I know, Slap. Back then it was much more political than it is today, and many of the deputies were about as worthless as their political boss. This wasn't always the case, of course, but the trained Deputy U.S. Marshal is very much a modern phenomenon.
I think a modified version of the Deputy U.S. Marshal system/service is about the best you could get. The FBI doesn't really do this sort of thing well, and the marshal service is about the closest the U.S. gets to a national police force model. You might be able to copy some of the state police/highway patrol models, but that's about it.The US government should consider establishing some sort of civilian police force that can deploy abroad to help in situations like Afghanistan. The Italians have one, the French have theirs, so it is possible.
