Part of the Russian UW strategy New Generation Warfare is the deployment and recently in the Ukraine field testing of new weapons systems---field testing under combat conditions gives one military the edge over other militaries.
This is one system the US has no equivalent of at all--extremely dangerous as it adds a totally new complexity to treating military field injuries caused by the micro shrapnel.
