive hidden in an unclaimed bag detonated inside a German bakery in a neighborhood popular with foreign tourists in the western Indian city of Pune.
The foreigners were likely the main targets. The equally likely intent to get worldwide coverage was achieved. The same can not be said for most bloody events in India, where movements fighting the Indian or state government are rather common with often considerable loss of live.

The "German Bakery" is the archetype of a house offering European sweets, bread, coffee and sometimes also warm food and housing in most parts of South Asia. It can be a magnet for tourists and well-off Indians, in this case also for visitors and workers of the nearby Israeli Chabab house.
