Prompted by a "lurker" there are a few other articles which I found in 2017, when the theme was mentioned off-line:

In 2016 the Home Office (the UK dept. responsible for CT & policing) held a private conference on the 1911 Sidney Street Siege, which also included a discussion of the anarchist threat in the Edwardian period, including the 1894 Greenwich bomb. Both involved foreign exiles, suspected to be anarchists so the analogy was quite a useful one. The siege is explained: https://en.wikipedia.org/wiki/Siege_of_Sidney_Street and the bomb: https://en.wikipedia.org/wiki/Martial_Bourdin
The title has been changed to Anarchist / Anarchism & Terrorism : analogy to enable searching and it is better too.
