IHMO Obama cannot move as he has publicly stated Turkey has the inherent right to defend itself from terrorists AND this is the important point...the Un Charter grants every UN member the inherent right to defend itself if it's national security is being threatened and both Turkey and KSA have publicly stated this thus fulfilling UN requirements for self protection under the Charter.
