To give two examples. There is no legal requirement for gun owners to report a firearm stolen; I'm not sure whether this means ATF, FBI, state or local have responsibility. Sorry I cannot link to a source article. Secondly the reporting to the FBI of mental health concerns for NCIS use is haphazard and clearly flawed.
