As Russia has now "weaponized information" --words take on serious meanings-and one of those Russian "weaponized words" is "civil war".
A civil war is an armed conflict that meets the following criteria:
a) the war has caused more than 1,000 battle deaths
b) the war represented a challenge to the sovereignty of an internationally
recognized state
c) the war occurred within the recognized boundary of that state
d) the war involved the state as one of the principal combatants
e) the rebels were able to mount an organized military opposition to the
state and to inflict significant casualties on the state.
All of the criteria must be meet in order for it to be defined a “civil war”.
Insurrection:
An act or instance of rising in revolt, rebellion, or resistance against civil authority or an established government.
Invasion:
Entrance of an armed force into a territory to conquer.
Conquer can be also defined—to force a change ie political change upon a government that the government does not want.
Does any of the three above items forbid a government from reacting to these actions—no it does not especially after the last Ukrainian election which was deemed one of the freest and fairest since it’s freedom from the Soviet Union.
What mirhond was attempting to push via agitprop was the theory of a "Ukrainian civil war" which has been the constant propaganda drumbeat by the Russian government. Why --then Russia can and does state--ie Putin's Duma speech that they are "protecting ethnic Russian speakers from an evil Nazi junta". That seems to then to not sound like the term "invasion".
Seems they do not quite understand the definition of a "civil war".
WHAT we have from the Russian side is a Russian supported, funded and fueled with mercenaries "insurrection" that in August 2014 transitioned to an "armed invasion" WHICH has now transitioned a full blown Ukrainian Russo war being fought along a 200 mile front with a width of 50kms.
Notice all western leaders to include Putin are running from the use of the term "war".
As they are still running from the term "invasion" ie the US actually stopped using the term "incursion" and are saying now nothing.
IF we look at the figures of the so called first --"independence fighters then separatists, and now Russian proxies" they really are all "mercenaries".
Paid for by Russia, armed by Russia, trained by Russia and feed by Russia--the furthest thing from being a so called "local".
Out of the current figure of 34K fighters of the DNR/LNR only approximately 4-6K are actually locals. Even the first Russian former or maybe not so former FSB officer mercenary Strelkov aka Girkin to arrive in the Donbass from Crimea --openly and often complained that the locals did not want to join and were poor fighters.
So is what mirhond calls a "civil war" really a "civil war" when the majority of the fighters are Russian mercenaries and Russian troops physically located inside eastern Ukraine? --BTW an eastern Ukraine with a clearly defined international recognized border with Russia that one has to illegally cross to get to the Ukraine in the first place since they did not have a visa issued by the Ukraine????

After the unilateral pressure placed on the Ukraine to pass a "special status" bill which they did we got a massive "false flag" shelling of multiple cities and towns across the front lines.MOSCOW. All of this is very important," the Russian deputy foreign minister said.

notice the unilateral move was not reciprocal.
Then we get the mercenaries announcing they are withdrawing all 100mm weapons are less from the front lines--WHY they want the UA to unilateral disarm --right now the US has largely no responded with heavy artillery when massively fired on and their heavy weapons are for the most part still in storage areas.
Right now the UA has been actually successful in fending off Russian ground attacks with their 100mm or less weapons using 82mm mortars, RPGs and AGL. They call when necessary for artillery strikes when the shellings get to intense.
BUT the 100mm weapons that were pulled back only went 1.5kms still within their maximum effective ranges.
So the UA has not disarmed much to the anger of the Russian and her mercenaries.
BTW--there is still ongoing heavy artillery shelling the UA positions--so the loudly announced withdrawal by both Russia and her mercenaries was simply a bold lie.

Operational data from Information Resistance:
Russian-terrorist troops in Donbas continue actively using artillery and heavy armaments to shell the positions of Ukrainian troops as well as settlements, including those controlled by the terrorists themselves.
The situation continues to be the most tense in the Donetsk sector. Terrorist fire is virtually uninterrupted on the stretch spanning Krasnohorivka – north-west outskirts of Horlivka – Pisky – northern outskirts of Avdiivka. Four militant artillery groups are active along the Pisky-Avdiivka line (26 cannon artillery units: mainly D-30 howitzers plus Msta-B howitzers; twenty-two 122 mm Gvozdika 2S1 and 150 mm Akatsiya 2S3 self-propelled guns deployed as several batteries; as well as six to eight Grad BM-21 122 mm MLRS systems constantly maneuvering along this sector of the front). Additionally, four militant armored vehicle groups have been reported on the front line(16 tanks operating across the entire sector, and 22-24 armored combat vehicles of various types, while the bulk of the heavy armaments has been slightly withdrawn to the rear and collected in several “armored vehicle parking lots” on the premises of local businesses, logistics centers, and warehouses). These armored vehicle groups are constantly firing on the ATO forces strongholds from camouflaged positions prepared in advance. The arrival of armored vehicles to their firing positions and subsequent retreat after shelling is always carried out under the cover of fire by advanced enemy infantry groups using heavy machine guns, 82-mm and 120-mm mortars, AGS-17 grenade launders and ZU-23-2 auto-cannons. The crews and armored vehicles comprising the “advanced” enemy armored groups are continuously rotating.
In the past 24 hours, militants in this sector repeatedly used cannon artillery, shooting mainly from the area of Spartak, from firing positions east of Panteleimonivka and in Donetsk – between Voronykhina and Yurjeva streets (near Shcheglovske cemetery). Over the past 24 hours, shelling was carried out by a total of four militant cannon artillery batteries and at least six self-propelled artillery guns. Fire strikes were made on advanced positions of Ukrainian troops as well as on objects and targets in the tactical midst of the ATO forces (up to 10 km inward from the separation line). The enemy is clearly trying to disrupt the ATO forces’ command and control systems in this sector.
In the Luhanske, Troitske and Zaitseve areas of the Svitlodarsk bridgehead, the enemy opened fire several times, using small arms and grenade launchers (AGS-17 and SPG-9). The fire strikes were brief, intended more to harass our troop units than to engage any targets.
The “war in the greenery” continues, with sabotage and reconnaissance missions, patrols and raids by “small groups” on both sides. In the past 24 hours, several skirmishes were observed between sabotage-reconnaissance and infantry units of both sides: between the settlements of Zolote and Orikhove (a militant sabotage-reconnaissance group stumbled upon the concealed combat security of the ATO forces); near Schastya (firefight between patrols), and near Krymske (a militant group stealthily entered the “neutral strip,” but was spotted by Ukrainian troop look-outs, and was forced to retreat after a short skirmish involving grenade launchers).
The “sniper war” is gaining momentum. Both sides make use of individual snipers as well as specially trained sniper groups. Snipers are the most actively used in the areas of Mar’inka, Pisky, Shumy-Kirovske, Chermalyk-Shyrokyne, Novotoshkivka-Krymske, Schastya and Stanytsia Luhanska.
Militant artillery and mortar units are stepping up their activity south of Donetsk, near Hranitne and Starohnativka. The enemy is using both 82 mm and 120 mm mortars and cannon artillery. In the past 24 hours, shelling was carried out by one battery of Gvozdika 2S1 122 mm self-propelled guns (rotating with an Akatsiya 2S3 battery positioned west of Starobesheve) and one battery of 122 mm D-30 howitzers.
Militants are transferring engineering and sapper equipment to the areas of Mospyne (Prydorozhnje), Oleksandrivka and Horbatenko, to clear minefield installations. Three IMR-2 (combat engineering vehicles) and one BAT-2 (armored track layer) units have been identified in the areas. Some of the terrorist tanks deployed south of Mospyne (Byryuky – Mikhaylivka – Svitle) are being equipped with detachable mine-clearing implements and practicing traversing passageways through minefields.

The Chicago Convention on International Civil Aviation of December 7, 1944 "does not stipulate the right of another state to investigate the circumstances of an accident, except for the state on whose territory the tragedy occurred. In this regard, a question arises: what are the grounds, on which the authorities of The Netherlands are investigating the crash of the Malaysian Boeing airliner?" the senator wrote in his blog on the Federation Council’s official website.
Article 26 of the 1944 Chicago Convention on International Civil Aviation reads that "the State, in which the accident occurs, will institute an inquiry into the circumstances of the accident, in accordance, so far as its laws permit, with the procedure which may be recommended by the International Civil Aviation Organization," the senator said.
"Let us note that the Ukrainian authorities have not used this right and have not taken any specific steps towards investigating the circumstances of the accident," the senator added.
"Any agreements between the Ukrainian authorities and the authorities of The Netherlands (if such agreements exist), including those relating to the investigation of the circumstances of the Malaysian passenger airliner crash in the Ukrainian air space, contradict the provisions of the 1944 Chicago Convention," the senator said.
"Moreover, even upon the existence of some secret agreement between the Ukrainian and Dutch authorities, the latter do not have the right to investigate the circumstances of the tragedy," he added.
The head of the Federation Council’s Constitutional Committee said that "with the idleness of the Ukrainian authorities to investigate the circumstances of the tragedy, the Malaysian authorities have been deprived of the possibility to appoint their observers to be present during the investigation."
At the same time, Article 26 of the Convention stipulates that "the State in which the aircraft is registered shall be given the opportunity to appoint observers to be present at the inquiry and the State holding the inquiry shall communicate the report and findings in the matter to that State," the senator said.
The Malaysia Airlines Boeing-777 passenger airliner on a flight from the Dutch city of Amsterdam to the Malaysian capital of Kuala Lumpur crashed in the area of hostilities between local militias and Ukrainian governmental troops in east Ukraine’s Donetsk region in July last year. All 298 people aboard the airliner died in the air crash.
